UN Nuclear Chief Rejects U.S. Claim That Enforcement Of Iran Deal ‘Weak’ via Radio Free Europe

The UN’s nuclear inspections chief has rejected claims by U.S. President Donald Trump and other administration officials that his agency’s enforcement of the Iran nuclear deal has been “weak.”

“Some people believe that our verification activities are weak. This is not true,” International Atomic Energy Agency Director-General Yukiya Amano said on a visit to Washington on November 7.

“We have had access to all the locations that we needed to visit, and this should continue,” he said, adding that inspectors have been able to turn up at Iranian sites with as little as two hours’ notice and were given access in more than 90 percent of cases.

The 2015 nuclear agreement gave Iran sanctions relief in exchange for curbs on its nuclear activities which are verified by the UN agency.

[…]

Amano visited Iran last week and met with President Hassan Rohani and other top officials. He said all assured him that Tehran would not be the first to pull out of the deal.

A key factor enabling the UN watchdog to inspect facilities in Iran has been Iran’s provisional implemention of an international protocol that gives the agency more tools to verify compliance, Amano said.

It would be “a pity” if Iran were to stop allowing the agency to use those tools, he said, suggesting that pressure from the United States over the nuclear deal might prompt Tehran to backtrack at some point.

Japan nuclear regulator says restart approval pace unlikely to speed up via Channel News

TOKYO: The pace of approvals for nuclear reactor restarts in Japan, where most plants remain shut following the Fukushima disaster, is unlikely to pick up in the coming years, the new head of Japan’s nuclear regulator said in an interview on Tuesday.

The comments from Nuclear Regulation Authority (NRA) Chairman Toyoshi Fuketa suggest Japan may not make headway in meeting its electricity generation targets. By 2030, the country was expecting nuclear to power about one-fifth of its generation. However, utilities are having difficulty grappling with tougher rules on protecting reactors from natural disasters in the earthquake-prone country.

Frozen soil wall nearly complete; NRA still doubts effect via Japan News

A construction project to create frozen soil walls that encircle the ground beneath Tokyo Electric Power Company Holdings Inc.’s disaster-hit Fukushima No. 1 nuclear power plant is nearly finished.

Although TEPCO insists that the inflow of groundwater beneath the reactor buildings has been reduced, some members of the Nuclear Regulation Authority are skeptical about the project’s effectiveness. With ¥34.5 billion of public funds being spent on this project, the centerpeice of countermeasures for contaminated water, its cost-effectiveness is being carefully watched.

The project entails building a 1.5-kilometer-long frozen soil wall encircling the Nos. 1 to 4 reactors, with 1,568 pipes buried to a depth of about 30 meters below ground and coolant running through the pipes at minus 30 C to chill the soil.

[…]According to TEPCO’s assessment, before the project started, about 400 tons of groundwater was flowing into the ground underneath the reactor buildings and other sites daily.

TEPCO had initially calculated that the daily inflow of groundwater could decrease to dozens of tons once the walls were installed. However, between April and September the inflow per day was between 120 tons and 140 tons, and in October it was around 100 tons. That the amount of inflow has decreased in stages as the soil freezing progressed seems to prove that the project has been effective to a certain extent. However, it is unclear if the inflow will decrease further in the future.

In parallel with the frozen soil wall project, TEPCO dug about 40 subdrain wells to pump up groundwater before it flows into the reactor buildings. It also reinforced measures to prevent rainwater from soaking into the ground by paving 1.33 million square meters of surface.

In the NRA view, those measures must also contribute greatly to reducing the inflow, casting doubt on the frozen soil walls project by saying the effect of them alone may be limited. The agency has become distrustful of TEPCO and urged the company to verify the effects.

North Korea nuclear tests are ‘leading to deformed babies and turning province into wasteland’ via Independent

North Korea‘s nuclear test site has been turned into a wasteland where babies are born with defects, defectors have reported.

The video could not be loaded, either because the server or network failed or because the format is not supported.

Defectors from Kilju county, where the Punggye-ri underground nuclear test facility is located, have said 80 per cent of trees that are planted die and underground wells have run dry.

The witness accounts come from a group of 21 defectors who used to live in the region who were interviewed by the Research Association of Vision of North Korea, according to the South Korean Chosun Ilbo newspaper.

[…]

The defectors, which include one person who claimed to have experienced two nuclear tests in October 2006 and May 2009, said locals were not warned in advance.

“Only family members of soldiers were evacuated to underground shafts,” they said. “Ordinary people were completely unaware of the tests.”

Other sources said residents from Kilju have been banned from making hospital appointments in the capital, Pyongyang, since the most recent nuclear test.

Officials are reportedly attempting to contain leaks from the area by arresting anyone caught bording trains from Kilju with samples of soil, water or leaves, and sending them to prison camps.
