Scientists who study the risk of nuclear war recently moved the hands of the symbolic Doomsday Clock to 2½ minutes before midnight — meaning they believe that the world is closer to nuclear catastrophe than it has been since 1953 after the United States and Soviet Union tested hydrogen bombs. The Bulletin of the Atomic Scientists, which created the clock in 1947, says that President Trump is the main reason for this worrisome development.

Mr. Trump came to office with little knowledge of the vast nuclear arsenal and the missiles, bombers and submarines it contains. He has spoken, alarmingly, about deploying this weaponry against terrorists and about expanding America’s nuclear capabilities. He has said he values unpredictability, meaning presumably that he wants to keep other nations on edge about whether he will use nuclear weapons.

“Let it be an arms race,” he told a television interviewer in December. During a debate three months earlier he contradicted himself, saying that “I would certainly not do first strike,” then adding, “I can’t take anything off the table.” What’s worrisome about all this is that it is the opposite of what Republican and Democratic presidents have long sought, which is to ensure that these weapons are not used precipitously if at all.

It is the fear of such precipitous action that has led Senator Edward Markey of Massachusetts and Representative Ted Lieu of California, both Democrats, to propose legislation to prohibit any president from launching a first-strike nuclear weapon without a declaration of war from Congress.

The bill would not undercut Mr. Trump’s ability to respond on his own authority to a nuclear attack, an authority all presidents have had and should have. It has support from leading arms control advocates, including former Defense Secretary William Perry. And while it won’t go anywhere in this Republican-led Congress, it sends a clear message to Mr. Trump that he should not be the first since World War II to use nuclear weapons. Mr. Trump could more usefully deploy his energies engaging with Russia to further reduce both countries’ nuclear arsenals, maintaining the Iran nuclear deal and finding new ways to curb North Korea’s nuclear program.

福島2号機、格納容器内は650シーベルト 新たに推定 via 朝日新聞

東京電力は9日、メルトダウン炉心溶融)した福島第一原発2号機の原子炉格納容器内の放射線量を新たに推定したところ、毎時650シーベルトに達すると発表した。調査ロボット「サソリ」の投入に向けて進路を掃除するロボットを入れ、そのカメラ映像の乱れから推定した。この場所は1月末の調査で毎時530シーベルトの線量があると推定された場所と近く、溶けた核燃料が広範囲に飛び散っていることが裏付けられた。廃炉の困難さがあらためて浮き彫りになった。

ロボットは格納容器の入り口から2メートルほどの場所に着地し、遠隔操作で作業を開始した。2時間ほどかけて約1メートル進んだところで、カメラ映像が暗くなり始めたという。高い放射線などの影響で故障したとみられる。

カメラが完全に映らなくなるとロボットを回収できなくなる恐れがあるため、東電は作業を中断してロボットを回収した。作業は9時間の予定だった。

ログイン前の続き東電はカメラ映像のノイズなどを解析し、付近の線量を毎時650シーベルトほどと推定した。人が近くにとどまれば1分弱で致死量に達する強さだ。カメラは累積で1千シーベルトまで耐えられる設計だといい、東電は「2時間で寿命を超えたことと整合性がある」としている。

Trump administration halts penalties against firms that punish nuclear whistleblowers via The Washington Post

The Department of Energy has temporarily halted an Obama administration regulation that allowed for civil penalties against federal nuclear contractors that retaliate against whistleblowers who report waste, fraud, abuse and dangerous conditions.

In procedural rules published in the Federal Register, the DOE said the regulation would be frozen from Jan. 31 until March 21 in keeping with President Trump’s “plan for managing the Federal regulatory process at the outset of the new Administration.”

A department summary of the rule says it “stays DOE regulations for the assessment of civil penalties against certain contractors and subcontractors for violations of the prohibition against an employee who reports violations of law, mismanagement, waste, abuse or dangerous/unsafe workplace conditions, among other protected activities, concerning nuclear safety.”

“There is already a chilled atmosphere for DOE whistleblowers and the rule that has now been stayed was meant to help address that problem,” said Lydia Dennett, an investigator with the Project on Government Oversight. “Halting the regulation from going forward does nothing to help the department and certainly will not encourage whistleblowers to come forward with legitimate safety concerns.”

Added Louis Clark, executive director and chief executive of the Government Accountability Project: “We have had to engage in pitched litigation against contractors who routinely fire any whistleblower who dares to expose contract fraud, extraordinary public health and safety dangers, and massive contamination of the environment and the workforce — 80 percent of the DOE’s entire budget goes to these contractors.

“These contractors must not be allowed to remain unaccountable, free from meaningful oversight, and able to attack whistleblowers and defend themselves though subsidies supplied by the very taxpayers who they have screwed over.”

仏原発で爆発、放射能被害なし=5人が中毒症状 via Jiji.com

フランスメディアによると、9日午前10時(日本時間同午後6時)ごろ、仏北西部フラマンビルの原子力発電所で爆発があった。地元当局は、発生場所について「原子力施設の外部だ」とした上で、放射能被害の恐れはないと説明した。

現場にいた5人が煙を吸い込み、軽い中毒症状が表れているが、ほかに負傷者は出ていない。火災は約1時間後に沈静化した。同原発では爆発を受けて、一部原子炉の運用を停止した。

フラマンビルの原発は1985年に稼働が始まり、現在は新型の欧州加圧水型炉(EPR)の建設が進んでいる。原発から北約20キロには、日本などからの使用済み核燃料を扱う核燃料再処理工場がある。

“No Leak” After explosion at French nuclear plant via NEWSS

An explosion occurred at French utility EDF’s Flamanville nuclear plant on Thursday but there was no associated nuclear risk, a local government official said on Thursday.

A report in Ouest France newspaper said there may be some injuries. M6 radio said five people were slightly injured.

Officials at the state-backed company’s Paris headquarters had no immediate comment and local officials at the plant in western France could not be immediately reached for comment.

The 1,300 MW each Flamanville 1 and 2 reactors were build in the 1980s. A new reactor is being built at the site but the explosion did not take place there, a spokeswoman said.

おしどりマコ“原発”追及のジャーナリズム精神に改めて感動! 会見500回、東電との闘いを描くドキュメントが via LITERA

おしどりマコ・ケンをご存知だろうか。妻のマコはアコーディオンを、そして夫のケンはパントマイムや針金を使って夫婦漫才をする芸人カップルだが、それ以上に注目されているのが福島第一原発事故に対する取材活動だ。2人は3.11の原発事故以降、取材活動をスタートさせ、東電の会見にも出席、その結果をメディアに発表してきた。

そんなおしどり夫妻だが、これまで原発の取材活動をめぐり、度々バッシングや炎上騒動の標的にされてきた。たとえばネットでは“放射脳の虚報”“芸人のくせにジャーナリスト気取り”“エセ科学の金字塔”などといった批判が踊り、中には“売れない芸人が原発問題をウリにしている売名行為だ!”などという非難まであった。

しかし、実はおしどり夫妻の原発問題へのアプローチはそういった誹謗中傷とは真逆、むしろ、非常に客観的で精緻な調査に基づいており、ジャーナリスティックなものだ。そのことを改めて再確認させられたのが、2月5日深夜放送の『NNNドキュメント’17 お笑い芸人VS原発事故 マコ&ケンの原発取材2000日』(日本テレビ)だった。

そもそもおしどり夫妻が原発取材を始めたきっかけは、3.11の原発事故直後から、政府や東電が繰り返した「直ちに影響はありません」という説明に違和感を感じたことだった。2人には原発に関する知識はなかったというが、しかし妻・マコはかつて医学の世界を目指し、鳥取大学医学部生だった経歴があった。被曝による健康被害について、関心や知識的バックグラウンドもあったのだろう。

加えて医学の道を断念し芸人になった理由も“震災”に関係がある。神戸出身のマコは、学生時代に阪神淡路大震災を経験している。その際、被災地での惨状を目の当たりにし、“医学では人は救えない、お笑いこそが癒しだ”と感じて大学を中退、お笑いの道に入ったという異色の芸人なのだ。

会見では特定の記者たちだけが東電から指名され、マコにとっては歯がゆく的外れな質問ばかりする。一方でマコが聞きたい疑問をぶつけてくれるが、しかし東電から“滅多に当たらない”記者がいた。しかもその記者が、“たまに”当てられると、別の記者(おそらく大手の御用記者)から「ひとりよがりの質問はやめろよ!」「あなたの質問だけじゃないからさぁ」と質問を遮るようなヤジが飛んでいた

ある時、原子力設備管理部課長(当時)だった黒田光氏がこうつぶやいたという。

「どうせ女の人にはわからないと思いますけどね」

この言葉を聞いたマコは、悔しさを感じたと同時にこう奮起したのだ。

「なんだ、この野郎、この中で一番(原発に)詳しくなってやる!」

番組で映しだされる2人の自宅は、原発に関する書籍で部屋を埋め尽くされていた。マコは「これまでに15メートル以上の本を読んだ」と語っているが、その中には原子工学や甲状腺ガンなどの専門書もある。会見で質問するため、原発事故の真実を取材するため、原発に関する科学的根拠を求め、猛勉強の日々をマコは過ごしたのだ。番組ではその様子が克明に映し出されるが、その熱意に夫のケンは「どこでもいっつも勉強していて、ちょっと寂しかったなぁ」と語っているほどだ。

2人の現在までの東電会見出席は500回以上にのぼるが、しかしおしどりの取材活動はそれだけではなかった。2人は被災地にも頻繁に足を運び、現地でも精力的に取材している。そこで出会い、親しくなった人々は “生の情報源”ともなった。飯舘村の学校関係者、子どもの被曝を心配する福島の母親たち、そして何人もの原発作業員たち———。

また当初、非公開でマスコミがさほど関心を寄せていなかった「県民健康調査」検討委員会を取材し、数々の国際会議やシンポジウムにも出席。そこで専門家と知り合いになり、“日本政府は異常な対応をしている”ことを引き出す。

実際、マコが会見で質問し、追及したことで、東電や政府が隠蔽しようとした事実が次々と明るみに出ている。原発敷地内から放出された莫大な量のセシウム、子どもたちの甲状腺被曝についてのデータ、原発作業員の被曝、1、2号機の排気筒亀裂状況、行政による初期被曝測定が行われていないこと、県民の健康調査における内部被曝に関する項目の不十分さ、甲状腺癌について放射線被曝とは無関係との根拠にされたチェルノブイリと福島の“比較グラフ”の欺瞞、国が定めた積算線量の基準“年間20マイクロシーベルト”問題、除染を被曝した住民に押し付けさらにそれをモデルケースにしようとしていること――。

一方、今回のドキュメントから浮かび上がってくるのは、東電のデタラメさや、情報の隠蔽、そして事故の矮小化だ。たとえばおしどり夫妻が初めて東電の記者会見に行った2011年4月19日、マコはその前日に原発施設内から立ち上った“白煙”について質問している。もちろん放射性物質が含まれているのではとの疑念からだ。しかし東電は「(放射性物質は)完全にゼロというわけではございませんが、含まれていると思います」と数字を提示することなくごまかそうとした。だがマコはその後もこの問題を繰り返し追及、そして3カ月後に出てきたのは驚愕の事実だった。

それは“白煙”によって1〜3号機合わせてセシウム134と137が合わせて毎時10億ベクレル放出、さらに遡って4月4日から9日まででは毎時2900億ベクレルというとてつもない量の放射性物質が出ていた事実だ。

さらにマコの最大の功績ともいえるのが福島県の子どもたちの健康被害、甲状腺ガンについてだろう。2011年5月末の会見でマコは甲状腺について、原子力安全委員会でこう追求している。

「3月30日に飯舘村の小児甲状腺サーベイ検査ですが、電話で確認したのですが、直接お母様方はご存知ではない。これは人体実験だったのかと怒っているのですが、それぞれお子様の値がいくつだったのか教えて下さい」(マコ)

「現地対策本部では行ったと直後も、全体の結果の発表はされています」(原子力安全委員会審議官・加藤重治氏)

その後、安全委員会は「数値は書いていない」とその発言を訂正、ようやくデータが示されたのは5カ月後のことだった。つまり委員会による検査データ隠蔽をマコが阻止した形なのだ。それだけでなく、マコは、子供たちの甲状腺ガン発症をスクープしてもいる。そのことは「週刊文春」(文藝春秋)2012年3月1日号に「衝撃スクープ 郡山4歳児と7歳児に「甲状腺がん」の疑い! 福島からの避難民11人に深刻な異常が見つかった」として記事化された。

明らかになった真実を無視して、原発の危険性を否定するという目的のためにだけ、デマ呼ばわりするネトウヨと原子力村応援団連中の卑劣さには辟易とさせられるが、それはこれまでマスコミが原発事故の“その後”をきちんと報じてこなかったことも大きい。

マスコミは豊洲新市場問題ではあれだけ大騒ぎしているのに、もっと危険な事態が進行している原発事故については、ほとんど報道しようとしない。今回、おしどりマコ・ケンを取り上げたこのドキュメントも、放送されたことは評価に値するが、しかし、放映時間は日曜日の深夜帯。芸人が大企業を追及していくというドキュメントはエンタテインメント性もあるのに、キー局で大量に放映されている社会情報番組では触ろうともしない。マコは番組の最後にこんなメッセージを残している。

「自分で知って調べて考えること。それはいつでもどこでも誰でもできること。大切なのは中立ではなく独立すること。そういう方が増えてくださったらなと思います」

Uncertainty over U.S. nuclear plants for India via The Hindu

There is uncertainty surrounding the construction of US nuclear reactors in India after Toshiba Corp decided to move out of the reactor building business. Officials said they are expecting some clarity in a month after Toshiba’s board meeting.

“We have not had anything on it officially. But what we read is that there will be completing the reactors that are under construction in the US and others which are India and UK India they are thinking but have not taken a decision. We expect a decision after their board meeting soon. Our discussion is going on. We don’t have a clear answer to this today, may be in a month,” Dr. Sekhar Basu, Secretary Department of Atomic Energy (DAE) said on Tuesday.

Following the Indo-US nuclear deal, India has been in discussion with Toshiba’s US based Westinghouse since 2005 to build six AP1000 nuclear reactors. After protracted negotiations and concerns on the nuclear liability there were hopes that a deal would be concluded soon.

Last week it was reported that Toshiba was planning to withdraw from building nuclear plants in the UK and India. Toshiba had acquired the US based Westinghouse, which specialises in nuclear reactors, in 2006.

志賀原発 浸水対策の不十分さ際立つ (石川県)via KYT-TV.com

去年9月、北陸電力の志賀原発2号機で大量の雨水が建屋内に流れ込んだトラブル。それを受けて行われた全国の原子力施設での調査の結果、志賀原発の浸水対策の不十分さが際立つ形となった。
志賀2号機では去年9月、大雨で敷地内の道路が冠水し、道路上のふたの隙間から大量の雨水が原子炉建屋内に流れ込んだ。そのトラブルを受け、原子力規制委員会では8日、全国の原子力施設の浸水対策の状況が報告された。ほとんどの施設では東日本大震災を契機に何らかの形で外部からの水の浸入を防ぐ措置が取られていたが、志賀原発では1号機で58か所、2号機で37か所のあわせて95か所でそうした措置が取られていなかった。

新潟知事、原発対応で鹿児島知事を批判 「付け焼き刃の対応」 via日本経済新聞

 新潟県の米山隆一知事は8日の記者会見で、鹿児島県の三反園訓知事の原子力発電所を巡る対応について「付け焼き刃というか、目の前の事態に対して想定されていた対応がなされていたようには見えない」と批判した。

米山氏は昨年10月の新潟県知事選で東京電力柏崎刈羽原発(新潟県)の再稼働に慎重な姿勢を訴えて初当選。三反園氏も昨年7月の鹿児島県知事選で九州電力川内原発(鹿児島県)の一時停止を公約に掲げて初当選したが、その後、同原発の再稼働を事実上容認していた。

A glimpse inside a defunct East German nuclear plant — and what it says about the future of energy in Europe via PRI

An hour north of Berlin, in the middle of a German nature reserve, a narrow smokestack rises into the air from a defunct nuclear power plant.

The Rheinsberg Nuclear Power Plant, which came online in 1966, was the first of its kind built in East Germany. Inside, there’s a mint-green room with huge control panels.

Jörg Möller, an engineer, recently showed me around. “Everyone’s jaw drops when they come in here,” he says. “It is very impressive.”

Fifty years ago, this room was cutting edge. But it’s started to look a little old-fashioned. “Today, you could probably manage all the complex processes in this control room with just a mouse and a screen,” Möller says.

Ten years ago, engineers finally removed the Rheinsberg reactor. They wrapped the radioactive material in a protective sleeve, and they lowered the whole thing onto a huge train car. Today, it sits in a temporary storage facility in the city of Greifswald.

That’s the problem with nuclear waste. No one really knows what to do with it. “Every ton we’ve dismantled and stored is still a burden,” Möller says. He thinks nuclear energy might still have a future in Europe — if scientists find better solutions for the waste.

At the end of our tour, Möller takes me outside, where a sign reads “radioactive control area.” It looks like a messy construction site, with huge heaps of soil and a giant white sheet. Engineers here still have to play it safe. “We’re now taking apart the storage buildings,” he says.

It only took two generations for nuclear energy to rise and fall in Germany. After the meltdown in Fukushima, Japan, Germany sped up its plans to close all its nuclear power plants. That’s supposed to happen in the next six years.

As Germany moves ahead with its nuclear phaseout, it could learn a useful lesson from Rheinsberg — that the legacy of nuclear energy will be felt for decades to come.
