皆さん、こんにちは。福島から参りました、武藤類子です。
今日も、福島からバスでやって来た仲間たちがいます。遠い避難先からやって来た仲間もいます。

東京電力が起こした福島原発事故は終わっていません。今も被害は広がり、続いています。日々、福島で起きていることの多くは、マスメディアで報道されることもありません。

2015年、秋。あれから4年半。
ほのかに色付き始めた福島の森はなお美しく、水は清冽な音をたて流れて行きます。野には紫のアザミや青いツユ草が揺れています。
でも、森の中の朽ちた樹木に見え隠れするキノコを食べることはできません。アケビ、ナツハゼ、ハシバミ、秋の稔りを素直に喜ぶことはできません。物言わずじっとたたずむ植物たちに、変わらず生を営む鳥や虫や獣たちに、何が起こっているのでしょうか。
毎日大量の汚染水が流される海で、魚や海の生き物たちはどうしているのでしょうか。
大地や樹木、アスファルトに入り込み、今も発せられる放射線はあらゆる命に何をもたらすのでしょうか。
豊かな生命を育む、大地も森も水も風も深い傷を負ったままです。

福島県は今、帰還と復興の激しい流れに呑み込まれています。
国と福島県は、放射線量がまだ十分下がりきらない地域の避難指定を解除し、避難者の借り上げ住宅制度の廃止や賠償の打ち切りを、当事者の声を十分に聴かぬままに決めました。
オリンピックに注がれる莫大なお金で何人の避難者の生活が保障されるでしょう。

図書館や、郵便局や、コンビニにも置かれている、環境省の放射線教育漫画には、9の真実に1の嘘を潜ませています。
福島県の小学5年生が全員訪れることになる放射線教育施設の完成が近づき、子どもの応募により愛称が決まりました。小学生の時「原子力明るい未来のエネルギー」という標語を作った大沼さんは、事故後に心を痛めていました。原発安全神話の次には放射線安全神話が作られて流布されています。
修学旅行の高校生や見学ツアーの中学生が福島を訪れます。
放射能安全神話と固く結びついた帰還政策は、被曝への警戒心や健康不安への言葉を封じ込めます。帰還政策とは、放射能がある場所へ我慢して帰って暮らせと言うことです。
多発であるという警告を受けて、早急な調査と対策がされるべき小児甲状腺癌は、増え続けています。
福島県の災害関連死は、津波で亡くなった人をはるかに超えました。ふるさとへの郷愁と放射能への不安のはざまで、精神の疲れは限界です。

そんな中、川内原発は再稼働し、次は伊方原発の再稼働が目論まれています。福島の次からは、原発事故が起きても賠償が大きく制限されるという制度が、経産省の小さな委員会でひそかに決められようとしています。原発を造ってきたメーカーやゼネコンは、責任を負うこともなく放射性廃棄物の処理で再び利益を上げています。

過去の過ちを反省せず、多くの国民の反対を押し切って推し進める。これは、憲法違反の安保法案が、安倍政権の暴挙によって決められたことと重なります。多くの市民の枯れ果てるまでに上げ続ける声を聞かずに決めたこととも同じです。
過酷な被曝労働は、日本中で仕事を求める人々の受け皿になっています。今度は兵役がその受け皿になるのでしょうか。
戦争も原発事故も、起きてしまったことから学ばなければ、悲劇は何度でも繰り返されるのです。犠牲になった人々の怒りと悲しみは決して慰められはしません。
国土を失い、平和を失い、民主主義を失うものは、原発と戦争です。
人権を侵害し、命を冒とくし、生きる尊厳を奪います。

ぼんやりとうごめいていた不穏なものは、はっきりと姿を現してきました。
私たちは自覚しなければなりません。

国が子どもを守ろうとしないことを。
被害者が切り捨てられていくことを。
原発関連企業がその罪を問われないことを。
政府が国民の声を無視することを。

この呆然とする現実を前に、膝をつき言葉を無くす日々があります。
起き上がれずに、目を背けたい朝があります。

でも、私たちは自分を無力だと思わなくていいのです。
「9条守れ」「戦争いやだ」のプラカードを手に、雨の中も国会の前に立ち尽くす何万という人々がいました。
年齢や立場、党派をも超えて共に闘う人々がいました。
原発事故の被害者たちは共に手を繋ぐことを約束しました。
全国散り散りになった避難者も、繋がっていこうと動き出しました。
刑事責任を問わない検察庁の代わりに、市民による検察審査会は、刑事裁判への扉を開きました。
それは、長い間コツコツと、平和と原発反対を訴え続けて来た人々から繋がっています。
緑の田んぼを渡る風のように、爽やかに吹き渡っていく若者たち。
子どもを胸に抱きながら汗を光らせマイクを握る、戦争法案反対を訴える母親たち。
そのシンプルで率直な感性とまぶしさは、私たちの世代が乗り越えられなかったものをやすやすと超えていくでしょう。わたしは彼らの心優しい賢さに学びたいです。

どんな暗がりにあっても、私たちは確かな明かりを一つずつ灯していこう。
今はまだ冷たい雪の下の一粒の種であっても、やがて一輪の花を咲かせる者たちを、心して待とう。

私たちは、戦争法案にも、原発社会にも閉じ込められない、愛に満ちた自由な者たちです。そのことを、繰り返し思い出しましょう。
自分を大好きでいましょう。共に歩むものを大切にしましょう。誰も私たちの想いを止めることはできません。
原発も戦争も無い世界を、私たちひとりひとりが創っていきましょう。

汚染水タンク1.4万トン増設=来年4月までに—東電 via The Wall Street Journal

 東京電力は28日、福島第1原発で放射能汚染水を保管するタンクを1万4000トン分増設する計画を明らかにした。来年4月までに設置する。

過去に汚染水漏れを起こした簡易型タンクの解体作業が今後本格化し、 タンク容量は減少するが、80万トン以上は維持できる計算で、政府は「十分な余力を確保できる」(担当者)と説明している。

東電などによると、敷地内で設置場所を2カ所確保した。東電は鋼板をボルトでつなぎ合わせた簡易型タンクを、つなぎ目を溶接した強固なタンクに置き換えている。汚染水の保管総量約70万トンに対し、タンク容量は95万トン程度あるが、今後容量は減少する見通し。

The fantasy of cheap, safe nuclear energy via IN Daily

Back in the 1970s and 80s, solar and wind energy were expensive and their supporters were criticised by the nuclear industry for dreaming of a renewable energy future.

Nowadays the situation is reversed. Several countries are well on their way to their targets of 80-100 per cent renewable electricity while global nuclear energy generation ceased growing nine years ago.

In northern Europe and the USA wind energy is about half the price of nuclear. In South America contracts to deliver electricity from big solar photovoltaic (PV) power stations are being signed at 8 US cents per kilowatt-hour, already less expensive than nuclear, and the price of solar PV is still declining. In many places, including mainland Australia, rooftop solar is much less expensive than retail electricity from the grid.

The current fantasy is that nuclear energy is cheap, safe, CO2-free and necessary, and that South Australia could make a profit storing the world’s nuclear wastes. All of these claims by enthusiasts for the nuclear fuel cycle, made in submissions to the current Nuclear Fuel Cycle Royal Commission, are poorly based.

In theory, the geologically stable regions of South Australia could provide a location for storing high-level nuclear wastes. But as yet there are no permanent repositories operating anywhere in the world. It would be crazy for Australia to attempt build one when the USA has failed.

US Replacing Old Nuclear Weapon Elements With New Ones via Sputnik

German Ambassador to Russia Rudiger von Fritsch said that Washington plans to replace components on existing nuclear weapons in Germany.

MOSCOW (Sputnik) – The United States is replacing old components on existing nuclear weapons in Germany and not deploying new arms, German Ambassador to Russia Rudiger von Fritsch said Monday.

Last week, German media claimed that Washington was planning to deploy its new guided nuclear bombs in Germany at the Buchel air force base this fall.

“There’s nothing new here, there is no new quality or expansion, we’re talking about the fact that components have been replaced where the service dates have expired. This serves the goals of upholding safety by supporting these weapons in a safe condition and I think that’s in everyone’s interests,” von Fritsch said at a press conference.The Russian Foreign Ministry warned that if Washington was to station new nuclear weapons in Germany, it would constitute a violation of the Non-Proliferation of Nuclear Weapons Treaty (NPT).

フラガールが稲刈り、福島 風評被害払拭の願い込めvia上毛ニュース

東京電力福島第1原発事故の風評被害を払拭しようと、昨年から販売を始めた福島県いわき市産のブランド米「いわきライキ」の収穫作業が27日、市内であり、同市の温泉施設スパリゾートハワイアンズのダンスチーム「フラガール」が稲刈りをした。
 カウボーイの衣装で参加したフラガールの寿々木麻美さん、西尾涼子さんが鎌を手に、黄金色に輝く稲穂を刈り取った。

Nuclear Disaster Assessment and Recovery Summit: Lessons to be Learned from Chernobyl and Fukushima

Background
The 1986 Chernobyl and the 2011 Fukushima accidents provoked world-wide concern about the ability of current incident response programs to adequately protect the public and the environment in the event of a nuclear disaster. Limited knowledge of nuclear physics and engineering within the general populace as well as fears about possible health effects resulting from radiation exposure spurred widespread panic among impacted and potentially impacted populations, whether proximal to or far-removed from reactor sites. Lack of centralized communication among experts was a probable driver of the rampant spread of misinformation that followed the accidents.
The Chernobyl and Fukushima disasters measured Level 7 on the International Nuclear Event Scale (INES) according to the International Atomic Energy Agency (IAEA), but most members of public are unlikely to understand the meaning of such a measure or its implications. Moreover, nearly thirty years of collective evaluation for Chernobyl have provided only limited context. We still do not fully understand the nature and extent of the accidents or the probable long-term consequences, nor are we certain what actions we should take to prepare for future such disasters.

Statement of Purpose
The Nuclear Disaster Security Summit proposes to address the following:
• Preventing nuclear accidents
• Preparing for and securing nuclear facilities in the event of catastrophic natural disasters
• Assisting survivors in impacted areas for short and long-term periods
• Addressing near-term environmental consequences
• Developing measures to facilitate environmental and economic recovery
• Implementing standardized policies for disaster preparedness and recovery
The primary objective of the Nuclear Security Summit and Workshop is to bring policy leaders, emergency preparedness and response planners, economists, scientists, and engineers together to foster interdisciplinary and multi-national discussions on nuclear physics and engineering, biology, policy, security, and health care issues associated with nuclear disasters. The Summit will instigate discussions among a diverse group of experts using the Chernobyl and Fukushima nuclear accidents as unique case studies, with the end goal of establishing a community of experts. Summit planners and sponsors are seeking concrete outcomes and engagements that may lead to pursuit of public-private partnerships, academic think-tank studies, scientist-scientist collaborations, and other activities necessary for sustaining dialogue within the nuclear disaster community.

Cs-134/137 measured from Tokyo tap-water via Fukushima Diary

According to MHLH (Ministry of Health, Labour and Welfare), Cs-134/137 has been detected from tap-water of Tokyo since October of 2014. The data is from October 2014 to March 2015. The newer result hasn’t been announced yet.

The sample was collected from the tap of Tokyo Metropolitan Institute of Public Health in Shinjuku.

The analysis was implemented by NRA (Nuclear Regulation Authority).

All the other analyses were carried out by Tokyo Metropolitan Government Bureau of Waterworks or municipal governments and the lowest detectable amount was over 0.5 Bq/kg to show none of the actual readings.

政府、調査受け入れ当面求めず 核ごみ最終処分地選定で via 神戸新聞

原発から出る高レベル放射性廃棄物(核のごみ)の最終処分地選びをめぐり、政府が候補地として適性が高い地域(科学的有望地)を提示後も、当面は対象自治体に調査の受け入れを要請しないことが27日、分かった。

放射性廃棄物への国民の不安は根強く、政府主導の選定方式に反発があることも考慮し、説明会など取り組みを続ける必要があると判断した。

Researchers: More than 70% of No. 2 reactor’s fuel may have melted via The Asahi Shimbun

More than 70 percent of the fuel may have melted in one of the three reactors at the Fukushima No. 1 nuclear power plant that suffered meltdowns in the wake of the 2011 nuclear disaster, researchers reported on Sept. 26.

The group, which includes researchers from Nagoya University, concluded that it is highly likely that 70 to 100 percent of the fuel has melted in the No. 2 reactor through inspecting the interior using a fluoroscopic device, which utilizes elementary particles called muons.

It was the second time that researchers successfully scanned the interior of the damaged reactors using a fluoroscopic device since a group led by Tokyo Electric Power Co., the operator of the crippled plant, announced the results of its survey inside the No. 1 reactor in March.

The survey detected few signs of nuclear fuel remaining in the reactor core, in contrast to the No. 5 reactor, which was not affected by the nuclear disaster, triggered by the Great East Japan Earthquake and tsunami in March 2011.

The researchers released their report at a meeting of the Physical Society of Japan in Osaka on Sept. 26.

福島第1原発2号機、核燃料は「7割以上溶融」か 日本物理学会で発表 via J-Cast News

名古屋大学などのチームは2015年9月26日、東京電力福島第1原発の2号機について、核燃料の70%以上が溶融している可能性があると発表した。複数の主要メディアが報じた。

発表を行ったのは、大阪市内で開かれた日本物理学会の大会。

ミュー粒子は、コンクリートなどを通り抜けられるが、核燃料は通り抜けにくい性質を持つ。それを応用して、14年春から「ミュー粒子」の量などを観測したところ、2号機炉心にあるはずの核燃料がほぼ存在しないとの結果が得られた。
