小学校の福島修学旅行が低調 徐々に復活も復興支援へ実施呼び掛け via 埼玉新聞

東日本大震災に伴う東京電力福島第1原発事故の発生から間もなく6年を迎える。だが、県内公立小学校の福島県への修学旅行が依然として低調なままだ。県教育局などの調べで、事故前の2010年度は74校が会津方面を修学旅行で訪れていたが、16年度は4割に満たない28校(予定含む)にとどまる。同局は被災地復興支援の観点から「風評被害の続く福島県を応援する意味でも、今後も修学旅行の実施を市町村教委などに呼び掛けていく」としている。

県義務教育指導課などによると、原発事故発生前は春日部市や草加市など東北自動車道へのアクセスの良い県東部の小学校が同方面を修学旅行で訪れていた。県内公立小学校では日光や箱根・鎌倉方面と並ぶ定番だったという。

しかし原発事故後の11年度、福島への修学旅行実施はわずか1校、12年度も2校と激減した。同課は「多くの小学校が日光や箱根・鎌倉方面へ変更した。原発事故の影響を懸念する保護者がいれば、学校長は配慮して変更せざるを得なかったのではないか」と分析する。

しかし、15年度は27校、16年度は1校増の28校と頭打ち状態が続いている。同課は「児童の安全確保や事故防止の観点などから、いったん固定した修学旅行先を変更するのはなかなか難しいのではないか」と話す。

草加市立高砂小学校は原発事故前も後も福島で修学旅行を実施。同小の後藤裕史校長は「児童が歴史を学ぶ上で、江戸時代末期の会津藩の様子を知ることは非常に勉強になる」と福島実施の意義を指摘し、「児童、保護者からも懸念の声はない。児童も現地の復興状況が分かる。来年度以降も実施する」と話す。

The End of the World as We Know It via Hyperallergic

The Nuclear Culture Source Book considers the “lived experience of the uncanny nature of radiation” ushered in by disasters such as Chernobyl, Three Mile Island, and Fukushima.

Just as science fiction has become speculative fiction, the Great Acceleration, the Anthropocene, the Capitalocene and the Chthulucene now inundate theory, science and art.

Dr. Ele Carpenter, leader of the Nuclear Culture Research Group, has become a key figure in the interdisciplinary discussion of, and artistic response to, mankind’s self-destructive tendencies. The Nuclear Culture Source Book, a culmination of four years of research on nuclear material culture in technology and art, is her definitive introduction to Nuclear Culture and Aesthetics. As the volume’s editor, Carpenter has gathered the work of 60 artists and 12 writers working around the immateriality of radioactive isotopes, on site and in theory.

With some urgency, the Source Book directs a conscious move away from the distant spectacle of a nuclear sublime — remote and immeasurable — towards the immediacy of the “lived experience of the uncanny nature of radiation” ushered in by disasters such as Chernobyl, Three Mile Island, and Fukushima. Nuclear materiality, sites and non-sites, modernity, and inheritance are investigated through artists and thinkers like Chim↑Pom, Isao Hashimoto, Susan Schuppli, James Acord and Timothy Morton.

The Fukushima disaster has only aggrandized this signature, provoking an era in which artists of all nations are driven to engage with nuclear events, in situ. Such an engagement “requires a long-term commitment to researching specialist knowledge and building relationships across disciplines,” and a cross-cultural, interdisciplinary spirit does saturate the Source Book’s artists and writers, buttressing the wide examination of our nuclear problem.

An imperative update to art’s expanding role within our volatile era, The Nuclear CultureSource Book presents a new critical language for the nuclear, opening up political and artistic perspectives alike. 仏アレバの原発部品問題、安全上の懸念拭えず=国際調査団via Wall Street Journal

【パリ】世界有数の原子力複合企業である仏アレバが、国際調査団から管理体制全般の弱さを指摘された。同社は、所有するフランスの工場で数十年にわたり製造上の問題が隠ぺいされていたことが発覚した上、引き続き安全上の不備が懸念されている。

フランス原子力安全局率いる調査団は、1月下旬の書簡で、アレバが隠ぺいが何年も明るみに出なかった理由を分析することも、問題の再発防止を保証することも怠ったと指摘した。また、フランス中部にあるアレバ傘下のクルゾ・フォルジュの工場で製造記録が改ざんされていたことを挙げ、同工場での品質管理には依然問題があるとしている。

書簡はまた、「クルゾ・フォルジュにおける品質に対する意識と原子力発電の安全性が現在、許容できるものになったかどうかは明らかでない」と述べた。

アレバは調査団の指摘に「包括的」に対応する方針を明らかにした。同社幹部のデービッド・エモンド氏は「これは現在行っている品質監査の一環としてクルゾ工場の品質の回復・改善を目指す当社の計画と一貫性がある」との見解を示した。

世界でも指折りの原発部品工場であるクルゾの問題を是正する上で、アレバが越えねばならない厳しい試練が浮き彫りとなっている。フランスの検査当局は昨年、世界中の原発に部品を供給する同工場が製造上の問題を何十年も顧客や規制当局に隠していたことを突き止めた。

隠ぺいの発覚で原子力業界に対する信頼は揺らぎ、欧州や北米、アジアの規制当局には動揺が広がっている。クルゾの従業員が製造上の欠陥を隠したことにより、昨年夏にはフランスで原子炉2基が稼働停止となった。

フランス規制当局は欠陥の発覚を受け、1960年代以降にクルゾが製造した全ての部品を包括的に見直すよう命じた。

米原子力規制委員会(NRC)が公表した文書によると、アレバは米国の発電所13カ所で原子炉17基にクルゾ製の部品が使われていることを確認した。NRCはこの部品に関連する安全上のリスクは見つかっていないとしている。

米国、中国、英国、カナダ、フィンランド、フランスの検査官は昨年末、1週間かけてクルゾ工場の品質管理体制や内部記録を共同で調査した。今回の書簡によると、調査では隠ぺい問題へのアレバの対応を巡る懸念が多数浮き彫りとなった。

Pilgrim nuclear plant powered down because of leak via Cape Cod Times

PLYMOUTH – A seawater leak into the condenser system at Pilgrim Nuclear Power Station forced control room operators to power down the reactor Monday, which was at 28 percent this morning.

The power reduction allowed plant workers to isolate the leak so repairs can be made, according to Patrick O’Brien, a spokesman for Entergy Corp., Pilgrim’s owner-operator. O’Brien said there is no threat to worker or public safety, and no radiological release occurred.

The biggest concern related to seawater leaks in the condenser system is the potential for severe damage to the nuclear vessel since the water is highly corrosive.

Pilgrim watchdog Mary Lampert wasn’t surprised to hear of problems at Pilgrim.

“Only weeks after the NRC special inspectors left Pilgrim, here we go again with more problems – salt water leaks into the condenser,” she said.

Lampert, who keeps close track of Pilgrim’s operation called the seawater leaks a recurring problem: similar incidents had occurred in 2013, 2015, and 2016, she said.

“The question is, did the amount of saltwater that leaked into the plant damage lots of equipment?,” Lampert said. “And is this one more example of poor maintenance? Let’s face it. Pilgrim, like many old people, leaks; and neither Depends nor Bounty towels can fix its problem.”

Seoul Court Orders Gov’t to Close Nuclear Reactor Amid Safety Concerns via Sputnik

MOSCOW (Sputnik) — The Seoul Administrative Court ruled in favor of a lawsuit filed by a group of local residents to annul the NSSC’s approval of a 10-year extension of the operation of the Wolseong-1 reactor in Gyeongju, which was supposed to be shut down in 2012, the Yonhap news agency reported Tuesday.

The reactor was shut down in 2012 after reaching the end of its 30-year commercial operation period. However, the commission issued a new operation license for another 10 years and restarted the reactor in June 2015 after a total of 946 days offline. In the wake of the 2011 Fukushima nuclear disaster in Japan, the commission’s decision raised safety concerns and resulted in a collective suit filed by 2,167 nearby residents. However, the court recognized only the claims of those living within an 80-kilometer radius of the reactor. The court’s verdict was based on the NSSC’s failure to follow the legal procedures.

Welcome to America’s ‘Nuclear Sponge’ via Defense One

The United States currently deploys hundreds of nuclear missiles across Colorado, Montana, Nebraska, North Dakota, and Wyoming. Each missile carries a nuclear payload many times more powerful than the Hiroshima bomb, capable of killing hundreds of thousands of people. The Pentagon is now planning to build a new, deadlier generation of these missiles, which are housed in underground silos.

But these intercontinental ballistic missiles, or ICBMs, are not meant to be launched, ever. Not even in a nuclear war. Their primary mission is to be destroyed in the ground, along with all the people that live anywhere near them. Their main purpose is to “absorb” a nuclear attack from Russia, acting as a giant “nuclear sponge.” Such is the twisted logic of atomic warfare.

Yet the nuclear sponge is still with us. Not only that, the Trump administration is planning to spend $100 billion to do it all over again.

鳥取・放射性廃棄物 仮置き4年 県、国へ法整備要求 環境省「今夏めどに説明」 /鳥取 via 毎日新聞

鳥取市岩倉の山中で2013年1月に見つかった放射性廃棄物が、市道脇に仮置きされたまま4年が過ぎた。わずかに放射線を発するごみは処分の根拠となる法律がないのが現状で、業を煮やした県は同様の問題を抱える全国の自治体とともに国へ法整備を要求しようとしている。環境省は廃棄物処理法の取り扱いを見直し、今夏にも収束を図りたい考えだ。【高嶋将之】

 13年1月、同市岩倉の山中から撤去された不法投棄物の中から、粘着テープのようなものとビニール袋に入った粉状の物など、「ごみ」が見つかった。ラジウム、トリウムを含む天然由来の放射性物質であると推定され、それぞれの放射線量は毎時24マイクロシーベルトと同22マイクロシーベルトだった。線量は低く健康への大きな影響は無いが、市はごみや掘削した周辺の土壌を金属製容器で密封。辺りを立ち入り禁止にした。

 廃棄物処理業者の中には、処理段階で放射能を帯びていないか、独自に検査をする設備がある。特に東日本大震災での福島第1原発事故以降、持ち込まれるごみの安全性を確かめる動きが強まっている。

ルールがない

 「処分したくてもルールがない」(県水・大気環境課)。県や市の頭を悩ませるのは、根拠となる法の隙間(すきま)だ。

 廃棄物処理法は放射性物質を対象にしていない。原発から出る放射性廃棄物などの処理法を定める原子炉等規制法は放射線量が比較的高いものを想定。岩倉のケースのように低放射線量のものは持ち込める場所を考慮していない。医療機関や大学などでの機器に関して規制する放射線障害防止法でも、ウランやトリウムを含む廃棄物は対象外になるのだ。

植え込みで高線量 市、公共施設を緊急点検へ 汚泥放置一因か 線量測定義務付けへ 柏の体育館 via 千葉日報

柏市中央体育館(柏市柏下)の敷地内で、国の測定基準値(毎時0・23マイクロシーベルト)を上回る空間放射線量が測定されていたことが、6日までに同市などへの取材で分かった。既に除染は終了した。同市は、雨水配管などからの雨水の流出に加え、側溝清掃汚泥の不適正な処理も原因となったと判断。市内公共施設の植え込みや雨どい下を対象に、汚泥の処理状況や線量測定などの緊急点検を行うとともに、今後は業者らに側溝清掃時の線量測定を義務付ける方針だ。

東京電力福島第1原発事故以降、比較的線量の高い「ホットスポット」になった同市で再び高い数値が検出された。

市外在住者から6マイクロシーベルトを検出したと報告を受け同課が1月5日に測定したところ、地表から高さ5センチで5・5マイクロシーベルト、国が測定基準とする同1メートルで基準値を超える0・32マイクロシーベルトが記録された。

同体育館では年に1、2回、空間放射線量の定期測定が行われているが、植え込みは人が通らないとして対象外だった。

同課は、同日~2月6日の5日間、除染作業を実施。今後は、隣接する市民文化会館の敷地内も含め、数値が高かった場所の除染作業を今週中に完了させる。

地中には雨水ますと配管があるため、同課は原発事故後に放射性物質を含む雨水が漏れ出たのが原因と分析。また、同1メートルで基準値は超えなかったものの、同5センチで最大1・13マイクロシーベルトを検出した植え込みの他の地点では、側溝清掃で出た汚泥が捨てられているのが確認された。

汚泥について同市は、側溝清掃の際に線量が高かった場合は敷地内の地中に汚泥を埋めるよう委託業者に指導してきたが、「適正処理の周知が徹底されていなかった」(同課)という。

こうした状況から同課は今後、保育園や小中学校などの子ども関連施設、近隣センターなどの市内公共施設200~300カ所で、植え込みや雨どい下などに側溝汚泥や落ち葉が放置されていないか緊急点検し、確認された場合は、空間放射線量を測定する。高い数値が出た場所は除染を行う。

Help Veterans Who Were Exposed to Radiation via The New York Times

Re “Veterans Feel Cost of U.S. Nuclear Tests” (front page, Jan. 29):

We were told that everyone would receive radiation goggles to protect our eyes (or we’d go blind). One of my jobs was to requisition items needed for the tests, which included goggles. I was instructed to cancel the order for enlisted men (though not officers) to make room on the planes for new furniture for the colonel’s house.

We were told to face away from the mushroom cloud to protect our eyes before Test 1 (Codename: Lacrosse) of Operation Redwing in May 1956. The pilot hit the wrong target, and the bomb exploded in front of us (sans goggles).

We were informed that there would never be fallout on Enewetak. There were many such instances. Each time, we were instructed over loudspeakers to go inside immediately and close all windows tightly. But the aluminum windows were defective and wouldn’t close.

We were told before the tests began that the island would be evacuated if radiation levels were higher than 3.9 roentgens. When that happened, the allowable dose was increased to 7 roentgens.

I saw Navy men arrive at the island hospital after cleaning up contaminated islands. I saw them leave in body bags.

In the late 1970s, a young soldier in my Army unit shared his experiences cleaning up radiated islands in the South Pacific.

His most chilling account, and one that has stayed with me for 37 years, concerns a visit to the island by a United States congressman. Though the G.I.s were in their duty uniforms, the congressman, who was there for only a few hours, was outfitted in the anti-radiation “spacesuit” denied to the troops.

This same soldier got testicular cancer a year after telling us this story. Coincidence? I think not. He was 22 years old.

Canada – U.S. court clears way for liquid nuclear waste shipments over Niagara roads via Niagara Falls Review

A U.S. judge has cleared the way for shipments of radioactive waste that could pass through Niagara.

Local environmentalists haven’t given up yet on stopping that plan.

Niagara-on-the-Lake resident Gracia Janes, environment convener for the National Council of Women of Canada, said she remains hopeful that the efforts of U.S. political leaders may yet succeed in stopping the shipments of liquid nuclear waste from Canadian Nuclear Laboratories in Chalk River, Ont., a community near Algonquin Park, to a disposal site in Savannah River, S.C., 1,700 kilometres south.

Seven U.S environmental organizations launched a lawsuit against the Department of Energy (DOE) last summer regarding plans for as many as 150 shipments of the material over four years. The lawsuit asked the court to rule that the shipments require an additional environmental impact statement, saying the material has never previously been transported along public roads in a liquid form.

In total, about 23,000 litres of the material — a byproduct of the creation of medical radioisotopes, which includes cesium-137, strontium-90, and plutonium-239 — are to be shipped back to the U.S., as part of a 2010 agreement to repatriate radioactive material, costing the Canadian government about US$60 million.

But last Thursday, the U.S. court supported claims by the DOE in 2015 that the material poses no more danger in its liquid form that it would as a solid.

For instance, she said Indonesia instead uses a method of diluting its nuclear waste with the DOE’s approval, making shipping the material unnecessary.

In a media release issued by the plaintiffs in the unsuccessful law suit, the director of Savannah River Site Watch, Tom Clements, said the same technique used in Indonesia could be used at Chalk River.

“Down-blending and solidifying the waste in Canada would be cheaper, faster and safer than moving this dangerous liquid cargo through dozens of communities,” he said.

But considering recent U.S. government decisions, particularly regarding environmental issues, she said “it’s a little hard to hope that they will make changes.”
