Radiated Fukushima Prefecture soil disposal facility to be nationalized via The Japan Times

Environment Minister Yoshio Mochizuki told Fukushima Prefecture leaders Friday that the central government plans to nationalize a private facility intended for the disposal of relatively low radioactive waste in the prefecture.

In a meeting with Fukushima Gov. Masao Uchibori and others, Mochizuki also said the government plans to launch a new subsidy program for revising the local economy.

The ministry was to utilize the facility, which handles industrial waste, for the final disposal of such radioactive waste under an outsourcing contract, but it accepted the local demand for the nationalization.

Koichi Miyamoto, mayor of the town of Tomioka where the facility is located, was understanding of the ministry’s move.

The facility will be used for the final disposal of waste tainted with radioactive materials released from Tokyo Electric Power Co.’s Fukushima No. 1 nuclear power plant damaged in the March 2011 earthquake and tsunami.

It will accept waste with radioactivity levels of up to 100,000 becquerels per kilogram.

Waste and soil with higher radioactivity levels are to be kept at an interim storage facility, which will be constructed at a site straddling the towns of Okuma and Futaba.

インドへ原発輸出の協定審議入り、民進は核問題を懸念 via 朝日新聞

 インドへの原発輸出を可能にする日印原子力協定の承認案が14日、衆院本会議で審議入りした。

同協定は、核不拡散条約(NPT)非加盟で、核兵器を開発・保有するインドへの原子力技術供与に道を開く内容。民進党の小熊慎司氏は北朝鮮の核・ミサイル問題が深刻化している状況に触れ、「NPTに入らないまま核武装したインドに原発や関連技術などを輸出すれば、北朝鮮やイラン問題で弱まったNPTの信頼性がさらに空洞化することは必至だ」と問題点を指摘した。

原発ゼロ・自然エネ連盟 発足 小泉元首相「国民運動に」via 東京新聞

各地で活動する脱原発や自然エネルギー推進団体の連携を目指す全国組織「原発ゼロ・自然エネルギー推進連盟」が十四日発足し、東京都内で記者会見を開いた。顧問に就任した小泉純一郎元首相は「自民党と革新勢力双方の支持者を巻き込んだ国民運動にしていく」と訴えた。

 福島第一原発の事故後に全国で進められた脱原発の運動は、連携がなく広がりを欠いていたとの判断から設立を決めた。全国組織として事務所を置き、講演会や意見交換会の開催、政府への提言、優れた活動をした団体の表彰などを行う。

会長には、経営者として脱原発を訴えてきた城南信用金庫の吉原毅相談役が就任。吉原氏は「原発が経済的にも採算が合わないのは明らかで、自然エネルギー化は世界の流れだ。日本全国の声を結集していく」とあいさつした。

 連盟には約百五十の団体が参加する予定。主な役員は次の通り。

柏崎原発敷地に活断層か写真あり 専門家指摘 東電評価に疑義 via 新潟日報

東京電力柏崎刈羽原発周辺の地層で見つかり、東電が約20万年前に堆積したとする火山灰「刈羽テフラ」が、柏崎市藤橋で見つかった約13万年前に堆積したとされる火山灰「藤橋40」とほぼ同じ成分であることが14日、専門家の調査で分かった。火山灰の年代は断層の活動性の指標になる。東電は刈羽テフラの年代などを基に、原発敷地内や周辺の断層について「約20万年前以降の活動はない」と活動性を否定してきた。だが、刈羽テフラが約13万年前に堆積したとすれば、原子力規制委員会の新規制基準に基づくと、これらの断層が活断層と見なされる可能性がある。

Toshiba’s US nuclear problems provide cautionary tale for UK via The Guardian

The roots of Toshiba’s admission this week that it has serious doubts over its “ability to continue as a going concern” can be found near two small US towns.

It is the four reactors being built for nuclear power stations outside Waynesboro, in Georgia, and Jenkinsville, South Carolina, by the company’s US subsidiary Westinghouse that have left the Japanese corporation facing an annual loss of £7.37bn.

Construction work on the units has run hugely over budget and over schedule, casting a shadow over two of the biggest new nuclear power station projects in the US for years.

Events came to a head last month when Westinghouse was forced to file for bankruptcy protection to limit Toshiba’s losses.

Westinghouse’s problems in Waynesboro and Jenkinsville could provide a cautionary tale for the UK, which is also embarking on a nuclear power station-building programme.

Toshiba’s losses stem from Westinghouse’s acquisition in 2015 of the nuclear construction business CB&I Stone & Webster, which it hoped would solve the delays on the two sites. That deal has now backfired spectacularly, pushing Westinghouse and its parent company to the brink of financial collapse.

The regulator for one of the projects, Plant Vogtle, in Georgia, has said Westinghouse’s bankruptcy means the project will require more “time and money”.

Meanwhile the utility company paying for the Virgil C Summer Nuclear Generating Station, near Jenkinsville, South Carolina, warned this week that abandonment of the project was one of the options it was now considering.

EDF, the French state-owned company which has started pouring concrete at Hinkley Point in Somerset, where it plans to have two reactors operational by 2025, maintains it has had plenty of recent practice.

The EPR reactor design for Hinkley is the same as that for the reactors it is building in Finland, and at Flamanville, in France, though both of those are running late and over budget

The South Korean power company Kepco last month expressed an interest in buying into the project, and the business secretary , Greg Clark, went to South Korea last week for talks on collaboration on nuclear power.

However, any rescue by Seoul is far from certain. The two leading candidates in South Korea’s elections in May said this week that they favoured rowing back on nuclear power and switching to renewable energy. Kepco would also face a regulatory delay of several years if it wanted to use its own technology at Moorside.

TEPCO hopes to restart Niigata nuclear power plant in 2019 via The Asahi Shimbun

Tokyo Electric Power Co. is seeking to restart its Kashiwazaki-Kariwa nuclear power plant in Kashiwazaki, Niigata Prefecture, one of the largest in the world, in April 2019 at the earliest.

However, among the many obstacles that TEPCO faces is obtaining the blessing of the prefectural governor, who has taken a cautious stance on the restart.

However, under the existing CSBP, TEPCO hoped to restart the reactors in July 2014 one by one, but none have been restarted in the Kashiwazaki-Kariwa facility.

Furthermore, a key facility was found in February this year to be lacking an adequate level of earthquake resistance, which TEPCO had discovered three years ago, but not reported to the NRA. Therefore, when the Kashiwazaki-Kariwa nuclear power plant could pass the safety screening is unknown.

TEPCO would also like Niigata Governor Ryuichi Yoneyama to support the restart of the plant. However, Yoneyama, whose term expires in October 2020, is reluctant to give his approval, putting the utility’s timetable in jeopardy.

TEPCO is also preparing for the eventuality if it cannot restart the plant, where it would aim to increase profits through cost reductions by as much as the operations of the two reactors could generate.

【社説】理念を掲げて21兆ウォンの原発輸出中断を求める国会議員=韓国 via 中央日報

共に民主党・国民の党・正義党・無所属の国会議員28人が参加する「脱核・エネルギー転換国会議員の会」が最近、韓国電力(韓電)に対し、英国ムーアサイド原電事業への参加中断を要求した。禹元植(ウ・ウォンシク)議員(共に民主党)が主導するこの集まりは、事業費150億ポンド(約21兆3000億円、約2兆円)の同原発輸出プロジェクトが「文在寅(ムン・ジェイン)・安哲秀(アン・チョルス)ら主要大統領選候補の脱原発政策に反する」として、韓電を圧迫した。

韓国はこれを工事費の追加増額なく決められた時期に完工させて世界水準の原発建設能力を立証した。原発は韓国が相当な国産技術・経験を確保している国家的「知的資産」だ。原発建設経験が豊富な公企業と技術力を持った民間企業、そして金融機関が提携して海外に一緒に進出すれば、新たな未来輸出産業として育てていくことができる。ムーアサイド原発事業は、韓国の潜在力を活用しながら中小・中堅協力企業などに数多くの雇用を提供し、若者の就職に力になる大切な機会だ。国会レベルでこのような事業を積極的に後押しすることができなくても、中途半端な政治論理や脱原発理念を掲げて参加中断を求めるのはいったい誰のための発想なのか。大統領選挙を行う前に、まるで占領軍にでもなったかのように、公企業の輸出事業にああだこうだと指図している姿からして有権者の目にはよく映っていない。

賠償基準再検討求め声明 原発事故訴訟判決受け、福島県弁護士会 via 福島民友

 前橋地裁が3月、東京電力福島第1原発事故を巡る集団訴訟で全国最初に出した判決を受け、県弁護士会(渡辺真也会長)は13日までに、国や東電に対し、賠償基準の再検討と、被害者らに十分な賠償を求める会長声明を出した。声明文を内閣総理大臣や東電などに送付する。

声明では、国や東電の過失責任を認めた初めての判決であり「原発事故の被害者に対する賠償や救済に大きな影響を及ぼしうる」と指摘。

「判決が許容した損害賠償額は被害実態に見合っているかは大いに疑問」

小泉元首相ら「脱原発」の新団体設立 via ytv

小泉純一郎元首相らが、脱原発や自然エネルギーを推進していく団体を新たに設立した。

小泉元首相らが立ち上げたのは「原発ゼロ・自然エネルギー推進連盟」で、福島第一原発事故によって広がりを見せた脱原発を目指す運動のまとめ役を担うのが目的。

小泉元首相「もうあの事故の悲惨さを忘れたのか。もっとも被害を受けた日本がこのような状況で、まだ原発を進めていかなきゃいかんという強い勢力がいて、これに任せてはならない」

小泉氏は、「安倍首相が原発ゼロを主張すればほとんどの推進論者もくるっと変わる。このチャンスをいかせと言っているが、それでも分からないのは不思議だ」と述べて、今後も政府に脱原発を求めていく考えを示した。

US: Nuclear waste mislabeled at Hanford site via The Seattle Times

As a result, Energy Northwest, the consortium that operates the Columbia Generating Station nuclear plant, has been temporarily barred by state regulators from sending waste to the US Ecology disposal site on leased Hanford land, the Tri-City Herald reported Thursday.

RICHLAND — A shipment of nuclear waste from a commercial power plant located on the Hanford Nuclear Reservation in Washington state was improperly labeled when it was trucked to a commercial disposal site, the Nuclear Regulatory Commission said.

As a result, Energy Northwest, the consortium that operates the Columbia Generating Station nuclear plant, has been temporarily barred by state regulators from sending waste to the US Ecology disposal site located on leased Hanford land, the Tri-City Herald (http://bit.ly/2pyWwWi ) reported Thursday.

Energy Northwest is separate from Hanford’s past mission of creating plutonium for the nation’s nuclear weapons, which ended in the 1980s. Plutonium production left Hanford with the nation’s largest collection of radioactive waste.

The incident occurred when a Nov. 9 shipment from the power plant to the disposal site turned out to be more radioactive than claimed on the shipping manifest, the newspaper said.

US Ecology surveyed the cask for radiation and determined the radiation was seven times greater than the shipping manifest for the package declared, according to Energy Northwest.

Another error was taking a measurement 6 inches (15 centimeters) away from some of the waste, rather than right against the waste, the report said.
