Two local high school students will receive $1,500 scholarships after winning an essay contest on nuclear science and technology.Each fall the Idaho chapter of the American Nuclear Society puts on the contest. This year’s essays were about how advances in nuclear science and technology — not just nuclear power — affect the lives of Americans.
David Hill of Skyline High School won the 9-10 grade level contest with his essay titled, “The Benefits of Nuclear Technology.”
In the 11-12 grade level contest, Jason Hale of Hillcrest High School won for his essay, “Back to the Nuclear Future.”
The scholarships will be awarded at the society’s dinner meeting April 14. Idaho National Laboratory Director Mark Peters will speak.

乾燥牧草は保管用の袋（フレコンバッグ）に入れられ、畑の一角で約３６立方メートルが保管されていた。下草を焼却中の火が延焼したとみられる。同省は乾燥牧草の灰や焼けたフレコンバッグから牧草が飛び散らないよう、シートをかぶせるなどして対応した。

炉心溶融基準、５年間「気づかず」 追及続けた新潟知事
東京電力は、原子炉の核燃料が溶け落ちる「炉心溶融（メルトダウン）」の判定基準が、福島第一原発事故当時の社内マニュアルに明記されていたのに、その存在に５年間気づかなかったと謝罪した。今になって判明した背景には、事故の原因究明に対する新潟県の取り組みがあった。
柏崎刈羽原発を抱える新潟県は、泉田裕彦知事の意向で、政府や国会の事故調査委員会が終わった今も、「技術委員会」と呼ばれる有識者会議で独自に検証を続ける。特に問題視してきたのが、炉心溶融の公表が２カ月遅れたことだった。
「東電が真摯（しんし）な対応をしているのか根本的に疑義を持たざるを得ない。真摯な対応を求めたい」

泉田氏は東電に繰り返し疑問をぶつけてきた。
１ 月５日に県庁であった東電の広瀬直己社長との恒例の会談。柏崎刈羽原発の安全対策を強調し、避難計画作りへの協力を申し出る広瀬社長に対し、「メルトダウ ンを隠されると避難ができない。避難計画以前の話だ」と突き放した。泉田氏は原発の再稼働の是非を問われると「事故の検証と総括が必要だ」と言う。公表の 遅れや情報隠しは住民避難に直結するからだ。
東電への不信感を決定づけた出来事があった。福島事故からしばらくして、東電から受けた「メルトダウンはしていない」との説明だ。「燃料は溶けているはず」とただす泉田氏に対し、絵を描きながら、炉心溶融は否定したという。
技術委員会でも公表の範囲内でしか回答しない東電に対し、泉田氏は「質問に対して最小限答えるだけで、自ら調べて直そうという気概がまったくない」と批判。県は昨夏、不明点を細かく問う質問票をつくり、文書で回答を求めた。
東電は、事故当時の清水正孝社長ら約３０人に追加の聞き取り調査をし、昨年１１月に回答。納得を得ようと懸命な姿勢を示し始めた。そこでも炉心溶融について「定義されていなかった」と説明していた。そんな中で出てきたのが、今回の社内マニュアルだった。
中国電力による上関（かみのせき）原発建設計画（山口県上関町）の白紙撤回を求める「上関原発を建てさせない山口県民大集会」が２６日、山口市で開 かれました。上関原発を建てさせない県民連絡会が主催し、約２０００人が参加。「いらんちゃ原発」と声を上げデモ行進しました。

那須氏は、中電による埋め立て免許延長申請の可否判断を引き延ばす県を批判し「臭いものはもとから絶たないといけない。それは安倍政権をぶっつぶ すことで、参院選で山口から原発ノーを掲げる議員を出すことが第一歩になる」と強調。清水氏は「中電も県も国も諦めていない。３４年となる祝島のたたかい は高齢化で容易ではないが、今日を契機に計画をなくすまで頑張りたい」と述べました。
福島県飯舘（いいたて）村の酪農家の男性が原発事故で放射能に汚染された村の現状や、原発再稼働を進める国への怒りを語りました。「放射能災害は 全てをバラバラに破壊する。山口の人にわれわれのような思いをしてほしくない。反対の声を上げ続けて」と訴え、大きな拍手が送られました。
The fifth anniversary of the Fukushima disaster was on Friday, March 11. Since that fateful day in 2011, the Japanese government and the United States have continued to deny the lingering effects of this catastrophic event.
An estimated $21 billion has been spent on cleanup efforts since 2011, including funding for a team of remote activated robots capable of going to high-dose radiation areas of the plant where humans cannot enter and survive.

But perhaps the most staggering number of all of these statistics is the fact that the waste is being temporarily stored right next to the waterfront in a Wall-E style. The visual representation of the failure of this nuclear power plant is shocking.
Along the shore at the temporary storage site at Tomioka are 10.7 million 1-ton container bags containing radioactive debris and other waste collected in decontamination outside the plant.

東日本大震災から１１日で５年が経過し、県内でも各地で追悼行事が行われた。県内には今も１１８９人（２月末時点）の避難者が暮らし、生活再建を模 索している。東京電力福島第１原発事故の影響は、指定廃棄物の処分をめぐる問題や中国、韓国、台湾などの県産食品禁輸措置など、５年が経過しても解決に 至っていない課題をもたらし、震災の爪痕はいまなお深く残っている。（大橋拓史）
◆指定廃棄物
放射性物質を含む指定廃棄物は現在、前橋、高崎、桐生、渋川、富岡、安中、榛東の７市村で計約１１８７トン保管されている。
指定廃棄物をめぐっては、国は県内に最終処分場を建設し、１カ所に集約する方針を示していたが、自治体から異論が相次ぎ、平成２５年７月以降、議論は停滞していた。
環境省は指定廃棄物を抱える自治体の意見をふまえ、指定廃棄物の指定解除に関する仕組みの整備に着手し、基準値の１キログラム当たり８千ベクレルを下回ったものについては、指定解除を行った上で、通常の方法で処理できるよう省令改正を進めている。

◆県産食品の禁輸
原発事故後、放射能の影響を懸念し、県産食品に輸入規制をかける国が相次いだ。カナダやメキシコなど規制を解除した国もあるが、中国、韓国、香港、台湾、マカオの５つの国・地域は輸入規制を継続しており、県産食品輸出の障害になっている。
県農政部によると、規制対象を全部としている中国を除き、他の４つの国・地域の規制対象はバラバラで、「規制の根拠は不明」だという。
Just two days after terrorists attacked the Brussels airport and subway system, a security guard for a Belgian nuclear facility was murdered and his security access badge was stolen, Belgian media reported Saturday.
The security guard’s badge was de-activated as soon as it was discovered it was stolen, according to French newspaper Derniere Heure.
He was shot dead in the Charleroi region of Belgium as he walked his dog, International Business Times reported.
On Thursday, Derniere Heure reported that the suicide bombers who set off explosives that killed 31 people were originally targeting a nuclear site, but a series of arrests of suspect militants, including suspected Paris attacker Salah Abdeslam, forced them to speed up their plans.

The head of the nation’s legal watchdog said Japan’s Constitution does not necessarily ban the use of nuclear weapons, but qualified the remark by saying their use is restricted under domestic and international laws.
“I am not thinking that the use of all kinds of nuclear weapons is banned under the Constitution,” Yusuke Yokobatake, director-general of the Cabinet Legislation Bureau, told the Upper House Budget Committee on March 18 in response to a question from Shinkun Haku of the opposition Democratic Party of Japan.
He made the remark after saying, “Limitations exist (on the use of nuclear weapons) under Japanese laws and international laws.”
Given the Japanese government’s policy of “three non-nuclear principles” to not possess or manufacture nuclear weapons or allow them into Japanese territory, it is extremely rare for a person in Yokobatake’s position to mention the use of nuclear weapons, even though he also referred to limitations.
“Nuclear weapons are a kind of weapon. My understanding is that, irrespective of whether they are nuclear weapons or not, any weapons should be used under the limitations permitted by domestic laws and international laws,” Yokobatake said.
