Tepco executives get a taste of citizens’ wrath via The Japan Times

In mid-2012, Tepco released the results of its own investigation into the nuclear accident and, with unseemly chutzpah, absolved itself of all responsibility. It was so embarrassing in its exculpatory excesses, and thoroughly contradicted by all three of the other major investigations into the Fukushima debacle, that Tepco disavowed this whitewash in October 2012, conceding allegations of numerous failures; this mea culpa was at the insistence of a panel of international experts hired by the utility.

The court case will focus on what could have been done that Tepco knew about to better manage the risks inherent in the operation of nuclear reactors in a seismically active area with a history of devastating tsunami. As much as Tepco would like to paint this as a “black swan” once-in-a-thousand-year event — something of such low probability of occurrence that it would be a costly fool’s game to prepare for it — Tohoku’s tsunami coast was fairly recently battered in 1896 (8.5 magnitude with waves reaching 38.2 meters) and in 1933 (magnitude 8.4 with waves cresting at 28.7 meters). So it would seem that anyone operating a nuclear reactor on that coastline would have looked into the seismicity of the area and prepared accordingly.

In fact, Tepco did so in 2009 when it conducted in-house computer simulations suggesting the possibility of a 15.7-meter tsunami slamming the site of the Fukushima No. 1 nuclear plant. That information was actually provided to the Nuclear and Industrial Safety Agency (NISA) four days prior to the Great East Japan Earthquake, meaning that it was information considered vital enough to submit to the watchdog agency.

Interestingly, in February 2011 the Fukushima reactors were granted an extension to their 40-year operating license, passing a NISA safety review. But NISA was sharply critical of Tepco and called for the urgent replacement and relocation of backup diesel generators that had stress cracks and were located below, and between, the reactors and the ocean, leaving them vulnerable to inundation. In addition, NISA scolded Tepco for its lax safety practices, a clear reference to the 2002 scandal when a whistleblower revealed that the utility had falsified the repair and maintenance records for all of its nuclear reactors.

Not everyone was surprised by the nuclear disaster. In 1975, nuclear chemist Jinzaburo Takagi and others established the Citizens’ Nuclear Information Center (CNIC), which ever since has issued regular reports on power plant safety issues. Fukushima was the nightmare scenario that CNIC had long been predicting. In a 1995 interview, Takagi spoke about the risks of a meltdown in the event of multiple failures, as happened in Fukushima in March 2011. He correctly warned about the possibility of large radioactive releases from a meltdown resulting from a breakdown in the emergency core cooling system and the failure of back-up diesel generators.

“It’s inexcusable that a nuclear accident couldn’t be managed because a major event such as the tsunami exceeded expectations,” said Yotaro Hatamura, chairman of the government’s Third Party Panel Investigation Committee, blasting Tepco’s hubris in 2012. He added that risk management means anticipating worst-case scenarios — not wishing risk away.

[…]While it is unlikely that the Tepco Three (former chairman Tsunehisa Katsumata and two former vice presidents, Sakae Muto and Ichiro Takekuro) will be convicted for irresponsibly minimizing risk in ways that endangered local residents or for cutting costs that compromised public safety, the trial will make the nuclear village squirm as the public revisits the folly of wishing risk away — and understands it is happening all over again.

町外生活を総合支援 富岡・避難解除見据え計画via福島民友

富岡町は25日、目標としている避難指示解除の後も町外で生活する町民の生活サポートやふるさととの「つながり」を推進する「『人と町とのつながり』アクションプラン」(行動計画)の骨子をまとめた。
町は「早ければ来年4月の帰還開始」を目指しているが、さまざまな状況下で帰還開始(避難指示解除)後も町外生活を選ばざるを得ない町民もいる。このため、町は第2次町災害復興計画で帰る、帰らないの二者択一ではなく「今は判断できない」とする「第3の道」を提示。計画は、この「第3の道」の実現に向け策定する。

 骨子では、基本方針に「避難指示解除後の町外生活サポート」「富岡とつながる”ふるさと”づくり」を設定。町外生活のサポートでは、仕事、住宅などさまざまな悩みの総合的な支援体制、放射線への不安を解消し安心して暮らすための体制を構築するほか、町内に残した不動産の維持管理を支援する。具体的には、町外での事業再開、仮設住宅などの入居者の住宅再建の支援、放射線管理の徹底、町内の住宅、敷地の見守りや草刈りなどの維持管理、空き家、空き地バンクによる有効活用などの取り組みを想定する。

 一方、「ふるさとづくり」に関しては「関心」「参画」「交流」の3段階を設定。具体的取り組み事例として、町内での事業再開支援やまちづくりを考える場の創出、個人宅のリフォームやハウスクリーニングの支援、一時帰宅者の宿泊施設と移動手段確保などを想定する。

Japan: Anti-nuclear activists protest PM Abe’s energy plan in Tokyo via One News Page

An estimated 30,000 anti-nuclear activists attended a rally in Tokyo’s Yoyogi Park, Friday, to protest against Prime Minister Shinzo Abe’s plan to reopen a number of Japan’s nuclear reactors. Many of Japan’s nuclear plants were taken offline by authorities following the Fukushima nuclear disaster in 2011, which resulted in a meltdown and the devastating release of radioactive materials into the area around Fukushima. On March 11, anti-nuclear protesters demonstrated outside the National Diet Building in Tokyo to mark the 5th anniversary of the disaster. Despite concerns from Japanese citizens surrounding the safety of restarting the reactors, Abe and Japan’s utility companies have continued to call for the reopening of several nuclear facilities.

1年後108世帯打ち切り 「福島へは戻れない」via 東京新聞

東京電力福島第一原発事故に伴って群馬県内へ避難している被災者のうち、福島県が来年三月末で住宅の無償提供 を打ち切る自主避難者が昨年十月現在で百八世帯いることが、福島県の調査で分かった。対象の母子家庭からは「子どものためにも、事故の影響が残る福島県へ は戻れない。今の住宅で暮らし続けられるように延長してほしい」と求める声が上がっている。 (菅原洋)

 事故を受けて福島県は災害救助法に基づき、自主避難者を含む被災者が転居した公営住宅や民間の借り上げ住宅などの家賃を国費を充てて全額補助している。

 しかし、福島県は昨年六月、政府から避難指示を受けている被災者を除く自主避難者について、来年三月末で無償提供を打ち切る決定を公表。同県は民間の賃貸住宅に限り、低所得者の二年間の家賃を一部補助する方針を示している。

 群馬県によると、同法に基づいて県内で住宅の無償提供を受けているのは、二月末現在で百八十四世帯の計四百六十四人。この世帯数は自主避難者と政府から避難指示を受けている被災者の両方を含めている。

 ただ、政府は来年三月までに、現在は福島第一原発一帯に出している避難指示について、事故の影響が強い帰還困難区域を除いて順次解除することを目指している。このため、住宅の無償提供が打ち切りとなる自主避難者が群馬県内でも今後増える可能性がある。

 こうした中、鳥取県は県費を充て、自主避難者を含む被災者への住宅の無償提供を二〇一九年三月末まで延長する方針を決めている。打ち切りまでの一年間、群馬県や全国各地で、自主避難者への救済策が課題になりそうだ。

無償提供打ち切り後も公営住宅に自費で入居できるかを女性が担当部局に聞くと、一般の入居者と同等に審査と敷金や礼金などが必要との説明を受けたという。福島県は打ち切り後、公営住宅の家賃は補助しない見込みだ。

 「長女が受験を控え、子どもたちに友達もできた。自分も近所や避難者などのつながりを築いてきた。正社員の仕事も失いたくない。もう、事故前には戻れない。どうしたら、このままの生活が続けられるのか-」。女性の悩みは深い。

 原発事故と甲状腺がんをめぐっては、福島県内の18歳以下(当時)に通常の数十倍というがんが見つかっているが、因果関係にはさまざまな見解がある。

 東京電力福島第1原発事故発生から5年が経過する中、脱原発を求める大規模な市民集会が26日、東京都渋谷区の代々木公園で開かれた。主催者発表で3万5000人が参加。集まった人々は事故の教訓を胸に、原発のない未来を目指す誓いを新たにした。

26日昼から始まった集会のステージには主催団体の一つである「首都圏反原発連合」のミサオ・レッドウルフさんが登壇。現状について「原発推進、維持の国になっている」

Belgium fears nuclear plants are vulnerable via The New York Times

BRUSSELS — As a dragnet aimed at Islamic State operatives spiraled across Brussels and into at least five European countries on Friday, the authorities were also focusing on a narrower but increasingly alarming threat: the vulnerability of Belgium’s nuclear installations.

The investigation into this week’s deadly attacks in Brussels has prompted worries that the Islamic State is seeking to attack, infiltrate or sabotage nuclear installations or obtain nuclear or radioactive material. This is especially worrying in a country with a history of security lapses at its nuclear facilities, a weak intelligence apparatus and a deeply rooted terrorist network.

On Friday, the authorities stripped security badges from several workers at one of two plants where all nonessential employees were sent home hours after the attacks at the Brussels airport and one of the city’s busiest subway stations three days earlier. Surveillance footage of a top official at another Belgian nuclear facility was discovered last year in the apartment of a suspected militant linked to the extremists who unleashed the horror in Paris in November.

While the prospect that terrorists can obtain enough highly enriched uranium and then turn it into a nuclear fission bomb seems far-fetched to many experts, they say the fabrication of some kind of dirty bomb from radioactive waste or byproducts is more conceivable. There are a variety of other risks involving Belgium’s facilities, including that terrorists somehow shut down the privately operated plants, which provide nearly half of Belgium’s power.

The fears at the nuclear power plants are of “an accident in which someone explodes a bomb inside the plant,” said Sébastien Berg, the spokesman for Belgium’s federal agency for nuclear control. “The other danger is that they fly something into the plant from outside.” That could stop the cooling process of the used fuel, Mr. Berg explained, and in turn shut down the plant.

The revelation of the surveillance footage was the first evidence that the Islamic State has a focused interest in nuclear material. But Belgium’s nuclear facilities have long had a worrying track record of breaches, prompting warnings from Washington and other foreign capitals.

The children of Fukushima: When medical tests mislead via The Chicago Tribune

Japanese public health officials were aware of an increased incidence of thyroid cancer in Russian children after the 1986 Chernobyl nuclear accident. So researchers screened more than 300,000 Fukushima-area children 18 and under for thyroid irregularities that could turn into cancer.

The scientists’ initial findings set off alarms. Tests detected some 30 times more cases of early thyroid cancer in Fukushima children than in children elsewhere in Japan who weren’t exposed to the reactor radiation. Many children underwent biopsies, and some even had their thyroid glands removed, a procedure that carries risks and means a child must take thyroid pills for the rest of his or her life.

The lesson of the Fukushima children is that intensive screening will reveal more disease — but not necessarily more disease that must be treated.

This phenomenon is called overdiagnosis. Screenings find cancers that did not need to be treated because they would grow slowly, if at all. Left alone, they would probably never cause problems. But it can be difficult to distinguish between trivial abnormalities and those that ultimately cause disease.

「もんじゅ」設置許可取り消し求める裁判始まる via NHK News Web

福井県にある高速増殖炉「もんじゅ」を巡り、地元の住民などが国の設置許可を取り消すよう求めている裁判が東京地方裁判所で始まり、国は訴えを退けるよう求めました。

福 井県や周辺の府県などの住民100人余りは、高速増殖炉「もんじゅ」について、「運営主体の日本原子力研究開発機構には必要な能力がないうえ、地震や津波 で深刻な事故が起きるおそれがある」として、国の原子力規制委員会に対して、原子炉の設置許可を取り消すよう求めています。

裁判は23日から東京地方裁判所で始まり、原告の1人で市民団体の代表の池島芙紀子さんは「もんじゅはおよそ20年の間、ほとんど止まったままで、核燃料サイクル政策は完全に破綻している」と意見を述べました。

これに対し、国は「原告が主張する危険性は抽象的なものにとどまっている。原告に重大な損害が生じるおそれがあるとは認められない」と反論し、訴えを退けるよう求めました。

伊方原発1号機 廃炉は昨年から6基目 いずれも小規模 via 毎日新聞

四国電力は25日の取締役会で、来年に運転開始40年となる伊方原発1号機(愛媛県伊方町)を廃炉にすることを決めた。

 全国の老朽原発を巡っては昨春、関西電力美浜1、2号機(福井県)▽九州電力玄海1号機(佐賀県)▽日本原電敦賀1号機(福井県)▽中国電力島根1号機 の計5基の廃炉が決まった。いずれも1970年代に運転を始め、発電能力は34万〜56万キロワット。100万キロワット超が普及した原発の中では規模が 小さい。電力各社は、巨額の安全対策費をかけても、それに見合う発電電力量を得られず、採算が合わないと判断した。

Ikata reactor to be decommissioned via NHK World

Shikoku Electric Power Company has decided to decommission an aging nuclear reactor at its Ikata plant in Ehime Prefecture, western Japan, citing huge maintenance costs.

The company made the decision at a meeting of its executive board on Friday.

The No.1 reactor at the Ikata plant began operation in 1977. It has been idle since September of 2011, when it was shut down for a regular inspection after the Fukushima nuclear accident.

Nuclear reactors can operate for 40 years in principle under government regulations. Extensions of up to 20 years are allowed only when a reactor clears special inspections, which would mean additional expenses for utilities.

In view of such circumstances, Shikoku Electric decided to decommission the No.1 reactor, which will turn 40 years old next year.

The reactor will be the 6th in Japan to be decommissioned due to aging.
