Germany is replacing its nuclear reactors with massive offshore wind farms via Quartz

Offshore wind power isn’t the easiest thing to build. The turbines themselves are large and complex, and need to keep working for decades in some of the harshest conditions on the planet. As well as the windmill, there’s a support structure needed for every turbine to keep it upright and spinning; then there are the connecters that take the power back to land, where it’s needed. A ballpark figure of around £1 million ($1.5 million) for each turbine isn’t an exaggeration.

Nevertheless, several countries are surging forward with a massive installations in the coming year, and first among them is Germany. In 2015, Germany will install over two gigawatts of offshore wind power, almost four times as much as the 529 megawatts installed the previous year, according to the research firm GlobalData. In hiking its installation so much, Germany will overtake the UK as the biggest installer of offshore wind globally, GlobalData points out—though the UK will still have much more capacity overall. (Denmark comes behind the UK in the pecking order by capacity, followed by Belgium and, for the moment at least, China.)

China is also planning an array of offshore projects this year, which will see it eventually overtake the UK for annual installations, according to GlobalData. Still, the UK’s position as top offshore power producer is likely safe for the moment: It already had over 4 gigawatts of capacity at the end of 2014, compared with Germany’s 1.3 gigawatts, according to the Global Wind Energy Council.

French Nuclear Model Falters via The New York Times

PARIS — For decades, France has been a living laboratory for atomic energy, getting nearly three-quarters of its electricity from nuclear power — a higher proportion by far than in any other country.

And France’s nuclear companies have long been seen as leaders in building and safely operating uranium-fueled reactors around the world — including in the United States — and championed by Paris as star exporters and ambassadors of French technological prowess.

But in the last few years, the French dynamo has started to stall. New plants that were meant to showcase the industry’s most advanced technology are years behind schedule and billions of euros over budget. Worse, recently discovered problems at one site have raised new doubts about when, or even if, they will be completed.

This is not France’s problem alone, but a challenge to the entire energy-consuming world. As worries mount about the dangers fossil fuels pose to the global climate, many countries still see atomic power as a path to clean energy, despite the 2011 Fukushima disaster in Japan.

On Wednesday, China National Nuclear Corporation told reporters in Beijing that it would be interested in making a financial investment in Areva. The French company responded in a statement that same day that “we are happy that CNNC is ready to strengthen its cooperation with Areva.”

CNNC and another company with which Areva and Électricité de France have long worked, China General Nuclear Power Corporation, have previously signed letters of intent to participate in a big project in which the French companies are poised to play a leading role. That project, planned for Hinkley Point, England, has won British government approval as the country’s first new nuclear plant in decades.

But the stumbles elsewhere by Areva and Électricité de France — better known as EDF — have raised troubling questions about the viability and cost of the Hinkley Point plant. And while Prime Minister David Cameron has courted the Chinese, other British officials have raised security questions about involving state-backed Chinese companies.

A big part of the problem, though, appears to be a bet the French nuclear establishment made more than a decade ago on a new generation of reactors. The French promised that those power plants — based on a technology called E.P.R., for European pressurized reactor — would be the safest and most powerful commercial reactors ever built.

More bad news came recently. On April 7, the French nuclear regulator, the Autorité de Sûreté Nucléaire, announced that imperfections had been discovered in the steel that Areva used to make the top and bottom caps of the main reactor vessel at the plant under construction in Flamanville.

Pierre-Franck Chevet, president of the nuclear regulator, has described the defects as “serious — even very serious.”

The reactor vessel is a crucial part of an atomic plant — the housing meant to contain the extreme heat, pressure and radiation produced by the nuclear fission that occurs inside. The steel used for key parts of the Flamanville vessel was made at the Areva forge in Le Creusot, France. An analysis by the company found an unacceptably high level of carbon –— impurities that could threaten the steel’s structural integrity.

 市民団体「原発いらない栃木の会」は九日午後二時半から、「原発のコスト」などの著書で知られる立命館大の大島堅一教授を招いた講演会を、宇都宮 市明保野町の県弁護士会館で開く。原発がコスト面で優位性がなく、廃炉が最も経済的であることを学びながら、脱原発後のエネルギー政策の在り方を考える。

Saugeen First Nations Prepared To Fight Proposed Nuclear Waste Repository At Bruce Power via BlackburnNews

The chief of the Saugeen First Nation says he has Ontario Power Generations word that the planned underground storage for nuclear waste at Bruce Power will not go ahead without his support.

Chief Vernon Roote says there is a potential of a natural disaster creating a leak in the repository, and contaminating the worlds largest source of fresh water for many generations.

“It would go downstream, and pollute the fresh water that people need to sustain themselves,” says Roote. “There are enough problems already with the lack of fresh water, and here we are basically creating a potential issue for the future.”

He says they have treaty rights that need to be addressed, and are prepared for a legal battle

The Joint Review Panel this week recommended approval of a Deep Geologic Repository to store 200,000 cubic metres of dry low-and-intermediate level nuclear waste nearly 700 metres below the Bruce nuclear site.

Ex-DOE worker charged with trying to steal, sell nuclear data via The Hill

A former employee of the Nuclear Regulatory Commission (NRC) is facing up to 50 years in prison for allegedly attempting to use a spear-phishing campaign to harvest sensitive nuclear weapons information from government computers.

Charles Harvey Eccleston, 62, planned to sell the information to an undisclosed foreign government, according to charges unsealed Friday by the Justice Department.

His plans were thwarted by an FBI sting operation, and he now faces four felony charges, authorities say, including wire fraud.

Eccleston was fired from his job at the NRC in 2010, and moved to Davos City in the Philippines the following year. The reasons for his termination are unclear.

According to an affidavit, Eccleston came to the attention of law enforcement when he entered a foreign embassy and offered to provide the country with classified U.S. government information.

The FBI responded by launching a sting operation in which Eccleston met with undercover agents posing as officials from the foreign country.

He offered to design and send emails that would extract information from government computers, and went on to send them to 80 Department of Energy machines in January 2015, the affidavit said. The FBI ensured that no malicious code was actually sent to government machines.

Eccleston was detained by Philippine authorities on March 27, and underwent his first court appearance on Friday at the U.S. District Court of the District of Columbia.

美浜原発敷地内断層「活動性ない」 規制委調査団、評価書案に合意 via 福井新聞

原子力規制委員会の有識者調査団は8日、関西電力美浜原発(福井県美浜町)の敷地内破砕帯(断層)に 関する評価会合を開き、事務局の原子力規制庁が提示した「活動性はない可能性が高い」とした評価書案におおむね合意した。一部文言などを修正し、他の専門 家による検証会合を経て正式決定する。

関電は美浜3号機について、再稼働の前提となる新規制基準の安全審査を申請している。規制委は4月、有識者会合のこれまでの議論で敷地内破砕帯に活動性はないとの方向性が出たとして、本格審査に入る方針を決めていた。

評価書案は、破砕帯に活動性がないとした根拠として「大昔にできた脈状の粘土鉱物を破砕帯が壊していない」ことなどを挙げ、活断層の目安となる13~12 万年前の後期更新世以降に活動したことを示すデータはないと結論づけた。4人の有識者から特に異論は出ず、調査団取りまとめ役の石渡明委員は「基本的な部 分で合意が得られた」と述べた。ただ、粘土鉱物が新しい時代に形成されていないことを、より明確にする必要があるとした。

美浜原発敷地 内には9本の破砕帯があり、一部は3号機原子炉建屋など安全上重要な施設の真下を通っている。敷地の東側約1キロには南北に走る活断層「白木―丹生断層」 があり、連動して地盤をずらす可能性があるかが調査のポイントになっていた。評価書案では、白木―丹生断層から敷地内破砕帯につながる構造は認められない としながらも、不明瞭だが断層を疑う線状地形がある点などに留意すべきだとした。

福島6町村で人口ゼロ?交付税の減額懸念 via 日刊スポーツ

今年10月に実施される5年に一度の国勢調査で、東京電力福島第1原発事故により現在も全域が避難区域となっている福島県の6町村が「人口ゼロ」となる可能性が高いことが8日、関係者への取材で分かった。

国勢調査の人口は、自治体財政を支える地方交付税交付金の算定に使われる。県や自治体は、交付金の大幅な減額を避ける特例措置を国に求めている。

国勢調査は、10月1日現在で3カ月以上住んでいるか、今後住むことになる場所を現住地として人口を算出する。人口ゼロになる可能性があるのは全 住民が避難中の浪江町、大熊町、双葉町、富岡町、葛尾村、飯舘村。避難指示解除に向け4月から住民が長期滞在できる準備宿泊が始まった楢葉町は、人口をど う調査するか検討中だ。

震災前の前回2010年の国勢調査では、6町村の人口は計約6万3000人。15年度分までの地方交付税は、この調査結果を基に配分されている。14年度の交付額は、独自財源で行政運営を賄える「不交付団体」の大熊町を除く5町村で計約63億9740万円だった。

各自治体は現在も全国各地に避難する住民に、行政サービスを続けている。だが、地方交付税が大幅に減額されると、自治体の財政運営が厳しくなる可能性がある。

 「地元学」という考え方がある。山や川、人々の暮らしなど、地域にもとからある資源に光をあてる「あるもの探し」を積み重ね、まちづくりに生かす。

 提唱するのは熊本県水俣市の吉本哲郎(67)。水俣病の風評で農産物が売れず、差別や偏見にさらされる故郷を再生したい、との思いがある。

地元学は、福島でも芽吹こうとしている。

 昨年3月。吉本の自宅を、原発事故で避難区域になった飯舘村出身の酒井政秋(37)が訪ねた。

 病除(よ)けのために、表札の脇に乾いたキノコがつり下げられた玄関。まわりの山や炭小屋の風景。その一つ一つに「飯舘みたいだ」と懐かしを覚えつつ、吉本の話でとりわけ印象に残ったのが、地元学のことだった。

 酒井は震災後につながった村の若手たちと対話の会「かすかだりの会」を開いている。「かすかだり」とは地元の言葉で「生意気なことを言う」こと。放射能汚染と避難生活で一人ひとりが多くの問題を抱え込み、家族でさえも本音が言えない雰囲気を、どうにかしたい。

 たとえば、避難指示が解除されたら村に帰るか、帰らないか。酒井は今のところ、帰らないと決めている。でも、立場に違いはあっても、ふるさとを大切に思う人々の気持ちに変わりはないはずだ。

今年、酒井は自分たちなりの地元学をやろうと考えている。原発事故前は当たり前だと思っていた村での暮らしを、仮設住宅で暮らす人々から聞き取り、みんなで共有する。未来のために過去を振り返る。村に帰る人も帰らない人も、世代を超えてつないでいきたい。「地元の良さを探りながら、今のことも話せるようになっていければいい」

Nun’s sabotage conviction for nuclear facility break-in overturned by court via The Guardian

An appeals court has overturned the sabotage convictions of an 85-year-old nun and two fellow peace activists who broke into a facility storing much of this country’s bomb-grade uranium and painted slogans and splashed blood on the walls.

In a 2-1 opinion issued on Friday, a panel of the sixth US circuit court of appeals overturned the most serious conviction against Sister Megan Rice, 66-year-old Michael Walli and 59-year-old Greg Boertje-Obed. The court upheld a conviction for injuring government property.

On 28 July 2012, the activists cut through several fences at the Y-12 national security complex in Oak Ridge to reach the uranium storage bunker. Once there, they hung banners, prayed and hammered on the outside wall of the bunker to symbolize a Bible passage that refers to the end of war: “They will beat their swords into ploughshares.”

“If a defendant blew up a building used to manufacture components for nuclear weapons … the government surely could demonstrate an adverse effect on the nation’s ability to attack or defend … But vague platitudes about a facility’s ‘crucial role in the national defense’ are not enough to convict a defendant of sabotage,” the opinion says.
