東京電力は17日、福島第一原発の汚染水から大半の放射性物質を取り除く多核種除去設備(ALPS)で水漏れが見つかったと発表した。漏えいしたのは配管の弁付近とみられ計4カ所に上る。

東電によると、17日午前10時17分ごろ、協力企業の作業員がALPSのある建屋内で水たまりを発見。周辺を詳しく調べたところ、水たまりや水たまりの跡が計4カ所あった。うち2カ所では上部にある配管の弁の接続部が水でにじんでおり、残りの2カ所も上部に配管の弁があった。

水たまりは最大で縦10センチ、横20センチ。このALPSは処理を停止中で、水たまりは建屋内にとどまっており外部流出はない。周辺の放射線量への影響もないという。

白血病で賠償請求の元原発作業員が呆れる東電の無責任教育 via 女性自身

「3.11の事故までは、原発で働いたことは一度もありません。津波で人や家が流される映像を見て、何か東北の役に立ちたいと思ったんです。そんなとき、社長から『原発の仕事があるから福島に行ってくれないか』と頼まれて。家族には反対されましたけど、引き受けました」

そう話すのは原発事故後、東京電力福島第一原子力発電所などで働き、白血病を発症したとして、厚生労働省から労災認定を受けた北九州市の元原発作業員の男性A氏(42)だ。A氏は去る11月22日、「白血病にかかったのは、原発で働いたことによる被ばくが原因」だとして、東京電力や九州電力に約5,900万円の損害賠償を求める訴訟を東京地裁に起こした。本誌がA氏に単独取材したところ、東電の驚くべき無責任体質が改めて浮き彫りになった。

■デタラメな被ばく管理

A氏は、2011年10月中旬から2013年末まで約500日間、福島第一原発と福島第二原発、さらに九州の玄海原発などで原発内の溶接作業に従事。この間、A氏は記録が残っているだけでも計約20ミリシーベルトの外部被ばくをしている。これは、白血病の労災認定基準である5ミリシーベルトの4倍にあたる高い被ばく量だ。

ただし、「記録されていない被ばくがもっとある」とA氏は言う。というのは原発内での作業中に線量計を持たされなかったり、持っていてもきちんと記録されていないことが度々あったからだ。

さらにA氏が携帯していたガラスバッジ(個人積算線量計)を確認したところ、被ばく線量が“ゼロ”のままだったこともあったという。こうしたずさんな管理の結果、A氏が福島第二原発で作業していた2011年10月中旬から12年1月中旬までの外部被ばく線量の記録は、“なかったこと”とされ、残されていない。

■ウランは、夢のエネルギー

さらに驚くべきは、東電の作業員のための“教育”だった。A氏がもっとも放射線量が高い福島第一原発内で作業を行ったのは、2012年10月から13年12月末までの約14カ月間。4号機の燃料プールに残された燃料棒を取り除くために、天井クレーンを支えるカバーを設置するなどの作業にあたった。その作業に従事する前の2日間、A氏は仲間とともに東電の教科書を使って講習を受けた。

「ウランのペレット用燃料ひとつに対して、熱換算量はドラム缶200本分もある。だからウランは未来の夢のエネルギーだ、なんていう話を聞かされるんです。被ばくのリスクは一切教えられません。ただ放射線管理者の言うことは必ず聞くこと、勝手な作業はするな、とそれだけです」

この間、記録されているA氏の外部被ばく線量は、約16ミリシーベルト。途中、九州電力の玄海原発で働いていたときの線量と合わせると、約20ミリシーベルトになる。だがA氏の弁護をしている海渡雄一氏は、こう指摘する。

「体の外側から浴びた外部被ばくは20ミリシーベルトでも、体の中に吸い込んだ内部被ばくは“ない”ということになっているんです。これが問題です」

というのもA氏は原発内で働いている間、内部被ばくを測るホールボディカウンター測定を受けたが、内部被ばくは“ゼロ”という結果になっているというのだ。作業中、半面マスクがずれて外気を吸い込んだこともあったため、内部被ばくがゼロはあり得ないとA氏は言う。

「東電では、2ミリシーベルトに満たない内部被ばくは“影響がない”として記録されないことになっているんです。もちろん、放射線管理手帳にも記録されていません。しかし白血病の労災認定基準が5ミリシーベルトであることを考えると、2ミリシーベルト以下の内部被ばくが重なれば、健康被害につながる可能性は十分あります。2ミリシーベルトに満たないからといって、内部被ばくを“なかった”ことにするのは、明らかにおかしい」(海渡氏)

The price tag for cleaning up nuclear waste at Hanford site just went up another $4.5 billion via Los Angeles Times

The U.S. Energy Department said Friday that its long-troubled attempt to build a plant to process highly radioactive sludge at a former nuclear weapons site in central Washington state will cost an additional $4.5 billion, raising the project’s price tag to $16.8 billion.

The Hanford treatment plant, a small industrial city with some two dozen facilities on a desert plateau along the Columbia River, is more than a decade behind schedule and will cost nearly four times the original estimate made in 2000.

The government aims to transform 56 million gallons of deadly sludge stored in leaky underground tanks into solid glass, which theoretically could then be stored safely for thousands of years.

But outside watchdogs say the giant cost increase could jeopardize the cleanup at a time when the incoming president, Donald Trump, has already sharply criticized high-cost government projects and contracts.

Tom Carpenter, executive director of the Hanford Challenge, which has helped whistle-blowers disclose problems at the site, said the new cost estimate puts a target on the plant that could lead the Energy Department to begin searching for lower-cost and less safe solutions to the waste problem.

One potential lower-cost remedy at Hanford, which has been used at other former nuclear waste sites, would be to pour concrete into the tanks to solidify the waste and then simply leave it in place. The risk is that the concrete might eventually break down, leak radioactivity into the groundwater and contaminate the Columbia River about seven miles away, Carpenter said.

“There are a lot of question marks about the fate of this facility,” Carpenter said.

In 2013, then-Energy Secretary Steven Chu stopped most construction on the project after a whistle-blower warned about a potential for explosion from accumulated hydrogen gas in the melter tanks. In an effort to get the cleanup moving again, Chu’s successor, Ernest J. Moniz, ordered that some of the lower-level waste be solidified without any pretreatment — a so-called direct feed system — and on a faster schedule at the low-level melter.

The early processing could begin in 10 years or less, but the full capability for the most highly radioactive sludge that requires the high-level melter is now scheduled for a 2036 start-up, some 20 years past the original schedule, Carpenter said.

In South Africa, Nuclear Energy Is Becoming A Dirty Word via Forbes

The nuclear reactors are still a plan on paper. But already the noxious debate over their future has made nuclear energy a dirty word in South Africa. To build or not to build – the stalemate over the proposed nuclear reactors to power the continent’s most advanced economy shows no sign of being resolved. The sharp divisions over a nuclear-powered future are now beginning to hurt South Africa’s nascent renewables industry.

State power utility Eskom is dragging its feet on honoring government-brokered deals with private renewables companies. Its refusal to purchase 250 megawatts of power from wind and solar projects has left its Irish and Saudi Arabian suppliers fuming and in limbo. More than scuppering the deals, Eskom’s actions, critically, threaten to undermine the gains made by the country’s green energy program, which many have come to hail as the shining beacon of a renewables-based future . On the Fieldstone Africa Renewable Index or FARI, South Africa’s ranking has plummeted off the charts entirely, prompting concerns amongst investors over green energy’s future in the country. Its decline is ironic given the rainbow nation had topped the continent-wide list just four months ago.

Drop in the cost of producing energy from solar and wind has been dramatic over the past few years all across the globe. South Africa’s own premier research agency Council for Scientific and Industrial Research (CSIR) has backed the case for an energy mix where 75% of the supply comes from renewable sources. Currently, only 2% of the energy is supplied by solar and wind projects.

Zuma administration’s reluctance to consider the case in favor of renewables combined with Eskom’s inflexibility with private energy producers is already shaking investor confidence in doing business with South Africa.

Earlier in August SMA Solar Technology folded its business in Cape Town to move to Germany and China citing ‘lack of commitment’ towards the renewable energy program. The current standoff between Eskom and green power companies is now threatening to risk billions of dollars of investment already pumped into the country.

Taiwan to hold off on plans for problematic Japanese food imports via Focus Taiwan

Taipei, Dec. 16 (CNA) The government is to put on hold a planned opening of food products from radiation-affected prefectures in Japan amid public misgivings about food safety, a Cabinet spokesman said Friday.

Hsu Kuo-yung (徐國勇) said in a news conference Friday that the Cabinet “has to first ensure a sound inspection and management mechanism,” before talking about any opening to food products from the affected areas of Japan.

Hsu pointed out that Premier Lin Chuan (林全) has stressed the importance of “rebuilding public trust in the government’s management of food safety,” after presiding over a cross-agency meeting the previous day.

The premier also said that “without a sound inspection and management mechanism, there can be no question of such an opening,” according to Hsu.

Taiwan banned food imports from Fukushima, Ibaraki, Tochigi, Gunma and Chiba prefectures in the wake of the Fukushima Daiichi nuclear power plant meltdown following a massive earthquake and tsunami in Japan on March 11, 2011.

Opponents of India-Japan Nuclear Agreement Ask Modi to Visit Fukushima First via The Wire

As Indian Prime Minister Narendra Modi starts his three-day visit to Japan, the women of Fukushima have invited him to meet the children affected by the nuclear leak of 2011. The open letter is by a group called the Fukushima Women Against Nukes (FWAN), a network formed in September 2012 using various direct actions such as sit-ins, demonstrations and legal petitions to demand justice in the aftermath of the disaster. They are urging Modi to not sign the Indo-Japan Nuclear Agreement (IJNA).

“We are women living in Fukushima prefecture, where a massive accident unparalleled in history occurred in March 2011, at Tokyo Electric Power Company’s Fukushima Daiichi Nuclear Power Station,” they wrote in the letter. Many of the women who signed it have evacuated Fukushima (both voluntarily and due to residential restrictions placed by the government because of high radiation levels) and now live scattered across Japan. They convened a meeting on October 29 and finalised the details of the letter addressed to Modi.

“We do not want India to buy nuclear power plants from Japan and therefore, we didn’t want IJNA to be signed,” said an FWAN representative.

“The objectives for the letter are two-fold. One, the Fukushima women strongly desire that no one in the world should face this kind of tragic disaster again,” a signatory to the letter said.“Our homelands have been stolen and we have witnessed our families and communities being divided. Secondly, it is shameful for Japan to attempt to sell its nuclear technology to India. Considering that Japan has not even properly contained the accident or sufficiently addressed the suffering of Fukushima people – some 90,000 of whom still cannot return home – we are asking Prime Minister Modi to personally visit Fukushima to see with his own eyes and learn for himself the actual state in Fukushima.”

The FWAN letter discusses health hazards that the children of the area are facing. “We live surrounded by radioactive debris which emanated from the reactor. Even as our government pushes us to return to our homelands, many people think of their children’s health, and they feel that they cannot return to their original homes. At the current stage, in Fukushima prefecture alone, some 174 children have been found to have contracted thyroid cancer,” it reads.

Major health risks manifest

Thyroid cancer in children has become a controversial matter among scientists in Japan. While some claim that its incidence is higher than normal, others say that it is because of advanced level of screening by the Japanese government.

After consistent demands from civil society, Japanese authorities started screening over 300,000 people aged under 18 years for thyroid cancer in late 2011. According to results published in the journal Epidemiology in May this year, the ailment’s incidence was 605 per million (in this age-group) depending on location. According to Toshihide Tsuda of Okayama University and his colleagues, this was a 30-fold increase over normal childhood cancer rates in Japan.

The claim was contested by others on grounds that the figures were incomparable. According to them, advanced ultrasound machines were used in the Fukushima survey and they were able to pick up on a higher incidence only because they were more sensitive than the conventional diagnostic methods otherwise employed in the rest of the population. And with the conventional methods, the incidence was three per million, they added.

“The scientists continue to debate. There does appear to be a spike in child thyroid cancer rates. But the government and scientists are saying it is because testing has been common and rigorous in Fukushima,” said Caitlin Stronell, who works at the Citizens’ Nuclear Information Center, Tokoyo. “To me, the more important issue is that the Japanese government is trying to make the data unusable through various devious means.”

Drop by Fukushima?

Apart from health hazards, the issue of fixing responsibility is yet to be resolved. Court proceedings are still on to determine the exact cause of the accident, the influence of human errors and whether the accident was handled appropriately after the earthquake and the tsunamis struck.

The cases in the court of Japan are still pending. The report by the Fukushima Nuclear Accident Independent Investigation, constituted by the Japanese government, was submitted in 2011. It said that the accident had been avoidable and that the secrecy maintained around safety norms of the plant led to the disaster. However, legal battles for compensation and treatment as well as for holding the Tokyo Electric Power Company, which was responsible for the plant, responsible are pending in courts.

島根2号機ダクトに腐食による穴 中央制御室換気系で相次ぐ via 東京新聞

中国電力は16日、島根原発2号機(松江市)の中央制御室の空調換気系ダクトに、9カ所計13個の腐食による穴を発見したと発表した。放射性物質の漏れはないとしている。2号機は運転停止中で、再稼働に向け、新規制基準の適合性審査を受けている。

中国電は8日に横約1メートル、縦約30センチの穴を発見したと発表しており、腐食による類似の穴が他にないか点検していた。

中国電によると、見つかったのは直径約1センチの穴12個と、横約1センチ、縦約15センチの亀裂状の穴1個。

原発事故で作業の社員が甲状腺がん 初の労災認定 via NHK News Web

福島第一原子力発電所の事故の緊急対応にあたった東京電力の40代の男性社員が甲状腺がんを発症したことについて、厚生労働省は被ばくによる労災と認定しました。原発での作業に関連して甲状腺がんの発症で労災が認められたのは初めてです。

労災が認められたのは平成4年に東京電力に入社し、平成24年までの20年間、福島第一原発などで原子炉の運転や監視の業務にあたっていた40代の男性社員です。
厚生労働省によりますと、この男性は平成23年の原発事故の際、注水ポンプに燃料を補給するなど事故の緊急対応に当たりましたが、おととし4月、甲状腺がんと診断され、その後、労災を申請しました。

男性は原発事故の対応で139ミリシーベルトの被ばくをしていて、厚生労働省はがんの発症と相当な因果関係があるとして労災と認定しました。
原発での作業をめぐっては、白血病や悪性リンパ腫などで15件が労災と認められていますが、甲状腺がんの発症で労災が認められたのは初めてです。

[Video] Over 9 million bags of nuclear cleanup waste piled up across Fukushima Pref. via The Mainichi

The number of bags of waste from decontamination efforts around the stricken Fukushima No. 1 nuclear plant reached a little under 9.16 million as of the end of September according to Fukushima Prefecture and the Environment Ministry.

The 1-cubic-meter bags are found at some 114,700 interim storage or decontamination sites across the prefecture. In the town of Tomioka — covered by a nuclear disaster evacuation order — mounds of bags have grown so tall that they obscure the power shovels used to move and stack the waste, the black balls covering every sliver of landscape.

The bags of waste are typically stacked four layer high, with a fifth layer of uncontaminated soil laid on top to block radiation. Waterproof sheets are also used to stop rainwater from getting into the bags and becoming contaminated.
