12日、芥川賞作家の柳美里氏が自身のTwitterアカウント上で、反原発派からの批判に反論する一連のツイートを投稿した。
「ゴールドラッシュ」「命」などの作品で知られる柳氏。2015年に神奈川県鎌倉市から福島県南相馬市に移住している。南相馬市の高校で特別講師を担当したこともある柳氏は、来年4月に南相馬市で2つの高校を合併して開校する福島県立小高産業技術高等学校校歌の作詞を手がけている。
そんな柳氏が12日、自身が南相馬市で暮らし、高校の校歌を作ることに対して「『脱原発』『反原発』を標榜している人」の中で「罵詈雑言を投げつけてくる人が多い」と不満を綴ったのだ。続けて柳氏は「原発事故による被害を利用する（あるいは被害を期待する）運動」には「賛同できない」と自分の立場を鮮明にした。

生徒が朝日新聞の取材に語った内容によると、昨年夏ごろから一部の生徒に「避難者」と呼ばれるようになり、「福島から来たからお金ないんだろ」「貧乏だからおごれないの？」「避難者とばらすよ」などと言われ、今年になってコンビニでドーナツやジュースなどをおごらされるようになったという。出たごみは「あげるよ」などとかばんに詰め込まれた。教科書やノートがなくなり、教室の隅でページの一部がない状態で見つかったこともあったという。
生徒は「小学校のときから『菌』『福島さん』といじめられてきたので知られたくなかった。お金で口止めできるのならそれでいいと思った」と話した。
母親が１１月下旬に生徒のかばんから、ごみが大量に出てきて気づき、本人に聞いたうえで学校に申告。学校が１５人に聞き取り調査したところ、福島から避難してきたという理由でいじめがあったことは確認できなかった。他方で３人が「おごってもらっていた」「おごってと言うこともあった」と答え、約１万円分をおごらせていたことを確認したという。
教科書やノートについて学校は「なくなった時期がはっきりせず、調べていない」としている。母親は「学校は誰が捨てたか、というところまで調べてくれると思っていた。子どもに寄り添って対応してほしい」と話している。（青木美希）

福島県の除染で出た廃棄物を道路や防潮堤などの建設資材として再生利用する方法を検討している環境省の有識者会合が開かれ、実際に廃棄物で盛り土を築き、周囲の放射線量などを確認する実証事業を、今月にも福島県南相馬市で始めることが報告されました。
福島県の除染で出る廃棄物は最大で東京ドーム１８杯分と見込まれ、環境省は、放射性物質の濃度が一定の基準を下回ったものは、道路や鉄道の盛り土、それに防潮堤などの建設資材として、全国の公共事業で再生利用し、廃棄物の量を減らす方針です。
この方法を検討している環境省の有識者会合が、１２日都内で開かれ、再生利用に使う廃棄物の管理などに関する実証事業を、今月にも福島県南相馬市で始めることが報告されました。
実証事業では、放射性物質の濃度が一定の基準を下回った廃棄物１０００立方メートルを使って実際に盛り土を築いた上で、周囲の放射線量の測定や大雨などの災害による土の流出対策などを数年間にわたって行い、再生利用の安全性について確認することにしています。

Less than 24 hours after Illinois Gov. Bruce Rauner signed off on a plan to subsidize two nuclear plants for billions of dollars over the next 10 years, energy companies in Michigan announced plans to close one of the state’s three plants as a way to protect ratepayers.
Entergy’s decision to close the Palisades plant in 2018 — by cutting short a power-purchase agreement with Consumers Energy that was to expire in 2022 — is a strong contrast to the protracted debate in Illinois over whether to subsidize unprofitable nuclear plants there.
Unlike in Illinois, Entergy and Consumers officials have no plans to push for such a ratepayer subsidy in Michigan. They say closing Palisades, which has faced multiple safety violations over the past several years, is the more financially prudent option.
“We do not believe there would be support in Michigan for legislation that would subsidize nuclear and have no plans to push for that,” said Entergy spokesperson Patricia Kakridas.
Bill Mohl, president of Entergy’s Wholesale Commodities division, similarly told EnergyWire that it would be up to states to put a value on the emissions benefits of nuclear plants to increase their likelihood of survival. “So we’ve seen that in New York. We’ve seen it in Illinois. We certainly didn’t see that in Michigan,” he said.
Closing Palisades in 2018 rather than waiting out the rest of the power purchase agreement with Consumers “is prudent when comparing the transaction to the business risks of continued operation,” Kakridas added.

東京電力福島第一原発事故の健康影響を調べる福島国際専門家会議の組織委員会は９日、県に県民健康調査の甲状腺検査の課題解決に向けた提言を行った。９月の会合で出された「甲状腺がんの増加が原発事故に起因するとは考えられない」などとする専門家の評価を踏まえ、国際的知見を参考にした検査の今後の方針の決定、検査を受けた人や家族への説明、ケアの充実などを助言した。
９月２６、２７の両日に福島市で開かれた第５回会合で出された医療や放射線などの専門家の意見をまとめた。検査の今後の在り方を決めるのに当たって、甲状腺がんの早期発見のメリットや検査が県民に与える不安などさまざまな点を考慮するとともに、他の国のプログラムや専門作業部会による国際的な提言などを参考にするよう助言した。検査による県民の不安の解消に向けて、検査の意義や結果のより丁寧な説明や精神的ケアの実施などを求めた。
第５回会合の議論の要約では福島の検査で発見された甲状腺がんなどの増加は「被ばくの影響でなく、集団検診の効果であると考えられる」との見解を示した。年少の児童にがんの増加が見られず、県内全域で症例の頻度がほぼ同じであることなどを根拠に挙げた。[…]

Frank Rosen, longtime labor leader, political activist, and member of the Defending Dissent Foundation board, died November 28, 2016 in Chicago where he spent most of his life. He was 91. Rosen took part in many of the seminal moments in Chicago history, from studying nuclear physics under Enrico Fermi, to fighting to defend civil liberties in the McCarthy era, to the civil rights and anti-Vietnam War movements, to electing Harold Washington as mayor, to organizing against the unregulated power of utility companies, all while helping thousands of members of his union struggle on a daily basis for decent wages and benefits and dignity on the job.
Following 15 years as a rank-and-file member of the United Electrical, Radio and Machine Workers of America (UE) and ten years on the union’s national staff, Rosen served as the elected president of UE District 11 from 1976 until his retirement in 1990. Throughout that time Rosen worked closely on many social justice issues with other leaders of the left wing of Chicago’s labor movement, led by the likes of Charlie Hayes of the Packinghouse Workers, who later became a U.S. Congressman.
Rosen was born in Pittsburgh in 1925 and grew up in Cleveland, Ohio and Miami Beach, Florida. His political views were shaped very early by the experience of seeing his father’s clothing shop in Cleveland go under during the Depression. He joined the Navy in 1943 straight out of high school, attended officer training school at Georgia Tech, and served in the Pacific as World War II came to a close. His ship was one of the first to visit Nagasaki, Japan after the atomic bomb had been dropped on that city. The utter devastation he witnessed there contributed to his decision not to become a nuclear physicist after getting a bachelors degree at Cleveland’s Case Western Reserve University and doing graduate work in physics at the University of Chicago, both of which he attended on the GI Bill. He would frequently say that he looked around at the height of the Cold War and decided that the world needed fewer nuclear physicists and more people working for a world where the atomic bomb would never be used again.

Seawater samples from both Tillamook Bay and Gold Beach in Oregon were found to contain trace amounts of Cesium-134, according to reports from the Woods Hole Oceanographic Institution. The institution’s chemical oceanographer, Ken Buesseler, has been tracking the radiation plume in a crowdfunded effort “to monitor the ongoing spread of radiation across the Pacific and its evolving impacts on the ocean,” the project’s website states.“Despite concerns, there is no US government agency monitoring the spread of low levels of radiation from Fukushima along the West Coast and around the Hawaiian Islands—even though levels are expected to rise over coming years,” the website details.
In both the US and Canada, researchers have claimed that levels are low enough that Cesium-124 is not a threat to humans or the environment, the Statesman Journal reported.

政府は、東京電力福島第一原子力発電所の事故のあと、原則として立ち入りが禁止されている福島県内の帰還困難区域の中に、住民が居住できるようにすることを目指す「復興拠点」を整備するため、来年度から一部の地域で除染を始めることにしています。
ただ、この除染費用について、ほかの地域と同様に、国がいったん立て替えた上で東京電力に請求するのか、「復興拠点」を設けるためのインフラ整備と合わせて国が負担するのか結論が出ておらず、関係省庁の間で調整が行われてきました。
その結果、政府は、帰還困難区域に居住していた住民に対して、東京電力がすでに賠償を行ってきたことや、「復興拠点」を整備するための除染は、政府の判断で行われることが決まったことなどを踏まえて、除染の費用を東京電力に請求せず、国が負担する方針を固めました。
