【社説】温暖化対策会議 脱原発と両立できる via 東京新聞
脱原発は省エネとともに進む。ドーハの気候変動枠組み条約第十八回締約国会議(COP18)は、ポスト京都議定書への橋渡しをする重要な会議だ。フクシマを経た日本こそ、存在感を示すべきだ。 […] どの国もルールの空白期間は望んでいない。ドーハ会議は、先進国の削減目標に合意して、第二約束期間の船出を図る場所である。 ところが日本は、中国などの参加なしには温暖化防止の実効性がないとして、第二約束期間の削減義務受け入れを拒否している。 昨年世界の二酸化炭素(CO2)排出量は、過去最高を記録したという。京都議定書を離脱した米国でも、十月末に東部で猛威を振るったハリケーンな どの異常気象を体験し、気候変動への危機感を強めている。近い将来、南北を問わず高い削減義務を受け入れなければならない時が来る。 原発停止による化石燃料消費の増加が、高い削減義務を掲げられない理由にされている。しかし、原発停止は、企業や家庭に省エネを定着させた。省エネすなわち、温暖化対策ではないか。 オフィスビルや事業所に独自のCO2削減義務を課す東京都では、3・11以降、削減率が大幅にアップした。中には全体で四割減らしたビルもある。 九〇年比25%減という国際公約の看板を、やすやすと下ろすべきではない。脱原発と温暖化対策を両立させ、低炭素社会へ向かう自治体レベルの取り組みをアピールしつつ、政府には、ポスト京都の交渉をリードするきっかけを、ドーハでつかんでもらいたい。 全文は 【社説】温暖化対策会議 脱原発と両立できる
