【抗議声明】福島原発事故を無視し、住民の生命をないがしろにする高浜原発3号機の原子炉起動に断固抗議する!
[…]関電や規制庁は「福島原発のような事故を二度と起こさない」という。しかしその想定はあまりにも甘い。事故後60分でポンプ車等の対策は万全となり、格納容器は破損せず、メルトスルーは起こるがその前に放射能放出は終了、よって放射能放出率は福島原発事故の千分の1以下だと言っている。住民の被ばくは5km地点で1ミリシーベルト以下。どれも夢物語だ。福島原発事故を無視し、住民を愚弄するにも程がある。 電気ケーブル不正敷設問題にいたっては、他の原発には不正敷設の実態を報告するよう指示を出しながら、高浜3・4号と川内原発は特例としてこれを免除。規制庁は「現場検査で確認する」というが、電力会社の報告を鵜呑みにし、川内原発の場合はわずか1〜2か所を現場で確認し、それで済ませている。高浜原発3・4の場合は、現場で何を確認しているのかさえブラックボックスだ。ケーブル不正敷設は「新規性基準に違反」と規制庁自ら表明しながら、再稼働を最優先させている。住民の安全を一顧だにしない原子力推進庁になりはてている。 避難計画の実効性は全くない。災害時要援護者の避難は困難を極め、避難手段についても実効性のある計画はいまだなく、多くの在宅の要援護者は介護者と一緒に避難できるのかさえ決まっていない。安定ヨウ素剤は、京都府7市町では各市町1か所に備蓄されているだけで、約8万8千人の舞鶴市民にどのように配布するのか等一切決まっていない。 昨年12月16日に内閣府や福井県等が策定した避難計画(「高浜地域の緊急時対応」をについて、内閣府は「具体的で合理的」と宣言した。しかし、新たに追加された福井県民の汚染検査・除染場所にいたっては、実際には使わない「あやべ球場」が明記されたり、除染場所の確保等もできていなのが実態だ。関係自治体や住民にも説明はない。福井県はこれから「避難計画要綱」を改訂するというが、順序が逆ではないか。 多くの自治体は「再稼働は国の責任」として、自らには責任なしとする態度に終始している。しかし、国が責任を取らないことは福島で明らかだ。自治体の責務を全うするよう強く求める。 福島原発事故を無視し、住民の安全をないがしろにする再稼働に対して、私たちは、福島からの避難者、障がい者団体・支援団体と結びつき、福島事故を学びながら運動を進めている。避難元の福井と京都府北部の住民と連携し、関西一円から再稼働を止める活動を進めている。 安全性の過小評価に対する批判と、避難計画の欺瞞と実態を広く伝えながら、地域住民の声に根差し、今後一層連携活動を強めていこう。 これが私たちの力の源であり、ここに再稼働を止める希望がある。 高浜原発の再稼働を止めていこう。 2016年1月29日 グリーン・アクション 京都市左京区田中関田町22-75-103 TEL:075-701-7223 FAX:075-702-1952 原発なしで暮らしたい丹波の会 南丹市園部町船岡藁無8-2こだま方 TEL:090-3862-2468 美浜の会 大阪市北区西天満4-3-3 星光ビル3階 TEL:06-6367-6580 FAX:06-6367-6581 全部はこちら。
