電力10社、送配電システム統一へ 新規参入しやすく via 日本経済新聞
東京電力など電力10社は2016年にも電力の使用状況や停電など送配電の情報を管理するシステムを統一する。改正電気事業法の施行で16年春から 電力小売りが全面自由化されることを踏まえた措置。電力会社のシステムがそろえば新規参入する企業は売電に必要な情報を得る際に地域ごとに別々のシステム を用意せずに済み、全国展開がしやすくなる。参入コストを下げ、競争や電気料金の引き下げも促す。 経済産業省が23日に開く総合資源エネ ルギー調査会の作業部会で、発電や売電にかかわる企業による「広域的運営推進機関」の準備組織が発表する。同機関は全国規模で電力融通する司令塔として来 年4月に発足する。今秋までに電力会社がシステムの規格や、企業と接続する条件をどこまでそろえるかを詰める。 電力10社が地域ごとに独占してきた家庭向けの電力小売りは、16年に参入規制がなくなる。異業種の企業による販売が増える見通しだが、企業のシステム開発費用が参入障壁になりそうだった。 (略) 経産省と電力業界は競争条件をそろえるため、10社が送配電部門のシステムの規格を統一していくことで合意した。新規参入する企業は、全国規模で電 力使用量を分析して新たな料金プランを作りやすくなる。消費者にも、契約を切り替える手間が少なくなるなどメリットがありそうだ。 電力会社も地域を越えた越境販売に乗り出すとき、二重投資をしなくてすむ。共同開発により、システム費用も抑えられる見通しだ。 全文は電力10社、送配電システム統一へ 新規参入しやすく
