東日本大震災で「トモダチ作戦」にあたった米国の原子力空母「ロナルド・レーガン」が1日、米海軍横須賀基地(神奈川県横須賀市)に配備された。作戦から4年半。当時の乗組員たちは今、健康被害を訴えて米国で訴訟を続けている。称賛された支援活動の陰で何があったのか。

 トモダチ作戦に従事した元海軍大尉のスティーブ・シモンズさん(37)に会うため、記者は米国ユタ州ソルトレークシティーを訪ねた。

 ロナルド・レーガンの元乗組員たちは事故から約1年9カ月後の2012年12月、「東京電力福島第一原発事故で東電が正しい情報を示さず、被曝(ひばく)した」としてカリフォルニア州サンディエゴの連邦地裁に提訴。当時、艦載機部隊の管理官だったシモンズさんも訴訟に加わっている。
「空母では当初、海水蒸留装置の水を飲んだり、その水で調理した食事をとったりしました。現場海域に着いてから3日後の2011年3月15日、艦長が『水を飲まないように』と命じました。だが、すでにシャワーを浴びたり、水を飲んだりしたあと。その後も、甲板の洗浄には汚染された海水を使っていました」

「11年末、車を運転中に突然気を失いました。高熱が続き、リンパ節がはれ、足の筋力が衰えました。髪の毛が抜け、体重も十数キロ激減。トモダチ作戦前は登山をするなど健康体でしたから、症状が現れたときには打ちのめされました」

 「筋肉を切り裂くような痛みは腕や胸に広がり、全身のはれや囊胞(のうほう)、発汗、膀胱(ぼうこう)不全などを発症。通院するソルトレークシティーの退役軍人病院の医師は『放射能の影響だろう』としています」

 米国防総省は昨年、連邦議会へ報告書を提出した。乗組員らが受けた放射線量は一般の米国人が自然界から受けるより低いとし、健康被害との因果関係は考えられないと主張している。

American Indians accuse NRC of ‘environmental racism’ via Las Vegas Review Journal

The feds call it “environmental justice.”

Western Shoshones say it’s really “environmental racism.”

Whatever words apply, a challenge by American Indian tribes on that subject in the latest Nuclear Regulatory Commission report for disposing nuclear waste in Yucca Mountain could slam the brakes on the project.

This month, because of a 2013 federal appeals court decision, the commission rejuvenated proceedings on the Department of Energy’s license application to build and operate a repository for the nation’s highly radioactive waste at the mountain, 100 miles northwest of Las Vegas.

While that translates to only a “small fraction” increase in the dose people receive from normal background radiation, according to the NRC staff’s report, project opponents say it could be enough to disqualify the site for licensing on grounds of environmental injustice.

That’s because burying 77,000 tons of highly radioactive defense wastes and spent fuel from power reactors there coupled with past episodes of fallout from nuclear weapons tests amounts to “environmental racism,” according to the Western Shoshone and Timbisha Shoshone tribes and a Reno lawyer.

Western Shoshone Ian Zabarte, a board member of the Native Community Action Council, a party with standing in the NRC’s licensing proceedings, was blunt in his public comments at an NRC panel meeting this month in Las Vegas.

“From our perspective the processes employed by the DOE is environmental racism designed to systematically dismantle the living ‘lifeways’ of the Western Shoshone people in relation to our land,” he said.

Contaminating the purity of one downstream of the planned Yucca Mountain repository site could pollute all of them, he said.

“The Earth can live without us. But I don’t think we can live without the Earth,” he told the NRC panel.

Timbisha Shoshone Tribe Chairman George Gholson said the tribe will submit comments on the NRC’s report. “The tribe vehemently opposes the storage of radioactive waste in our backyard,” he said Thursday.

Radioactive particles that will cause that “small fraction” dose increase to humans many years in the future is not background radiation that exists worldwide from natural sources such as cosmic rays and granite formations.

“They lied about the health effects of atmospheric testing. They lied about radiation on the ground when they were going to set off that 700-ton bunker-buster bomb. Now they’re lying about the type of radiation that is going to be dispersed from nuclear waste at Yucca Mountain,” Hager said Wednesday.

Richard Miller, an expert witness in the Divine Strake case, said the NRC report’s conclusion on “environmental justice” misses the mark.

“It’s a very clever statement that obscures the facts,” said Miller, an industrial hygienist who has written six books on nuclear testing and co-authored three peer-reviewed papers.

“The first thing they’re doing is trying to tie particulate exposure with background radiation. They’re apples and oranges, actually apples and toxic oranges. These can wind up inside you, and that’s a (cancer) risk increase,” he said Thursday.

福島第1の市町村除染も95%支払いへ 東電、環境省に伝達 via 日本経済新聞

東京電力が福島第1原発事故の除染費用のうち市町村実施分の支払いを拒否していた問題で、請求額の大部分の支払いに応じると環境省に伝えたことが1日、分かった。

6月に約430億円の支払いを決め、残りの分も請求内容の確認を進めていた。今回の決定で市町村分の支払額は、9月末までに請求があった計約860億円のうち95%に当たる計約817億円になる。

Beware Japan’s Coming Nuclear Problem: Report via The Diplomat

Tokyo’s coming plutonium glut could pose nuclear dangers, a new report warns.

A surplus of Japanese plutonium over the next few years could pose significant nuclear dangers for the region and the world unless it is addressed now, a new report released this week by a Washington, D.C.-based think tank has warned.

Japan is the only non-nuclear-weapon state which extracts plutonium from the spent fuel produced in nuclear reactors – a process called reprocessing – to fabricate more fuel, a controversial practice since the plutonium can also be used to make nuclear weapons. While Tokyo has pledged not to produce more plutonium than it consumes, the fallout from the 2011 Fukushima incident makes it likely that Japan will violate that commitment in the next decade, with a plutonium conversion facility still in the works and only a portion of its reactors that consume plutonium likely to be restarted before the reprocessing plant is at full capacity.

Japan’s resulting plutonium glut, argues James Acton, a longtime nonproliferation analyst, must be averted by Tokyo and its partners because it would set a damaging precedent, exacerbate regional tensions and increase the likelihood of nuclear terrorism.

The report also underscores the urgency of the task at hand. While the coming plutonium glut may be a decade away according to Acton’s projection, he argues that sticking to the current path will only make it more difficult for Tokyo to convince local stakeholders about the need for policy change further down the line and waste the critical time needed to develop a credible plan to manage plutonium.

“Unfortunately, waiting will probably make the problem even more vexing,” Acton warns.

山下和彦・伊方町長は30日開会した9月議会の冒頭あいさつで、伊方原発3号機の再稼働について「(地元として同意するかどう か)判断の時期が迫っている。議会の判断結果を踏まえ、総合的に判断する」と述べた。「原発との共存で町は発展し、豊かな暮らしを実現してきた」と、原発 の役割を評価した。一方、議場の外では脱原発グループが再稼働反対を訴えた。

山下町長はこのほか「町環境監視委員会が政府の再稼働方針に一定の理解を示し、(同意・不同意の)一つの判断材料が示された」とも述べた。町長は、町環境監視委と町議会の意見を、同意するかどうかの判断材料にするとしている。

再稼働に関する賛否計7件の陳情が付託されている原発対策特別委員会の次回日程は、10月2日と決まった。結論は議会最終日の6日に本会議に報告され、採決される見通し。

Fukushima: the World’s Never Seen Anything Like This via Counterpunch

Where did it go? Nobody knows.

Not only that but the “learning curve” for a nuclear meltdown is as fresh as the event itself because “the world has never seen anything like this,” never.

Utilizing cosmic ray muon radiography with nuclear emulsion, researchers from Nagoya University peered inside the reactors at Fukushima. The nuclear fuel in reactor core No. 5 was clearly visible via the muon process. However, at No. 2 reactor, which released a very large amount of radioactive substances coincident with the 2011 explosion, little, if any, signs of nuclear fuel appear in the containment vessel. A serious meltdown is underway.

“The researchers say further analyses are needed to determine whether molten fuel penetrated the reactor and fell down,” Ibid. In short, researchers do not yet know if the molten hot stuff has penetrated the steel/concrete base beyond the containment vessel, thus entering Mother Earth.

The Nagoya University research team, in coordination with Toshiba Corporation, reported their findings at a meeting of the Physical Society of Japan on Sept. 26th.

Categorically, “Long-lived radionuclides such as Cesium-137 are something new to us as a species. They did not exist on Earth in any appreciable quantities during the entire evolution of complex life. Although they are invisible to our senses they are millions of times more poisonous than most of the common poisons we are familiar with. They cause cancer, leukemia, genetic mutations, birth defects, malformations, and abortions at concentrations almost below human recognition and comprehension. Still, a true understanding of the dangers of the Fukushima disaster may never be fully known by the general public because of difficulties accessing solid information. Indeed, the Japanese government has made it nearly impossible to obtain information which is not indiscriminately labeled “secret,” and a journalist may face up to 10 years in prison based upon which side of the bed a government employee gets up on any given morning; it’s absolutely true!

The independent organization Reporters without Borders has downgraded Japan in its World Press Freedom Index from 22nd place in 2012, to 53rd in 2013 and to 59th in 2014, following the enactment of the state secrets bill.

Meanwhile, there is another angle to the nuclear issue. On the opposite side of the anti-nuke crowd it is instructive to note that a sizeable pro-nuke coterie claim nuclear power is safe and also claim that few, if any, serious human health problems have arisen, or will arise, from radiation exposure. In fact, some nuke addicts even claim a “little radiation exposure” is good.

That, however, has been debunked via a recent (July 2015) landmark study concluded by an international consortium under the umbrella of the International Agency for Research on Cancer / Lyon, France where a long-term study for low radiation impact was conducted on 300,000 nuclear-industry workers. The study proves, beyond a doubt, there is “no threshold dose below which radiation is harmless.” Any amount is harmful, period.[…]

Documents Detail How Nuclear Material Was Handled at San Onofre Nuclear Generating Station via NBCSanDiego

Expert tells NBC 7 Investigates handling of nuclear material was “sloppy”

Documents newly obtained by NBC 7 Investigates during secret talks about the condition of the land where the San Onofre Nuclear Generating Station (SONGS) sits detail how nuclear material was handled at the plant since the 1980s.

The documents were released to individuals involved with the secret negotiations about the current condition and future handling of the 25-acre property. According to a source familiar with the negotiations, the secret meetings have been going on for about 20 months and involve all the players with a stake in the prime coastal property.

Those players include the U.S. Navy, which owns the property; the U.S. Marines, whose base surrounds the property; and Southern California Edison (SCE) and San Diego Gas and Electric (SDG&E), both of which hold the lease to the property.

According to the documents, plant employees told an Nuclear Regulatory Commission (NRC) inspector that they felt the waste monitor tanks inside of an auxiliary building were probably the source of radiation found on the beach. However, the inspector focused on a concrete block cubicle near the building which employees said contained “fairly high levels of radioactive waste.”

The radiation levels around the concrete cubicle were so elevated “the inspector did not perform a survey inside,” according to the documents.

The report says it was determined the cubicle was “responsible for most of the radiation measured on the beach.” The leak problem was resolved by placing a 3/8-inch sheet of lead on the roof of the structure, the documents state.

The other document NBC 7 Investigates received is dated April 10, 2014. It is a historical assessment called “Radiological events at the Mesa.”

In the documents, NBC 7 Investigates did find examples of an NRC inspector alerting SCE to a safety issue. One happened during the inspection done in January 1981, according to the documents.

The report describes how an inspector alerted SCE that one of their security guards trailers had elevated radiation readings. According to the documents, a contaminated steam generator taken from the reactor exposed the workers for 10 days.

It also says initially the plant personnel did nothing until the inspector reminded them of the “unnecessary exposure being received” by occupants of the trailer.

200カイリ内で放出か 米空母 放射性物質 via 神奈川新聞

米海軍横須賀基地(横須賀市)に5月まで配備されていた原子力空母ジョージ・ワシントン(GW)が、2011年3〜4月に航海中の排他的経済水域(EEZ、沿岸から200カイリ)内で艦内から放射性物質を放出していた可能性があることが28日、分かった。同市の市民団体「原子力空母の横須賀母港問題を考える市民の会」が米情報公開制度を通じ入手した資料で明らかになった。

日誌を基に専門的な記載の解読などを行ったところ、同空母は同年4月8日、四国沖で原子炉起動時のオーバーフローでタンクにたまった放射性物質を含んだ原子炉の1次冷却水をポンプ排出作業で艦外の海に放出した、と判明した。放出位置は日本の陸地から225カイリなどと記されていたが、同会の呉東正彦弁護士は「本州からは225カイリだが、無人島の鳥島(東京都)からはかると189カイリ。つまり200カイリ以内になる」と指摘。排出作業は4回行われた。

米軍の原子力軍艦の安全性に関するファクトシートでは、原子力艦船からの液体廃棄物を日本の標準、国際標準に適合するよう厳格に管理している、としている。ただ、沖合12カイリ内においては1次冷却水を含む液体放射性物質を排出することを禁じている一報で、12カイリ以遠の外洋では否定していない。さらにロンドン条約などでは放射性廃棄物の海洋投棄を禁止しているが、米海軍軍艦で発生したものは同条約の対象外になっている。

また、航海中に2基の原子炉が稼働中に時間をずらして1基ずつ人為的な緊急停止を行い、直後に短時間で再起動、急速出力から臨界を経て通常稼働に戻すといった訓練を行っていたことも判明。呉東弁護士は「例えば商業用の原発の場合、臨界まで1〜2日かける。原子炉の出力の急上昇、急降下は原子炉にダメージを与え、危険だ。何のための訓練か」と首をかしげる。
