東京電力福島第一原発の事故で放出された放射性セシウムの一部が、野生のキノコで濃縮、胞子に蓄えられて大気中に再び飛散している可能性が高いことが、気象庁気象研究所や茨城大、金沢大などの調査でわかった。人体への影響は考えられないほど低いセシウム濃度だが、帰還困難区域の山林でキノコ胞子がセシウムの再拡散に関わっている可能性がある。

2015年8、9月、浪江町北西部の山林で大気中の粒子を集め、金沢大の牧輝弥准教授(微生物生態学)が遺伝子解析したところ、キノコ類の割合が高いことが判明。昨年6~10月に約10回、同地域の山林でヌメリイグチなど10種類以上の野生キノコを採取し、胞子の放射能濃度を測ると1グラムあたり最大143ベクレルを検出した。

胞子1個のセシウム濃度と、観測した1立方メートルあたりの胞子の数を掛けると、観測されたセシウム濃度に匹敵。分析した茨城大の北和之教授(大気環境科学)は「セシウムを濃縮した胞子が大気中に放出し、濃度が高くなっている可能性がある」と指摘する。

ただ、採取したキノコの胞子1個に含まれるセシウムは極めて微量。研究チームの二宮和彦・大阪大助教(放射化学)は「セシウムを含むキノコ胞子が飛散している地域の空気を吸っても健康に全く影響ないレベル」と話す。一方、胞子がキロメートル単位で飛んでいる可能性もあり、研究チームは飛散状況などを詳しく調べる。

Financial crunch time looms for Fukushima’s ‘voluntary evacuees’ via The Japan Times

This month, housing subsidies run out for those who fled the Fukushima nuclear disaster from areas other than the government-designated evacuation zones, and as the clock ticks down, evacuees have had to decide whether to return or move once again.

Many of these so-called voluntary evacuees are mothers seeking to avoid risking their children’s health while their husbands remain in radiation-hit Fukushima Prefecture, according to freelance journalist Chia Yoshida.

This is why the term “voluntary evacuee” is misleading, as it gives the impression that they fled Fukushima for selfish reasons, Yoshida told a news conference in January in Tokyo.

At the same news conference, another journalist proposed using the term “domestic refugee” to describe them.

The number of evacuees from the disaster, including those from mandatory evacuation areas, peaked at 164,865 as of May 2012, according to the prefectural government.

Its latest tally, conducted earlier this year, shows that 11,321 out of the 12,239 voluntary evacuee households had already decided where to live after April, while 250 had not.

Many voluntary evacuees are financially struggling as they have to cover the double living costs in their hometowns, where typically the fathers remain, and the new places where the mothers and children moved.

In that sense, the free housing has been a “lifeline” for them, particularly in the Tokyo metropolitan area where housing costs are high, according to journalist Yoshida.

In an attempt to extend support to those families, Makoto Yamada, a veteran pediatrician in Tokyo, established a fund with ¥3 million out of his own pocket to help them rent new houses, for example by covering the deposit.

The initiative was the latest example of the support he has been providing to evacuees. Three months after the disaster, he held a counseling session in the city of Fukushima that attracted some 400 people concerned about radiation exposure. He has continued to hold similar sessions in Tokyo.

In one high-profile case, a first-year junior high school student in Yokohama was called a “germ” at school, in reference to his supposed exposure to radiation.

Society appears to generally feel that voluntary evacuees have received a lot of money on top of the one-time compensation payment made by Tokyo Electric Power Company Holdings Inc., the operator of Fukushima No. 1.

Yamada says if people understood that voluntary evacuees had no wish to leave but felt they had to, such bullying would disappear.

The first financial support from Yamada’s fund went to 10 mothers and their children on Jan. 15. He was surprised to see the recipients shed tears of joy upon receiving ¥200,000 or ¥300,000 each.

Yamada said the government has tried to reduce the number of evacuees from Fukushima in order to claim that their ranks have decreased and that the disaster has been overcome.

韓国の原発銀座で惨事なら 「西日本の大半避難」の推定 via 朝日新聞

■韓国人の学者が警鐘

シミュレーションをしたのは、韓国人の核物理学者で現在、米ワシントンのシンクタンク「天然資源防衛委員会」(NRDC)の上級研究員を務める姜政敏(カン・ジョンミン)博士(51)ら。カン博士が昨年10月末に韓国で発表し、その後も日韓での核問題関連の集会で警鐘を鳴らしている。国際会議で来日したカン博士に話を聞いた。

カン博士らがシミュレーションの舞台に選んだのは、韓国南東部、釜山市の海沿いにある古里(コリ)原発だ。古里は、軍出身の朴正熙(パク・チョンヒ)独裁政権時代の1978年に1号機が完成した韓国最古の原発。韓国内で商業運転する25基のうち7基が海沿いに並ぶ、韓国最大規模の「原発銀座」だ。

ここでは原発の運転で生じる「使用済み核燃料」を、各原子炉に隣接する貯蔵プールで冷却、保管している。しかし、使用済み核燃料はどんどん増えており、間隔を詰めて「密集貯蔵」している。このうち古里3号機には、韓国の原子炉別では最も多い818トン分の使用済み核燃料(2015年末)が貯蔵されている、とされる。貯蔵プールが手狭になった1、2号機の使用済み核燃料も移送され、3号機で保管しているためだという。

カン博士はこうした貯蔵方法の危険性を指摘する。もし災害やテロなど、何らかの原因で電源が喪失し、使用済み核燃料を冷やす機能が失われ、温度の急上昇で火災が起きたらどうなるのか。博士らは、この3号機の使用済み核燃料プールで冷却機能が失われ、燃料プールの水位の低下で使用済み核燃料がむき出しになって火災が起き、さらに建屋内に水素ガスが充満して爆発した事態を想定。使用済み核燃料に含まれる放射性物質セシウム137が次々と気体化して大気中に放出された場合、どのように拡散するかを検討することにした。

15年1月1日に事故が発生したとし、それから1週間の実際の天候状況や風向き、風速などをもとにセシウム137がどのように拡散し、地表に降下するかをコンピューターで計算。放射線防護に関する国際基準などをもとに、避難を余儀なくされる地域の面積と人口、さらにセシウム137の半減期にあたる30年を超えても避難し続けなければならなくなる地域を算定した。

その結果、明らかになったのは、最も大きな被害が予想されるのは、原発事故の当事国である韓国ではなく、日本になるということだ。韓国では最大54000平方キロメートルが避難対象地域になり、最大2430万人が避難を余儀なくされる。これに対し、日本では最大67000平方キロメートルが避難対象地域になり、最大2830万人が避難を迫られる、というシミュレーション結果が出た。被害は南北軍事境界線を挟んだ北朝鮮や中国など広範囲に及ぶ。セシウム137の半減期である30年が過ぎても引き続き避難したままとなるのは最悪の場合、韓国では1900万人、日本は1840万人、との計算結果が出た。

ログイン前の続きこのような最悪の事態を起こしてはならないが、カン博士は「これまでは幸いにもこうした事故が起きていないが、早めに対策をとる必要がある」と主張する。

偏西風で「日本に被害」

カン博士の今回のシミュレーションは、使用済み核燃料を想定対象としたが、古里原発を含めて韓国の原発のうち19基は、日本海側の海沿いに並んでいる。こうした原発で、放射性物質が漏れ出すような事故が起きた場合、西から東へと吹く偏西風の影響によって放射性物質は風に運ばれて海を越え、日本列島の広範囲に及ぶおそれがあるという。カン博士は「特に強い偏西風が吹く冬に事故が起きたとすれば、深刻な被害はほとんどが日本に及ぶでしょう」と指摘する。

一方、使用済み核燃料1トン分に含まれるセシウム137は約10万キュリーという。つまり計算上は、使用済み核燃料20トン分に含まれるセシウム137が、チェルノブイリ事故に匹敵することになる。この20トンというのは、平均的規模の原発(軽水炉)を1年間運転すれば生じる使用済み核燃料の量という。つまり、原発1基を1年間稼働すれば、チェルノブイリ原発事故の被害に匹敵する放射性物質を含む「核のゴミ」を作り出していることになるのだ。

原発推進策をとる韓国だが、使用済み核燃料の最終処分方法は定まらない一方、原子炉ごとの使用済み核燃料プールはどんどん余裕がなくなっている。カン博士によると、プールで貯蔵する使用済み核燃料棒の間隔の幅を少しでも広げることで、火災発生の危険性を下げられるという。そのため、「5年ほどは使用済み核燃料の熱をさげるために貯蔵プールで冷却し、その後は専用の密閉容器の中で空気で冷却する『乾式貯蔵』をとりいれるべきだ」と提案する。

さらに、カン博士が何よりも訴えたいことは、核の惨事において東アジアは「運命共同体」である、という点だ。日本、中国、韓国とも国策として原発の稼働や増設を推進し、商業炉は日中韓で計約100基に達する。核実験を繰り返す北朝鮮の寧辺(ニョンビョン)にも核開発関連施設が集まる。地球儀を眺めれば、私たちが暮らす東アジアは、世界的にもまれな核施設の「密集地域」と言える、というのだ。

ただ、こうした日本の核政策は、韓国の核推進論者の間で格好の「模範」とされ、「韓国でも使用済み核燃料の再処理の実施を」という主張を後押ししている。核政策も海を越えて、互いに影響を与えあっているのだ。カン博士は「日本でさらにプルトニウムの量が増えれば、地域の緊張を高め、周辺国にプルトニウム保有の口実を与えるだけだ」と警告する。

チェルノブイリや福島の原発事故を通して、私たちは核惨事の被害に「国境」はないことを学んだ。重大な事故が起きれば、隣国や周辺国に取り返しのつかない甚大な被害を与えるおそれがある。福島の原発事故から6年。私たちはもう一度、教訓を思い起こし、日本はもちろん、近隣国の原発・核問題にも関心を持ち続けなければならない。

<避難解除>帰還求める楢葉町 困惑の職員via河北新報

東京電力福島第1原発事故に伴う避難指示の解除を迎えた自治体の職員は、職務と生活のはざまで悩む。今春を「帰町目標」に掲げる福島県楢葉町では、職員が町当局に帰還を強く求められている。町は歳出抑制を理由に通勤手当の削減も検討する。率先垂範を迫られた職員にも長期避難で生じた家庭の事情があり、困惑が広がっている。
楢葉町は2015年9月に避難指示が解除された。今年4月には小中学校が町内で再開し、帰町者が増えるとみられるが、今月3日現在では818人、帰還率11.1%にとどまる。
町によると、本庁舎の職員約100人のうち町に住むのは35人ほど。子どもの学校や親の介護・通院といった家庭の事情、自宅の修繕遅れなどで、福島県いわき市に避難を続ける職員が多い。
松本幸英町長は今年の年頭訓示で「職員は町民の先達として早期に避難生活から脱却し、町内での自立した生活を示す立場にある。私も先頭に立ち、時には心を鬼にしながら進める」と述べるなど、職員の帰町に強いこだわりをみせる。
大和田賢司副町長は「どうしても無理な事情があれば仕方ないが、町が帰町目標を掲げた以上、職員が戻って町民を迎えるのが本来の姿。職員が住むことで町民の不安解消にもつながる」と説明。単身ではなく、家族で戻ることを促す。

 原発事故後、業務量や負担は増大している。職員からは「避難していても責任を持って仕事をしている」「いずれ町に戻るが、今は家庭的に難しい」「帰町しなければ職員にふさわしくないと思われたら、つらい」などの声も漏れる。
自治労県本部は「自治体当局は職員の人事権を握る。帰還の働き掛けが強制や圧力と感じられるようならば、職員の意欲をそぎ、住民サービスにも影響しかねない」と指摘する。

お茶の水女子大生「業界は原子力にどんな思いが…」via 日刊スポーツ

大学生や大学院生の就職活動が本格化する中、電力会社など原子力関連企業が4日、合同説明会「原子力産業セミナー」を東京都内で開いた。原発の運転や廃炉、原子力の研究開発に携わる人材を確保するのが目的だ。東京電力福島第1原発事故で業界の経営環境は厳しいが、企業の採用担当者は「事業の発展のためには優秀な人材が必要だ」と、業務の紹介に熱を入れた。

お茶の水女子大3年の佐山友梨さん(21)は「業界として原子力にどのような思いを持っているのか聴きに来た」と話す。群馬大大学院の男子学生(23)は「(原発事故は)自分たちも無関係ではなく、何か貢献したい」と語った。

説明会は2006年度に始めた。09年度から東京に加え、大阪でも説明会を始めた。10年度は計1903人が参加したが、原発事故後の11年度は496人に激減し、15年度は337人に落ち込んだ。

福島大学の荒木田岳(たける)准教授(47)が国などの事故対応や、その後の社会の変化などについて講演し、約80人が聞き入った。

播磨地域で活動する住民グループ「脱原発はりまアクション」が主催。荒木田さんは地方行政専攻で、原発事故後は住民の放射線被ばくを懸念し、自主的な除染活動や情報発信に取り組んでいる。

講演で、事故現場では事前の対策に沿った対応が行われた一方、周辺住民には正確な情報がすぐに伝えられず、避難が遅れたと指摘。その後も被災地の高い放射線量を追認して安全基準を緩和し、住民の被ばくが続いている-と国や自治体などの対応を批判した。

荒木田さんは「政府は手に負えない問題から自分たちを守ろうとした。住民に被ばくを押しつけても平気になり、事故は日本社会をも崩壊させた。権力に惑わされず、一人一人が主体的に言いたいことを言える状況をつくらないと」と力強く語った。(伊丹昭史)

Partner with Tepco? No thanks, say Japanese power peers via Nikkei Asian Review

TOKYO — Tokyo Electric Power Co. Holdings, operator of the crippled Fukushima Daiichi nuclear power plant, is sinking deeper into a quagmire.

With the sixth anniversary of the Fukushima disaster drawing near, Tepco is trying desperately to get back on its feet by resuming its nuclear power operations, possibly with the help of one or more partners. But potential candidates are distancing themselves from the ailing industry leader for fear of being forced to shoulder a debilitating financial burden.

 Making things even worse for Tepco is the deepening financial crisis at Toshiba, whose huge losses have cast dark clouds over the future of Japan’s nuclear power generation

On Feb. 1, Niigata Gov. Ryuichi Yoneyama made his first tour of the plant since taking office last October. When he arrived, he was greeted by a nervous-looking Naomi Hirose, Tepco’s president.

Nearly two weeks later, Tepco’s efforts to bring the Kashiwazaki-Kariwa plant back online suffered a fresh setback, when it emerged that the facility’s earthquake-readiness measures had been deemed inadequate.

On Feb. 28, the Nuclear Regulation Authority, Japan’s nuclear watchdog, summoned Tepco President Hirose and called on the company to resubmit an application for safety checks at the Kashiwazaki-Kariwa plant’s No. 6 and No. 7 units.

On Oct. 25 last year, the Ministry of Economy, Trade and Industry, which oversees the electric power industry, put forward the idea of spinning off Tepco’s nuclear business into a separate company.

The response from the industry was strong and immediate.

“We do not have an alliance or a realignment in mind at all,” said a clearly riled Hiroya Harada, president of Tohoku Electric Power, when asked about the idea.

Tohoku Electric Power is based in the northeastern city of Sendai, Miyagi Prefecture, and its service area includes the Kashiwazaki-Kariwa nuclear plant.

Harada said building trust with the communities that host nuclear plants is crucial. “It is impossible for a different player to suddenly step forward” and operate the Kashiwazaki-Kariwa plant with Tepco.

Nagoya-based Chubu Electric Power partners with Tepco on thermal power, but it has no interest in extending the alliance to nuclear energy.

“I cannot understand what benefits it would bring us,” said Chubu Electric Power President Satoru Katsuno.

Last year, Osaka-based Kansai Electric Power Co. formed a broad nuclear partnership in western Japan with three other electric utilities: Kyushu Electric Power, Chugoku Electric Power and Shikoku Electric Power.

It is clear that Tepco’s domestic peers are alarmed by the possibility of being forced to share the huge financial costs of dealing with the Fukushima disaster.

Toshiba is one of Japan’s three nuclear plant manufacturers, along with Mitsubishi Heavy Industries and Hitachi. Its massive loss of over 700 billion yen stemming from its U.S. nuclear subsidiary, Westinghouse Electric, has Toshiba moving to scale back its nuclear operations, especially abroad. Japanese electric power companies fear that such moves could affect their plans to restart and decommission nuclear reactors.

Yoshimitsu Kobayashi, chairman of major business lobby the Japan Association of Corporate Executives, said consolidation is needed in the nuclear power industry. “We must think about whether (the nuclear power business) can be done by one company alone,” he said.

Study Shows Radiation Raises Risk Of Future Cancer via Daily News

Thanks to results from a newly released study based at St. Jude, doctors have fresh data on the long-assumed link between using radiation to treat children with cancer and the higher likelihood those patients will develop new cancers later in life.

The study looked at cancer survivors from the 1970s to the 1990s. The findings, published this week in the Journal of the American Medical Association, showed that the percentage of pediatric cancer patients treated with radiation fell from 77 percent to 33 percent and radiations doses were lowered.

Those decreases, in turn, meant that the chances of those patients facing a second cancer within 15 years of their first cancer also fell.

“Eighty-four percent of children will become five-year survivors of their primary cancer. That’s awesome,” said Dr. Gregory Armstrong, a member of the St. Jude Department of Epidemiology and Cancer Control.

The federally funded study, based in Memphis at St. Jude Children’s Research Hospital, included more than 23,000 cancer survivors treated at 27 medical centers in the U.S. and Canada. Among its other findings:

• The cumulative incidence of another cancer diagnosis within 15 years dropped from 2.1 percent for survivors from the 1970s to 1.3 percent for survivors from the 1990s.

• Treatment changes have reduced, but not completely eliminated, the risk of additional cancers. Survivors from the 1970s were about six times more likely than others their age and sex to be diagnosed with cancer, while in the 1990s, survivors were four times as likely.

According to estimates from the National Cancer Institute, the U.S. is home to more than 388,000 survivors of childhood cancer.

“This study reinforces something people had assumed to be true – that we know radiation that cures your first cancer causes second and third cancers down the road,” Armstrong said. “This study shows that in the more modern eras, in the 1990s, when we reduced the number of patients getting radiation, we reduced the doses of radiation, that those survivors are now going to live longer. It’s sort of the proof of principle.”

双葉町の復興へ、原発関連企業の誘致も目指す町長 via 朝日新聞

福島県双葉町に住民がいなくなって、6年になる。東日本大震災による東京電力福島第一原発の事故で、約7千人の住民は全国各地に避難させられた。ふるさとを取り戻す見通しは立たない。町長は「住民が戻ることをあきらめた瞬間、町はなくなる」と語る。

ログイン前の続き60年、福島県が原発誘致を表明。双葉町は、隣の大熊町と誘致を陳情した。78年に双葉町で第一原発5号機、79年に同6号機が稼働した。

農繁期が終わると住民の大半が出稼ぎに出る貧しい町は、東電からの巨額の固定資産税などで潤い、道路やハコモノ建設が進んだ。財政が厳しくなると、議会はさらなる原発を求め、増設決議を採択した。

町民の生活をつなぎとめていた原発。それが、町民をのこらず追い出した。

■「このままだと地図から双葉町が消える」

事故直後、当時町長だった井戸川克隆(70)は「放射能から町民を守る」と訴え、住民約1200人を率いて埼玉県の「さいたまスーパーアリーナ」に役場ごと避難した。福島県内の自治体で、役場機能を県外に移したのは双葉町だけだ。

井戸川は「人が住めないところに住ませようとするのは犯罪だ」と述べ、住民の早期帰還をめざす国や、福島県内に役場を戻すべきだと主張する町議会と対立した。町政は混乱し、復興計画の策定は遅れた。

混乱は住民の分断も生んだ。メディアに注目された埼玉県の避難者に対し、福島県内にとどまった避難者からは「町に見捨てられた」との声も上がった。「このままだと地図上から双葉町が消える」。伊沢は危機感を抱いた。

過去の町長選で井戸川の選挙対策本部長を務めたこともある伊沢だが、2012年に井戸川に対する3度の不信任決議案が提出されると、賛成票を投じた。井戸川の辞職を受けた町長選に立候補し、13年に初当選。3カ月後、役場機能を福島県内に戻した。

当初の遅れはいまも尾を引き、昨年の双葉町の復興関連事業の数は、同じく第一原発が立つ、隣の大熊町の半分以下にとどまる。

■「また原発に頼るのか」と批判の声も

15年1月、双葉町中間貯蔵施設の受け入れを正式に決めた。予定地は町面積の1割。「国策の原発に協力し、中間貯蔵施設に協力する。われわれが見捨てられていいわけがない」と伊沢。政府は福島県と2町に生活再建支援名目で約3千億円の交付を決め、双葉町には389億円が入った。

政府は双葉町と大熊町を中心とした帰還困難区域の一部を「復興拠点」と定め、近く本格的に除染を始める。除染にかかる見込みの数千億円は、東京電力ではなく国が負担する。

国の関与を引き出した伊沢だが、町民からは批判も浴びる。昨年10月の町政懇談会では、復興拠点について「そんな事業にお金をかけて、どれだけの人が住むのか。やめた方がいい」と町民から突き放された。

復興に向けて、廃炉研究などの原発関連の企業の誘致もめざしている。「町の存続のためには一番可能性の高い選択肢」と伊沢は言うが、「また原発に頼るのか」と批判する声もある。

不通が続くJR常磐線の双葉駅は、草木が立ち枯れたままだ。双葉町はこの周辺に復興拠点を整備する計画を立てている。

ただ、復興拠点の総面積は帰還困難区域の5%程度とみられ、住民の帰還は早くても5年後。戻る意向を示す町民は1割ほどだ。
