中間貯蔵施設の試運転公開、福島 除染廃棄物を分別 via 沖縄タイムス

 環境省は22日、東京電力福島第1原発事故に伴う福島県内の除染で出た廃棄物を保管する中間貯蔵施設(同県双葉町、大熊町)で、廃棄物分別施設の試運転を報道陣に公開した。今秋の本格稼働を目指しており、汚染土壌や草木などの廃棄物を適切に分別できているかどうかを確認した。

公開されたのは7日から試運転が始まった「受け入れ・分別施設」。ダンプカーの荷台にある土壌が入った黒色の袋を重機でつり上げ、ベルトコンベヤーに乗せる作業を実施した。

袋を破いた後、土壌をふるいにかけて異物を取り除き、放射性セシウムの濃度が1キログラム当たり8千ベクレル超と8千ベクレル以下に分別する。(共同通信)

原発、中国含め世界ではすでに不要に…「自然エネルギーのほうが安全で低価格」が立証 via BJ (Business Journal)

脱原発市民運動の旗手として知られる弁護士で映画監督の河合弘之氏は、そのルポのテーマに「原発」と「自然エネルギー」を据えた。現在公開中の映画『日本と再生――光と風のギガワット作戦』(監督・河合弘之)は、「世界を股にかけた」という形容詞がまさに相応しいスケールの、壮大な映像ルポルタージュである。
本作品の撮影で河合監督が訪ね歩いた国は、デンマークを皮切りに、ドイツ、南アフリカ、アメリカ、アラブ首長国連邦、アイスランド、中国の7カ国にも及ぶ。さらには日本でも、北は北海道から南は九州まで駆け巡っている。その結果、この映画がたどり着いた結論は、「日本が世界から取り残されないために今、やるべきことは、自然エネルギーを正しく理解し、戦略的に推進する」ということだった。

「ドイツは絶対にフランスの原発に頼っていません」

たとえば、日本のマスメディアやインターネットでは、「自然エネルギーよりも原発の電気のほうが優位だ」とする説が、まことしやかに語られている。「福島第一原発事故以降に脱原発を決めたドイツは、その裏でフランスの原発が発電した電気に頼っている」「中国は、福島第一原発事故以降も原発を推進している」「自然エネルギーは原発に比べてコストが高い」といった類いのものだ。ならば、そうした説の「現地」に直接赴き、コトの真偽を見極めてやろう――。これが、この映画の基本スタンスである。
まずはドイツ。インタビューに応じたドイツのエネルギー産業の関係者たちは、「フランスの原発は必要ありません」「ドイツは絶対にフランスの原発に頼っていません」と、口を揃える。極めつけは、ドイツ連邦経済エネルギー省のエネルギー政策局長、トルステン・ヘルダン氏の次の言葉だ。

「フランスが電力不足のときには、ドイツから自然エネルギーの電気をたくさん差し上げましょう」
ドイツには、自然エネルギーでつくった電気が、他国に売れるほど溢れていた。
次に中国。日本ではまったく報道されていないが、中国もまた、自然エネルギーに注力していた。
「風力や太陽光で需要を賄えます。原発に頼る必要はまったくありません」(中国・風力発電協会の前事務局長、シン・ハイェン氏)
さらには、日本に自然エネルギーの発電所をつくるべく、投資を考えている中国企業の社長の声まで紹介される。中国は、日本に自然エネルギーシステムを輸出できるくらい、技術も財力も蓄えていた。風力発電ひとつとってみても、世界の風力発電を牽引しているのは、今や中国なのだという。
世界風力会議(GWEC)の報告書によれば、風力発電設備容量で比較した国別ランキング(15年)で、栄えある第1位は中国。一方の日本は19位。設備容量では中国のおよそ50分の1しかない。日本は04年時点では8位だったというから、中国にかなり水をあけられてしまったわけだ。

知らないのは日本人だけ

実を言うと、「自然エネルギー」事業は儲かるのだ。そしてその事実を、多くの日本人は知らない。だが、世界はすでに知っている。「自然エネルギーは安全で低価格で、原発よりも将来への信頼性があります」と語るのは、国際再生可能エネルギー機関(IRENA)事務局長のアドナン・アミン氏。世界風力エネルギー協会(WWEA)事務局長のステファン・ゼンガー氏も、「自然エネルギーの急成長は、もはや原発の代替以上です」とする。だから、今では世界銀行も、「原発には、支援も資金提供もしません」(世界銀行のゲヴォルグ・サルグジアン氏)という。
この映画では、文字通り「あっと驚く」ところまでが自然エネルギーを活用している事実が明かされる。ヒントを挙げれば、世界最大の軍事力を誇る某国の「軍隊」である。ここから先の事実は、『日本と再生』を観てあなたの目で確かめてほしい。

東芝は原発事業から撤退すべき 中堅・若手社員の思い via 東京新聞

東芝は原発事業の失敗のツケを払うため、半導体事業の売却交渉を本格化させる。同時に、会社本体の再建に必要な主力事業を失うことにもなる。中堅・若手社員は迷走が続きそうな会社の将来をどうみているのか。 (伊藤弘喜)

「福島の事故が起きたのだから、原発は造らない方がいい。廃炉を除き事業から撤退すべきだ」。原発設備の溶接を手掛ける四十代男性は強調する。事故前は定期点検で東京電力福島第一原発を訪れ、事故後も汚染水タンクの据え付け工事に半年ほど取り組んだ。今では「東芝で原発を造っていると周りに言えない」。

「この半年で『原発に将来性はないから』と辞める若い人が増えた」が、自分は会社を辞めない。「私より上の世代は転職先がない。二人の子どもはまだ幼く、会社にしがみつくしかない」のが理由だ。「一生かけて廃炉に関わる」という使命もある。

IT部門の三十代男性も「損失の影響で新規事業が中断し、転職を一時考えた」と原発事業に恨み節だ。それでも会社に残るのは「仲間たちと挑む人工知能(AI)の新規事業がある」からだ。

入社動機となった「技術の会社」という印象は今でも変わらない。だが、経営危機のため、新しい主力事業の開発資金は乏しい。「一本の柱で支えるのではなく、十億円の事業を百個つくるような挑戦あふれる会社にしたい」と願う。

「職場の雰囲気は前向き」と明かすのは、売却に向け優先交渉相手が決まった半導体子会社「東芝メモリ」で働く四十代の男性技術者だ。半導体のフラッシュメモリーはスマートフォンなどのデータ処理を担い、未来は明るい。

「十分な投資をしてくれればまだまだ成長できるので、不安はない。どこに買われてもいい。もう東芝に未練はない」

大洗被ばく 規制委が立ち入り検査 安全確保の資質疑問視 via 東京新聞

規制委によると、検査では、作業員らが事故前に鼻と口を覆う半面マスクを着用した際、肌に密着しているかを確認する機器を使用せず、マスクや防護服などを適切に着用しているかを作業員同士で確認していなかったことが判明。放射性物質が入っていた貯蔵容器を開ける手順などを示す作業計画もなかった。規制委は追加の検査をする方針で、機構も半面マスクを着用していながら、なぜ放射性物質を吸い込んだのかなどを調べる。

 田中委員長はこの日の定例会合で、事故時の機構の対応について「プルトニウムという特殊な物質を扱う上での手順や考え方が欠けている」と指摘。「(機構はこれまで)あまりにもトラブルを起こしすぎている」と述べた。会合後の記者会見では「機構は本来、原子力利用の模範生であるべきなのに、逆になっている」と批判した。

 一方、会合では、機構が法令に基づき十九日に提出した事故報告書について議論。委員から「報告書はあいまいで、(事故時の)作業の計画や手順、事故後の対応など多くの疑問が残っている」との指摘が相次いだ。

 また、放射性物質を密閉した状態で取り扱う装置が配備されていたのに、事故時は、密閉性の低い作業台に、放射性物質が入った貯蔵容器を載せて開封作業をしていたことを問題視する意見もあった。

 事故は六日午前に発生。男性作業員五人は尿から微量のプルトニウムが検出され、内部被ばくが確認された。

川内原発 2号機も運転継続容認へ 鹿児島知事 via 毎日新聞

鹿児島県の三反園訓(みたぞの・さとし)知事は22日の県議会で、九州電力川内(せんだい)原発2号機(同県薩摩川内市)について「現状では強い対応を取る必要はないと考えている」と述べ、運転継続を容認する考えを明らかにした。

22日の県議会の代表質問で2号機の安全性について問われた三反園知事は「問題があった場合には強い対応を取ることに変わりはない」と答え、現時点で問題がない2号機の運転継続を容認する姿勢を示した。1号機については今年2月に運転継続を容認している。

 三反園知事は昨年7月の知事選で「脱原発」を掲げて初当選。就任後は「熊本地震で県民の不安が高まった」として、九電に川内原発1、2号機の即時一時停止と再点検を要請していた。【田中韻】

県漁業復興協が承認 原発から10~20キロ シラス、サワラ漁 via 福島民報

 県地域漁業復興協議会は21日、いわき市で開かれた。7月に再開する相馬双葉漁協の今季のシラスとサワラの試験操業について、東京電力福島第一原発から半径10~20キロ圏内も操業対象とすることを承認した。29日の県漁協組合長会議で正式に決める。

相馬双葉漁協の操業計画書では、シラス漁は浪江町請戸と南相馬市鹿島両地区の29隻、サワラ漁は両地区の7隻が10~20キロ圏内での操業を予定している。
相馬双葉漁協が相馬市松川浦で採った青ノリを今季から出荷を再開する意向も報告された。試験操業と位置付けた上で9月に種付けし、来年2月から4月末ごろまで出荷する。漁業者約150人が操業に臨むという。

Towards a Legally Binding Ban on Nuclear Weapons via Global Research

This week, in New York City, representatives from more than 100 countries will begin collaborating on an international treaty, first proposed in 2016, to ban nuclear weapons forever.

It makes sense for every country in the world to seek a legally binding ban on nuclear weapons. It would make even more sense to immediately deactivate all nuclear weapons. But, by boycotting and disparaging the process now underway, the U.S. and other nuclear armed nations have sent a chilling signal. They have no intention of giving up the power to explode, burn and annihilate planetary life.

“The United States is spending $1 trillion USD over the next thirty years to modernize its nuclear weapon arsenals and triple the killing power of these weapons,” says Ray Acheson, programme director at Women’s International League for Peace and Freedom (WILPF).

Acheson also notes that the excessive spending for nuclear weapons contrasts with U.S. cuts to vital anti-poverty programs.

During the past weekend, to support the negotiations for a treaty banning nuclear weapons, WILPF called for “Women’s March to Ban the Bomb” actions in cities across the U.S. and around the world. Jane Addams, who helped found the League in 1919, was a Chicago woman who understood the crucial need to put an end to war, all war, and instead care for the neediest people. She dedicated herself to assuring that many new immigrants in her city were treated with respect, given assistance to meet basic needs and encouraged to live and work together, peaceably. Addams worked passionately to prevent nations from sleepwalking into the horrors of World War I, and she vigorously campaigned to stop the United States’ entry into it.

Upon return from visiting soldiers who had been maimed while fighting in the trenches of World War I, she spoke of how the young men couldn’t have carried on the war without mind-altering substances -sometimes absinthe, sometimes extra rations of rum. Families were sending laudanum and even heroin to the front lines in hampers. The soldiers couldn’t kill, she concluded, if left in their right minds.

WILPF gathered us in Chicago where we took time to remember a remarkably brave former Chicagoan, Jean Gump, a mother of twelve whose altruism led her to help dismantle an intercontinental ballistic missile. On March 28, 1986, Jean and her companions in the Plowshares movement enacted the biblical call to turn swords into plowshares. Picture it in the words of Lila Sarick’s article, “The Crime of Ms. Jean Gump”:

For this action, Jean Gump was sentenced to 4 ½ years in prison. The following year, her husband, Joe Gump, performed a similar action, believing Jean was right about assuming personal responsibility to deactivate nuclear weapons. The couple galvanized a group of Midwesterners to form a 1988 campaign, the “Missouri Peace Planting,” which involved dozens of people climbing over barbed wire fences onto the grounds of nuclear weapon silos in Missouri, and planting corn on top of  the missile silos. I remember entering a nuclear weapon site in Missouri’s Whiteman Air Force Base, planting corn, and shortly thereafter finding myself kneeling in the grass, handcuffed, as a soldier stood behind me with his weapon pointed toward me. I lasted about two minutes in silence, and then started talking about why we did what we did and how we hoped the action would benefit children that he loved as well.

Uganda Could Become The First African Country To Develop Nuclear Power via Konbini

Like there’s not enough wrong in Africa right now, Uganda has signed a deal with Russia to develop uranium into nuclear power for peaceful purposes. Not to mention that it’s really suspicious that Russia seems intent on handing nuclear power to anyone and everyone who will take it. But let’s not worry, they said it’s for peaceful purposes.

Uganda’s State Minister for Minerals, Simon D’Ujanga and Russia’s Deputy Director-General of Rosatom State Atomic Energy Corporation, Nikolai Spasskiy, signed the Memorandum of Understanding in Moscow, and it includes collaboration in the areas of radiological and physical security, fundamental and applied researches, human resource training, and nuclear research centres.

Uganda also has ongoing discussions with China to help develop peaceful nuclear power. This agreement with Russia comes just a month after a team from Uganda’s Ministry of Energy travelled to meet with the Zhonguan Engineering Corporation (CZEC), a subsidiary of China National Nuclear Corporation (CNNC).

At least 8 countries in Africa are actively considering starting nuclear programs – Nigeria (don’t laugh), Ghana, Senegal, Kenya, Uganda, Tanzania, Zambia, Namibia; but the question is why? Emerging countries like the ones listed generally do not have the expertise for this, so as opposed to focusing on building and relying on licenses from developed countries who arguably have their own agendas when sponsoring developments like this one in African countries, why don’t we focus on building the expertise first?

Senators grill Perry on Yucca nuclear storage plans via The Hill

Energy Secretary Rick Perry was in the hot seat Wednesday as senators grilled him over his push to build a nuclear waste repository at Yucca Mountain in Nevada.

Sen. Dianne Feinstein (D-Calif.) said the fight over making Yucca the sole location for the nation’s nuclear waste had slowed progress on the issue and questioned Perry on interim sites.

“There’s no place for the waste to go,” she said at the Senate Appropriations Subcommittee hearing on the Energy Department’s fiscal 2018 budget request. “Yucca holds everything hostage.”

He added that there is a possibility that nuclear waste could be stored at a private storage facility while the construction on the Yucca site is finished. He called it a “viable” option and defended his push for the Yucca project.

The DOE’s 2018 budget plan is a 5.6 percent reduction from the 2017 budget, but devotes $120 million to the Yucca Mountain nuclear waste repository.

The money would be used to restart the licensing process for the site, which Congress in 1987 designated the nation’s sole nuclear waste repository.

The Obama administration halted the licensing process but Republicans are eager to resume the work. The state of Nevada has long opposed the project.

Perry was also questioned on the Trump budget’s commitment to nuclear cleanup by Democrats.

Sen. Patty Murray (D-Wash.) cited a tunnel collapse at the Hanford nuclear waste site in Washington state in May 2017 that has still not been cleaned up.

“The federal government has a moral and a legal obligation to clean up that waste site,” she said, but called President Trump’s budget “inadequate” and “short-sighted” on providing funds for Hanford.

Murray said the budget cut costs at the expense of safety.

“This is not a simple project,” she said. “There is absolutely no cheap way to do this.”

Perry said that Hanford could be one of the longest-lasting projects of his time as secretary and that he would work to ensure that the people of Washington state knew he was committed to cleaning up that site.
