東京電力福島第１原発の廃炉作業で外国人が違法な偽装請負を疑わせる形で働いていた問題を巡り、「問題は確認していない」という東電の主張の根拠となっている全作業員へのアンケートで昨年、偽装請負が疑われる回答が４６５人から寄せられていた。東電はこのうち雇用先が確認できた１１８人を、元請け業者を通じて調べたとして「全て適切な就労形態」と認定していた。これに対し、回答したことのある日本人の元作業員は「本当のことは書けない」と証言。偽装請負を認める下請け業者もいる。【関谷俊介、酒造唯】

　直近に公表された１５年８～１０月実施のアンケートには、全作業員の８６・４％（６５２７人）が回答を寄せた。大部分は日本人とみられる。この中で職場の責任者などを除く作業員３２６８人のうち４６５人（１４・２％）が「作業を指示する会社と賃金を払う会社が違う」と回答した。このうち１１８人について東電は元請け業者に調査を頼み、その報告をもとに適切としていた。

　雇用契約や業務請負契約を結ぶ相手とは異なる会社から作業の指示を受けるのは、安全管理責任をあいまいにする偽装請負として職業安定法などが禁じている。１４年に第１原発で働いた日系ブラジル人ら７人は下請け会社の指示を受けていたが、実際には業務請負契約を結んだ個人事業主だった。

　東電のアンケートについて、１４～１５年に汚染水貯蔵タンク建設を請け負った２次下請け会社の元日本人男性社員が、７人の問題発覚を受けて毎日新聞に情報を寄せた。男性は「自分も回答した」と証言。答えた用紙を自分で封筒に入れ、封はせず１次下請けの会社に渡した。最後は元請け会社が集め東電に渡すという。「無記名だが筆跡で誰の回答か分かってしまう。実際は熱中症で何人も倒れる過酷な状況で作業させられたが、それを書けなかった。こんなやり方では現場の実態はつかめない」と語った。

東京電力は２２日、福島県沖を震源とする地震と津波の影響を調査した結果、福島第１原発港湾内で放射性物質が拡散するのを抑止するために設置したフェンス２カ所で損傷が見つかったと発表した。津波の影響と考えられ、復旧作業を実施するという。

UPDATE: The cooling system at the Fukushima nuclear plant is back online.

Earlier this morning, officials were “trying to establish what’s gone wrong” at the Fukushima nuclear plant.

A 7.3 magnitude earthquake struck 67km off the coast of Japan this morning, and tsunamis have been recorded hitting the east coast.

Officials at the plant originally said they had noted no irregularities with the plant, but at 9.15am AEDT, news came through that the plant’s water cooling system “appears to have stopped”, although the operator of the plant said there was no immediate danger.

At 10.05am AEDT, NHK confirmed the cooling equipment for the spent nuclear fuel pool in the reactor number three of Tepco’s Fukushima number two power plant wasn’t working.

An official spokesperson from operator Tepco says the earthquake “shook” water in the cooling tanks temporarily, leading to a decline in levels.

That triggered a warning and the plant’s cooling systems stopped, possibly as a precaution to stop them in turn overheating.

The cooling pumps have now resumed and the water in the towers is cooling again.

In the two hours the pumps were off, the spent rods heated the water from 27.7C at 6.10am to 29.5C. However, officials say that was “within safe range” and the water would have to heat for a week to reach a dangerous level.

福島第二原発３号機では、使用済み燃料を冷却するための水を循環させるポンプが停止しましたが、原子力規制庁によりますと、これまでのところ異常はみつからず、東京電力は、午前７時４７分にポンプを再び起動させ、冷却を再開したということです。

[続報]福島第二原発３号機 使用済み核燃料プールの冷却装置停止 via NHKニュース

原子力規制庁によりますと、福島第二原子力発電所の３号機の使用済み核燃料プールの冷却装置が停止し、核燃料を冷やす水の循環ができていない状態だということです。ただし、現在プールの中にある水で核燃料の冷却はできているほか、核燃料の発熱量が少ないことから、このまま循環ができない状態が続いても、当面は直ちに危険な状態に陥ることは考えにくいとしています。

東京電力によりますと福島第二原発３号機の使用済み燃料プールでは冷却用のポンプが停止しているということです。午前６時すぎの燃料プールの水温は２８度７分で、１時間に０度２分ずつ上がっていくと予想され、運転上の制限の値としている６５度には１週間程度で達する見込みだということです。

　東京電力福島第１原発事故に伴い、放射性物質で汚染された廃棄物の処理を巡り、村井知事は国の基準（１キログラム当たり８０００ベクレル）を下回る県内の廃棄物約３万６０００トンについて、県内の自治体が所有する焼却施設で一斉処理する方針を市町村に提案した。

基準以下の廃棄物は市町村が処理を担うことになっているが、焼却灰処理や住民理解への懸念から多くの市町村が二の足を踏む。知事は「全員一緒に踏み出すか、立ち止まるかだ。ごね得は許されない」と全体責任を強調。協力を拒む動きをけん制し、手詰まり状態の打開を目指す。

脳転移がある231人で検証

がんの脳転移の治療法に放射線療法があります。効果はあるとされる一方で、認知機能などに影響が出ることもあります。ある場合について、放射線療法を追加しても生存期間は変わらず、認知機能の低下があったことが報告されました。

脳転移の放射線治療の方法の研究

アメリカとカナダの研究班が、がんの脳転移に対する放射線治療についての研究結果を、医学誌『JAMA』に報告しました。

この研究では、脳に1個から3個の転移があるがん患者が対象とされました。

放射線療法として、定位放射線照射と全脳照射を組み合わせることの影響が検討されました。

全脳照射を加えても生存期間は変わらず、認知機能の低下が増えた

次の結果が得られました。

3か月時点で、認知機能の低下は定位放射線照射と全脳照射を組み合わせたとき（患者48人中44人、91.7%）よりも定位放射線照射のみのほうが少なかった（患者63人中40人、63.5%、差-28.2%、90%信頼区間-41.9%から-14.4%、P<0.001）。

全生存期間の中央値は定位放射線照射のみで10.4か月、定位放射線照射と全脳照射の組み合わせで7.4か月だった（ハザード比1.02、95%信頼区間0.75-1.38、P=0.92）。

全脳照射を加えたグループのほうが、治療開始から3か月後に認知機能の低下が見られた人の割合が高くなりました。

生存期間には統計的に違いが見られませんでした。

研究班は「全生存期間に差がないことをふまえると、この結果から、1個から3個の脳転移がありラジオサージャリーの適応がある患者に対しては定位放射線照射のみが望ましい戦略であることが示唆される」と結論しています。

OKUMA, Fukushima Prefecture–It was no ordinary outing for the 13 students from Fukushima High School.

The teenagers toured the site of the crippled Fukushima No. 1 nuclear power plant by bus on Nov. 18 to get a firsthand look at work to decommission the reactors following the triple meltdown in 2011.

It was the first tour by youngsters since the disaster as plant operator Tokyo Electric Power Co. had deemed the radiation risk was too high.

Through bus windows, the students observed the damaged reactor buildings, rows of storage tanks holding contaminated water and other facilities on the sprawling nuclear complex.

“The tour made me realize that we should arm ourselves with accurate information if we want to change people’s perceptions of Fukushima as a scary place,” said Keika Kobiyama, a first-year student in the group. “For starters, I want to tell my fellow high school students ‘We went to the plant to see for ourselves what was going on there.’”

The students were each given a dosimeter as they boarded the bus for the two-hour tour. The trip was held after their parents agreed to the visit.

The students themselves had been releasing updates on the disaster for Japanese and foreign audiences by monitoring radiation levels in the prefecture and studying the decommissioning process.

The boy, who evacuated from Fukushima following the March 2011 earthquake and tsunami, has released a statement describing how he was bullied by other students at an elementary school in Yokohama. He pledged to live on despite describing the bullying as “painful” and asked those undergoing similar ordeals to stay strong.

“I wished to die many times. But I’ve decided to live even if it is painful because so many people died in the earthquake and tsunami,” the boy said in the statement, which was released by his lawyer at a news conference on Tuesday.

“I was treated like a virus,” the statement said. “It was always hard to think I was treated that way because of radiation. I thought people from Fukushima are bullied.”

He was bullied continually at the Yokohama elementary school. Homeroom teachers urged his tormentors to stop each time, but the boy could not attend the school between June and October 2012.

After returning to the school, the boy fell prey to bullying again. It escalated, too, and the boy was the victim of violence.

When he became a fifth-grader in 2014, he was made to hand over money to pay for snacks and arcade games. He gave between ¥50,000 and ¥100,000 in cash he took from home to the bullies each time, for a total of some ¥1.5 million.

The boy was told, “You’ve been paid compensation money (over the nuclear accident), haven’t you?” according to the statement.

He began refusing to attend school again in May 2014 and graduated the following year without going back to the school.
