Coming in just a hair behind was Sandra Cuffe’s March 26 piece, “Victory! Saskatchewan to Remain Nuclear Waste Free” receiving the second highest number of votes. The story–which Cuffe put together faster than you can say “NWMO”–relays an important victory in the long-fought campaign to keep the province of Saskatchewan free of nuclear waste.

She informed us at the time that the Nuclear Waste Management Organization (NWMO), established in 2002 under Canada’s Nuclear Fuel Waste Act (NFWA), finally made the decision to walk away from the town of Creighton, “the last of three Saskatchewan communities in the running to host a deep geological repository for the long term storage of spent fuel bundles from Canada’s nuclear reactors in Ontario, Québec and New Brunswick” Cuffe would later report.

It was a welcomed decision to say the least. And with there being so few victories in the nearly endless line of struggles to protect the planet from the ravages of industry, it was one that we were eager to publish.

Exelon weighs options for Three Mile Island after plant’s failed bid via ydr. com

Flat demand and natural gas competition threaten nuclear industry’s profitability

For the first time in Three Mile Island’s 41 years of commercial operation, the nuclear power plant failed to secure a contract in August to sell a year’s worth of electricity on the regional power grid, meaning that it will lose a major revenue source.

In addition, it will be harder for TMI to find buyers for the electricity it generates during that period. Without the contract, there’s no guarantee that the company’s main customer, PJM Interconnection, will buy any of the plant’s electricity, according to PJM Spokesman Ray Dotter.

The failed bid, along with other factors, raises questions about TMI’s future. Nationwide, two nuclear plants closed in 2013 and 2014. TMI’s owner, Exelon, recently said it might close two plants in Illinois that failed to get contracts. Nuclear power plants industry-wide face stagnant demand for power and unprecedented competition from natural gas.

Industry-wide risk

TMI is hardly alone. For the same period, June 2018 to May 2019, Exelon’s Quad Cities plant in Illinois and Oyster Creek plant in New Jersey failed to get capacity contracts. During the auction for the period from June 2017 to May 2018, Exelon’s Byron nuclear power plant in Illinois, as well as Quad Cities and Oyster Creek, failed to get contracts.

That doesn’t even take into account nuclear power plants run by other companies, such as Vermont Yankee and Kewaunee, both of which have closed within the past two years after struggling to remain profitable.

Exelon has been considering Quad Cities and Byron for closure, the company has said. However, Exelon recently pushed back the deadline to decide whether to close the plants until 2016.

Fein said the company will look at each power plant from the context of the whole company. He pointed to retail chains for comparison.

“If they have stores that aren’t performing, they’re going to close those stores and look at the profitability of the overall company,” Fein said. “We’ll make those decisions in due course.”

One thing was certain, Fein said. TMI would not lay off any of its more than 532 employees during the 2018-2019 contract season.

“There will be no change whatsoever in the operation of the plant,” he said.

 

Energy production by the numbers

In 2005, nuclear plants made 781,986 gigawatt-hours of electricity, while natural gas made 760,960 gigawatt-hours. By 2006, natural gas surpassed nuclear power in output, and by 2014 gas-powered plants spiked up to more than 1 million gigawatt-hours, while nuclear plants remained near 2005 levels.

福島産米:全袋検査を継続…「信頼回復まだ完全ではない」via 毎日新聞

東京電力福島第1原発事故を受け、福島県は2012年産以降の県産米について放射性物質の全量全袋検査を続けている。基準値超えは年々減少し、14年産 (販売用)はゼロ。今年8月下旬から検査が始まった15年産でも出ていない。毎年約1000万袋(1袋30キロ)以上を検査し、50億円前後の費用がかか るが、「信頼回復はまだ完全ではない」として当面、全袋検査を継続する方針だ。

事故が発生した年の11年産はサンプル検査だった。県は同年10月、国の暫定規制値(1キロ当たり500ベクレル)超えの米は見 つからなかったと「安全」を宣言した。だが1カ月後に規制値超えが相次いで見つかり、翌年から全袋検査に変更。約40億円かけ検査機器202台を購入し、 県全域に配置した。12〜14年度の3年間で人件費や機械の稼働費など計約150億円かかった。費用には東電の賠償金が充てられる見込みだ。

JA新ふくしまの菅野孝志組合長は「3年間のデータを踏まえれば、サンプル検査でも安全性を確保できるのでは」と話す。ただ、県が13年に県内外 の業者や消費者など約600件を対象に実施したアンケートで、7割以上が全袋検査を「評価できる」と支持。「実施しない場合、県産米を食べる(取り扱う) か」との質問には過半数が否定的だった。

県水田畑作課の担当者は「11年は出荷を進めるため安全宣言を出したが、結果的に消費者の信頼を失ってしまった。全袋検査をやめるのは信頼を取り戻せたとき。今はまだその段階ではない」と話している。【横田香奈】

よく晴れた日は、肉眼でもシルエットが確認できる。国東市武蔵町にある大分空港近くの高台。海の向こう、約55キロ先の愛媛県佐田岬半島に、四国電力伊方原発がある。
「われわれに何の説明もない」。国東市の三河明史市長は、伊方3号機の再稼働に向けた手続きが進む中、事業者である四国電の姿勢に不満を感じている。
伊方で重大事故が起きれば、大分県にも放射性物質が飛来する可能性がある。大分合同新聞社が7月、大分県沿岸部の市町村長を対象に実施したアンケートでは、四国電に情報公開を求める意見が目立った。
三河市長は「海を挟んだ九州とはいえ、近い自治体には安全性などについて直接、説明するのが筋ではないか」と指摘する。
四国電は7月、大分県庁を訪問して3号機の審査合格を報告したことはあったが、県内市町村への説明はないまま。同社は「大分県には愛媛県からさまざまな情報が伝わっていると認識している。現時点で当社からの直接の説明は考えていない」としている。

再稼働をめぐる今後の焦点は「地元同意」の行方だ。ただ「地元」がどの範囲を指すのかは明確化されておらず、あいまいだ。
8月に再稼働した九州電力川内原発(鹿児島県)のケースでは、同意の範囲は県と立地する薩摩川内市に限られた。一方で、全国各地の原発周辺自治体では立地 自治体並みの発言権を求める声も強く、北海道函館市は津軽海峡を挟んだ大間原発(青森県大間町)の建設無期限凍結を求め、東京地裁に提訴した。

9月16日、愛媛県松山市内のホテルで開かれた記者会見。原発ゼロ社会の実現を掲げる小泉純一郎元首相は、原発の再稼働に必要な「地元同意」の手続きが事実上、立地自治体だけに限られている現状について問われ、こう指摘した。
「原発事故を起こしたら(影響は)一地域にとどまらない。広い範囲に及ぶんだから。(地元同意も)当然、範囲を広げて取り組むことが重要だ」

Fukushima police sends nuclear contamination case against TEPCO execs to prosecutors via RT

Fukushima police have finally reacted to a criminal complaint filed against TEPCO and 32 of its top officials two years ago over the contamination caused by the 2011 nuclear disaster. They have referred the case to prosecutors.

The Fukushima District Prosecutors’ Office will now determine whether to pursue criminal charges against the Tokyo Electric Power Company (TEPCO) and its top management over the leaks of highly radioactive wastewater from the Fukushima nuclear plant into the sea.

The criminal complaint alleges that the company and its executives failed to manage storage tanks of contaminated water or build underground walls to block the flow of radioactive material into the sea at the Fukushima Daiichi nuclear power plant. Notable people on the list include TEPCO’s President Naomi Hirose, former Chairman Tsunehisa Katsumata and former President Masataka Shimizu.

原子力規制庁 研修資料 全量流出か via 東京新聞

原子力規制庁の新人研修用の資料が外部流出した問題で、三千八百二十四ページ全量が流出した可能性が高いこと が、規制庁への取材で分かった。研修での議論を収めた動画も流出しているという。データは規制庁と英訳を委託した業者がそれぞれ保有していたが、流出経路 は特定されていない。

 資料は四段階ある機密性分類で二番目に低い「機密性2」。規制庁は「情報公開請求があれば開示するもの」として業務やセキュリティーへの影響を否定している。

 規制庁によると、研修は昨年四、五月に行われた。資料には原子炉やタービンの構造、起動の手順などが記載され、動画には原発事故の責任の所在について新人職員が意見を述べる様子が記録されているという。

30日に外部からの問い合わせで発覚した。規制委によると、流出したのは研修用資料の一部で、使用済み燃料再処理工場青森県六ケ所村)などの施設の概要や安全規制について、基礎的な事項が書かれていた。核物質防護上の秘密の情報は含まれていないが、機密扱いだった。受託した会社は、規制委の了承を得ずにネットで外部に業務を依頼。資料を受け渡すサイトから流出したという。

INWORKS study: risk of leukaemia from protracted radiation exposure via The Lancet Haematology

[Summary]

I am writing in response to the Article by Klervi Leuraud and colleagues reporting the findings of the INWORKS study.1 The authors analysed the association between deaths caused by leukaemia and lymphoma of radiation-monitored workers in the nuclear industry in France, the UK, and the USA, and their cumulative occupational radiation doses using the linear no-threshold (LNT) model. The authors concluded that the study provides strong evidence of an association between protracted low-dose radiation exposure and leukaemia mortality.

Nuclear industry to push for Australia to adopt ‘clean, affordable power’ via The Guardian

The nuclear industry will lobby for nuclear energy in Australia, saying the prime minister, Malcolm Turnbull, should embrace the technology as a way to slash greenhouse gas emissions.

The Australian Nuclear Association (ANA) will accompany Danny Roderick, chief executive of the leading US nuclear technology firm Westinghouse, to talk to government ministers and business leaders in Canberra and Sydney next week.

Roderick said nuclear power could help produce “clean, reliable, affordable electricity for more people”.

“We’d like to help Australia explore ways to create jobs and economic opportunity that are also good for the environment,” he said.

Research conducted by the University of New South Wales last year found that it was feasible to transition to 100% renewable energy without the need for nuclear power.

Separate analysis conducted by the federal government in 2013 put the cost of 100% renewable energy to be between $219bn and $332bn by 2050.

Jim Green, an anti-nuclear campaigner at Friends of the Earth, said it was unlikely that nuclear would ever be feasible in Australia.

“Nuclear is expensive and it’s getting more expensive as time goes on,” he said. “The start-up costs would be spectacular. Once you involve the employment of thousands of specialist scientists and technicians, land acquisition and a new regulatory system you’d almost certainly need government subsidies.

“There is no reality to this. There’s no technology that is vaguely acceptable to Australia available at a cost of $5.5bn a reactor.

“We don’t need a bridge from fossil fuels to renewables, we just need renewables. It’s viable and affordable. There is a lot of rhetoric around a nuclear renaissance, but not much else.”

汚染水流出:東電社長ら32人公害犯罪処罰法違反書類送検 via 毎日新聞

東京電力福島第1原発事故の収束作業に伴い放射性物質を含んだ汚染水が外洋に流出した問題で、福島県警は2日、東電と同社の社長ら幹部32人を公害犯罪処罰法違反容疑で福島地検に書類送検した。

容疑は、汚染水の適切な対応を怠りタンクから大量に漏水させ、地下水についても政府から事故後に遮水壁を設置するよう検討を求められても費用などを理由に対策を先送りし、汚染地下水を外洋に流出させたとしている。

Nuclear-powered carrier USS Ronald Reagan arrives in Japan via The Philippine Star

YOKOSUKA — The American nuclear-powered aircraft carrier USS Ronald Reagan docked at its new home in Japan’s Yokosuka naval port yesterday just as Tokyo tries to deepen defense ties with the US under new security laws that expand the role of Japan’s military.

The warship received a warm welcome from Japanese officials because of its role in disaster relief following the March 2011 earthquake and tsunami disaster in northern Japan.

The Ronald Reagan, carrying about 5,000 crewmembers, replaces the USS George Washington, which was the first US nuclear-powered warship based in Japan, where atomic weapons are a sensitive issue. The George Washington, which arrived in 2008, left in May for a multiyear overhaul in the US

Three destroyers are to be deployed later this year in Yokosuka, near Tokyo, bringing the number of US warships based there to 14, the largest since Japan’s World War II defeat in 1945, Kyodo News reported.

During its relief work four years ago, the Ronald Reagan ferried food and water to the city of Sendai in disaster-hit northern Japan. About 80 sailors on that mission have sued the operator of the wrecked Fukushima Dai-ichi nuclear power plant, saying it lied about the levels of radiation in the area.
