Sons fighting for father’s death benefit want ‘justice for everybody’ via Buffalo News

[…]

A government program pays compensation to the survivors of former nuclear workers who died of cancer. If Young had died from any of 22 kinds of cancer on a federal government list, the $150,000 in compensation to his survivors would have been virtually automatic.

But Young, it turned out, didn’t have the right kind of cancer.

Prostate cancer and skin cancer are not on the automatic payout list because they are so common. So the government turned to a formula it established to gauge the chance that radiation exposure caused his cancer.

 […]

In Arnold Young’s case, the government found a 49.18 percent chance that radiation caused his prostate cancer.

So in 2011, the U.S. Labor Department rejected his widow’s claim.

[…]

But the family has objected to the ruling because the government considers only post-war radiation exposure when calculating the chance.

As a result, none of the work Young did around uranium at the old Electro Metallurgical Co. plant during World War II counted when the government calculated the chance radiation caused his cancer.

The work he did there from 1941 to 1945 was part of the Manhattan Project effort to develop an atomic bomb.

“He was just a working guy,” Kevin Young, 74, said.

Among other work, the plant processed uranium tetrafluoride received from Union Carbide’s Linde Air Products Division. Workers reacted that radioactive material with magnesium in induction furnaces to produce uranium metal that was cast into ingots and shipped out for rolling at Bethlehem Steel in Lackawanna.

The rolls were shipped to the government’s nuclear reactors.

“He was a welder, a fabricator,” Kevin Young said. “I don’t know if he was in the maintenance department or what, but he worked around equipment that was doing the production, the furnaces, whatever they had there at Electro Met. He was in that environment every day, working on the equipment that processed the radioactive materials.”

After the war, the Atomic Energy Commission awarded contracts for more work on radioactive materials to 382 companies around the nation, including many in Western New York.

[…]

Most cancer-stricken former workers from Electro Met, Bethlehem Steel and other plants, or their survivors, already have received credit for their radiation exposure. For them, and for those at dozens of other plants, the Labor Department created a “special exposure cohort,” applying to years when the radiation dosage can’t be adequately reconstructed because of poor or non-existent records.

“They don’t make any attempt to estimate the dose. They just pay the claim,” Stephens said.

But for those with prostate cancer or skin cancer, it’s a different story.

“People with prostate cancer at Bethlehem Steel are running into the same problems the Young claim is,” Stephens said.

[…]

Stephens contends the 2000 law that established the compensation payments does not give the Labor Department the authority to assign a zero value to radiation in any time period. The law tells the department to make a “sufficiently accurate estimate,” he said.

Stephens said it’s obvious that zero is not an accurate estimate.

By giving the workers credit for their work during wartime, many more $150,000 payments would have to be made by the program. Already, 115,000 people have been paid a total of about $14 billion in death benefits for cancer caused by radiation.

Wylfa Newydd nuclear waste permit consultation starts via BBC

How the £10bn Wylfa Newydd power station will manage and dispose of nuclear waste is the subject of a consultation.

It will look at how the station on Anglesey will discharge, transfer and dispose of radioactive material.

Natural Resources Wales (NRW) is asking for views on Horizon’s application for an environmental permit.

This only deals with radioactivity and will only be granted if NRW is “wholly satisfied” with the arrangements.

[…]

He said it would only issue a permit if it was wholly satisfied the plans prove they will operate safely, without harming the environment or communities.

The old Wylfa plant stopped generating electricity after 50 years at the end of 2015. Its replacement, next door, would operate for 60 years and generate electricity for around five million homes.

But there is opposition to nuclear power and the waste it creates, while there are also planning and cost hurdles – the “strike price” for the electricity generate – to overcome before Wylfa Newydd can get the go ahead.

Japan should be capable of building nuclear weapon: LDP’s Ishiba via The Mainichi

TOKYO (Kyodo) — Shigeru Ishiba, former secretary general of the ruling Liberal Democratic Party, said Sunday that Japan should possess the capability of building a nuclear weapon.

“Japan should have the technology to build a nuclear weapon if it wants to do so,” the former defense minister said in a speech in Tokyo.

“But I don’t take the position that Japan should have nuclear weapons,” Ishiba added.

[…]

Ishiba said, “If we don’t have knowledge about nuclear weapons, we would not develop an awareness of how to defend ourselves against them.”

Pentagon: only ground invasion can destroy North Korean nuclear program via The Guardian

After a top Pentagon official said the only way to destroy North Korea’s nuclear weapons program would be through a ground invasion, a senior Senate Democrat urged the secretary of state, Rex Tillerson, to “stay the course” and achieve a diplomatic solution to the crisis, in spite of President Donald Trump’s unpredictable behaviour and threats of military action.

“The worst alternative is a war which could become nuclear,” Dianne Feinstein said on Sunday.

Trump himself threw a characteristic wildcard into the mix, saying he would “certainly be open” to meeting the North Korean leader, Kim Jong-un.

Rear Adm Michael J Dumont of the joint staff offered his blunt assessment of US options in response to a letter from two congressional Democrats who asked about casualty assessments in any conflict with North Korea.

The US is evaluating Pyongyang’s ability to target heavily populated areas of South Korea with artillery, rockets and ballistic missiles, Dumont said, adding that Seoul, the South’s capital with a population of 25 million, is just 35 miles from the demilitarized zone (DMZ).

Casualties would differ depending on advance warning and the ability of US and South Korea forces to counter such attacks, Dumont said, also mentioning the possibility that chemical and biological weapons might be used by the North.

“It is the most bleak assessment,” Feinstein, a member of the Senate intelligence committee, told CNN’s State of the Union. “I’ve spent a lot of time reading the intelligence. I’ve had an opportunity to discuss the situation with [Defense] Secretary [James] Mattis. I believe that an outbreak of war would kill hundreds of thousands of people.”

Ex-Defense Secretary Joins Forum on Nuclear Weapons Use via US News & World Report

[…]

Former President Bill Clinton’s Secretary of Defense William Perry will join U.S. Sen. Ed Markey and U.S. Rep. Jim McGovern, both Massachusetts Democrats, for the one-day event Saturday at the Cambridge, Massachusetts university.

The forum is titled “Presidential First Use of Nuclear Weapons: Is it Legal? Is it Constitutional? Is it Just?” and also features constitutional scholar Bruce Ackerman and other experts.

It comes as President Donald Trump travels to Asia in the midst of continued tensions with North Korea and threats of nuclear strikes between the leaders of the two nations.

Markey and McGovern have proposed legislation limiting the president’s use of nuclear weapons.
