自治労福島県本部は7日、福島市で会見を開き、県と市町村職員の本年度の自殺者数が2月末現在、9人となったと発表した。
今野泰中央執行委員長は、自殺の要因の一つに長時間労働があると推測し、「地方公務員のおかれている過酷な状況は変わっていない」として対策を強化する考えを示した。
同県本部による自殺者数の公表は初めて。9人の内訳は市町村職員が7人、県職員が2人で、自殺した職員が所属していた自治体の方部に偏りはないという。
このうち県職員を含む5人が1、2の両月に相次いで自殺した。年齢は18〜34歳が4人、35〜49歳が2人、50歳以上が3人。これまでは50代の職員の自殺が目立ったが、本年度は若手の自殺が多いとしている。

同県本部は医療機関などと連携した心の健康のサポート事業などを展開する計画。自治体職員の悩みを受け付ける電話相談「自治労ほっとダイヤル」(フリーダイヤル0120・556・283)の活用も呼び掛けている。

Town mayor OKs restart of Genkai nuclear plant in Saga via Japan Today

 

SAGA —

A mayor in southwestern Japan approved a plan Tuesday to restart two nuclear reactors in his town, a step toward the resumption of a third atomic power plant in Japan since the 2011 Fukushima disaster.

“While taking the assembly’s approval seriously, I decided to accept the government’s policy,” Hideo Kishimoto, the mayor of Genkai in Saga Prefecture, told a press conference.

Now the restart of the Nos. 3 and 4 reactors at the Genkai plant operated by Kyushu Electric Power Co. depends on consent by seven other municipalities within a 30-kilometer radius of the plant amid lingering safety concerns about nuclear power plants.

The Japanese government is pushing for reactors to be restarted as nuclear power is regarded as a key energy source even after the March 2011 disaster at the Fukushima Daiichi plant in the days after a massive earthquake and tsunami struck northeastern Japan.

The Earthquake Question via Asia Times

Six years after the nuclear disaster in Fukushima, engineers remain vexed by a key question: What damage did the massive earthquake cause at the atomic plant before it was hit by the subsequent tsunami?

The answer matters because of the potential implications for the earthquake safety standards of other nuclear reactors in Japan, which sits on the seismically unstable Ring of Fire around the Pacific. The area accounts for about 90% of the planet’s earthquakes, with Japan being shaken by 10% of them, according to the US Geological Survey.

The impact of the quake is “still actually a question mark,” Mitsuhiko Tanaka, a former nuclear equipment engineer for Hitachi Ltd., said at a press conference in Tokyo.

“But I’m also saying that the anti-seismic design of the power stations was inadequate and I’m also saying that without the tsunami the same accident possibly would have occurred. So even excluding the tsunami, just the earthquake alone could possibly cause a major rupture. I’m stressing that one should not neglect or ignore the issue of the earthquake.”

That commission, which had the power to subpoena evidence, differed from other studies by placing a greater emphasis on the potential quake damage. Indeed, its 2012 report said Tepco “was too quick to cite the tsunami as the cause of the nuclear accident and deny that the earthquake caused any damage.”

The panel, which was also scathing about the lax approach of the then regulators, raised the possibility that the quake damaged equipment necessary for ensuring safety and that a small-scale accident involving a loss of coolant occurred in unit 1.

Looking back at the six-month inquiry, Tanaka said: “It is really quite unfortunate that the investigation committee disbanded without really exposing or explaining much after the accident. Much remains unresolved.”

Bangladeshi asylum seekers tricked into radiation clean-up: media via Reuters

Two Bangladeshi asylum seekers in Japan cleared up radioactive contamination from one of the world’s worst nuclear disasters on the false promise doing so would win them permission to stay in the country longer, media reported on Wednesday.

The Fukushima nuclear plant suffered multiple meltdowns after being hit by a tsunami triggered by a big earthquake on March 11, 2011. Companies decontaminating areas around the plant, which usually involves removing radioactive top soil, have struggled to find workers willing to do the job.

The two men, who arrived in Japan in 2013 saying they were escaping political persecution, said they were told by brokers and construction companies that their visas would be extended if they did decontamination work, the Chunichi newspaper reported.

Mitsushi Uragami, a justice ministry official who oversees refugee recognition, said there were no residence permits on offer for people doing decontamination.

“The length of asylum seekers’ residence permits and them doing decontamination work are unrelated. If anyone is giving inaccurate explanations about this, it’s problematic,” Uragami told Reuters.

The department was investigating the case, he said.

The Fukushima Labour Bureau said this month more than half of the 1,020 companies involved in decontamination violated labor and safety laws last year.

Reuters revealed in 2013 that homeless men were put to work clearing radioactive soil and debris in Fukushima for less than the minimum wage.

Reuters also found the clean-up depended on a little scrutinized network of subcontractors – many of them inexperienced with nuclear work and some with ties to organized crime.

浜岡原発事務本館 空調設備から出火 via 静岡新聞

8日午前10時5分ごろ、中部電力浜岡原発(御前崎市佐倉)の事務本館東館3階の空調機械室から出火し、空調設備を焼いた。けが人はいなかった。

中電によると、新しく導入した空調設備の試運転をした際、出火し火災報知器が作動した。空調設備の電源を切ったところ、火は収まった。市消防本部が同10時半に現場で鎮火を確認した。放射能漏れにつながる事案ではない。原因を調べている。

Radioactive Canadian Salmon Tied to Fukushima Disaster? via Snopes

A single sock-eyed salmon found in a Canadian lake in 2015 did test positive for trace amounts of Fukushima radiation, but this is not a demonstrable health concern.

A single salmon found in the Osoyoos Lake in British Columbia in 2015 (first reported in November 2016) had low but detectable levels of the radioactive isotope cesium-134, universally acknowledged as a marker for Fukushima radiation.

WHAT’S FALSE

This single fish, whose radiation levels were well below any metric used by any government agency to gauge exposure risk, remains the only salmon specimen to test positive for Fukushima radiation in North America; the actual amount of radiation you would be exposed to from this fish — should more exist — would be roughly equal to the amount you would get from eating any salmon as a result of naturally occurring radioisotopes.

ORIGIN

On 10 February 2017, OrganicAndHealthy.org published a story with the frightening headline “Fukushima: First Images Emerge Of Radioactive Salmon In Canada”. While this post did, in fact, come with a stock image of Canadian salmon, it did not deliver on its promise of visual evidence of radioactive salmon, instead providing lazily researched, error-riddled assertions based entirely on others’ flawed reporting.

Cesium-134 is a radioactive isotope formed principally by man-made activity, whose only plausible source on Earth, currently, is the Fukushima disaster. It decays at a relatively fast rate and therefore cannot be tied previous nuclear disasters or atomic testing.

The narrative presented by OrganicAndHealthy.org conflates two issues: the presence of cesium-134 in marine waters off of the coast of western North America, and the presence of cesium-134 in North American salmon. Becquerels per cubic meter, cited above, are used to assess the concentration of radioactive isotopes in a volume of liquid, while becquerels per kilogram would be the appropriate for measuring its presence in fish.

Few takers for free disaster relief housing in Fukushima via The Japan Times

Buildings converted from temporary housing units in Fukushima Prefecture have had few takers despite being offered free of charge, due partly to insufficient publicity, a prefectural official said Monday.

Only three of 430 publicly provided temporary housing units have been given to applicants since the program started last May as part of efforts to reuse emergency quarters set up after the 2011 earthquake and tsunami.

The prefectural government is encouraging the secondary use as a way to minimize removal costs and reduce waste. The plan, however, has been stymied because municipalities have come up with few ideas on how to reuse these structures, the official said.

The Fukushima Prefectural Government owns about 13,000 units of disaster relief housing. More temporary housing for victims of the Fukushima nuclear disaster will soon become available as the contract terms for some of the shelters expire at the end of this month.

Municipalities are considering converting about 50 units for public housing in the village of Kawauchi, while a complex in the town of Namie is slated for provisional accommodation to residents when the nuclear evacuation advisory will be partially lifted for the town at the end of March.

医師で「3・11甲状腺がん子ども基金」顧問を務める牛山元美さん(神奈川県相模原市、さがみ生協病院内科部長)が5日午後、福島県福島市で講演し、福島県内で実施されている甲状腺エコー検査を縮小させる動きが加速している現状に「NO」を突きつけた。第三者機関の設置に躍起になっている星北斗座長(星総合病院理事長、福島県医師会副会長)を「暴走だ」と批判。放射性物質の拡散が福島の県境ではとどまらない事、基金が療養費を給付した甲状腺ガン患者が神奈川や埼玉、長野にも及んでいる事などを挙げ、「福島県外でも国や東電の責任で甲状腺エコー検査を実施するべきだ」と語った。NPO法人「ふくしま30年プロジェクト」(阿部浩美理事長)の主催。
【男女比がベラルーシと酷似】
福島県の県民健康調査では2016年12月31日現在、「一巡目(先行検査、2011年度~2013年度)」と「二巡目(本格検査、2014年度~2015年度)」を合計すると、疑いも含めて185人(116人+69人)の小児甲状腺ガンが確認されている。牛山さんは「もし小児甲状腺ガンの発見がスクリーニング効果によるものならば、一巡目の検査で116人を〝刈り取った〟事になり、二巡目ではほとんど見つからないはずだ。それが69人も見つかった。しかも、そのうち63人は一巡目でA1(結節又はのう胞が無い)もしくはA2判定(5ミリ以下の結節または20ミリ以下ののう胞)だった人たち。ガン化のスピードが速く、一番驚いたのが医師だった」と指摘。
2007年のデータでは、ガン登録高精度地域(宮城、山形、福井、長崎)での年間10万人あたりの小児甲状腺ガン発生率(15歳~19歳)は1.7人。福島県の県民健康調査の185人を換算すると年間10万人あたりの発生率は11.4人になるとして「原因などを含めて現段階で断定的な事は言えないが、福島で小児甲状腺ガンが多く見つかっているという言い方は正しいと思う。事実として子どもの甲状腺ガンと向き合わないといけない」と語った。
甲状腺ガンの男女比についても牛山さんは触れ「自然発生型は女性が際立って多い。福島で今、起きている事は今まで日本で起きていた事と違う。不自然だ」と指摘した。一般的に甲状腺ガンの男女比は男1に対し女4だが、福島県の県民健康調査では一巡目が1:2.0、二巡目はさらに差が縮まって1:1.2になっている。松崎道幸医師が2016年3月に作成したデータでは、チェルノブイリ原発事故後のベラルーシでも、診断時の年齢が4歳~14歳で1:1.6、15歳~18歳で1:2.0と福島のケースと似ているという。
だからこそ、ていねいな検査と分析が今後も必要になる。しかし、現実には逆行する動きが着々と進められている。
【「不安解消するなら検査を」】
 福島で加速しているとの指摘が多い甲状腺エコー検査「縮小」の動き。牛山さんは「地元紙の福島民友が非常に熱心」として、これまでの記事を紹介した。同紙は2016年8月8日付の一面で、県民健康調査検討委員会の星北斗座長のインタビュー記事を掲載。「早ければ9月にも、甲状腺検査の対象者縮小や検査方法の見直しを視野に入れた議論に着手する」と〝スクープ〟した上で、社説でも「検査のメリットとデメリットを総点検し、県民にとって最善の検査体制を再構築すべきだ」、「検査は、県民の不安を解消し、健康を保つために必要だが、マイナスに作用するようなことは避けなければならない」などと主張している。
これに呼応するように、2016年12月には日本財団の笹川陽平会長や福島県立医大の山下俊一副学長らが福島県の内堀雅雄知事を訪問。[…]
牛山さんも「誰の指図でこんな事が進められているのだろう。ガンが見つかったら誰だって嫌だが、甲状腺検査の目的をきちんと説明してあげれば良いと思う。福島県民の不安解消につなげるのなら甲状腺検査をして、何も無くて良かったねとなった方が良い」と語った。

東日本大震災から6年――。いまだ福島第一原発事故の収束のめどは立っていない。東電はこれまで何をしてきたのか? 事故直後から東電の会見に通い詰める芸人「おしどりマコ&ケン」が、その真実を明かす!

今年1月30日、東京電力はメルトダウン(炉心溶融)した福島第一原発2号機の原子炉の下に、黒い大きな塊があると発表した。溶け落ちた核燃料の可能性があるという。

そして2月9日には、2号機格納容器内の放射線量が、1時間当たり最大650Sv(シーベルト)と推定されたと発表。これは人が浴びると1分程度で死に至る高線量だという。

東日本大震災からもうすぐ6年。だが原発事故はまだまだ収束には至っていない――。

そんななか、2011年の事故直後から東京電力の記者会見に出続けてきた人物がいる。お笑い芸人「おしどり」のマコとケンだ。

マコさんが初めて質問をしたのは、11年4月19日の会見だった。

「『インターネットのライブ動画で、福島第一原発から白煙が上がっていますが、あれはなんですか?』と質問しました。答えは『おそらく、水蒸気。湯気だろう』と。『では、その湯気には放射性物質は含まれていませんか?』と聞くと『含まれていると思います』と。その後、『どれくらい出ているのか概算でいいから出してください』と尋ねると『計算します』と言いました」

しかし、翌週になっても、1ヵ月たっても答えは返ってこない。そして3ヵ月後の7月になってようやく出された数値は「1時間当たり2900億ベクレルBq(4月4日から6日の間)」だった。

「質問した4月の時点で『どれくらいの放射性物質が出続けているか』が重要だったのに、そのときに公表しないのはアンフェアだと思いました。

また、11年3月13日、14日には中性子が検出されていますが、中性子がいつ、どれだけ放出されたかの評価もされていません。自衛隊は4月26日まで原発上空を飛んで各原子炉の温度を測っていて、そのときに自衛隊の人たちは中性子に被曝(ひばく)しているという記録があるにもかかわらずです。

『作業員の人は、どれくらい被曝していますか』と聞いたときも、『それはプライバシーの問題なので』と当初答えてもらえなかった。言いにくいことはほとんど説明しないという姿勢はおかしいです」
