ベルギーのドエル原発で１１月１日にかけての深夜、火災が発生した。ベルギーの電力会社Electrobelが発表した。

Electrobelによると、負傷者、また放射能汚染の危険性はないという。

日本で核兵器廃絶を目指すパグウォッシュ会議開幕 via Sputnik

長崎で１日、核兵器やその他の大量破壊兵器の廃絶を訴える科学者たちによるパグウォッシュ会議が開幕した。

米国が原爆を投下してから７０年となる今年の会議には、世界中から科学者たちが参加している。パグウォッシュ会議が日本で開かれるのは３回目で、長崎で開催されるのは今回が初めて。これまでの２回は、広島で開かれた。

第６１回目となる今回の会議は１１月５日まで開かれ、ロシアを含む４０カ国から２００人以上の科学者たちが参加する。会議には、イランのサレヒ副大統領兼原子力庁長官も出席する予定だという。

科学者たちは、核兵器が人間の日常生活に与える影響や、核兵器廃絶への道、また原子力の平和利用のリスクなどについて話し合う。

Explosion Hits Belgian Nuclear Power Station via Sputnik

The source said there was no threat of radioactive contamination following the explosion.

An explosion hit the Doel nuclear power station in northern Belgium on Sunday, a spokesperson of Electrabel energy corporation that operates Doel said, adding the personnel were not injured.

The exact damage from the incident is still unknown, Els De Clercq claims.

Doel Nuclear Power Station is located five kilometers south of the Dutch border with Belgium.Nine million people live within a 75-kilometer radius of the plant, making it the most densely populated area to house a nuclear reactor in all of Europe, according to a 2011 analysis by science journal Nature and Columbia University in New York.

伊方原発：「再稼働反対」　脱原発団体メンバーら、運動を話し合う　八幡浜　／愛媛　via 毎日新聞

再稼働阻止全国ネットワーク全国相談会・交流会が３１日、八幡浜市松蔭地区公民館であった。全国各地の脱原発団体メンバーら約１１０人が参加し、運動の進め方を話し合った。

「ＳＴＯＰ！伊方原発・南予連絡会」の八木健彦事務局長は、南予各地での映画上映や四国電力への抗議デモなど、伊方原発３号機の再稼働に反対してきたこれまでの活動を報告。既に中村時広知事が再稼働同意を表明したが、「地元同意を巡る戦いは終わっていない」と強調した。

「川内の家」の岩下雅裕さんは、再稼働した九州電力川内原発１、２号機（鹿児島県薩摩川内市）での取り組みについて、「必死で頑張ったが２連敗。伊方にバトンタッチしたい」と期待を示した。

仮置き場の１つを地権者に返還へ 福島・南相馬via NHK

東京電力福島第一原子力発電所の事故に伴う除染で出た廃棄物を一時的に保管している「仮置き場」の１つで、福島県南相馬市が廃棄物の保管を続けられず地権者の住民への土地の返還を決めたことが分かりました。廃棄物を運び込む「中間貯蔵施設」建設のめどが立たないなかで処理の難しさが浮き彫りになっています。
返還が決まったのは、南相馬市原町区の馬場地区にある仮置き場です。この仮置き場は、市が２年前に住民から借りて整備し、除染で出た廃棄物およそ６万５０００立方メートルを一時的に保管していますが、来年３月に借地の契約期限を迎えることや当初から水田を整備する計画があったことなどから、保管を続けられなくなっていました。市が廃棄物を別の場所に移せないか調整した結果、市内の小高区にある土地に移転することで同意が得られ、仮置き場の住民への返還を決めたことが市の関係者への取材で分かりました。

福島県には１０００か所以上の仮置き場がありますが、廃棄物を運び込む「中間貯蔵施設」建設のめどは立っておらず、廃棄物の保管は長期化しています。こうしたなか、各地で借地契約の延長が行われてきましたが、福島県によりますと仮置き場が返還されるのは初めてで、除染廃棄物の処理の難しさが浮き彫りになっています。

福島第一の視察は慎重　泉田知事via 新潟日報

　爆発事故を起こした東京電力福島第１原発の視察について、泉田裕彦知事は30日の記者会見で「１日で８ミリシーベルト被ばくする。チェルノブイリ（原発）に行っても千分の１だ。漠然と見に行くのがいいのかどうか」などと述べ、慎重な姿勢を示した。

　泉田知事は19、20の両日にウクライナのチェルノブイリ原発を視察し、その際、県議会から「福島第１原発に行かないで、なぜ先にチェルノブイリなのか」といった疑問の声が上がっていた。

　さらに福島事故の収束作業で15・７ミリシーベルトの被ばくをした後に白血病を発症した男性が労災認定された事例を挙げ、「リスクをどう考えるのか。さまざまな要素を含めて判断が必要だ」と話した。

‘Nuclear suppliers may admit India’ via The Hindu

The Nuclear Suppliers Group (NSG) will begin consultations on India’s membership to the elite group of nuclear export next month, says NSG Chairperson Rafael Grossi.

India’s push for the NSG membership in the next year is likely to be complemented by its application to other nuclear and missile control regimes like MTCR, Wassenaar and Australian groups, and will get a boost from the completion of the India-Australian civil nuclear agreement likely to be announced in the next few months, with the possibility of the India-Japan civil nuclear deal also making progress.

However, Mr. Grossi’s reference to a general solution, rather than an “India-specific” one, is likely to raise alarm in New Delhi, as he accepted that this could also apply to countries like Pakistan. In response to a specific question, he said: “[On] other non-NPT countries [like Pakistan and Israel], I would say that we need to find a formula that is applicable to all. It would not be sustainable for us to go for a tailor-made solution that is India-specific.”

Mr. Grossi, who was previously the Chief of Staff at the Organisation for the Prohibition of Chemical Weapons (OPCW), referred to the Chemical Weapons Convention, which accepted nearly all countries (all but four are signatories) regardless of their past violations, as a possible example.

Significantly, he denied reports that China had “blocked” India’s bid for NSG membership. “I don’t think there is a single member of the NSG that is against India. Most, if not all of them, have excellent relations with India,” he said. “No one has blocked anything.”

The NSG works by consensus, which means that there are no votes, but all members have to agree to a proposal. In June this year, China backed Pakistan’s bid for NSG membership, but added that signing the NPT was still a requirement for all members, leading to speculation that China might insist on both India and Pakistan being given membership at the same time, despite Pakistan’s record of unauthorised supplies to Iran and North Korea.

Seven locations make nuclear waste dump shortlist via The Sydney Morning Herald

Resources Minister Josh Frydenberg is poised to release a shortlist of sites that could play host to a permanent nuclear waste storage facility in Australia.

The facility will store low and intermediate-level radioactive waste from Lucas Heights and Australian-produced waste that had been sent to France, the United States and Britain between 1996 and 2009, which is to be returned under an international agreement.
An interim facility has been constructed at Lucas Heights to hold waste being sent back to Australia. A general purpose cargo ship called the BBC Shanghai is currently en route to Port Kembla from the French port of Cherbourg carrying 25 tonnes of waste and is due to arrive at the end of the month. The waste aboard that ship will then be driven to the Lucas Heights facility.
Prime Minister Malcolm Turnbull went further on Wednesday, suggesting that many Australians had a “perfectly reasonable” view that said “we have got the uranium, we mine it, why don’t we process it, turn it into the fuel rods, lease it to people overseas, when they are done, we bring them back and we have got stable, very stable geology in remote locations and a stable political environment”.
“That is a business that you could well imagine here.”

Deadly 9.4 sieverts detected outside Fukushima reactor 2 containment vessel; checks stop via The Japan Times

Tokyo Electric Power Co. said Thursday that radiation levels of up to 9.4 sieverts per hour have been detected outside a reactor containment vessel at the meltdown-hit Fukushima No. 1 nuclear power plant.

People exposed to the maximum radiation dose for some 45 minutes will die. Tepco expects decontamination work to take at least one month.

Sept. 4-25 checks found the extremely high radiation levels at a cell that accommodates a pipe connected to the containment vessel of reactor 2 at the plant, which was devastated by the March 2011 earthquake and tsunami, Tepco said.

The highest contamination was detected on the floor. Details behind the situation are unknown, according to the company.

Extremely high radiation levels and the inability to grasp the details about melted nuclear fuel make it impossible for the utility to chart the course of its planned decommissioning of the reactors at the plant.
