政府は１９日、経済産業省や文部科学省、それに電力会社などが参加する「高速炉開発会議」で、もんじゅの運転再開まで最低８年の準備期間が必要で、運転を続けると５４００億円以上の費用がかかる見通しであることなどから、運転再開はせずに廃炉とし、もんじゅでこれまでに得られた知見やフランスとの開発協力などを活用して、別の高速炉開発を進める方針案をまとめました。
この方針案はその後、松野文部科学大臣と世耕経済産業大臣、それにもんじゅが立地する福井県の西川知事が出席して行われた意見交換の場で示され、政府側は、将来的にもんじゅの敷地内に新たな試験研究炉を設置するなど、もんじゅを含む周辺地域を原子力の研究拠点とすることも合わせて示しました。
これに対して、西川知事は「国の反省が十分に示されていない。もんじゅの運転を再開せず核燃料サイクルを維持できるかなど、議論を十分に尽くしたと思えず、拙速な感が否めない。廃炉にする場合の運営主体の議論も不十分だ」などと強く反発し、方針案は受け入れられないとして、見直して改めて回答するよう求めました。

福井県の西川知事は記者団に対し、「『もんじゅ』の総括と、廃炉方針を示したことへの説明が十分ではないこと。廃炉になるにしても、今後の運営主体を安全で信頼のあるかたちで説明ができなければ話にならず、現状としては受け入れ難い。その点について、松野文科大臣から回答を待ちたい」と述べました。
特に、もんじゅの廃止措置を引き続き、日本原子力研究開発機構に担当させると示されたことについて、「現状、原子力機構はもんじゅを動かすことについてしっかりとした組織ではないと、原子力規制委員会から評価を受けている。運転はできなくてもほかのところはすべてできるというわけではないと思う」と述べました。

敦賀市長も反発「今の状況で廃炉は受け入れ難い」
高速増殖炉「もんじゅ」が立地する福井県敦賀市の渕上隆信市長は、政府が運転を再開せずに廃炉にする方針案を示したことについて、「今回の議論は廃炉ありきで到底納得できない」と述べました。
政府が「もんじゅ」の運転を再開せずに廃炉にするという方針案をまとめたことを受け、文部科学省の板倉周一郎大臣官房審議官が、報告のために敦賀市の渕上市長を訪ねました。面談の中で板倉審議官は、もんじゅを廃炉にする方針案のほか、もんじゅでこれまでに得られた知見やフランスとの開発協力などを通じて、別の高速炉開発を進めると説明しました。また、将来的にもんじゅの敷地内に新たに試験研究炉を設置することや、敦賀市と隣接する福井県と滋賀県の５つの市と町で進めている水素エネルギーの活用を目指す構想の支援など、地域振興についても説明しました。
これに対して、渕上市長は「今回の議論は廃炉ありきで進められた。地元の意見を踏まえとあるが、私たちの疑問に対する説明になっておらず、到底納得できない」と述べました。面談のあと、渕上市長は「使用済み核燃料の問題や、もんじゅで使用しているナトリウムの取り出し方法など説明がなされておらず、今の状況では廃炉は受け入れ難い」と述べ、政府が示した廃炉の方針案は現時点では受け入れられないとの考えを示しました。

The project is seen as an important and long overdue step toward securing the Soviet nuclear waste legacy.
Alexander Nikitin, chairman of the Environmental Rights Center Bellona – which facilitated and participated in public hearings around the project – called the opening of the repository “the first important step” of Russia’s National Operator for Radioactive waste management.
The 48,000 cubic meter facility in the Sverdlovsk Region’s close nuclear city of Novouralsk lies at shallow depth and operates as a repository for what state nuclear corporation Rosatom classifies as type 3 and 4 wastes.

Rosatom plans to build a repository for type 3 and 4 waste at the closed nuclear city of Ozersk, where the notorious Mayak Chemical Combine is located. Another is planned for the closed city of Seversk in the Tomsk Region.
A site for Rosatom types 1 and 2 waste, representing high level nuclear waste, is currently being sited at the Nizhnekansky Rock Mass in the Krasnoyarsk Region.
If the rock mass proves suitable for deep geological storage of intermediate and high level waste, construction of the repository could begin in 2024. How much waste the site would hold has yet to be determined.

IDAHO FALLS, Idaho (AP) – The Idaho National Laboratory is opening its Experimental Breeder Reactor-I Atomic Museum to celebrate 65 years since the reactor first made electricity.
The Post Register reports (http://bit.ly/2h0ZCkD ) the museum, located 50 miles west of Idaho Falls, will open to visitors Tuesday from 10 a.m. to 3 p.m. The museum is typically only open from Memorial Day weekend through Labor Day weekend.
The laboratory is marking the anniversary of the historic moment on Dec. 20, 1951, when nuclear power provided a generator with enough electricity to power four 200-watt light bulbs.

東京電力第１原発事故で福島市から川崎市に自主避難した男子生徒が、以前通っていた中学校でいじめを受けていた問題で、原発被害者を支援する弁護団は１９日、横浜市で記者会見し、この生徒を含め少なくとも神奈川県内の９人の子供が、通学先でいじめを受けた経験があると発表した。
避難者が国と東電に損害賠償を求め横浜地裁に提訴した集団訴訟で、原告６１世帯が作成した陳述書を精査した。
このうち、事故時から現在までに小中高校生・高専生だった子どもがいる世帯は２９世帯あり、うち８世帯の小中学生９人について、同級生や上級生から「福島へ帰れ」などの暴言を吐かれたり、丸めた紙をぶつけられたりするなどのいじめが確認できた。

１人は今月川崎市で発覚した男子生徒の例。２０１２年４月に入学した市立中学で、同級生に「福島県民はバカだ」「近づくな」などと言われ、たたかれたり蹴られたりした。生徒側は学校を通じ話し合いをしたが、相手側が否定し解決しなかったという。また別の１人は、１１年４月に入学した横浜市の小学校でいじめを受け、不登校になったという。
この他に弁護団は、大人に対しても福島ナンバーの車が傷つけられたり、「まだいるの」などといった言葉を投げかけられたりするケースが多いとし、「避難者をしっかり支援する体制が国や自治体に必要。事故は収束しておらず、避難が必要な実態を周囲の人たちに理解してもらえたら」と訴えた。
横浜地裁で係争中の訴訟は、１４年１２月の提訴時の原告は６１世帯１７４人。うち２９世帯に子供がいる。（抜粋）
A robot testing facility, a robotics research center, a base for renewable energy and a memorial park — these are some of the plans the irradiated town of Namie, Fukushima Prefecture, has in mind for rebuilding after the triple reactor meltdown at the nearby Fukushima No. 1 power plant in March 2011.
But to pursue those plans, the town needs funds — a gigantic amount.
Namie is hoping to cover its funding needs with central government grants. But the two sides are still negotiating whether the municipality must shoulder a certain amount.
Also, there is no guarantee that the grants will continue beyond fiscal 2020, when the central government-designated reconstruction and revitalization period ends. This has residents worried that, even if the facilities are built, the municipality won’t be able to shoulder the maintenance and personnel costs needed to keep the facilities running.
“We are currently negotiating fiercely with the central government,” said Namie’s deputy mayor, Katsumi Miyaguchi, 61.
The town of Namie had the largest population in the Futaba district, but its coffers took a major hit after the calamity triggered by the Great East Japan Earthquake on March 11, 2011.
Residential tax revenue, which comprises about 30 to 40 percent of all tax revenues, sank to ¥500 million from about a ¥1 billion before 3/11 after the town decided to waive taxes for those with annual income below ¥5 million.
Whether to continue the waiver program is another difficult political issue.
The town was also waiving property taxes but plans to resume them when evacuations are lifted in some areas next spring. But land values have plunged since the meltdowns and any property tax revenues are expected to be low.
The same goes for corporate tax revenue, which has been hit by 3/11 business suspensions.
In short, Namie wouldn’t be able to pay the salaries of its town officials, let alone finance a reconstruction plan, if it weren’t for the central government grants.

In the mayor’s office, currently in the city of Nihonmatsu, there is a calender showing the number of days that have passed since the disasters hit — over 2,000. But Namie is still far from recovery.
“The financial resources we’ve lost due to the disaster are excessive,” said Namie Mayor Tamotsu Baba, 68. “We desperately need the central government to continue its support.”
Another town executive agreed.
“If the government stops providing grants four years later when the reconstruction/revitalization period ends, it means the government has abandoned Namie,” the executive said.

首都圏の大学生が会議を設立し、イベントを企画、運営。約２０人が参加した。福島大ＣＯＣ＋推進室地域コーディネーターの今泉理絵氏が講演。震災後県内に進出して産業復興の力になっている企業を紹介したほか、Ｕターンした自身の経験を交え、多様な価値観や生き方があるとアドバイスを送った。
甲冑（かっちゅう）や白虎隊の衣装を着た実行委員会のメンバーが浜通り、中通り、会津の各地域の祭りや温泉、伝統工芸などを紹介。本県の方言や伝統行事にまつわるクイズ大会も開いた。参加した津田塾大１年の加藤沙織さん（１９）＝福島市出身＝は「都内での生活にまだ慣れない中、イベントは本当に楽しく、横のつながりができてうれしい。将来のことはまだ決めていないけど、いろいろなことを考えるきっかけになった」と話していた。

A man who worked at the Fukushima nuclear power plant in Japan during the disastrous 2011 meltdown has had his thyroid cancer recognized as work-related. The case prompted the government to finally determine its position on post-disaster compensation.The unnamed man, said to be in his 40s, worked at several nuclear power plants between 1992 and 2012 as an employee of Tokyo Electric Power Company Holdings Inc. He was present at the Fukushima Daiichi nuclear power plant during the March 11, 2011 meltdown. Three years after the disaster, he was diagnosed with thyroid gland cancer, which the Japanese Ministry of Health, Labor and Welfare confirmed on Friday as stemming from exposure to radiation.
The man’s body radiation exposure was totaled at 150 millisieverts, almost 140 of which were a result of the accident. Although this is not the first time that health authorities have linked cancer to radiation exposure for workers at the Fukushima plant, it is the first time a patient with thyroid cancer has won the right to work-related compensation.

As of March, 174 people who worked at the plant had been exposed to over 100 millisieverts worth of radiation, according to a joint study by the UN and the Tokyo Electric Power Company. There is also an estimate that more than 2,000 workers have radiation doses exceeding 100 millisieverts just in their thyroid gland, Japanese newspaper the Asahi Shimbun reported.
<span class="articleLocation”>U.S. nuclear regulators are investigating whether the suspected falsification of documents at French nuclear power company Areva SA, which supplies components for reactors globally, poses any problems at U.S. nuclear plants.
Areva notified the U.S. Nuclear Regulatory Commission (NRC) last week that a review of paperwork “anomalies” at its Le Creusot facility in France “has not found any safety concerns,” NRC spokesman David McIntyre said on Wednesday.
“A preliminary review by NRC inspectors indicated that Areva had made a reasonable assessment supporting no nuclear safety concerns,” McIntyre said. There are nine U.S. plants with parts from Le Creusot, but the NRC did not immediately name them.
There are 99 reactors operating in the United States producing about 20 percent of the nation’s power.

“We’ve got a component made at a plant with some issues, but we’re confident the pressurizer is fully operational and will remain so through the life of the plant,” Holt said.
Another plant that may be affected is FirstEnergy Corp’s Beaver Valley station in Pennsylvania. Beaver Valley has steam generators and reactor vessel heads manufactured by Spain’s Equipos Nucleares SA, or ENSA, which FirstEnergy said may contain some subcomponents from Le Creusot.
