日本の脱原発にドイツからも連帯「さよなら原発デュッセルドルフ」via Speak Up

福島で起きた原発事故の大惨事から6年目の3月11日が近づいてきた。
脱原発団体「ドイツ公益社団法人 さよなら原発デュッセルドルフ(以下SGD)」は、ドイツの市民団体と共催で、おしどりマコさん(調査報道ジャーナリスト・お笑い芸人)の講演会の準備中である。マコさんは、東京電力福島原発事故後から入念な取材を続けているので、毎年ドイツ各地から講演をしてほしいと招かれるのだ。3月には、SGD独自のデモや講演会、チャリティーコンサートも開く。マコさんの講演会を共催するドイツの団体は、2016年に参加した核燃料供給・輸出に抗議するデモで知り合った。2015年3月14日には、ドイツのデュッセルドルフ市で、脱原発デモ「フクシマは警告する-世界中で脱原発を-NRW州(注1)も!」をドイツの諸団体と共催した。

ドイツでは、警察が「脱原発デモは良いことだ!」と全面協力

2015年3月のデモは、ドイツの諸団体から一緒にやろうという誘いを受け、初めて共催した記念碑的なデモで、700~800人が行進した。反核・脱原発 活動を既に長い間続け、成果をあげてきたIPPNW、BUND、.ausgestrahlt、Landeskonferenz der Anti-Atom-Initiativen(以上注2に列記) との連携からは、多くの学ぶべきことがあったと高岡さんは振り返る。その準備には、複数のSGD会員も参加して電話会議を繰り返し、各団体の役割と費用分担、デモの開始と終了点の特設舞台で音楽家が演奏する題目の著作 権までも考慮に入れて、計画を詰めていった。これまでSGD単独デモでは、すべてを担わざるをえなかったフックスさんは、.ausgestrahltの専門家が一切を取り仕切ってくれたのでとても楽だったと語る。ドイツで反原発デモを行う際に、何よりもありがたいのは、地元の警察が非常に協力的なことだ。「警察官も脱原発に賛成だから、本当に市民の味方なんです。『こっちの道を通るほうがいいよ、人が多いし目立つから』などと、いつも親切にアドヴァイスして応援してくれます」と、フックスさん。

世界のネットワークとつながろう!

「デュッセルドルフ周辺の在留邦人は7000人と言われていますが、ほとんどが企業派遣の方で、心の中では賛同されても日本的シガラミで声を 出せない方が少なからずいます。」そんな人々にも届くようにと、高岡さんはFacebookやホームページなどで随時情報を公開し、応援を呼びかけている。 Facebookのアクセス数が11万を超えた週もあり、潜在的にかなり多くの人が脱原発情報を求めていることが伺える。

一方、声を出す側にも悩みがある。「日本での同窓会で原発の話題を出すと必ずしらけるし、お前はドイツに長いからそんなこというんだと言われま す。その話題はやめたほうがいいという忠告もありますが、言わなければ推進派と同じだから、経済よりも国民の命や健康のほうが大事だろうと答えます」と藤 井さん。筆者にも似たような経験がある。また、SGDのメーリングリストにおける活発な議論の中では、「経済大国といわれる豊かな日本の子どもたちのために、ドイツの年金生活者から寄付を募れるのか」といったジレンマがでてきたりもした。そうはいっても、原発問題に向き合う際に、日本に向けては海外在住者の視点、ドイツ市民には日本人の視点を提供するSGDの意義はやはり大きい。SGDはドイツや日本国内の団体だけでな く、よそものとして共通の悩みを持って行動する在外邦人の脱原発ネットワーク「よそものネット」とも連携している。

そして今、みなさんにも呼びかける。「ご一緒に、原発のない社会への一歩を踏み出してみませんか?」

Tahiti welcomes French nuclear compo law amendment via RNZ

The French Polynesian president Edouard Fritch has hailed as historic the French decision to remove the term negligible risk from the nuclear compensation law.

The National Assembly unanimously voted to amend the law, drawn up by Herve Morin when he was the defence minister in 2009.

Most claims for compensation for ill health because of the weapons tests have been rejected which prompted sustained calls for the law to be amended.

Mr Fritch said the Assembly decision marks a historic day and a relief.

He has hailed the territory’s parliamentarians in Paris for their work and praised the tireless efforts of the nuclear test veterans organisations and the Maohi Protestant Church.

France tested its atomic weapons first in Algeria and then from 1966 to 1996 in the South Pacific in a programme which involved more than 100,000 personnel.

Glass from the world’s first nuclear test backs up the theory our moon was created by a ‘giant impact’ with Earth via DailyMail

In 1945, the US army detonated the first nuclear test bomb at a site in New Mexico, releasing shards of radioactive glass onto the ground in the process.

Researchers have now found an unexpected use for the glass – they are using it to understand how the moon formed 4.5 billion years ago.

Minerals in the glass show surprisingly similar properties to lunar rocks, and suggest that when the moon formed, it contained very little water.

The findings provide new evidence to support the ‘giant impact theory’ of the moon’s formation. 

Researchers from the Scripps Institution of Oceanography at the University of California, San Diego, examined the chemical composition of zinc and other volatile elements in glass formed under the extreme temperatures from the 1945 plutonium bomb explosion.

Test samples of the green-coloured glass, known as trinite, were collected between 10 and 250 metres from ground zero at the Trinity test site in New Mexico.

The glass closest to the detonation site was found to have very little volatile elements, such as zinc, compared with samples collected further away.

And the zinc that was present was enriched with less-reactive isotopes, which are forms of these elements with different atomic mass, but the same chemical properties.

This suggests that volatile elements were ‘dried out’ close to the explosion.

東京電力福島第1原発事故に伴う福島県内の除染廃棄物を保管する中間貯蔵施設の用地交渉で、環境省は10日、1月に新たに53人と契約したと発表した。地権者2360人のうち契約済みは633人で、予定面積の約17.9%に当たる約287ヘクタールとなった。

非日常的な作業がルーティンに 福島第一、記者が構内へ via 朝日新聞

筆者が事故後、構内に入るのは5回目だ。今回は日本記者クラブ取材団に参加した。線量計を入れたベストとマスクを着けるが、それ以外の服装は普段と変わらない。

1~4号機を見渡せる高台でバスを降りた。80メートルほど先に1号機。東電担当者の線量計は毎時0・149ミリシーベルトを示した。1号機の原子炉建屋放射性物質の飛散を防ぐために事故後にいったんカバーが設置されたが、昨年11月までに取り外された。「天井が崩れ落ちた状態が残っています」と東電担当者。指した先には水素爆発で吹き飛んだ建屋上部の鉄骨がぐにゃりと曲がり、がれきが手つかずのまま残る。

3号機では、原子炉建屋上部にある燃料プールから使用済み燃料を取り出すための作業が進む。かつて鳥の巣のように見えた上部の折れ曲がった鉄骨は撤去された。ただ、建屋の壁側は分厚いコンクリートに亀裂が走り、あちこちで鉄筋がむき出しになっていた。

隣の2号機は爆発を免れたためかろうじて震災前の外観をとどめている。先月、原子炉格納容器内で、原子炉圧力容器から流れ出た溶けた核燃料の一部とみられる塊が映像で確認された。画像の解析から、格納容器内の放射線量は推定で最大毎時530シーベルトと発表された。9日にも別のロボットの作業中断に伴い、推定毎時650シーベルトと発表された。専門家からは、予想外に溶けた核燃料が拡散しているとの見方が出ている。

1999年に茨城県東海村のウラン加工施設「JCO」で起きた臨界事故で、亡くなった作業員2人の推定被曝(ひばく)線量は低い人で6~10シーベルト。これと比べても線量の大きさが分かる。

バスに乗って2号機と3号機のそばを通った。3号機の建屋から数メートルに近づくと、東電担当者が、線量は毎時0・245ミリシーベルトだと告げた。これでもその場に5時間いれば、一般の人が年間に浴びる限度の1ミリシーベルトに達するレベルだ。

がれきの撤去などはクレーンや重機を遠隔で操作して進めている。内部の調査はロボットを使っているが、高い線量に阻まれ一進一退が続く。

敷地内に豊富にあった森林は伐採され、至るところに3階建てほどもある汚染水のタンクが並ぶ。その数約1千基。1~3号機では事故直後から溶けた核燃料を冷やすために注水を続けているうえ、建屋地下には当初より減ったとは言え1日約150トンの地下水などが流れ込み、汚染水になる。これまでにたまった汚染水は約96万トン。どうするかは決まっていない。

福島第一原発2号機の本格的なロボット調査へ向けて、東京電力は調査ルートにある堆積物の“掃除”を試みましたが、カメラの不具合で中断しました。

これは9日、福島第一原発2号機の内部で撮影された映像です。高圧の水を吹きかけると表面の黒っぽい塊が飛ばされていくのが見えます。

場所は圧力容器の真下につながるレールの上で、ロボット調査で邪魔になる堆積物を除去するのが目的でした。ところが、放射線とみられる影響で、カメラの映像が途中で暗くなり作業は手前側1メートルのところで中断しました。

Radiation levels inside Fukushima too high for robot via CBC News

The robot was to inspect and clean a passage before another robot does a fuller examination

A remote-controlled cleaning robot sent into a damaged reactor at Japan’s Fukushima nuclear plant had to be removed Thursday before it completed its work because of camera problems most likely caused by high radiation levels. 

It was the first time a robot has entered the chamber inside the Unit 2 reactor since a March 2011 earthquake and tsunami critically damaged the Fukushima Da-ichi nuclear plant.  

Tokyo Electric Power Co. (TEPCO) said it was trying to inspect and clean a passage before another robot does a fuller examination to assess damage to the structure and its fuel. The second robot, known as the “scorpion,” will also measure radiation and temperatures.

Thursday’s problem underscores the challenges in decommissioning the wrecked nuclear plant. Inadequate cleaning, high radiation and structural damage could limit subsequent probes, and may require more radiation-resistant cameras and other equipment, TEPCO spokesman Takahiro Kimoto said. 

 “We will further study (Thursday’s) outcome before deciding on the deployment of the scorpion,” he said.

More obstacles for second mission

After about two hours, the two cameras on the robot suddenly developed a lot of noise and their images quickly darkened — a sign of a problem caused by high radiation. Operators of the robot pulled it out of the chamber before completely losing control of it.

The outcome means the second robot will encounter more obstacles and have less time than expected for examination on its mission, currently planned for later this month, though Thursday’s results may cause a delay.

Both of the robots are designed to withstand up to 1,000 Sieverts of radiation. The cleaner’s two-hour endurance roughly matches an estimated radiation of 650 Sieverts per hour based on noise analysis of the images transmitted by the robot-mounted cameras. That’s less than one-tenth of the radiation levels inside a running reactor, but still would kill a person almost instantly.

TEPCO officials said that despite the dangerously high figures, radiation is not leaking outside of the reactor.

Images recently captured from inside the chamber showed damage and structures coated with molten material, possibly mixed with melted nuclear fuel, and part of a disc platform hanging below the core that had been melted through.

野党共闘占う「脱原発」 民進、稼働ゼロ前倒し検討 via日本経済新聞

 原発政策の責任者は党エネルギー環境調査会長の玄葉光一郎氏。先月末以降、調査会の会合で「原発ゼロ基本法案」のとりまとめや「30年の原発稼働ゼロ」といった案を相次ぎ提案し、党内論議を主導する。

旧民主党は野田政権の12年に、原発再稼働について(1)40年運転制限を厳格に適用する(2)原子力規制委員会の安全確認が前提(3)新増設はしない――の3原則の下で容認。一方で「30年代の稼働ゼロへ、あらゆる政策資源を投入する」との目標を決めた。

原発政策の見直しは蓮舫代表ら党執行部の意向だ。年明けの執行役員会で「30年代ゼロでは国民の評価を得られない。具体的な工程表を示すべきだ」との方針で一致し、3月の党大会での公表を玄葉氏に指示した。玄葉氏が唱える「30年代」から「30年」への変更は、廃止時期を最大で10年程度前倒しする案だとアピールできる。

原発立地県の議員からは「原発ゼロへの覚悟を示す必要がある」と歓迎の声が上がる。党幹部でも、維新の党出身の江田憲司代表代行が「現状では民進党は再稼働に反対だ。自民党との違いを歯切れ良く示す」と見直しに意欲的だ。

背景にあるのは「今の野党にとっては『脱原発』だけが選挙で有効な対立軸になる」(中堅議員)との判断だ。安全保障や歳出増を伴う政策で対立軸をつくりにくいのは旧民主党が実証済み。原発再稼働が争点となった昨年7月の鹿児島県知事選、同10月の新潟県知事選はいずれも再稼働に慎重な候補が勝利した。

新潟県知事選では民進党が自主投票とし、共産、自由、社民3党と足並みが乱れた。次期衆院選に向けても共通政策が調っておらず、候補者調整は宙に浮く。共産党の志位和夫委員長は9日の記者会見で「再稼働の是非は熱い争点だ。新潟県知事選を教訓に前向きの一致点ができればいい」と民進党への期待を示した。

一方、支持団体の連合の主力労組である電力総連は原発推進の立場で、党内には玄葉氏の案に「パフォーマンスだ」などと反発する声も根強い。9日の党会合では日立製作所出身の大畠章宏元幹事長が「過去に積み上げた議論を無視するのは無責任極まりない」と玄葉氏をけん制した。

[Interview] Wolseong-1 vulnerable to Fukushima-style nuclear disaster via The Hankyoreh

“For the lifespan of Wolseong-1 to be extended, it needs to adhere to the latest technological specifications, but none of those were implemented. That leaves the reactor vulnerable to a serious disaster such as what happened at Fukushima,” said Ha Jeong-gu, 62, a former senior safety analyst for Atomic Energy of Canada Limited (AECL) during an interview with the Hankyoreh on Feb. 8. Ha was a key technical witness in the ruling by the Seoul Administrative Court on Feb. 7 that South Korea’s Nuclear Safety and Security Commission (NSSC) must cancel the permit it granted for an operational extension that allowed Wolseong-1 to remain in operation.“It’s true that South Korea has achieved technological independence in the area of nuclear power and that it has gone to a great effort to develop it. But Korea Hydro and Nuclear Power didn’t abide by a number of regulations and arbitrarily used back-of-the-envelope calculations in its effort to extend the lifespan of Wolseong-1,” Ha said.

Ha is especially concerned that there was no review or upgrade of the four special safety systems (the containment vessel, two safe shutdown systems and the emergency core cooling system). Even if the parts and machinery in other systems fail during an earthquake or other accident, these four special safety systems have to operate in order to reduce damage.“If these special safety systems don’t work, you have a serious accident. For example, you could have a disaster like in Fukushima,” he said. The regulatory standards for these four special safety systems are R-7, R-8, R-9 and R-10.“If these technologies were only partially applied and the regulatory standards were not fully satisfied, as at Wolseong-1, I’m completely certain that the Canadian Nuclear Safety Commission would not have granted an operating license,” Ha said.Ha was also baffled about why many sections of the documents submitted by KHNP, including its final safety analysis report (FSAR), had been redacted. KHNP refused to submit or disclose documents, claiming that they contained business secrets and information related to national security.“The final safety analysis reports for Wolseong-2, Wolseong-3 and Wolseong-4 were written under my watch, and they did not contain any important business secrets nor anything you could describe as a state secret. When I worked for Atomic Energy of Canada Limited, the reports for those three units were handed around very casually,” he said.

Former Hanford doctor ‘under duress’ to disregard worker safety via King5

n 30 years of medical practice, Dr. Loren Lewis of Spokane said he’s never seen tactics like those used at Hanford.

Instead of putting worker safety as priority number one at the former nuclear weapons complex, the occupational medicine expert said he felt “forced and under duress to…manipulate a medical policy” he wasn’t comfortable with.

From 2004 to 2006, Lewis was the top medical professional at the site, the Site Occupational Medical Director (SOMD). As per federal regulation, he was legally and ethically responsible for overseeing medical policy and programs for the 11,000 workers at the site. As SOMD, he was an employee of a federal government contractor, AdvanceMed Hanford.

Lewis said his supervisors at AdvanceMed Hanford and officials they reported to at the U.S. Department of Energy pressured him to abandon his adherence to the federal regulations and loosen medical policy as it related to keeping workers safe from a highly toxic metal at the site called beryllium.

“That was really a violation of their own regulations. They should have been aware that (the regulation) gives strict authority to the SOMD (to direct medical policy),” said Lewis. “To me, it is unthinkable that a medical professional would be forced to do things that are politically or have some other motivation besides the health of the person. That’s what we are trained to do and what the Hippocratic oath is about – the health of the person.”

Lewis pushed back in dozens of emails.

“I cannot stress enough that it is very inappropriate for…DOE to exert duress and compulsion on the way that we practice medicine, on medical decision making,” wrote Lewis on Oct. 4, 2006.

“I cannot provide a ‘safe level’ of exposure because there is no medical support of such,” wrote Lewis. “(I’m being) forced and under duress to manipulate a medical policy (by people who do not have) a license to practice medicine in the State of Washington. (Going along) would put Hanford workers at increased risk.”

Shoop said he could barely remember Lewis and that he “didn’t believe” he had put pressure on the SOMD.

“My interest was the health of the worker and keeping them safe and not letting them go back into a situation where they could be harmed further,” said Lewis.

Lewis said making deadlines and getting the work done seemed to eclipse worker safety at the site.

“It was in the best interest of the employer and their profitability and getting people to do the work regardless of what the health consequences were,” said Lewis.

Lewis refused to cave under pressure. Nineteen days after he put his foot down once and for all, he was fired.

“My supervisor gave me a note and said the Department of Energy had lost confidence in my leadership and fired me on the spot,” said Lewis.
