Moon Jae-in said he would lead country towards a ‘nuclear-free era’ following fears of a Fukushima-style meltdown

South Korea’s new president, Moon Jae-in, has vowed to phase out the country’s dependence on nuclear power, warning of “unimaginable consequences” from a Fukushima-style meltdown.

Moon, a left-leaning liberal who won last month’s presidential election by a landslide following the impeachment and arrest of Park Geun-hye, said he would increase the role of renewable energy and lead South Korea towards a “nuclear-free era”.

“We will abolish our nuclear-centred energy policy and move towards a nuclear-free era. We will completely scrap construction plans for new nuclear reactors that are currently under way.”

Moon added that he would not extend the operation of ageing reactors, many of which will come to the end of their lifespans between 2020 and 2030.

Weaning South Korea off nuclear power, however, could take decades, and there is expected to be opposition from construction companies, which have increased technology exports under Moon’s nuclear-friendly predecessors.

The country was the fifth-largest producer of nuclear energy last year, according to the World Nuclear Association, with its 25 reactors generating about a third of its electricity.

Anti-nuclear campaigners have long warned of the potentially disastrous consequences of a meltdown at a nuclear plant in South Korea, where many reactors are close to densely populated areas.

The public’s support for nuclear power has weakened since the 2011 Fukushima meltdown and a 2013 corruption scandal over fake safety certificates for reactor parts.

“The Fukushima nuclear accident has clearly proved that nuclear reactors are neither safe, economical nor environmentally friendly,” Yonhap news agency quoted Moon as saying.

“South Korea is not safe from the risk of earthquakes, and a nuclear accident caused by a quake can have such a devastating impact.”

He also plans to close at least 10 ageing coal-fired power plants before his term ends in 2022 and to boost renewables’ share of the energy mix to 20% by 2030.

韓国最古の原発が「永久停止」 ただ、廃炉作業のスタートは5年後。なぜ? via Huffington Post

韓国最古の原子力発電所である「古里(コリ)原発1号機」が6月19日午前0時、運転を終了した。原発運営会社の韓国水力原子力(韓水原)は「永久停止」を宣言。韓国での原発の運転終了は初めてのことだ。中央日報などが報じた。

朝鮮日報によると、古里1号機は1977年に稼働。2007年の30年目に安全点検を行い、稼働を10年延長したが、2012年には全電源喪失事故を起こした

2011年の福島第1原発の事故で、古里1号機の廃炉をめぐる議論も浮上。2015年に日本の経済産業省にあたる産業通商資源部は、古里1号機の永久停止を韓水原に勧告した。

今後、古里1号機は廃炉となり、2022年から解体作業が始まる予定となっている。

解体は、

1.解体計画書の作成・承認
2.使用済み核燃料の冷却・搬出
3.施設の本格解体
4.用地の復元

の4段階で進められるが、解体完了までには最低でも15年はかかる見通しだ。

■解体が5年後に始まるのはなぜか?

ロイターによると、韓水原は2019年前半までに、解体計画を策定するとされる。つまり、まだ解体方法が完全に決まったわけではないということだ。

解体案はその後、原子力安全委員会に提出されると同時に、国際原子力機関(IAEA)や海外企業の評価を受ける。原子力安全委員会は2022年までに、解体計画について承認の可否を決定する。

なお、使用済み核燃料については、貯蔵プールで6〜7年かけて冷却。その後、乾式貯蔵施設へ移し、一時保管する。最終的には高レベル放射性廃棄物処理場に移す予定だが、処理場の建設は、地域住民の反対などがあり、まだ始まっていない。政府は2028年までに関連用地を決め、2053年までに設備工事を完工する法案を提出したが、成立には至っていない。

[Video] Conjoined Porpoise In The North Sea May Be An Aftermath Of Fukushima via University Herald

Recently, fishermen catching a newborn two-headed porpoise in the North Sea has generated a lot of excitement. Amid the warnings are dire comments that this is one of the results of the Fukushima disaster.

 

Fishermen in the North Sea caught the conjoined porpoise and took pictures of it which they sent to researchers. They had to throw the porpoise back into the sea because of fishing laws. A group of researchers from different institutions in the Netherlands studied the photographs given and found out that it was newborn.

This is not the first time that conjoined cetaceans have been discovered. However, it is rare as there are only nine cases. More so, it is rarer among porpoises because these creatures because they are too large when they develop in the uterus. Aside from that, a conjoined porpoise would definitely kill the mother.

It had been reported that the waters off the coast of California and on the west coast of the United States have small amounts of atmospheric Cesium – 137, one of the most common isotopes released by the damaged Fukushima nuclear reactor. Fortunately, these amounts are not hazardous to humans.

Jordi Vives I Batlle of the Belgian Nuclear Research Centre conducted a research regarding the impact of the Fukushima disaster in marine life and said that the radiation levels found in the oceans, even those near Fukushima, were lower than predicted.

He explained that one hypothesis to explain this is that sediments are the cause of delay for the dispersal of these radioactive wastes. Thus, marine life that lives at the bottom of the ocean gets the brunt of radioactive waste.

Although the results of different studies have been encouraging, Vives I Batlle recommends that further studies be conducted because there are still a lot of gaps and questions that need to be confirmed. And one of those is the case of the conjoined porpoise.

福島第1原発で労働環境改善 温かい食事、防護服から解放…作業員に活気 via Sankei Biz

水素爆発が起きた1号機の原子炉建屋上部には、がれきが複雑に積み重なっていた。使用済み燃料を取り出すにはがれきを取り除く必要があり、クレーンを遠隔操作しながら慎重に除去作業を進めていた。

この周辺を除くと、除草してモルタルを吹き付けるフェージングと呼ばれる舗装や構内除染などで放射線量が低減したため2016年3月から装備を軽装化。全面マスクと防護服の着用という厳しい作業環境から解放され、身体への負荷が大幅に軽減した。

汚染水対策にも一定のめどがついたが、溶け落ちた燃料の取り出しや放射性廃棄物の処理・処分など廃炉の核心に向けた作業は30~40年かかるといわれ、先が見通しにくい。課題いっぱいの現場だが、「だからこそ作業員のモチベーションの維持・向上が不可欠。労働環境の改善に注力してきたのもそのため」と、東電福島復興本社の石崎芳行代表は強調する。

温かい食事は、福島第1から約9キロ離れた福島給食センター(大熊町)が同年6月から提供を始めた。2つの定食と丼物、カレーライス、麺類を昼食用に合計2000食作る。しかもメニューは1カ月間、毎日変えるというから本格的だ。風評被害を払拭するため、野菜やコメなどの食材は福島県産を使う。雇用も創出、従業員100人のほとんどが福島県出身者だ。

 JR常磐線いわき駅から徒歩3分のところに店を構える「海鮮四季工房きむらやいわき店」は4月、開店1周年を迎えた。もともとは楢葉町で開業したきむらやは富岡町に移転後、すぐに東日本大震災に見舞われた。

借金だけが残った女将(おかみ)は「しばらくは地に足がつかなかったが、自営業は自分で働いて稼ぐしかない。地元産を使って食で応援する」と一念発起。福島第1原発に毎朝4時に起きて弁当300食を届ける仕事を福島給食センターが完成するまで続けた。

廃炉作業へ一歩一歩 900基の汚染タンク…闘い続く事故現場 via 産経ニュース

建屋上部の鉄骨がむき出しになった1号機。爆発しなかったため原形をとどめる2号機。壁が無残にはがれ落ちた3号機…。眼前に並ぶ原子炉建屋の光景に圧倒された。敷地内の95%でマスクが不要になった東京電力福島第1原発だが、かつて緑があった場所には汚染水タンクが林立。原子炉建屋周辺は、7年目に入った今も紛れもない「事故現場」だった。(社会部編集委員 鵜野光博)

線量計アラームが鳴った

建屋を一望できる場所にいたのは数分程度だろうか。カメラのレンズを広角から望遠に付け替えるのに手間取っていると、案内してくれた東京電力の広報担当者のAPD(警報付きポケット線量計)のアラームが鳴り始めた。

「限度は100マイクロシーベルト。20マイクロでアラームが鳴ります」

担当者は落ち着いた口調で教えてくれた。

1号機の上部鉄骨がむき出しになっているのは、事故直後の状態がそのまま続いているわけではない。放射性物質の飛散を防止するために、いったん建屋をカバーで覆ったが、建屋上部に散乱しているがれきを撤去するため、今度はそのカバーを外す作業が行われているからだ。

案内された場所は、4年前にフランジ型タンクから約300トンの高濃度汚染水が漏洩(ろうえい)する事故が起きた現場だ。解体を終えた今は何もない。大規模な漏洩事故はこれ以降、起きていないという。

ただ、フランジ型はまだ約150基が残っている。6月4日にはストロンチウム処理水約45リットルが漏洩した。タンクの堰(せき)内にとどまり、外部への流出はなかったものの、不安は依然残っている。

現在は2、3号機の中間の山側の部分の一カ所を残して凍結が完了。前述の4つの対策の効果で、かつては1日400トンを超えた建屋流入地下水は、100~150トンまでに減ってきたという。

韓国初の原発、古里1号機が永久停止へ…40年の歴史に幕 via 中央日報

韓国初の原子力発電所である「古里(コリ)1号機」が原子炉の火を消す。1977年6月19日に発電を開始してから40年ぶりだ。 

  韓国水力原子力は17日午後1時から原子力発電所のタービンスピードを下げた後、午後6時ごろに完全停止させる計画だ。タービンは原子炉で作った高温・高圧の水蒸気をエネルギーに変換し発電機を回す役割をする。人で例えれば原子力発電所の心臓に当たる。 

  タービンを停止させると300度に達した原子炉の温度が冷却剤の力で徐々に下がっていき、19日午前0時には90度ほどにまで落ちる。93度以下の原子炉は「低温停止状態」と呼ぶが、これを基点に韓国水力原子力は原子力発電所の永久停止判定を下す。 

  釜山市機張郡(プサンシ・キジャングン)に建設した古里1号機は40年間にわたり15万5260ギガワット時の電力を生産した。1ギガワット時は4人世帯基準で約10万世帯が1日に使う電力量に相当する。古里1号機は稼動直後の1978年のオイルショックを経て安定的にエネルギーを供給し、鉄鋼・造船・石油化学産業の発展に寄与した。2007年に30年の寿命を満了したが、安全点検を経て寿命を10年延長した。 

  だが2011年に福島原子力発電所事故が起きてから安全問題が議論されるようになり、古里1号機の廃炉をめぐる議論が浮上した。産業通商資源部は2015年6月に古里1号機の永久停止を韓国水力原子力に勧告し、韓国水力原子力は寿命再延長を申請しないことを決めた。9日に原子力安全委員会が「古里1号機永久停止運営変更許可案」を議決したことで40年間の発電を終え歴史の中に消えることになった。韓国水力原子力関係者は「原子力発電所を完全に解体するのに10年以上かかると予想されるだけに安全な原発解体のために努力したい」と話している。

福島のダム湖に放射性物質蓄積 大津、国立環境研シンポ via 京都新聞

国立環境研究所(茨城県つくば市)の公開シンポジウムが16日、大津市のびわ湖ホールで開かれ、気候変動や生態系など、研究員の最新の研究成果が市民に披露された。

福島第1原発事故による水中の放射性物質を調査している林誠二・福島支所研究グループ長は、放射性セシウムが流れ込んだ福島県東部の川の現状を報告。森林からの放射性物質の流出率は年間0・1%と小さいが、大部分はダム湖の湖底に蓄積しているといい、イワナやヤマメなどの体内で数千倍に濃縮され、出荷規制値を上回る可能性が生じていると指摘した。「川の放射性物質濃度は飲料水の基準値を大幅に下回っているものの、生物の体内で濃縮されるため、モニタリングの下限を下げることが必要だ」と話した。

Why wait until 2025 to close Diablo Canyon? via The Tribune

PG&E has reached an agreement (currently being reviewed by the state Public Utilities Commission) with environmental groups not to seek re-licensing for Diablo Canyon, thus ending energy production in 2025. 

Some, including the Mothers for Peace in San Lois Obispo, are still working to close Diablo sooner. The administrative law judge in these PUC proceedings has agreed that considering closing the plant earlier than 2025 is a legitimate issue that can be addressed. 

Pro nuclear groups have suggested such an early closure would be a blow to our state’s fight against global warming. However, even assuming nuclear power may be needed globally while transitioning from fossil fuels, Diablo itself has no impact on global warming and, as the most dangerously situated nuclear power plant in the U.S., according to the Nuclear Regulatory Commission and the California Energy Commission (CEC), it is not worth the risk to California.

The real figure goes even lower. In 2015, the state’s hydro power was the lowest this century because of the drought. A lower hydro percentage raises that of nuclear. In an average hydro year Diablo’s energy would only be 5 percent. And these California Energy Commission statistics exclude sources less than one megawatt, excluding all new roof top solar. If these sources are added Diablo’s 5 percent drops to potentially 4 percent or less.

When these facts were noted at a recent California Energy Commission meeting Chairman Robert Weisenmiller added that, in fact, generating electrical energy in California (see transcript pages 54-59) only produces a fraction of the state’s greenhouse gas emissions—12 percent to be exact. 

When this is factored in, if Diablo Canyon saves any emissions at all, it is statistically insignificant. This explains why the California Energy Commission has no position on whether the immediate closure of Diablo would have any effect on state greenhouse gas emissions at all.

Furthermore, the state has a minimum 15 percent to 18 percent energy reserve, according to the energy commission, which suggests no new energy sources are needed to replace Diablo Canyon.

Furthermore, Diablo uses ocean water for cooling, a practice being phased out because it is devastating to ocean life, and Diablo is the largest such plant in the state, larger than all the rest combined.

Thus we have a dangerously situated, minimally insured nuclear power plant killing marine life to contribute a small amount of energy to a state with a large surplus, while competing for grid space with renewables.

The need for accurate, balanced information in considering our energy future is precisely why I support both the Mothers for Peace in calling for an early closure of Diablo Canyon in current PUC proceedings, and the current legal actions of the World Business Academy to require the State Lands Commission to complete an Environmental Impact Report before allowing continued operation of Diablo Canyon.

福島第1原発事故 避難解除の川内村 五社八幡、山下りる 参拝、維持難しく集落へ遷宮 /福島 via 毎日新聞

若者戻らず高齢化

 東京電力福島第1原発事故による避難指示の全域解除から丸1年を迎えた川内村の五社(ごしゃ)山(598メートル)で、山頂に建つ五社八幡神社の拝殿を山裾にある集落に移す作業が進んでいる。事故後、村では若者の帰還が進まず、この神社も氏子の減少・高齢化で、頂上への参拝や維持管理が困難になったという。【大塚卓也】

村は事故後、一時全村避難を余儀なくされた。昨年6月14日、最後に残った荻・貝ノ坂地区の避難指示が解除され、全域で居住できるようになった。

 現在、村の帰還率は8割を超えたものの、高齢化率は約4割に達している。事故前に50人以上いた五社八幡神社の氏子も約30人に減り、その8割が高齢者となっているという。

 神社は、平安時代、朝廷から奥州征伐を命じられた源頼義、義家親子が、京都の石清水八幡から分霊を勧請し、この地で戦勝を祈願したともされる。村も観光資源の一つとして紹介してきた。

 氏子たちは参拝客が歩きやすいよう参道に段差を付ける作業を進めていた。だが、事故後、若者らが村外に避難したまま戻らないため、作業の担い手が確保できずに中断。春と秋の例祭以外は参拝する住民もほとんどいなくなり、雪のない春から秋、郡山などから登山客が訪れる程度だ。

 「拝殿を集落に移してほしい」。住民の声を受け2月の総代会で移設を決めた。反対の声はなかったという。

More Than Half of America’s Nuclear Reactors Are Losing Money via Bloomberg

 

More than half of America’s nuclear reactors are bleeding cash, racking up losses totaling about $2.9 billion a year, based on a Bloomberg New Energy Finance analysis.

Nuclear power plants are getting paid $20 to $30 a megawatt-hour for their electricity, Nicholas Steckler, an analyst at Bloomberg New Energy Finance, said in a report Wednesday. Meanwhile, it costs them an average of $35 a megawatt-hour to run. That puts 34 of the nation’s 61 plants out of the money, with almost all of the merchant reactors owned by Exelon Corp.Entergy Corp. and FirstEnergy Corp. appearing to be below break-even, he said.
