敦賀原発、廃炉の公算 規制委「直下に活断層の可能性」via 日本経済新聞
福井県敦賀市に立地している日本原子力発電敦賀原発の再稼働が極めて難しくなった。原子力規制委員会が専門家を交えて10日開いた評価会合は「2号機建屋 の直下に活断層がある可能性が高い」との判断で一致。規制委の田中俊一委員長も「今のままでは再稼働の安全審査はとてもできない」と強調した。敦賀原発は廃炉となる公算が大きくなってきた。 国の指針は原子炉の建屋など安全上、重要な施設を活断層の真上に建てることを許していない。規制委は早ければ12日の会合で再稼働を認めないとの結論を出す方針だ。原発の断層調査で規制委がほぼ活断層と判定するのは敦賀が初めて。 日本原電は独自に追加調査をして、年明けにも規制委に再判断を仰ぐ。衆院選後の政治情勢には不透明感があるものの、敦賀原発への厳しい評価 が覆る可能性は低い。廃炉となれば資産価値がほとんどなくなり、日本原電は巨額の損失計上を迫られる見通しだ。主要な株主である大手電力各社の業績にも響 きかねず、経済産業省は水面下で対応策を練っている。 敦賀の調査では2号機の直下を走る「D―1破砕帯」が焦点となった。破砕帯は細かく砕かれた岩石などが帯状に走っている断層を指す。D―1 破砕帯は敷地内を縦断する活断層「浦底断層」から枝分かれして2号機の直下に延びており、浦底断層と連動する可能性が指摘されていた。 敦賀1号機は稼働から42年たつ。規制委は40年以上の原発で原則、再稼働を認めない方針を示しており、再稼働はもともと望み薄だった。今 回の評価を受け稼働から25年の2号機の再稼働も極めて難しくなり、増設の計画があった3~4号機の道筋は閉ざされた。規制委は廃炉について「事業者の判 断に委ねる」(田中氏)としている。 続きは 敦賀原発、廃炉の公算 規制委「直下に活断層の可能性」 参考記事 「到底受け入れがたい」=日本原電、異例の批判-敦賀原発問題 via 時事ドットコム
