After Fukushima

The rebirth of anti-discrimination social movements in Japan is one of the unexpected stories of 3/11.

Fukushima “awakened” first-time protesters in the tens of thousands to both the fragility and potentials of democracy in times of crisis. Yet this mass mobilisation did not merely represent activists’ attempts to build a new nation from the rubble of disaster. Rather, escalated feelings of distrust in government, media, and scientific authorities, in addition to a deep sense of remorse, shook up notions of what it means to be Japanese and to live in Japan.

Minority-led civil rights movements by ethnic Koreans, Buraku (a historically discriminated-against social caste), and indigenous groups, such as Ainu and Okinawans, have existed in Japan throughout the 20th century.

In February 2013, Noma put out an appeal on Twitter in response to what he saw as an imminent threat: the nationalist group, Citizens’ Association to Oppose Special Rights for Resident Koreans (Zaitokukai), was marching in Shin Okubo, the Koreatown of Tokyo. Outside Tokyo, they also targeted the ethnic Korean enclave of Tsuruhashi in Osaka, and Sakuramoto, a multicultural neighbourhood in Kawasaki. 

Their primary target was Zainichi Koreans, one of Japan’s largest ethnic minorities, which includes a diverse demographic spanning generations, from Koreans forcibly migrated under Japanese prewar colonial conditions to “newcomers”, many of them commercial purveyors of K-pop and Korean food. Noma’s appeal was a call to action against the racists.

Founded in 2006, Zaitokukai had previously targeted a 14-year old Filipino girl in 2009 – after her parents were deported for overstaying their visa – by protesting outside her home and school. They gained further notoriety the following year, after surrounding an ethnic Korean elementary school in Kyoto, verbally abusing the students there by calling them “children of spies” and “stinking” of kimchi. 

3/11 had opened a new door for xenophobic politics.

As anti-racism activists often see it, political chaos and social unease in the aftermath of the disaster allowed groups like Zaitokukai to amplify their brand of xenophobia and racial scapegoating. Ultra-right internet users fomented panic on websites like 2Channel, the Japanese website that inspired 4chan. Even in 2017, the website boasts over a million new posts every day.

Fighting racism

“Anger is an energy,” Noma states, as we sit down one afternoon in a smoky coffee shop in Shinjuku.

This philosophy describes both the underlying emotions of protest but also the momentum born from physical action. Shibaki-tai’s tactics of rage and anger – their tendency for styles steeped in masculinity and defiance of respectability politics – drew a backlash from conservatives and progressives alike. Despite the controversy, the group helped raise the profile of a new wave of anti-racism counter action, bolstering existing organisations like Otaku of Antifa (OaA), a group focused on fighting racism through the media of manga and anime, and inspiring the formation of new direct action groups such as the Menfolk.

Shibaki-tai eventually morphed into the Counter-Racist Action Collective (CRAC). They set up local satellites to counter-protest hate speech demonstrators across the country – in Osaka, Kyoto, Hokkaido, Okinawa, and even Fukushima Prefecture. CRAC built on its roots as culture workers, musicians, and designers in their fight against racism. They designed T-shirts and hats to make Antifa fashion “cool” and threw club parties. 

According to Japan’s Ministry of Justice, Zaitokukai and other similar groups staged over 1,100 hate-related rallies and demonstrations between April 2012 and September 2015.

Although focusing on Zainichi Koreans, Zaitokukai’s demonstrations have included a broad range of victims, including Chinese, refugees, and migrant families. Fixated on the notion of unearned privileges, the organisation even targeted victims from Fukushima who had received government assistance.

Hate speech in the form of vitriolic racist abuse on social media remains prolific. Some Zainichi Korean women who have become visible in the anti-racism movement even report being the targets of stalking at their workplaces and in their neighbourhoods. This has spurred activists and sympathetic politicians to advocate for legislation specifically addressing the problem of online hate speech.

Activists worry that the deep roots of discrimination in Japan go beyond hate speech. In Tokyo’s 2016 gubernatorial election in July, former Zaitokukai leader Makoto Sakurai garnered around 110,000 votes. Though only a fifth place ranking, and slightly less than two percent of the popular vote, Sakurai went on to found the far-right Japan First Party the following month.

Katsuo Hada is one of the few anti-racism activists who remains an active member of the anti-nuclear movement, attending weekly rallies in front of the National Diet to this day. He still reflects on his past with regret. Prior to the disaster, he had long held reservations about nuclear power, but, in his words, “did nothing about it”. He harbours similar feelings about discrimination. For 10 years, he points out, xenophobia and racism had been brewing in the pits of the internet. It took the shock of public hate speech demonstrations to jolt him – and other Japanese people – into action.

Since 3/11, he has “felt a deep sense of remorse. A sense of responsibility. That it’s wrong to be silent”.

【特別寄稿】福島とチェルノブイリ――現場を撮り続けてきた写真家が考える「25年を隔てたシンクロニシティー」via 日刊SPA!

福島チェルノブイリ。国際評価尺度レベル7の原発事故が起きた現場である。もちろん、単純に比較対象とすることは難しい。だが、チェルノブイリの例から、福島がより良い方向にむかうためのヒントがあるのではないか。今回は、ここ10年にわたりチェルノブイリと福島の両方を訪れ、その様子を撮り続けている写真家の中筋純氏が、特別寄稿という形で日刊SPA!に書き下ろしてくれた。

福島とチェルノブイリのシンクロニシティー

昨年秋に来日したベラルーシのノーベル賞作家、スベトラーナ・アレクセビッチさん。チェルノブイリ事故当事者の表に出ない声を綿密にまとめあげた受賞作『チェルノブイリの祈り』で知られる彼女が、福島を訪問した際の言葉の一節が忘れられない。

この状況を直視し、言葉を紡ぎ伝えていかねばならない

原発事故の最大の特徴は、環境に放出された放射能が長期にわたって物理的、社会的に影響を及ぼし、それらが可視化しづらいことから被災地域の周辺から時間の経過とともに記憶の風化が始まる点だといえる。震災と東電原発事故から6年を経て、アレクセビッチさんの言葉は我々が今後取るべき態度や行動を暗にほのめかしているように感じる。

チェルノブイリ福島。同じ国際評価尺度レベル7の事故は25年の時間と約8000キロの距離を隔てた時空間で起こったものだが、果たしてその後の足跡はどうだったのか? 復興論議が主流を占める中において、時代も国体も違うチェルノブイリ事故との状況比較はバイアスがかかった捉え方で、いわば復興に水を差す後ろ向きのアクションであると指摘されることも多いが、参考にすべき点は多いのではないだろうか?

原発事故をきっかけに我々は時間軸を直視せざるをえなくなったのかもしれない。そもそも放射能は地球という惑星が約46億年前に誕生した時の記憶の封印ともいえる。いわば「起こされた寝た子」ともいえる環境に放出された放射能は、約700万年の歴史しか持っていない我々人類にとって時間概念を狂わす存在であるといっても過言ではない。汚染の指標となるセシウム137の半減期は30年、消滅にはその5倍以上の時間がかかるといわれている。チェルノブイリ原発の核燃料の取り出しはあと100年近くかかるともいわれ、フィンランドの高レベル核廃棄物最終処分場「オンカロ」ではガラス固化体にした廃棄物の安全性を10万年後を視野に議論されている。10万年といえば人類の足跡をたどればネアンデルタール人から現代人までの時間だ。果たしてネアンデルタール人が我々現代人の姿を想像していたであろうか? そして我々が10万年後の人類の姿を想像できるであろうか? これはもうおとぎ話やSFの世界である。「起こされた寝た子」が再び眠りにつくまでは限りない時間と向き合わねばならない。

だが一方で6年を経て原発事故後の社会的状況は25年を隔てたシンクロニシティーが当てはまらない様相を呈してきた。徹底的な放射能封じ込めを目指し除染作業を行い、その上で残留土壌放射能の人体や環境への影響を重要視した上で区域の色分けを行い、当該住民のその後の生活権利を「国家」が「法律」で保障しようとしたチェルノブイリ事故のその後に対し、福島事故のその後は除染工事の終了によって避難住民の半強制的帰還があるのみだ。その基準とされるのは「土壌」汚染度ではなく風向きなどの気象条件によってばらつきが出やすい「空間」の放射線量なのだ。長く続く土壌の放射能汚染という原発事故の災禍の核心と向き合ったチェルノブイリの経験は生かされることはなかったといえる。

また、避難指示の解除は帰還を望まない住民にとっては賠償や住宅支援の打ち切りを意味することになる。当該区域に住んでいた人々は今年度末を境に避難者から「自主」避難者へと扱いが変わるのだ。事故以前の20倍に設定された被曝限度をもとに土壌汚染の詳細を無視した避難指示の解除に多くの人々が依然として不安を感じている現実に反して、行政側は廃炉作業の進捗や復興インフラの整備、産業誘致のビジョンばかりを提示しその現実に対してはひたすら「安全」を繰り返すばかり。原発「安全」神話崩壊後6年を経て姿を表した「安心」神話の誕生だ。

この不明瞭な神話のもとに本来なされるべき東電福島事故への真摯な検証や反省はもちろんのこと、避難者、自主避難者を含めた福島県民という当事者を始め、この事故を経験した多くの日本人というある意味での当事者を含めた闊達な議論は表舞台に出ることはなく、福島原発事故はどんどん闇に葬られていくのではないか。そしてその闇は国民の間に原発事故に対する認識のずれや温度差を生み出す。昨年から明るみに出始めた原発避難者に対するいじめ問題はその象徴ともいえよう。

Dying robots and failing hope: Fukushima clean-up falters six years after tsunami via The Guardian

Barely a fifth of the way into their mission, the engineers monitoring the Scorpion’s progress conceded defeat. With a remote-controlled snip of its cable, the latest robot sent into the bowels of one of Fukushima Daiichi’s damaged reactors was cut loose, its progress stalled by lumps of fuel that overheated when the nuclear plant suffered a triple meltdown six years ago this week.

The Scorpion mishap, two hours into an exploration that was supposed to last 10 hours, underlined the scale and difficulty of decommissioning Fukushima Daiichi – an unprecedented undertaking one expert has described as “almost beyond comprehension”.

Cleaning up the plant, scene of the world’s worst nuclear disaster since Chernobyl after it was struck by a magnitude-9 earthquake and tsunami on the afternoon of 11 March 2011, is expected to take 30 to 40 years, at a cost Japan’s trade and industry ministry recently estimated at 21.5tr yen ($189bn).

The figure, which includes compensating tens of thousands of evacuees, is nearly double an estimate released three years ago.

Robotic mishaps aside, exploration work in the two other reactors, where radiation levels are even higher than in reactor No 2, has barely begun. There are plans to send a tiny waterproof robot into reactor No 1 in the next few weeks, but no date has been set for the more seriously damaged reactor No 3.

Despite the setbacks, Tepco insists it will begin extracting the melted fuel in 2021 – a decade after the disaster – after consulting government officials this summer.

But Shaun Burnie, a senior nuclear specialist at Greenpeace Germany who is based in Japan, describes the challenge confronting the utility as “unprecedented and almost beyond comprehension”, adding that the decommissioning schedule was “never realistic or credible”.

The latest aborted exploration of reactor No 2 “only reinforces that reality”, Burnie says. “Without a technical solution for dealing with unit one or three, unit two was seen as less challenging. So much of what is communicated to the public and media is speculation and wishful thinking on the part of industry and government.

Tepco’s once-vaunted underground ice wall, built at a cost of 24.5bn yen, has so far failed to completely prevent groundwater from leaking into the reactor basements and mixing with radioactive coolant water.

The structure, which freezes the soil to a depth of 30 metres, is still allowing 150 tonnes of groundwater to seep into the reactor basements every day, said Yuichi Okamura, a Tepco spokesman. Five sections have been kept open deliberately to prevent water inside the reactor basements from rising and flowing out more rapidly. “We have to close the wall gradually,” Okamura said. “By April we want to keep the influx of groundwater to about 100 tonnes a day, and to eliminate all contaminated water on the site by 2020.”

Critics of the clean-up note that 2020 is the year Tokyo is due to host the Olympics, having been awarded the Games after Abe assured the International Olympic Committee that Fukushima was “under control”.

東芝子会社・米WH、原発建設の町 電気代転嫁、不安と反発 09年以降すでに18%上昇via毎日新聞

 東芝が、子会社の米原子炉メーカー、ウェスチングハウス(WH)の米連邦破産法11条(日本の民事再生法に相当)適用申請を検討していることに対し、WHが原発を建設中の米南部サウスカロライナ州で不安と反発が広がっている。原発建設に伴い同州では電気料金が大幅に上昇しており、WHが破綻すれば一段の値上がりにつながりかねないためだ。

 「東芝の原発建設はギャンブルだった」「これ以上の電気料金上昇は許せない」。市民グループが7日、州都コロンビアの州議事堂前で抗議の声を上げた。同州は建設費用を原則的に電気料金に転嫁できる総括原価方式を採用。既に一部は転嫁され、2009年以降9回にわたる値上げで、料金の上昇幅は平均18%にのぼる。費用が膨らんだ分だけ料金が上がる総括原価方式に、中小企業商工会議所のフランク・ナップ会頭は「電気代が制御できないことに州民は憤っている。電力会社に白紙の請求書を渡すわけにはいかない」と話す。

地元関係者によると、州内の不満を背景に発注元の地元電力会社とWHは15年、電力側が一定の費用を負担する半面、それ以降に発生する追加コストはWHが負担し、東芝が保証することで合意した。20年4月と20年12月の完成予定を守れなければ、東芝は一段のコスト増加で損失が膨らむ恐れがある。

 東芝は地元との合意内容の見直しや破産法11条申請を通じた条件変更で、追加コストを電力側にも負担してもらうことを模索するが、同州政府担当局長のデュークス・スコット氏は「現行契約の維持が州民にとっての利益だ。変更に応じる理由はない」と容認しない考えだ。

東芝が子会社のWHに米連邦破産法11条の適用申請を検討している背景には、米原発工事を巡って電力会社と締結した不利な契約を白紙に戻し、損失リスクを遮断する狙いがある。ただ、破産法申請にこぎ着けるかは見通せない状況だ。

ただ、破産法申請のハードルは高い。WHはジョージア州のボーグル原発でも2基を建設中だが、地元州政府公共事業委員会のティム・エコール委員は破産法申請の検討について「ひどい選択肢だ」と強くけん制する。米政府もボーグル原発に83億ドル(約9500億円)の債務保証をしており、破産法適用となれば、外交問題に発展する恐れもある。

John McDonnell’s vow to end nuclear power and weapons in first 100 days of a Labour government via The Telegraph

John McDonnell, the shadow chancellor, has promised that Labour would bring an end to nuclear power and nuclear weapons in the first 100 days of a Labour government.

In footage uncovered by The Telegraph, Mr McDonnell said that he wanted to build on the early success of Gordon Brown, who mapped his first days in power shortly after becoming prime minister.

The shadow chancellor also said that Labour would introduce a wealth tax and a land tax, renationalise the railways and pull out of Afghanistan.

His comments on nuclear are particularly controversial in light of the historic by-election defeat in Copeland last month, where the Sellafield nuclear site is a huge employer.

Speaking after the humiliating loss, Mr McDonnell admitted that “the nuclear [issue] dominated and we couldn’t cut through on that one.” He also confessed that voters “weren’t convinced that the party supported the nuclear industry” and that Labour “couldn’t cut through on that one”.

“We have got a create a climate of opinion which on individual issues and our overall analysis of society is so well understood that they recognise to get elected they have to espouse those policies.”

He said that the economic downturn was following “the same blueprint of the 1930s recession”.

Mongolia talks on uranium via The Telegraph

New Delhi, March 8: India and Mongolia plan to begin formal talks this month on trading in uranium, a mineral abundant in the northeast Asian country and a key attraction for New Delhi as it seeks a tighter partnership with nations on China’s periphery.

Mongolia holds one of the world’s largest reserves of uranium, which fuels nuclear plants that India is counting on to generate an ever-growing chunk of its energy pie. It is also testing its traditional dependence on China by increasing its engagement with other countries.

But talks between New Delhi and Ulan Bator on the import of uranium by India have so far remained informal, partly because Mongolia lacks a clear regulatory framework for the sale of minerals to other countries.

Now, the two nations want to pull the shroud off those talks and begin formal discussions and negotiations on how India can buy and transport uranium from the land-locked country.

Mongolia, sandwiched between giant powers Russia and China, has traditionally followed a policy similar to Nepal’s with India and China: of carefully balancing ties with the two larger neighbours.

But in recent years, Ulan Bator has been seeking out “third neighbours” – other nations in the region apart from Russia and China – to counterbalance the pressures from its biggest neighbours.

That approach has coincided with India’s search for deeper strategic partnerships with countries along China’s periphery – Vietnam, the Philippines, Indonesia, Malaysia and Singapore – and Beijing’s rivals like Japan.

With Mongolia, India has long eyed uranium trade as a potential pillar of strategic ties. India has set a target of generating 63,000MW of nuclear power by 2032 – it currently generates less than 10,000MW – and needs steady imports of uranium.

アングル:福島原発事故6年、避難解除でも帰還の足取り重く via Reuters

昨年11月以降、登録した住民は浪江町に泊まることが許されていたが、浪江町の一部を含む福島県内の4町村が、避難指示を3月末(富岡町は4月1日)に解除する政府案を受け入れたため、住民は特別な手続きを経ることなく町で暮らすことができるようになる。

福島第1原発からわずか4キロの浪江町は、2011年3月11日に震災が発生して以来、住民の帰還が許された地域としては同原発から最も近い位置にある。

しかし以前のような町に戻ることは決してないだろう。帰還が許されたとはいえ、放射能汚染により町の大部分が立ち入り禁止となっており、そうした地域では二度と居住できない可能性がある。

昨年9月に政府が発表した調査によると、元住民の53%が帰還しないと答えている。その理由として、放射能や廃炉作業に40年が見込まれる福島第1原発の安全性に対する懸念を挙げている。

<高齢者>

同調査では29歳以下の75%超が帰還する気がないと回答しており、浪江町の人口の多くがこの先、高齢者で構成され、子どもがほとんど存在しないであろう可能性を意味している。

2月28日の浪江町役場の放射線量は毎時0.07マイクロシーベルトで、日本の他の地域とほとんど変わらない。

しかし近隣の富岡町では毎時1.48マイクロシーベルトと、都心部の30倍近い数値を示すところもあり、 今なお放射線量の高い「ホットスポット」の存在を浮き彫りにしている。

避難指示の解除には、年間の放射線量が20ミリシーベルト以下で、電気や水道、通信システムなどのインフラ、基本医療、高齢者介護、郵便事業などの復旧が条件となる。

福島産食品「購入ためらう」15%、最低に via 日本経済新聞

消費者庁が8日にまとめた東京電力福島第1原発事故による風評被害に関する調査結果で、福島県産の食品の購入をためらう消費者が全体の15.0%だったことが分かった。半年前の前回調査から1.6ポイント減で、これまでで一番低かった。

調査は風評被害対策に生かすため、1回目の2013年2月から半年ごとにインターネットで実施している。今回は9回目。2月に調査を行い、被災地域と東京、愛知、大阪など都市圏の消費者約5千人から回答を得た。

福島県産購入をためらう消費者は、14年8月(19.6%)から減少傾向にあり、昨年8月の前回調査は16.6%、同2月は15.7%だった。

一方、35.2%が、放射性物質の検査が行われていることを「知らない」と回答。1回目に比べて12.8ポイント増えた。1~5回目は20%台で推移していたが、6回目以降は30%台半ばで高止まりし、検査についての認知度が低下している。

放射線量の基準値を超えた食品が確認された市町村の産品は出荷制限されることを「知っている」と答えたのは43.1%。1回目(58.8%)から減少傾向だったが、6回目から40%台で横ばい状態が続く。

福島原発避難いじめで男子生徒の手記全文を公開「今、僕は楽しく生きています」via ハフィントンポスト

福島第一原発事故で福島県から横浜市に自主避難した中学1年の男子生徒がいじめを受け、不登校になった問題で、生徒の保護者は8日、生徒が現在の心境をつづった手記と、小学6年生の時に書いた手記を公開した。

生徒は現在、フリースクールに通っている。手記には「今、僕は楽しく生きています」と記した。生徒の代理人によると、いじめで自殺を考えている人にメッセージを送りたいと筆を執ったという。「つらいことがあっても自殺を考えないで下さい」と呼びかけている。

一方、小学6年の時の手記はこれまで、一部だけ公開されていたが、「子どもがどんなつらい思いをしたのか、理解していただければと思い、公表する決意に至りました」(生徒の保護者)とノート3ページ分の全文が公開された。

小学5年の時に同級生らから「賠償金があるだろう」などと言われ、遊ぶ金を払ったことについて「としょホール 教室のすみ 防火とびらのちかく 体育館のうら(中略)お金をもってこいと言われた」と詳細をつづり、「ていこうできなかったのもくやしい」と記している。(大森浩司)

学校も先生も大きらい。

いままでなんかいも死のうとおもった。

でも、しんさいでいっぱい死んだからつらいけどぼくはいきるときめた。

みんなきらいむかつく。

5年のたんにんはいつもドアをおもいっきりしめたりつくえをけったりして3.11のことをおもいだす。
