経産省敷地の「脱原発テント」撤去へ 国側の勝訴確定 via 朝日新聞

東京・霞が関経済産業省の敷地にテントを設置して脱原発を訴えているグループに対し、国がテントの撤去と損害賠償などを求めた訴訟の上告審で、グループ側の敗訴が確定した。最高裁第一小法廷(大谷直人裁判長)が7月28日付の決定で、グループ側の上告を退けた。

敗訴が確定したことで、今後国が申し立てれば、テントの撤去と土地の明け渡しが強制執行される。約5年間の敷地使用料と、年5%の遅延損害金の計約3800万円の支払い命令も確定した。

一、二審判決などによると、グループは東日本大震災から6カ月後の2011年9月11日に、経産省の敷地の一角にテントを設置。国の原子力政策への抗議活動などをしてきた。

昨年10月の二審・東京高裁判決は、テントを訪れた震災の被害者が交流したり議論したりすることで有益な場となっていた面がある、とグループ側の活動に理解を示した。一方で、そのことで敷地の使用が法的に許されることはない、と指摘。「憲法が保障する生存権に基づいた、原発に反対するやむにやまれぬ活動だ」とするグループ側の主張を退けたうえ、敷地の使用料が年額800万円に上るとして、1日あたり約2万2千円の支払いを命じた。

英原発計画、メイ首相が最終決定先延ばし 中国の出資を懸念か via ロイター

[ロンドン 30日 ロイター] – メイ英首相は、サマセット州ヒンクリーポイントの原発新設計画について、プロジェクトの最終決定を遅らせる方針を明らかにした。関係筋などによると、中国の出資に伴う安全保障上の懸念が背景にあるという。

原発新設はフランス電力(EDF)(EDF.PA)が実施し、中国国有の中国広核集団(CGN)も一部出資する予定。海外からの投資受け入れへの積極姿勢をアピールするため、キャメロン前首相が推進していた。

メイ政権は29日、調印式の数時間前というタイミングで、プロジェクト再検討を表明した。インフラ計画やエネルギー供給、海外投資への英国の姿勢が今後変わるのではないかとの懸念が広がっている。

Theresa May delays China-France nuclear plant at Hinkley Point via Press TV

British Prime Minister Theresa May has personally intervened to delay the construction of a controversial nuclear power plant at Hinkley Point C to further review the costly project.

May’s predecessor David Cameron promoted the £18 billion project by French energy company EDF with financial backing from China General Nuclear Power Corporation (CGN) as a sign of Britain’s openness to foreign investment.

The two companies behind the initiative were shocked when the British government refused to give final approval for the nuclear reactor hours before a signing ceremony was due to take place on Friday.

May has reportedly discussed her plans to review the project with French President François Hollande, when they met in Paris last week and later during a phone conversation.

Britain’s former business secretary Vince Cable said that, as home secretary, May was unhappy about Cameron’s approach to Chinese investment in Britain and had clashed with Cabinet over the Hinkley Point project.

“When we were in government Theresa May was quite clear she was unhappy about the rather gung-ho approach to Chinese investment that we had,” he told BBC Radio.

Fires burn across Eastern Washington, one toward Hanford nuclear site via the Tri-City Herald

A large wildfire was burning toward the Hanford nuclear reservation Sunday after spreading from Grant and Yakima counties into Benton County overnight Saturday.

It was one of at least five wildfires burning Sunday in eastern Washington and Oregon, including a 1,000-acre fire that had residents evacuating a rural area near Prosser Sunday evening.

The larger Benton County fire burning toward Hanford, called the Range 12 Fire, was estimated to have burned 60,000 acres or about 94 square miles by early Sunday evening.

Sunday afternoon it was spreading across an unpopulated area between Highways 240 and 241, according to Benton County Emergency Services.

Firefighters were working to stop the fire before it reached the large wildland security zone maintained around the contaminated portion of the nuclear reservation. The security zone, which includes the peak of Rattlesnake Mountain, is part of the Hanford Reach National Monument.

“We are going to do everything in our power to hold it,” said Randall Rishe, of the Bureau of Land Management.

Movie shows 3/11 disaster played out in the prime minister’s office via Asahi Shimbun

“Taiyo no Futa” (The Seal of the Sun) goes to great lengths to recreate the tense and chaotic days of the March 2011 earthquake, tsunami and nuclear disaster, providing a perspective on what happened in the prime minister’s office.

The movie faithfully recounts the catastrophe, using an enormous volume of reports and interviews with politicians and government officials dealing with the crisis as its source material.

In a rare move in Japanese cinema, the 130-minute film is based closely on actual events and people involved, featuring characterizations of the real-life Cabinet members at the time.

The story unfolds from the viewpoint of a political reporter (played by Yukiya Kitamura) struggling to uncover the truth behind the accident at the Fukushima No. 1 nuclear power plant.

Then-Prime Minister Naoto Kan is played by Kunihiko Mitamura, Chief Cabinet Secretary Yukio Edano by Daikichi Sugawara, and Deputy Chief Cabinet Secretary Tetsuro Fukuyama by Yu Kamio, respectively.

It took more than a year to complete the screenplay, Otsuka said.

The story shows the Cabinet members as they experience a sudden, strong jolt. It is followed by an enormous tsunami that causes a total loss of power, a failure of the cooling systems, the ensuing hydrogen explosions at the nuclear plant and charged debate over the withdrawal of workers from the plant.

Amid conflicting reports about the situation, each episode is vividly represented, exposing an absence of meaningful communication between the prime minister’s office and TEPCO.

Meanwhile, the film also portrays the life of ordinary people, including the reporter’s wife, who raises a small child in Tokyo, a young nuclear power plant worker in Fukushima and his family. These characters were created based on stories gathered from several people to shed light on anxieties and situation of conflict that must have been experienced by a lot of people at the time, drawing sympathy from the audience.

The movie was directed by Futoshi Sato based on a screenplay written by Takashi Hasegawa.

“None of us are journalists or socially minded citizens, but that was why we wanted to make the movie with some sort of an entertainment element so that the public will find it accessible,” Otsuka said.

However, the production team kept in mind to present real-life events, especially what was happening in the prime minister’s office, as faithfully as possible.

“It is easier to make a drama out of a conflict situation, but the reality is not that simple,” the producer added. “In fact, the film offers a perspective on a battle between humanity and the nuclear power plant, in a way. I hope it provides an opportunity to get an overview of what was happening at the time again and reflect.”

事実を直視する勇気

 「生き残り罪悪感」という言葉がある。東日本大震災と福島第一原発(1F、いちえふ)の事故で直接の被害に遭わなかった日本人は(私もその一人だ)多少なりともこの罪悪感をもっている。この感覚は、災害そのものへの興味を抑制しようとする。つまり眼めを逸そらすことだ。震災後二年経たって仙台の友人を見舞った折、「理由が好奇心でも良いから、津波の被災地を見に行くべきだ」と諭された。私はしかし、その勇気を持つことができなかった。

廃炉とは、汚染水対策、燃料の取り出し、解体・片付けが完了することである。25~35年かかるという。以上は技術的な定義である。編者自身は、「コミュニティーの再構築ができるまでは廃炉は完了ではない」という考えを持っており、本書はその立場をよく反映している。放射線とは何か?という基本的な事項から、各建屋の現状、汚染水対策の現状等が丁寧なイラストで描かれる。作業員の1日や心理学的健康、まちづくりも含めた復興への計画も説明される。1Fツアー、旅館、釣りスポットの情報もある。

 「生き残り罪悪感」は、生存者が危険地帯に入らないために進化の過程で人間の心に備わった防御システムなのかも知れない。しかし私たちは人間の意志として進化の縛りから自由になるべき時もある。この本はそのための第一歩になる。原発事故で生活基盤を失った方々は、本書の構成を不快と感じるかも知れない。一方、1Fに関わる感情的な部分を排し、事実を伝える役割に徹することで、私のような臆病な人々に1Fを直視する勇気を与えるかも知れない。

3 workers not exposed to internal radiation at DOE site via Idaho State Journal

IDAHO FALLS (AP) — A cleanup contractor says three Idaho workers involved in a radiological incident at a U.S. Department of Energy site earlier this year did not receive internal exposure.

A spokesman for contractor Fluor Idaho said Thursday that biological assessments on the workers found no reportable internal contamination despite radioactive material contaminating the skin and clothing of the workers.

The incident happened May 10 as workers were cutting into a box to remove and repackage radioactive debris.

The Post Register reports that a similar external exposure occurred in late June to a single employee. An internal investigation was conducted and officials decided that future welders would be required to ear both the fire-resistant layer of protective clothing plus a layer of anti-contamination clothing on the outside.

<原発事故>広野町民、集団でADR申し立て via 河北新報

 東京電力福島第1原発事故の賠償が不十分だとして、福島県広野町の住民が原子力損害賠償紛争解決センターに慰謝料の追加などを求める和解仲介手続き(ADR)を集団で申し立てることを決め、いわき市で30日、弁護団による説明会が開かれた。

広野町は2011年9月に緊急時避難準備区域(原発20~30キロ圏)が解除され、1人当たり月10万円の慰謝料は12年8月分で打ち切られた。

弁護団の方針は、少なくとも町が帰町を宣言してから1年後の13年3月までは支払われるべきだとして、1人70万円の慰謝料の追加と、土地・建物の価値減少分の賠償を請求。個々の事情に応じて賠償額を上乗せする。同意者を募り、10月にも申し立てる方針。

The coast isn’t clear for India’s nuclear power quest via The Hindu

A cluster of plants promises to turn coastal Andhra Pradesh into the country’s nuclear energy hub, but at what cost? At Kovvada, first off the blocks, K. Venkateshwarlu discovers some uneasy answers

Four years ago, the picturesque two-km shoreline that is the Kovvada beach in Andhra Pradesh was the site of a small resistance movement. A ragtag bunch of protesters, including local fisherfolk, raised slogans against the location of a “nuclear power park” that would rob them of their livelihood and expose them to high doses of radiation. They wondered why they should be sacrificed for a project whose script was written in faraway United States during the inking of the India-U.S. Civil Nuclear Agreement in 2008.

Their ire was specifically directed at a government notification dated November 1, 2012, that had demarcated land for acquisition. The protest moved from the beach to the half-built gram panchayat office, where a relay hunger strike went on for several days. Prominent among the protesters were the cadre of the Telugu Desam Party (TDP), which was then in the Opposition. But with the passage of time and no strong political backing, the movement fell silent.

The farmers of Kotapalem, however, don’t share Ramesh’s confidence. Around 560 acres of coconut plantations will be lost. Says Sunkara Papa Rao, a coconut farmer: “I have four acres full of coconut trees and I get an income of Rs.10,000 every month. The coconut pickers I employ are also happy. What more do I want? Why should the nuclear plant people pick on our land and destroy our lives and livelihood? I am told radiation affects not only us but many more villages in the vicinity. We will oppose the project tooth and nail.”

The government’s promise of jobs for locals is also met with scepticism. Farmer Komara Laxman Rao of Kovvada says, “What job? At best, most of us would end up as coolies during construction and after the plant comes up they will dump us. When the village itself is wiped out, where is development and for whom is this prosperity?” Adds S. Ramudu, a medical practititioner: “In Kovvada we have 80 youth who have completed intermediate [Class XII], 12 are BA and BCom graduates and three BTech graduates. NPCIL could not guarantee jobs even to these three BTech graduates.”

Safety concerns on the coast

Former Union Energy Secretary E.A.S. Sarma points out the dangers posed by nuclear plants in general and the location of the proposed site in particular. “What is the need to rush the project? It entails an enormous cost. No scientific criteria were adopted in site selection. Intense seismic activity was recorded by the Department of Atomic Energy’s own agencies. Four fault lines run through the region. Yet they want to set up the nuclear plant in Kovvada. A Fukushima-like disaster cannot be ruled out. The suffering is for generations. Exposure to radioactivity could lead to genetic disorders and cancer. People were not educated on this count at all.”

A World Health Organisation report mapping the impact of exposure to high radiation doses two decades on after the 1986 Chernobyl nuclear disaster mentions increased incidence of thyroid cancer, doubling of leukaemia, radiation opacity (cataract) and mental health issues as some of the ramifications. Kovvada and its surrounding villages have a good number of people within the “exclusion” zone, the immediate vicinity of the nuclear plant up to 1.5 km from the project site, where no one is expected to live; in the next “sterilised” zone up to 5 km where no development should take place, there are 42 villages; and in the “emergency” zone up to 16 km, there are 66 villages.

“Safety from nuclear radiation is debatable as India neither has experience in handling new-generation reactors — whether it is GE-Hitachi’s Economic Simplified Boiling Water Reactor or Westinghouse’s AP1000 — nor an independent, strong regulatory mechanism. The Atomic Energy Regulatory Board works like an arm of the Department of Atomic Energy. Another important issue is the Indian Civil Nuclear Liability law having a low liability cap. The liability for Kovvada is put at Rs.1,300 crore for a plant which is expected to cost around Rs.4 lakh crore. Is it not pittance?” says Sarma.

The question of viability

A study by the U.S.-based Institute for Energy Economics and Financial Analysis, that was released recently by the A.P.-Telangana-based voluntary organisation Human Rights Forum, warns India that GE-Hitachi and Westinghouse nuclear reactors are neither cost-effective nor power-efficient and that they have a huge risk factor. The first units of the six nuclear reactors in Kovvada will not produce electricity for the grid before 2031, the report states.

東電追加支援、慎重に検討=賠償、廃炉費の拡大-林経産相 via 時事通信

 林幹雄経済産業相は29日の閣議後記者会見で、東京電力ホールディングス(HD)が福島第1原発事故の賠償や除染、廃炉の費用について政府に追加の資金 支援を求める方針を表明したことに関し、(略)慎重に検討する考えを示した。

東電HDは28日に公表した経営方針で、廃炉と汚染水対策費用などが政府想定の2兆円以上に膨らむ恐れがあるほか、賠償や除染費用についても原資として設定された国の融資枠(9兆円)を超える懸念があることを明記した。
