Red Wing officials disappointed in feds’ decision on spent nuclear fuel via MinnPost

Red Wing city officials and leaders of the Prairie Island Indian Community say they are unhappy with a recent Nuclear Regulatory Commission ruling that does little to resolve the ongoing dispute over storage of spent nuclear fuel.

The Prairie Island nuclear power plant is on the Mississippi River in Red Wing, and is adjacent to the Indian reservation.

And Ron Johnson, president of the Prairie Island Indian Community’s Tribal Council, said in a statement:

“…the NRC affirmed a new rule and generic environmental impact statement that concluded that spent nuclear fuel — some of the most dangerous and toxic substances known to mankind — can be safely stored 600 yards from our homes indefinitely if no geologic repository is ever built. No other community sits as close to a nuclear site and its waste storage.”

According to the paper, Xcel Energy says it has “38 casks containing nuclear waste near Red Wing and is permitted to store waste in 64 casks when the current operating licenses end in 2033 and 2034.”

原発事故の避難計画を公表 via 新潟日報

刈羽村は3日、東京電力柏崎刈羽原発の事故に備えた広域避難計画案を公表した。東電福島第1原発事故を受け、計画策定を求められた県内9市町村では柏崎市に続いて2番目。計画案では、県が示した広域避難先自治体の大規模公共施設に集合し、現地自治体の指示で避難所に再移動するとした。再移動先や避難ルートについては「災害時に臨機応変に対応する」などとして指定を見送った。

 刈羽村は飛び地も含め、全域が原発から半径5キロ圏内の即時避難区域(PAZ)として扱われている。対象者は約4800人。柏崎刈羽原発で事故が発生した場合、放射性物質の放出前に避難を開始する。

 県がことし2月に示した刈羽村の広域避難先は村上市と糸魚川市で、計画では、全村民が災害状況や風向きなどに応じていったん村上市の神林総合体育館か糸魚川市民総合体育館に避難することを明記した。移動手段は基本的に自家用車とし、自家用車で避難できない高齢者らは自宅近くの指定集合場所から県が確保したバスなどで移動することとした。自家用車の避難では乗り合いを呼び掛ける。

Questions remain over how to handle huge volcanic eruptions near nuclear plants via The Mainichi

The Nuclear Regulation Authority (NRA)’s expert panel on Sept. 2 released the “draft of basic views” designed to help prepare for huge volcanic eruptions around nuclear power plants in Japan.

Nevertheless, Setsuya Nakada, professor at the University of Tokyo, said, “It is unreasonable to leave all of the monitoring work to plant operators. A framework should be created at the national level.” Hiroshi Shinohara, chief researcher at the National Institute of Advanced Industrial Science and Technology, said, “It does not clarify who will decide the criteria for determining volcanic eruptions and how they will be set.”

Kunihiko Shimazaki, acting chairman of the NRA, acknowledged that there was more work to be done about the criteria, saying, “We are not sure to what extent, but it is necessary to set it.”

Furthermore, with respect to measures against volcanic eruptions at Mount Fuji, Chubu Electric Power Co. applied for safety assessments of its Hamaoka Nuclear Power Station in Shizuoka Prefecture in a bid to restart the facility, saying, “Even if Mount Fuji were to erupt, it would not damage the safety functions of the power station.” The NRA is to examine whether the power station is capable of withstanding such volcanic hazards.

川内原発の火山審査に専門家から疑義噴出 via 東洋経済

審査「合格」の根拠崩れた形に

九州電力・川内原子力発電所1、2号機(鹿児島県薩摩川内市)の火山審査の妥当性が、極めて怪しくなっている。

原子力規制委員会は8月25日と9月2日に、原子力施設における火山活動のモニタリングに関する検討チームの会合を開催。実質的に川内原発の新規制 基準適合審査・火山影響評価についての検討の場となったが、そこで火山専門家から規制委の判断結果に対し、その前提を根本的に否定するような意見が相次い だためだ。

海外の一論文を無理やり一般化し適用

そもそもの間違いは、川内原発の火山審査の場に専門家を入れなかったことにある。審査が終わった後になって、規制委は火山活動のモニタリング方法を どうするかということに関し、検討チームをつくって火山学者などの専門家を集めたが、そこで認識の根本的な誤りを指摘されるという失態を演じている。

規制委の火山審査では、「Druitt et al.(2012)(以下、ドルイット論文)がVEI7以上(VEIは噴火規模の単位)の噴火直前の100年程度の間に急激にマグマが供給されたと推定し ている知見」を主要な根拠として、川内原発の運用期間中にVEI7以上の巨大噴火が起こる可能性は十分に小さい、と結論づけた。さらに同論文を根拠に、モ ニタリングを行うことで巨大噴火を予知でき、さらに予知してから噴火までに核燃料を搬出する十分な時間があると判断している。

だが、8月25日の第1回会合において、火山噴火予知連絡会会長でもある藤井敏嗣・東京大学名誉教授は、「ドルイット論文は、3500年前のサント リーニ火山のミノア噴火では、準備過程の最終段階の100年間に数立方キロメートルから10立方キロメートルのマグマ供給があったということを述べただけ で、カルデラ噴火一般について述べたものではない。これは本人にも確認した」と指摘。ドルイット論文という一例を、川内原発周辺を含めたカルデラ一般に適 用しようとする、九電や規制委の判断根拠に疑念を示した。

また九電は、巨大噴火の早期の段階であるマグマ供給時の地殻変動や地震活動を観測することでモニタリングを行う計画とし、規制委もこれを妥当と認め た。しかし、藤井氏はドルイット論文を踏まえ、「マグマ供給に見合うだけの隆起が起こるとは限らず、マグマだまりの沈降による拡大で隆起が生じないか少な い可能性がある」と指摘した。これらは九電と規制委の判断根拠に重大な欠陥があることを示すものだ。

東京大学地震研究所の中田節也教授は、「巨大噴火の時期や規模を予測することは、現在の火山学では極めて困難、無理である」と、予知は可能とする九電、規制委の認識を根本的に否定した。

しかし、あくまで「何らかの前駆現象が発生する」という前提。そして、「何らかの異常が検知された場合にはモニタリングによる検知の限界を考慮して、空振 りも覚悟のうえで巨大噴火の可能性を考慮した処置を講ずることが必要である。また、その判断は規制委、規制庁が責任を持って行うべきである」とした。

こうした案に対して専門家からは、「(火山学者でもわからないのに)事業者が本当に異常を判定できるのか」(棚田氏)、「規制委・規制庁が責任を 持って判断を行うべきというのは非常に重い。そうした判断ができると言っていいのか」(石原和弘・京都大学名誉教授)、といった疑問が改めて示された。

結局、根本的な認識のギャップを残したまま、第2回会合の結論としては、異常の指標化などモニタリング方法の具体化や精度の向上、国家主導も含めたモニタリング体制などの方法論、組織論的な対応について第3回会合から検討していく、という方向になった。

7月31日、午前10時、東京都江東区の東京ビッグサイト。

太陽光発電の総合イベント「PVジャパン2014」と、「再生可能エネルギー世界展示会」。その二つが合同で開かれた。

開場してすぐに細川護熙(76)、小泉純一郎(72)がそろってゲートをくぐった。

「原発やってる企業だって、再生可能エネルギーの準備を始めているじゃないか。原発なしでやれるよ。原発なくても大丈夫だ!」

この視察には、細川、小泉を含め総勢6人の元衆院議員が参加した。

元新党さきがけ代表代行の田中秀征(73)、元自民党幹事長で小泉と近い中川秀直(なかがわひでなお)(70)、細川と小泉が率いる自然エネルギー推進会議事務局長の中塚一宏(49)、ソフトバンク顧問の嶋聡(56)。

中塚と嶋は民主党出身だ。

そのなかで先頭を切って歩き、集団をリードしたのは小泉だった。新しい試みの数々を目の当たりにしては、目を輝かせた。

例えば、北海道別海町で建設が進むバイオガスプラントの計画を紹介するブース。小泉が家畜の排泄(はいせつ)物を使った発電技術に興味を持ち、担当者を質問攻めにした。

「どんな家畜?」「牛のふん専門?」「へー、生ゴミも!」

1時間ほどで、すべて見終わった。細川と小泉が並んで、報道各社の取材に応じた。

「原発いらないな」と、細川。

続いて小泉が能弁に語り出した。

「企業は先を見越している。政治が原発ゼロにすると言えば、だーっと動くよ。再生可能エネルギーに。企業はバカじゃないですよ。将来を見越せば、原子力よりも再生可能エネルギーの方が展望がある」

記者から「原発はあきらめるしかないか」と質問が飛んだ。

「あきらめるしかない。いずれ、必ずなる。時間の問題だ」

小泉はそう言い、首相時代を思わせるような大見えを切った。

「政治が責任を取らなくてはいけない。政治が原発を導入したんだから政治がゼロにする」(前田直人)

Loving [hearts] nuclear waste via Aljazeera USA

This is a tale of two cities. Or counties … or prefectures.

One of those places, Loving County, Texas, somewhere between El Paso and Odessa, is practically a ghost town, with about 95 people scattered across an area twice the size of New York City.

There’s not a lot going on in Loving, and not a lot of money to make a lot go on. But all that could change if the area starts taking the country’s high-level radioactive waste — and the $28 billion that comes along with it.

The other of those places is also pretty much a ghost town, with a mere handful of stubborn residents scattered across a region that once was home to over 200,000.

That place, too, could see a big influx of cash if it agreed to accept radioactive waste, but don’t expect to see many inhabitants, old or new, stream back to follow the money.

There likely won’t be a Walmart — or any other non-nuclear-related industry — coming anytime soon to that other area. It already has plenty of roads. And schools, for that matter. And water — they have so much of that they are trying to get permission to pump it out to sea.

Folks in Loving County seem eager to capture their share of what they see as government largess. But many near that other town have a different name for their government’s offer of money in exchange for taking mountains of toxic dirt and debris: bribery.

On Monday, Yuhei Sato, the mayor of that other area, agreed to take the bribe.

“I have made an agonizing decision to accept plans to construct temporary storage facilities in order to achieve recovery in the environment as soon as possible,” said Sato.

In exchange for his agony, Fukushima Prefecture will receive 300 billion yen (about $2.9 billion) — and an amount of high- and low-level radioactive waste that almost defies estimation.

In an attempt to bring radiation levels down in some of the areas surrounding Fukushima, the Japanese government has set about removing debris and a layer of topsoil, storing it in large plastic bags at dozens of temporary sites throughout the region. (In a disturbing move, some debris has also been sent out of the area for incinerationIndeed, many scientists and health experts have suggested that the only plausible plan for Fukushima is to close it to permanent human habitation for the next 50 to 100 years, but an official declaration of such a plan would open the Japanese government and TEPCO, Fukushima Daiichi’s nominal operator, to more lawsuits and greater claims for compensation. The latest estimates of the cost of the disaster have topped 11 trillion yen ($105 billion), but projections have been consistently low since the start of the crisis (today’s number is double the late-2011 estimate).

And, of course, a new “temporary” facility at Fukushima doesn’t address the now three-and-a-half-year-old everyday problems that the nuclear plant and the region already face.

All of which should give the citizens of Loving pause — $28 billion and a new Walmart not withstanding.

The tale of American nuclear waste storage is long and sordid. The U.S. didn’t even have a national policy on the storage of the high-level radioactive waste generated by the nation’s fleet of nuclear reactors until 1982, and even then, the policy was to study ways to store it and start a long search for a place to permanently site a waste repository.

Twenty-eight billion dollars might seem like a lot now, but ask the people near some of the nation’s other nuclear sites (like the perennially troubled Hanford, Washington, facility) or the people of Fukushima, whose prefecture got only a tenth of what Loving is promised, what price — be it the best of times or the worst of times — you can put on forever.

Fukushima workers to sue TEPCO for danger pay via The Indian Press

Workers employed in decommissioning the crippled Fukushima nuclear power plant are to sue operator Tokyo Electric Power and some subcontractors, demanding millions of yen in unpaid danger money, their lawyer said on Tuesday.
The four men, of whom two are still working at the Fukushima Daiichi plant, will demand the companies pay a total of 65 million yen ($620,000), mostly in hazard allowances.

It is the first time that workers still employed at the plant have launched legal action against TEPCO over remuneration and working conditions, despite widespread reports of exploitation and abuses.
“My health may be harmed some day… I believe there are many people who can’t speak out about this kind of (underpaying) problem,” one of the workers told public broadcaster NHK.
“I may get fired or may be given no further work. But I hope people will take this as an opportunity to speak up and get paid,” he said.

Of the 6,000 people working at the plant every day over the last two months, only a handful were directly employed by TEPCO.
Allegations continue to swirl that organised crime has had a hand in staffing subcontractors at the bottom of the food chain.
The sometimes murky arrangements mean that despite pledges by TEPCO of extra cash for employees, it is often difficult to tell if the money filters through to the people at the sharp end, or is skimmed off at one of the many intermediary levels.

【社説】政府の原発支援 なぜ、負担強いてまでvia 中日新聞

 二〇一六年に家庭向け電力事業が自由化され、既存の大手電力会社以外の参入が進むとともに、消費者が売り手を選べるようになり、これまで政府と電力会社が独占的に決めてきた、電気料金の値下がりが期待されている。

 ところが政府は、原発だけを特別扱いにして、維持、さらに新増設を支援する姿勢を打ち出した。

 原発の建設から廃炉、使用済み燃料の処分にかかる費用を計算し、基準になる電気の値段を、これまで通り政府と電力会社で決める。そして市場価格が基準価格を下回った場合には、全消費者の電気料金に、その差額分を上乗せするという。

 原発を動かす大手電力会社に損はない。国民の負担で穴を埋めてあげようというのである。

 自由化とは名ばかり、実際の電気料金は原発の都合で決まってしまうのだ。

 経済産業省の有識者会議でひっそりと話し合われるこの案は、多くの示唆を与えてくれる。

 例えば、これまで「安い電源」とされてきた原発が、自由競争に耐えられないほど高くつき、地域独占市場の中でなければ原発事業は成り立たないのを、国も認めているということだ。

 その上、事故が起きれば、補償は天文学的な額になる。福島の事故に見るとおり、一事業者に賄いきれるものではない。原発は経済的には成り立たない。

 差額の穴埋めで原発を維持するやり方は、英国にならうものだという。英国は温室効果ガスを抑えるために、発電段階では二酸化炭素(CO2)などを出さない原発を使い続ける方針だ。

 温暖化も危険だが、原発事故はそれ以上に恐ろしい。私たちは、そのことを知っている。原発維持を温暖化対策の口実にすべきではない。

原発ADR:和解案8割、半額以下…「一律基準」裏付けvia 毎日新聞

 東京電力福島第1原発事故の賠償問題を裁判外で解決する手続き(原発ADR)を担当する「原子力損害賠償紛争解決センター」が、避難後に死亡した人の慰謝料に関して示した約120件の和解案のうち80%超で、「原発事故の影響の度合い」を5割以下と算定していることがセンターへの取材で分かった。避難後の自殺に関し約4900万円の賠償を命じた先月26日の福島地裁判決は「8割」と認定しており、原発ADRで慰謝料が低く抑えられている実態が裏付けられた。【高島博之】

センター側は基準額についても、交通事故の賠償額より数百万円低い2000万円未満に設定している。このため、和解案額の平均は数百万円にとどまるとみられる。

 死亡慰謝料算定を巡っては、内部文書の存在が既に明らかになっている。文書は因果関係が相当に認められる場合「一律5割」、5割の判断に無理がある場合「例外的に1割」などと記載しており、これに沿った判断が積み重ねられているとみられる。

 一方、避難中に自殺した女性(当時58歳)の遺族が起こした損害賠償訴訟で、福島地裁は強いストレスを重視した。原発事故の影響の度合いを8割と認定して、東電に約4900万円の賠償を命じた。

柏崎原発 再稼働中止を要望via 新潟日報

 本県に接する福島県只見町の全集落の区長でつくる只見町区長連絡協議会は1日までに、東京電力柏崎刈羽原発の再稼働の中止を、本県と東電に要望した。

両方の要望書で、東電福島第1原発事故で周辺町村が存亡の危機に直面していると指摘し、「悲劇であり、償うことのできない罪」と強調。柏崎刈羽原発で、特に季節風が強い冬場に事故が起これば、風下の只見町など会津地方へ「放射能が降り注ぐ」とした。
