メルトダウンから5年。廃炉作業が続けられている東京電力福島第一原子力発電所は、刻々と姿を変えている。

1. 江戸城ぐらい広い構内。放射線量が1500倍違う場所も

福島第一原発は広い。敷地面積は350万平方キロメートルと、江戸城内郭に迫る。水素爆発を起こした1号機から、構内の入帯域管理区域付近までの距離は約1キロ。大手門から半蔵門までの距離に相当する。

構内は場所によって放射線量が大きく異なる。入帯域管理区域付近では毎時0.706マイクロシーベルト(μSv)なのに対し、3号機付近の屋外では毎時1500μSv。約1500倍の差になる。(いずれも2016年2月10日午後5時)

事故直後は、敷地境界付近で毎時1015.1μSv(2011年3月12日午後3時29分)、3号機建屋付近で毎時13万μSv(2011年3月23日)だった。

5. 核燃料はないのに…4号機が解体できない理由

原子炉建屋付近では依然、防護服や全面マスクなどが必要だ。メルトダウンを起こした1〜3号機には、溶け落ちた燃料(デブリ)が現在も残っており、ロボットによる建屋内部の調査が続いている。格納容器を水で満たして上からデブリを取り出す方法などが考えられており、2018年度に方針が決まる予定だ

一方、定期点検中で燃料が装填されていなかった4号機は、2014年12月に核燃料プールから使用済み燃料の取り出しが完了した。しかし、解体した原子炉建屋のゴミをどう処分するか決まっておらず、解体できない。

原発事故は「運命」…元原子力安全委トップが笑顔で大放言 via 日刊ゲンダイ

震災発生時の原子力安全委員会トップが大放言だ。8日放送の「みんなのニュース」(フジテレビ系)で、班目春樹・元原子力安全委員長が原発事故を笑いながら「天罰」「運命」と表現するシーンが放送された。

班目氏が出演したのは、シリーズ特集「震災から5年 あの日から今へ」。3回目となる8日は、VTRに登場した班目氏が番組司会の伊藤利尋アナウンサー(43)に対し、福島第1原発事故の対応と問題点を振り返る内容だった。

インタビューで班目氏は、当時の菅直人首相(69)から「水素爆発はあるのか?」と尋ねられたことを明かし、格納容器の中に酸素はないため爆発はしない、と回答したと説明。しかし、その数時間後に1号機建屋で水素爆発が発生した。

その後の事故対応について、「あんな人(菅首相)を総理にしたから天罰が当たったんじゃないかって、このごろ運命論を考えるようになっちゃってますよ」と 笑いながら回答。伊藤アナから「唯一の専門家として、もうちょっと(何とか)できなかったか」と尋ねられても、「あの時、(専門家は)ずっと私1人だけ だった」「原子力保安院が図面を持ってこなかった」などと、終始のらりくらりと答えていた。

Half-Built Nuclear Fuel Plant in South Carolina Faces Test on Its Future via The New York Times

WASHINGTON — Time may finally be running out on the Mixed Oxide Fuel Fabrication Facility, a multibillion-dollar, over-budget federal project that has been hard to kill.

The Energy Department has already spent about $4.5 billion on the half-built plant near Aiken, S.C., designed to make commercial reactor fuel out of plutonium from nuclear bombs. New estimates place the ultimate cost of the facility at between $9.4 billion and $21 billion, and the outlay for the overall program, including related costs, could go as high as $30 billion.

Officials warn that the delays in the so-called MOX program are so bad that the plant may not be ready to turn the first warhead into fuel until 2040.

So in the budget that the Obama administration will present on Tuesday, the Energy Department proposes abandoning it. Energy officials want to spend only the money necessary to wind down the MOX program while the government shifts to a different method of disposing of the plutonium.

But what is a white elephant to the administration is a source of 1,700 construction jobs to state officials and members of the South Carolina congressional delegation, who have vowed to stop the move. “Here we are, halfway through this damn thing being built, and they say, ‘We don’t want to do this now,’ ” said Senator Lindsey Graham, Republican of South Carolina, speaking for those officials.
The struggle is a case study in the difficulty of cutting unnecessary or wasteful federal programs, with the added twist that proponents of keeping the plant include some of the Republican Party’s most determined opponents of government spending, like Representative Joe Wilson, a South Carolina Republican whose district includes Aiken.

“The administration must complete construction of MOX — the only viable method at this time of disposing of the plutonium,” Mr. Wilson said in a statement.

Fukushima ‘Decontamination Troops’ Often Exploited, Shunned via abc news

The ashes of half a dozen unidentified laborers ended up at a Buddhist temple in this town just north of the crippled Fukushima nuclear plant. Some of the dead men had no papers, others left no emergency contacts. Their names could not be confirmed and no family members had been tracked down to claim their remains.

They were simply labeled “decontamination troops” — unknown soldiers in Japan’s massive cleanup campaign to make Fukushima livable again five years after radiation poisoned the fertile countryside.

The men were among the 26,000 workers — many in their 50s and 60s from the margins of society with no special skills or close family ties — tasked with removing the contaminated topsoil and stuffing it into tens of thousands of black bags lining the fields and roads. They wipe off roofs, clean out gutters and chop down trees in a seemingly endless routine.

Coming from across Japan to do a dirty, risky and undesirable job, the workers make up the very bottom of the nation’s murky, caste-like subcontractor system long criticized for labor violations. Vulnerable to exploitation and shunned by local residents, they typically work on three-to-six-month contracts with little or no benefits, living in makeshift company barracks. And the government is not even making sure that their radiation levels are individually tested.

Most workers keep their mouths shut for fear of losing their jobs. One laborer in a gray jacket and baggy pants, carrying cans of beer on his way home, said he was instructed never to talk to reporters.

A 62-year-old seasonal worker, Munenori Kagaya, said he had trouble finding jobs after he and his fellow workers fought for and won unpaid daily “danger” allowance of 10,000 yen ($88) for work in Tamura city in 2012.

Officials keep close tabs on journalists. Minutes after chatting with some workers in Minamisoma, Associated Press journalists received a call from a city official warning them not to talk to decontamination crews.

Beyond the work’s arduous nature, the men also face radiation exposure risks. Inhaling radioactive particles could trigger lung cancer, said Junji Kato, a doctor who provides health checks for some workers.

Although most laborers working in residential areas use protective gear properly, others in remote areas are not monitored closely, according to workers and Nakamura, the leader of the radiation workers support group. Many are not given compulsory training or education about dealing with radiation, he said.

Miami’s oceanfront nuclear power plant is leaking via Fusion

The University of Miami has found that the Turkey Point Nuclear Power Plant, located just south of Miami, has caused levels of tritium, a radioactive isotope, in Biscayne Bay to spike to 200-times higher than normal levels.

“This is one of several things we were very worried about,” South Miami Mayor Philip Stoddard, who is also a biological sciences professor at Florida International University, told the Miami New Times. “You would have to work hard to find a worse place to put a nuclear plant, right between two national parks and subject to hurricanes and storm surge.”

Turkey Point came online in the early 1970s; it supplies power to more than one million homes in South Florida. The new study blames the leaks on the reactor’s cooling canals, which were recently found to have caused a massive underground saltwater plume to migrate west, threatening a wellfield that supplies drinking water to the Florida Keys.

Critics alleged the canals began running too hot and salty after Florida Power and Light (FPL), which operates the plant, overhauled two reactors to produce more power, the Miami Herald reports. A judge already recently found that FPL had failed to prevent hundreds of thousands of gallons of wastewater from seeping into the bay.

Mayor Stoddard argues the new study might point to violations of the federal Clean Water Act, and says only two solutions are viable: Building new cooling towers to replace the canals or shutting down the plant, the New Times reports.

Turkey Point is not the sole leaky plant in America. Last month, New York Gov. Andrew Cuomo acknowledged that the state’s Indian Point Nuclear facility was leaking tritium into groundwater. Meanwhile, The Vermont Department of Health has noted ongoing investigations into leaks at Vermont Yankee since 2010, while New York’s FitzPatrick Planthas been “plagued by water leaks” in 2014, Gizmodo notes.

「プルトニウムは人類の問題」 米NGO関係者ら講演 via 朝日新聞

原発の再稼働やプルトニウムとウランの混合酸化物(MOX)燃料を使う「プルサーマル発電」について考える講演会が8日夜、東京の衆院第2議員会館で開かれた。米国のNGO「原子力資料情報サービス」のメアリー・オルソンさん、前広島平和文化センター理事長のスティーブン・リーパーさんらが参加した。

オルソンさんは10万人の原爆被爆者を追跡した米国の調査を踏まえ、5歳以下で被曝(ひばく)した人ほど発がんリスクは高まり、男性より女性のリスクが高いと指摘。MOX燃料の原発事故が起きると、リスクは2倍になるとした研究も紹介した。そのうえで「プルトニウムを人類の問題として考えたい」と述べた。

リーパーさんは原発事故から間もなく5年になる福島での経験から「かつて原発を軽視していたことが恥ずかしい」とし、「原発は国をなくしてしまう恐れがある。なぜ、こんなリスクを人類は負わなければならないのか」と語った。

福島の小児甲状腺がん、家族会発足へ 医療改善など要望 via 朝日新聞

東京電力福島第一原発事故後に福島県が行っている健康影響調査で小児甲状腺がんと診断された患者の5家族7人が12日、「311・甲状腺がん家族の会」を結成する。突然のがん宣告で不安や孤立に苦しむ家族が交流して情報を共有し、予後の生活や医療の改善を行政に求めていくという。

会を結成するのは、甲状腺の切除手術を受け、がんが確定した5人の子どもの親や親族。県が有識者で組織する検討委員会は、これまでに発見された甲状腺がんについて「放射線の影響は考えにくい」としている。しかし、家族の会の親たちは検討委の見解に不安などを感じており、情報共有を進めていくという。

「福島県産ためらう」依然15% 食品調査 via 毎日新聞

消費者庁、放射性物質の風評被害に関する意識調査

 消費者庁は10日、東京電力福島第1原発事故による放射性物質の風評被害に関する今年2月の意識調査結果を発表した。放射性物質を理由に福島県産の食品 購入をためらう消費者は15.7%で、昨年8月の前回調査を1.5ポイント下回った。減少傾向だが、「ためらう人」は依然として1割を超えている状況が浮 かんだ。

福島県によると、昨年4月から先月までに、県産の農林水産物計490品目について2万2514件の放射線モニタリング検査を実施。99.9%の2万2496件は基準値以下で、基準値を超えたのは山菜・キノコ類など18件のみだった。

 同庁の調査は2013年2月から半年ごとに被災地と被災地産品の主な消費地の計11都府県を対象にインターネット上で実施。2月は5176人が回答した。

 調査結果によると放射性物質を理由に「福島県産の食品購入をためらう人」は初回調査が19.4%。その後減少傾向だったが、同原発を訪れた主人公が鼻血を出す場面を描いた漫画が議論を呼んだ後の14年8月調査で19.6%と最高に。その後は再び減少していた。

 一方、食品中の放射性物質の検査について「検査が行われていることを知らない」と答えた人は今回調査で、全体の36.7%と過去最高だった。

甲状腺がんの超音波スクリーニング検査が明かした被ばくの真実とは?

2015年秋、岡山大学大学院の津田敏秀教授(生命環境学・環境疫学)らの研究グループは、福島県が2011年10月から実施している甲状腺がん の超音波スクリーニング検査のデータを分析。論文を国際環境疫学会の医学雑誌『Epidemiology』(インターネット版)に発表した。

昨年10月8日、津田教授は、都内の日本外国特派員協会で記者会見し、次のように強く訴えた。

「2011年3月の東京電力福島第一原発事故による放射性物質の大量放出の影響によって、福島県の青少年の甲状腺がんが多発している。その発症率は全国平均のおよそ20~50倍に達する」

「1986年にソ連(現・ウクライナ)で起きたチェルノブイリ原発事故で4年以内に判明した14歳以下の甲状腺がんの多発と同様の現象が起きている。チェルノブイリと同じように被ばく5年目以降の多発は避けがたい。早急に対策を講じるべきだ」

福島県が行なってきた甲状腺がんの超音波スクリーニング検査(先行検査)は、事故当時18歳未満だった福島県民約38万5000人を対象に段階的 に実施された。このうち、2011~2013年度に検査を受けた30万476人の甲状腺がん発症率は100万人当たりおよそ3人だった。

この発症率を全国のほぼ同年齢の青少年の発症率と比較したところ、福島市と郡山市で約50倍、いわき市で約40倍、福島原発周辺地域で約20〜 30倍だった。さらに、この発症率を1975~2008年に国立がんセンタ−が調べた全国の年間発生率と比較しても、約12〜50倍の高率だった。

昨年8月31日、福島県の「県民健康調査」検討委員会は、事故当時18歳未満だった104人が甲状腺がんを発症していると発表したが、スクリーニング検査による精度の向上や治療が不要な過剰な陽性診断を理由に、発症と原発事故の因果関係を否定している。

これに対して、津田教授は「精度向上や過剰診断は2~3倍あるいは6~7倍程度なので、1桁の上昇しか説明できない。全国平均の12~50倍もの高い発症率は、統計学的な誤差の範囲をはるかに超えている」と国や福島県の主張を批判している。

昨年11月、国立がん研究センターが行なった疫学分析によれば、東京電力福島第一発電所の原発事故後と事故前の10年間の発症率を比較すると、18歳以下の男子で90倍、女子で50倍の甲状腺がんの発症またはその疑いが発生していたことが分かった。

2011年10月~2015年4月に実施した先行検査(1巡目の検査)の確定結果によると、30万476人のうち悪性またはその疑いがある人は113人、手術した人は99人(乳頭がん95人、低分化がん3人、良性結節1人)だった。

特に低分化がんは乳頭がんや濾胞がんよりも進行が早く、悪性度も高い。WHO分類で発生率0.8%の稀ながんのため、3人の発症率は平均値よりも約4倍もの高率になる。

また、2014年度から実施した本格検査(2巡目の検査)の第4回結果報告によると、15万3677人のうち悪性またはその疑いがある人は25人(男11人、女14人)。25人のうちの6人が乳頭がんで手術を受けた。

なお、23人は1巡目の先行検査で異常がないA1またはA2判定であったことから、この2~3年間で識別できるレベルのがんに進行したことになる。

一般的に甲状腺がんの罹患率は年齢差があり、成人に多く青少年に少ない。また、青少年の乳頭がんは、生命予後は良いが、成人よりもリンパ節転移や遠隔転移の頻度が高い。手術を受けた99人のうち72人(73%)がリンパ節に転移していた。

国際環境疫学会が健康影響についての解明を求める書簡を送付

2016年3月7日、毎日新聞の報道によれば、約60カ国の研究者が参加する国際環境疫学会(フランシン・レイデン会長)は、東京電力福島第一原発事故による健康影響についての解明を求める書簡を国と福島県に送った。

書簡は、津田教授の「甲状腺がん患者発生率は全国平均の12~50倍」と結論づけた論文に触れ、「論文には国内外から8通の批判が寄せられたが、津田氏は反論文を公表している。論文は従来の推定よりはるかにリスクが高いことを示唆する科学的証拠だ」と評価した。
