DURBAN: Two international anti-nuclear activists visited Durban on Saturday to educate the community on the harmful effects of nuclear energy. They highlighted why South Africans must continue to oppose its proliferation in our country.

Russian activist Vladimir Slivyak and American activist Chris Williams claim African countries are “easy targets” for nuclear reactor companies who have wanted to sell the idea of nuclear energy, as more Western countries oppose it.

Slivyak, a member of the Russian environmental organisation Ecodefense, has been an environmental and energy activist since 1989. Williams, a long time sustainable energy policy activist, is currently the Vermont USA organiser for the Citizens Awareness Network.

In Durban yesterday, Slivyak and Williams spoke at an event at St Paul’s Church. Recently Earthlife Africa Johannesburg and the Southern African Faith Communities’ Environment Institute challenged the government’s nuclear deals with Russia, the US and South Korea.

“It is at the heart of the state capture and the cabinet reshuffle. If it goes ahead the R1 trillion deal will bankrupt the country. It is a risky and dangerous source of power as witnessed by the many nuclear disasters, most notably Fukushima in Japan”.

“Earthlife Africa Durban and the South Durban Community Environmental Alliance supports a renewable energy future and an end to coal and nuclear power stations. We call on the people of South Africa to oppose the government’s shady nuclear deals and to support a safe, clean and green future with renewable energy,” said Earthlife Durban spokeswoman, Alice Thompson.

<一関市長選>原発事故汚染で「山の恵み」再生遠く 対策示せるか via 河北新報

任期満了に伴う一関市長選は24日の告示まで1週間となった。東京電力福島第1原発事故の影響で、今なお続く山菜、キノコなど「山の恵み」の出荷制限が地域の暮らしに暗い影を落としている。産地再生の願いに地域政治はどんな解決策を用意するのか。

以前の一関市舞川地区は旬のタケノコが春の風物詩だった。だが原発事故で放射性物質が拡散。いまだに出荷停止が続いている。

市によると、タケノコ、ワラビ、ゼンマイなど山菜類の残留セシウムが低減する兆しは見られず、出荷再開は全く見通せないという。市に竹林除染を支援する施策はなく、ただ時の経過を待つのみだ。

汚染廃棄物の処理も悩みの種だ。使えなくなった原木約8万本と、表層土1トンを詰めた袋500個が、所有する山林内に置かれたままになっている。
市は昨年、新ごみ焼却場の建設推進と引き換えに、汚染廃棄物を処理する仮設焼却施設の建設を事実上棚上げにした。「このまま腐食が進めば搬出も難しくなる」と岩渕さん。処理の当てもなく雑草に覆われた原木の山が、行政の役割を問い掛けていた。
市長選には、3選を目指す現職の勝部修氏(67)が立候補を予定している。

核なき世界へ!国連で「核兵器禁止条約」採択。進むアジアの脱原発、中国、台湾、韓国で高まる機運 via BLOGOS

国連加盟国の3分の2が賛成採択。なぜ、日本は不参加?

被爆72年目の8月5日〜9日にかけて、原水爆禁止日本国民会議が主催する広島世界大会と長崎世界大会に参加した。主催者による数々の分科会に加えて、自主的に開催される催しもたくさん開かれていた。

今年は、7月7日に「核兵器禁止条約」が国連で加盟国のおよそ3分の2の賛成で採択されたことを大会参加者で喜びあい、同時に採択を拒否した日本政府を批判した。核兵器国の圧力にもかかわらず、これだけ多数の国々が賛成したことは画期的だといえる。

長崎の田上富久市長は9日の平和宣言の中で、「一日も早い参加を目指し、核の傘に依存する政策の見直しを進めてください」と日本政府に呼びかけた。「核の傘」とは具体的には米国の核兵器によって日本を守る政策のことであり、日本が第三国に攻撃され深刻な事態に陥った時に米国の核兵器で守ってもらうのである。これこそが日本政府が賛成しなかった理由だ。これでは政府の核廃絶は単なる願望に終わってしまう。条約が採択された今こそ見直しのチャンスである。

台湾は25年までに原発廃止
韓国も脱原発政策を表明

核廃絶への流れが強まる中、アジアでの脱原発の機運も高まっている。5日に開催された国際会議では台湾と韓国から脱原発政策の報告があった。 台湾のゲスト、徐光蓉台湾大学教授は、16年に国民党から政権を取り戻した民進党(蔡英文総統)が脱原発法を制定、25年までに原発を廃止する法律が成立したと報告。台湾では6基の原発が稼働、新たに日本から輸入した2基の建設を進めていた。

しかし、建設中の2基は00年に政権を取った民進党が廃止を決定、脱原発政策を打ち出したが、国会ではなお国民党が多数で法律の制定には至らなかった。その後、原発は完成したが、国民党の馬英九総統は国民の強い反対の声を受けて稼働を認めなかった。今回は議会内も多数派となり脱原発法が成立した。しかし、代替する再生可能エネルギーの導入計画がしっかりしていないなど、課題は多いという。

また、韓国緑の党脱核特別委員会委員長のイ・ユジンさんは、今年5月に就任したムン・ジェイン大統領が脱原発政策を表明したと報告。具体的には韓国島南部にある月城1号機の早期廃止と建設中の新古里5・6号機の中止だが、後者は国民による議論を経て決定する方針だという。韓国は21基の原発が稼働中で12基が建設中という原発大国であり、この決定に対して原子力産業側からは批判の声があがっているという。 両国ともなお課題は多くあるが、脱原発を政策として決定したことに大きな意義があり、その方向は変わらないだろう。

国際会議の日本からのパネリストとして登壇した吉岡斉九州大学教授は、中国も原発建設は計画より大きくスローダウンし、再生可能エネルギーの急激な進展には目を見張るものがあり、東北アジアに脱原発の機運が高まっていると分析した。 6日朝には中国電力の本社前で、島根原発の再稼働に反対し、上関原発計画の白紙撤回を求める要請行動が行われた。同計画の発表は実に35年前のことであり、地元祝島の島民たちの理解が得られずに今日に至っている。今では、山口県内の各自治体がこの計画に反対の声をあげている。

A look at how bad radiation contamination from Fukushima was on the BC coast via News 1130

VICTORIA (NEWS 1130) – Radioactive contamination from a nuclear power plant disaster in Fukushima back in 2011 has never reached unsafe levels in the north Pacific Ocean, that’s the finding from a University of Victoria scientist.

Oceanographer Jay Cullen says even though many thought they would, the levels of radiation never got to the point of concern which we’re only now learning about. “What we were unsure about was how mixing both vertically and horizontally in the ocean would diminish the amount of contamination that was very high off the coast of Japan.”

“The levels are so low that they’re not known to represent a significant risk to health, either the environment or human health. In fact the peak levels that we’ve measured off shore, are actually about a thousand fold lower than the levels of this radioactive contamination than is permissible in our drinking water.”

The highest amount of radioactive contamination reached offshore BC in 2015 and 2016, and now levels are similar to what was detected in the 1970s, after weapons-testing wasn’t allowed.

First ‘hub’ set up in Fukushima no-entry zone to speed rebuilding via The Asahi Shimbun

An area in the no-entry zone of Futaba, a town that co-hosts the crippled Fukushima No. 1 nuclear power plant, became the first government-designated “rebuilding hub” after the 3/11 disaster.

The designation on Sept. 15 means decontamination will speed up and infrastructure restored so the evacuation order in the town center can be lifted by spring 2022.

Most of Futaba is currently located in a difficult-to-return zone because of high radiation levels. Rebuilding efforts have not started there yet, even six-and-a-half years since the nuclear accident unfolded.

The rebuilding hub covers about 560 hectares of land around Futaba Station, accounting for about 10 percent of the town’s total area. It is almost the same size as an interim storage facility for contaminated soil and other waste that will be built within the town.

The central government will start full-scale decontamination efforts in the hub zone, and plans to initially lift the evacuation order for the area around the station by the end of fiscal 2019 to allow an open thoroughfare and short stays by members of the public.

By spring 2022, the government plans to lift the evacuation order for the entire hub zone. It hopes to bring back 1,400 former residents to the zone by 2027, and also provide homes for about 600 people from outside the town, such as workers at the Fukushima plant.

The difficult-to-return zones have been excluded from the government’s rebuilding efforts. But a related law was amended in May, and the government is now responsible for rebuilding areas that could be made habitable in the near future after decontamination, meaning a radiation reading of 20 millisieverts per year or less.

In late August, Futaba applied to the government to host a designated rebuilding hub. Other municipalities with difficult-to-return zones are now preparing applications for the program.

原発除染土壌の再利用目指す 盛り土の実証実験開始 via テレ朝ニュース

環境省は、原発事故処理の除染で出た土を使って作られた試験用の盛り土を15日、報道陣に公開しました。除染廃棄物を減らすため、除染で出た土を防潮堤の盛り土などに再利用したい考えです。

福島県南相馬市の仮置き場に作られた試験用の盛り土は、全体の約2割が1キロあたり3000ベクレル以下の放射性物質濃度の土で、放射線を遮るため、その外側を汚染されていない土で覆っています。放射線量を測ったところ、除染で出た土を使って作られた場所と使っていない場所に差はありませんでした。今後も専門家と継続的に放射線量を測定するなどして、除染で出た土の再利用について検討を進めます。

原発再稼働と反対派逮捕 東電に翻弄され via Blogos

折も折。原子力規制庁が東電柏崎刈羽原発の再稼働を事実上容認する2日前のことだった。

11日、プラカードもノボリも持たず、手ぶらで「原発再稼働反対」を唱えながら経産省外周の歩道を歩いていた男性が警察に逮捕された。東京都公安条例違反(無届デモ)の現行犯だった。

男性の身柄は現在、警視庁本庁にある。留置場の房番号にちなんで「103号」さん、と呼ばれる。

2011年9月11日、東電福島第1原発事故を引き起こした原子力村に抗議して、原発再稼働反対派の市民たちがその本山である経産省前にテントを建てた。

テントは2016年8月、裁判所の執行官に取り潰されるまで、約5年間、原発再稼働反対の象徴だった。「脱原発テント」とも呼ばれた。

「103号」氏はテントに集う人々の信頼もあつかった。取り壊されはしたもののテント設立6周年にあたる9月11日に「103号」氏は逮捕されたのである。因縁なのか狙い撃ちなのか。

それとも原発再稼働に血道をあげる安倍首相の意向を警察が忖度したのか。

今夕、「103号」氏が拘束されている警視庁本庁舎前には、原発再稼働に反対する人々約50人が集まった。

事故を起こした福島第1原発からわずか1.2㎞の双葉町に住んでいた女性がマイクを握った。

「テントのおかげで皆に支えられ励まされて、ここまでやってこれた。『103号さん』には一番お世話になりました。早く出てきて下さい。ビールを用意して待っています」。

国民の税金による「原発輸出リスク」の丸抱えは許されない via Yahoo! Japan ニュース

9月2日、日経新聞は、日立製作所が英国で建設する原発の建設資金(銀行融資)を、日本貿易保険が全額補償する旨を報道した(「政府、原発融資を全額補償 まず英の2基 貿易保険で邦銀に」)。そんなことがあり得るのか。事実関係を追った。

原発輸出リスクを政府が丸抱えか?

もし、今回の報道が本当なら、日立が東芝の二の舞となりえるリスクを国民が丸抱えして、原発輸出を促進するという話である。日本貿易保険は政府が全額を出資(約1694億円)、つまり、国民の税金で成り立っている会社である。

 にもかかわらず、誰が日本貿易保険による全額補償を判断しえるというのか。

 貿易保険法を見ると第23条に、日本貿易保険は、保険の「引受条件」を経産大臣に届け出なければならず、大臣は「引受条件」の変更を命ずる権限を持つことが書かれている。今回の報道が本当なら、世耕大臣がこんな条件を認めたことになる。

日英覚書は日立と東芝の原発事業に言及

 調べ始めると、この話には、その前段となる動きがあった。

 2016年11月に、日本の外務省(川崎方啓・軍縮不拡散・科学部審議官)と英国外務省のロビン・グライムス首席科学顧問の間で、日英原子力年次対話が行われた。

 12月22日の覚書は、その内容をさらに進め、世耕経産大臣と英国のグレッグ・クラーク・ビジネス・エネルギー・産業戦略担当国務大臣との間で結ばれていた。安倍内閣全体で推し進めているのだ。

 覚書が結ばれた12月22日当日にも、日経は「日英、原発建設協力で覚書 日立・東芝の案件対象」と報道。そこには「覚書では、日立傘下のホライズン・ニュークリア・パワーが英中部ウィルファで、東芝傘下のニュージェネレーション(ニュージェン)が英中部ムーアサイドでそれぞれ計画する原発について言及」と具体的だった。

 覚書を探すと、英語版しか見当たらないが、確かに事業名が2つ並んでいた。

「the Horizon project at Wylfa in Angelesey」とは、日立製作所の子会社ホライズン・ニュークリア・パワーが今年4月にアングルシー島のウィルファでの新規原発の設置許可を申請した事業だ。また、「the Nugen project at Moorside in Cumbria」とは、東芝が子会社化した(The Guardian)ニュージェンが進めようとしていたカンブリアでのムーアサイド原発のことのようだ。

しかし、覚書のどこにも12月の記事にあるような「日本政府はまず、国際協力銀行(JBIC)や日本政策投資銀行を活用したホライズンへの投融資の検討作業を英国側と進める」ことは書かれていなかった。

しかし、実は、昨年12月段階で記事にしていたのは、日経だけではなかった。J-CASTニュースも、「経産省がのめり込む 英国への「お土産付」原発輸出」と記事化していた。その背景もより詳しく報じていた。「火のない所に煙は立たぬ」レベルの話ではないか。

情報公開や参加なく、リスクだけ国民の税金で丸抱えか?

 安倍首相は7月には日印原子力協定を結び、9月13~15日のインド訪問でも、原子力分野での「二国間協力を強化する」との文言を共同声明に盛り込んだ。

原発輸出を巡って、他国との「共同声明」や「覚書」が取り交わされ、水面下でなんらかの「検討」が行われている気配だけが報道でリークされることになるのか。そんな状態で、原発輸出リスクだけを国民の税金で丸抱えすることが許されると思っているなら、あまりにも国民をバカにした話である。

Nuclear scientists from abroad converge for conference in Carlsbad via Current-Argus

Olivier Ravat was stunned by the Carlsbad community’s support for burying nuclear waste near the city.

The nuclear criticality engineer from Pelussin, France, said there would be protests in his home country should a project similar to the Waste Isolation Pilot Plant be proposed.

Ravat and nuclear scientists from around the world converged this week in Carlsbad for the American Nuclear Society’s Nuclear Criticality Safety Division conference.

The event was held Monday through Friday, at the Pecos River Village Conference Center, mere miles from WIPP where transuranic waste is permanently emplaced in an underground salt mine.

“(WIPP) is different for us because it’s salt, and it’s not reversible,” Cholvy said. “In France, they want it reversible.

“Everyone agrees we need to get rid of it, but not in their backyard.”

Of about 100 participants at the conference, about 40 were from other nations, said Jef Lucchini, the event’s general chair and a staff scientist at Los Alamos National Laboratory.

Visitors came from seven countries: France, the United Kingdom, Japan, South Korea, Germany, the Czech Republic and Canada.

They attended technical meetings to discuss safety protocols in the nuclear industry, and swap stories of past incidents that could be benefit the industry in the future.

WIPP was a continuous topic of discussion, as it resumed operations in January after halting operations in 2014 due to an accidental radiological release.

From an office in an out-of-the-way building near the campus of New Mexico State University Carlsbad, scientists are constantly working to identify the impact of WIPP on the Earth and nearby residents.

The Carlsbad Environmental Monitoring and Research Center hosted a table and presentation at the conference to raise awareness for the service it provides to the community in independently monitoring WIPP.

Jim Monk, manager of field programs at the center said residents are encouraged to come to the facility for radiation scans.

Such services are offered free to anyone who lives within 100 miles of the WIPP site.

He said there was a spike in scan requests when WIPP opened in 1999, but requests have diminished over time.

占領地に住むイスラエル人記者、沖縄・福島で取材 via 朝日新聞

パレスチナ自治区に24年住み、パレスチナ人の視点で精力的な報道を続けるイスラエル人のアミラ・ハス記者が初来日している。10月中旬までの日程で、イスラエルによるパレスチナ占領の実態を東京や広島などで報告する。米軍基地が集中する沖縄で取材したほか、原発事故で住民が故郷を追われた福島の第一原発などを訪問する。

ハス氏は1956年、エルサレム生まれ。両親はホロコースト(ナチスによるユダヤ人大虐殺)生存者で共産党活動家だった。

パレスチナの自治を認めた93年のオスロ合意以降、イスラエルは占領地のユダヤ人入植地の拡大を続けるなどし、「パレスチナの領土と人々は分断された」とハス氏は語る。

ログイン前の続き来日は9日で、24年前からハス氏と親交があり、パレスチナを長年取材するフリージャーナリストの土井敏邦さん(64)が「占領の実態を日本に伝えてもらうと同時に、日本人にとって遠いパレスチナ問題と日本が抱える問題の接点を見いだしてもらいたい」と企画。クラウドファンディングなどを通して約250人が必要な資金を支援した。

沖縄などでの取材を自ら希望したというハス氏は来日前の取材に「たくさんの驚きと学びを期待している」と意気込みを話した。
