Paper claims no filtration needed at WIPP via Current-Argus

Researchers at the Carlsbad Environmental Monitoring & Research Center believe Waste Isolation Pilot Plant officials are being unnecessarily cautious by continuing to filter air leaving the underground.

A paper presented in March at the 2017 Waste Management Conference in Phoenix claims radiation levels in the air underground and air being ventilated out into the environment contain benign levels of radiation.

The solution presented by WIPP is a new, permanent ventilation system on the north end of the mine that will require the addition of a new shaft, expected to cost as much as half-a-billion dollars and be completed in 2021.

Should the HEPA filters be switched off, though, airflow would be restored to the original level of 425,000 cubic feet per minute.

The Department of Energy says it isn’t as easy as flipping a switch though.

“There’s a lot of things that have to be considered to make that decision,” said WIPP Deputy Recovery Project Manager Tammy Reynolds at a March 16 public meeting.

Reynolds said more radiation level data needs to be gathered from other points aside from inside the exhaust shaft where CEMRC measures.

“Right now in the underground, there’s data that we get that says we have to have people in respirators,” she said. “I don’t think we want to put our workers in a position where they come back with a positive bio-assay (test which measures concentration of radioactivity in the body).”

Rick Fuentes was one of the workers on site when the release occurred in 2014. Twenty-two workers tested positive for low levels of radiation that are not expected to adversely affect their long-term health after the release, according to the Department of Energy.

“Until we get out of Panel 7, we’ll continue to wear respirators and two sets of (protective suits),” Fuentes said. “The experts can say all they want but at the end of the day, it’s about how your workers feel.”

Fuentes said he did not believe the workforce at WIPP would feel safe entering contaminated areas without the protective measures.

In their official response to the paper, the Department of Energy said additional efforts also need to be made to mitigate contaminated areas in the underground before considering running in non-filtration mode.

Thakur said she hopes the site will switch to non-filtration mode and “lead the way” in showing that radiation is not inherently a bad thing.

After Fukushima, battling Tepco and leukemia via The Japan Times

The road to Fukushima for Masaru Ikeda began to unfold the day after the March 2011 disasters, when images from the tsunami-devastated Tohoku coast flooded the TV and internet. Among them was footage of bodies being laid out in a makeshift morgue, the feet and legs sticking out from beneath mud-encrusted blankets clearly belonging to children.

“It was overwhelming and I couldn’t help wondering how I’d feel if it was my kids lying there,” says Masaru, 42, who, after 10 months of cancer treatment, was discharged from his hospital cleanroom, the cancer having been found to be one step short of incurable. “I knew I had to to do something to help.”

Shortly after, his boss at the construction company where he worked told him about a Fukushima contractor who was looking for labor to assist with the ongoing battle to bring the devastated nuclear facility under control. Even though he had never set foot in a nuclear power plant before, Ikeda’s 15 years of experience as a welder would be invaluable.

“He asked if any of us were prepared to go up there, but nobody wanted to take the risk,” he says, adding that he, too, had initially hesitated. “I talked with colleagues and they said, ‘The workers at “1F” are like kamikaze pilots.’ … I still wanted to go, not for the sake of the country, but for the people of Tohoku.”

In late 2013, Ikeda returned home for rest and recuperation following a dispute with a subcontracting firm that was refusing to honor the daily ¥6,000 hazard allowance promised to workers — considerably less than the ¥19,000 pledged by Tokyo Electric Power Co. (Tepco) president Naomi Hirose a month earlier.

It was about this time that he started to feel unwell. He couldn’t shake off a dry cough and found himself tiring far more easily than usual. Twice he scraped the side of his car without even realizing it.

In early 2014 a local doctor diagnosed him with a cold, making the news of a far more life-threatening illness during a company-sanctioned periodic health check a week later all the harder to swallow.

Results from a subsequent spinal tap revealed that 80 percent of the white blood cells in his bone marrow were abnormal. The doctor told him if he had waited a couple more weeks, treatment would not have been an option.

Nevertheless, it was still touch and go, and fearing he might not have much longer to live, Ikeda ignored the doctor’s recommendation for immediate hospitalization, instead returning home to spend time with his children, who were then only 5, 7 and 9.

“It was only after I saw them through the glass of the cleanroom for the first time that I realized what a painful ordeal I had put them through,” says Ikeda. “I don’t regret going to Fukushima … but I do regret the distress I caused my family.”

For the time being, however, he felt fortunate and relieved. The health and labor ministry had recognized the illness as workplace-related, though it stopped short of stating it was directly tied to the 19.8 millisieverts of radioactivity he had been exposed to while working at nuclear plants.

Under health ministry guidelines, workers who are exposed to 5 mSv of radiation in a year can apply for compensation insurance payments. Ikeda did so successfully, meaning the government would help cover Ikeda’s medical costs and loss of income.

Shortly after, he was contacted by a friend still employed at the plant, who told him of a memo attached to a worker survey undertaken by plant operator Tepco.

“The memo told workers not to worry about the decision to recognize the connection between my leukemia and radiation — that it was bogus,” Ikeda recalls. “It was as though Tepco was trying to erase the recognition of my work-related illness, which by law was its responsibility.”

Until then Ikeda insists he had “no intention” of suing Tepco, but its attitude made him “feel sick to the bone.”

“I started to wonder what kind of people they are,” says Ikeda, who since his transfusions has suffered various ailments linked to the peripheral blood stem cell transplant he received for his acute myeloid leukemia (AML). “This is a company that for months denied the reactor meltdowns, and that caused the explosions by refusing to inject seawater (to cool the reactors) on the grounds it would render the reactors unusable. Then they turn a blind eye to a worker who helped clean up their mess. To them I was just another expendable laborer.”

Ikeda’s lawyer, Yuichi Kaido, concedes that it’s scientifically problematic to prove his client’s leukemia is tied to radiation, even though Ikeda’s illness has been officially declared as being linked to his work.

“More importantly, he has been exposed to a level of radiation clearly exceeding the standard set by the government, and incidences of leukemia (among the general public) are extremely low,” he says, referring to the leukemia incidence rate in Japan of 6.3 per 100,000 people, or 1.4 percent of 805,236 cancers diagnosed in 2010. “In this case, I think it has been proven that the probable cause (radiation) is clearly far beyond the 51 percent probability normally required in these kinds of civil cases.”

To assess Ikeda’s case, painstaking investigations into his medical and employment background were undertaken. Ikeda himself said he had often noticed what he believes were public security officials in black vehicles who he alleges would park near his home and tail him wherever he went, presumably checking on his lifestyle habits and the types of people with whom he kept company.

The outcome of the official investigation was that no other factors, such as viruses or other illnesses, could have caused his leukemia, according to Kaido.

政府は除染作業が進み、年間20ミリシーベルトを下回ったことから避難指示を解除した。国は避難指示を解除する基準を「被曝線量が年間20ミリシーベルト以下」としているが、これは原発事故などの緊急時の基準。しかし、原発事故から6年が経った今でもこの基準が使われている。普段の生活での被曝線量は世界平均で年間2.4ミリシーベルト(資源エネルギー庁調べ)だとされている。

 「最初は100ミリという人がいて、20ミリになって、チェルノブイリじゃ5ミリだったとかって。環境基準はそういうものじゃない。今の20ミリとかなんとかっていう議論は、ここらへんで議論を打ち切りにしたいということ。賠償打ち切りなんて言えない。地産地消の日本を取り戻すという責任感が全くない。放射線量だけで議論するからおかしくなる」とし、放射線量はあくまで避難指示を解除する際のひとつの要素であるべきとの意見を示した。

 さらに、そもそも政府が基準を決めて、避難指示を出したり、解除したりということが間違っているとし「私の肝臓を3分の1ほど妻に移植した時は、4回のCTスキャンで20ミリシーベルトほど放射線障害を受けたが、見返りがあるからこそやった。住民が主導権を握って『住みたいから住む』という選択を出来るようにして欲しい。政府と東電は、きちんと1ミリシーベルト以下にする責任を負っている」と語った。

国は、被災した沿岸部を廃炉研究やロボット開発などの集積で復興させる「イノベーション・コースト構想」を推進。自治体側も関連施設の誘致に躍起で、雇用創出による人口増を期待する。

 富岡町も、構想の拠点となる廃炉研究施設の誘致を要望。放射性物質を含んだ稲わらや焼却灰を町内で最終処分する国の計画を、2015年12月に受け入れるのと前後して建設が決まった。

 一方、富岡町に隣接する楢葉町。「ゴミ出しを指定日以外にしたり、分別しなかったりして、イノシシやカラスに荒らされる」と男性(79)は顔をしかめた。不満の先は、自宅近くにある宿舎に住む除染作業員らだ。

 同町は解除から1年半が過ぎ、廃炉や除染の作業員の流入が進む。帰還した町民は人口の11%にあたる818人(3月3日現在)にとどまるのに対し、作業員は約1500人。25カ所の民宿やプレハブ宿舎に滞在する。昨年8月には、除染作業員2人が自転車盗の容疑などで逮捕され、町は「帰還意欲が低下する」と環境省に抗議した。

 町は昨年、住民の不安解消に向け、作業員宿舎の建築主に計画書の提出を求め、何が建つのかを記した標識を予定地に立てるよう義務づける条例を施行。町民の求めに応じて、説明会を開くことも求めた。同様の条例は同町の南隣にある広野町でも施行されている。

 住民の帰還が富岡町より一足早く始まった楢葉町。担当者は「作業員も復興のためになくてはならない存在」と述べ、共生の方法を模索している。

日常の暮らしが消えてから6年余り。雲間から朝日が差した31日、避難指示が解除された福島県浪江町の中心街は、ひっそりと人の帰りを待っていた。

浪江町は1956年、四つの町村が合併して生まれた。事故当時は人口約2万人を擁する双葉郡最大の町だった。太平洋に面した請戸漁港に、阿武隈山地の高瀬川渓谷、ショッピングモールに繁華街。活気に満ちた町に原発はなかった。

それが、原発事故によって全町民が避難を余儀なくされた。沿岸部の漁村は津波で壊滅。町中心部の避難指示は解除されたが、町面積の8割は放射線量の高い帰還困難区域となり、この日の解除後も原則として立ち入れない。

「解除だなんて、信じられっか。がらがらだ」。解除前日の30日、目抜き通りの「新町通り」に立った岸さんが言った。

いま、通りに町民の姿はない。代わりに、「建物解体中」と書かれた青い旗が立つ。九州や四国の県外ナンバーを付けた大型ダンプカーが通りを行き交う。

JR常磐線の浪江駅は1日から運行が再開される。駅前から続く道には、地震で傷み、今にも崩れそうな商店が軒を連ねる。割れた窓、落ちた看板。6年間、時間が止まったままだ。

駅前には「飲み屋街」の看板を掲げるビルがあり、ラウンジやスナックなど16軒が店を構えていた。「この店でゴルフの打ち上げをやったな」「この店のうなぎがうまかったんだ」。岸さんが50年近く通った理容店は解体され、更地に雑草が生い茂っていた。かつては映画館「浪江座」があり、十日市の時にはサーカスがきた。

通りから一本、路地に入った。建物の解体が終わった更地が広がる。残る建物にも、軒先には除染廃棄物が入った黒い袋が置かれ、「こわす 解体」の赤い紙が貼られていた。

「ここら一帯がなくなるんだ」。町を全部作り直すしかない、と思う。

妻の信子さん(81)は、楽しみにしていた家庭菜園を再開した。採れた野菜は放射線量の検査にかける。大根や葉物から、数値は検出されていない。

夫婦2人では食べきれない。でも、お裾分けする相手もいない。「いいの。作るのが楽しみだから」。信子さんは笑う。

用地取得23.5%に=福島原発、除染廃棄物の中間貯蔵施設-環境省 via jiji.com

 環境省は31日、東京電力福島第1原発事故の除染廃棄物を保管する中間貯蔵施設(福島県双葉町、大熊町)の用地について、3月末の速報値で、全体の23.5%に当たる376ヘクタールを取得したと発表した。2016年度は累計で140~370ヘクタールの取得を目指していた。
目標を達成したことについて山本公一環境相は31日の閣議後記者会見で、「数字が上がってきたことは喜ばしいことだ」と述べた。
中間貯蔵施設は約1600ヘクタールで整備し、最大2200万立方メートルの除染廃棄物を、最長30年間保管する。昨年11月に建設予定地の一部で本体工事に着手。17年秋ごろの貯蔵開始を目指している。

Fukushima Bill via Asia Times

Six years after Japan’s Fukushima nuclear accident three global nuclear corporations are fighting for their very survival.

The bankruptcy filing by Westinghouse Electric Co. and its parent company Toshiba Corp. preparing to post losses of ¥1 trillion (US$9 billion), is a defining moment in the global decline of the nuclear power industry.

However, whereas the final financial meltdown of Westinghouse and Toshiba will likely be measured in a few tens of billions of dollars, those losses are but a fraction of what Tokyo Electric Power Co. (Tepco) is looking at as a result of the Fukushima nuclear disaster.

And sure enough, a new assessment published in early March from the Japan Institute for Economic Research, estimates that total costs for decommissioning, decontamination and compensation as a result of the Fukushima atomic disaster could range between ¥50-70 trillion (US$449-628 billion).

The latest restructuring plan is intended to find a way forward for Tepco by securing a future for its nuclear, transmission and distribution businesses. If possible in combination with other energy companies in Japan.

But the plan, already received less than warmly by other utilities rightly concerned at being burdened with Tepco’s liabilities, is premised on Fukushima cost estimates of ¥21.5 trillion — not ¥50-70 trillion.

Current plans to open the grid to competition in 2020, so called legal unbundling, are essential to wrest control from the big utilities.

The message of unbundling and independence, however, doesn’t seem to have reached the Ministry of Economy, Trade and Industry (METI) that oversees the electricity industry.

Current plans would allow Tepco to establish separate legal entities: Tepco Fuel & Power (thermal power generation), Tepco Energy Partner (power distribution) and Tepco Power Grid (power transmission).

Tepco Holdings will retain their stock and control their management, meaning the same monopoly will retain control of the grid. Where Tepco leads, the other nine electric utilities are aiming to follow.

Leaving the grid effectively still under the control of the traditional utilities will throw up a major obstacle to large scale expansion of renewable energy sources from new companies.

Such businesses will be ‘curtailed’ or stopped from supplying electricity to the grid when the large utilities decide it’s necessary, justified for example to maintain the stability of the grid.

The fact that ‘curtailment’ will be permitted in many regions without financial compensation piles further pain onto new entrants to the electricity market, and by extension consumers.

The question is how does Tepco cover its share of the costs when it’s losing customers and its only remaining nuclear plant in Japan, Kashiwazaki Kariwa (the worlds largest), has no prospect of restarting operation due to local opposition?

What happens when Fukushima costs rise to the levels projected of ¥50-70 trillion?

The policy measures being put in place by Tepco, other utilities and the government suggests that they know what is coming and their solution for paying for the world’s most costly industrial accident will be sticking both hands into the public purse.

Evacuation orders lifted for three more Fukushima areas but residents slow to return via The Japan Times

Japan on Friday lifted its evacuation orders for the village of Iitate and two other areas that had been enforced due to the nuclear disaster at the Fukushima No. 1 nuclear power station.

The move came six years after Tokyo Electric Power Company Holdings Inc.’s power station suffered meltdowns after the huge earthquake and tsunami in March 2011, triggering evacuation orders in many places in Fukushima Prefecture, including Iitate and the other two areas.

Residents of Iitate, the town of Namie and the Yamakiya district in the town of Kawamata, totaling some 22,100 at the end of February, can now return home, except in a handful of places included in no-go zones where radiation levels are still too high.

With the evacuation order set to be removed for the town of Tomioka on Saturday, Okuma and Futaba, the host towns of the crippled power station, will be the only Fukushima municipalities without an area where an evacuation order has been lifted.

Meanwhile, municipalities where evacuation orders have been removed have their own problems: a slow return of residents.

In Iitate, Namie and Kawamata’s Yamakiya district, the share of residents who said they want to go back to their hometowns in joint surveys mainly by the Reconstruction Agency stood at 33.5 percent, 13.4 percent and 43.9 percent, respectively.

The central government will begin work to revive areas in the no-go zones spanning seven municipalities. According to the government’s plan, each of the seven will have a reconstruction base for work to decontaminate local areas tainted with radioactive substances from the Tepco power station and build infrastructure.

Decontamination costs will be borne by the central government. It aims to lift evacuation orders in the no-go zones within about five years.

“The government is resolved to fully lift the evacuation orders (in the no-go zones), even if it takes a long time,” Prime Minister Shinzo Abe has recently said.

But a concrete path to the goal is not in sight.

Fukushima 4-year-old missing in Japan thyroid-cancer records via The Charlotte Observer

A child diagnosed with thyroid cancer after the Fukushima nuclear accident is missing from government checkup records, an aid group said Friday, raising questions about the thoroughness and transparency of the screenings.

Japanese authorities have said that among the 184 confirmed and suspected cases of thyroid cancer in Fukushima, no one was under age 5 at the time of the 2011 meltdowns. They’ve said that suggests the cases are not related to nuclear-plant radiation, as many were after the 1986 Chernobyl disaster.

The 3.11 Fund for Children With Thyroid Cancer, however, said Friday that one child who was 4 when the meltdowns occurred has been diagnosed with thyroid cancer. That case is not listed in data from Fukushima Medical University, which is overseeing thyroid-cancer screening and surgeries and had treated the child.

Hisako Sakiyama, a medical doctor and representative of the 3.11 Fund, which gives aid to families of children diagnosed with thyroid cancer, said that any missing case is “a major problem,” and raises the possibility that others may also be missing from the data.

The university has been carrying out ultrasound screenings of some 300,000 youngsters in Fukushima 18 and younger at the time of the nuclear accident. It has repeatedly said it stands behind its data but declined to comment on individual cases, citing privacy concerns.

Seisho Tanaka, a spokesman for the screenings, said those who may have had tested negative could have developed cancer afterward and sought medical treatment outside the screening process. He declined to comment further.

The officials have argued the Fukushima cases are popping up because of “a screening effect,” meaning the meticulous testing uncovered cases that would not be known otherwise.

“It is very puzzling how they would not want to come forward with the case,” she said, adding of the Fukushima cases and radiation: “There is no reason to outright deny the link.”

Native American uranium miners and the Trump budget via Bulletin of Atomic Scientists

Native American uranium miners were essential to the United States’ efforts to create a nuclear arsenal. From the late 1940s to the early 1970s, Indian people dug up approximately four million tons of uranium ore—nearly a quarter of the total national underground production in the United States used in nuclear weapons. As they did so, they were sent into harm’s way without sufficient warning, becoming the workers most severely exposed to ionizing radiation in the US nuclear weapons complex. After more than a century, the legacy of US uranium mining lingers. More than three billion metric tons of mining and milling wastes were generated in the United States. Today, Navajos still live near about one third (approximately 1,200 out of 4,000) of all abandoned uranium mines in the United States.

America’s Indian miners were never warned of the hazards of radioactivity in the mines, where they inhaled, ingested, and drank uranium dust. The water in the mines was especially dangerous; it contained high quantities of radon—a radioactive gas emanating from the ore. Radon decays into heavy, more radiotoxic isotopes, called “radon daughters,” which include isotopes of polonium, bismuth, and lead. The alpha particle emissions of radon daughters are considered to be about 20 times more carcinogenic than x-rays. If they lodge in the respiratory system, especially the deep lung, radon daughters emit energetic ionizing radiation that can damage cells of sensitive internal tissues.

And of course, the miners brought the uranium dust home, along with their contaminated clothing.

Lung disease associated with radon exposure was “totally avoidable,” former chief health scientist for the AEC Merrill Eisenbud said in 1979. “The Atomic Energy Commission … is uniquely responsible for the death of many men who developed lung cancer as a result of the failure of the mine operators, who must also bear the blame, because they too had the information, and the Government should not have had to club them into ventilating their mines.”

How the Trump budget threatens uranium mine cleanup. Even though there is a significant body of evidence, spanning decades, of deliberate negligence by the US government, federal courts have denied claims by the uranium miners and those exposed to radioactive fallout from Nevada nuclear weapons testing on the grounds of sovereign immunity. “[A]ll the actions of various governmental agencies complained of by plaintiffs were the result of conscious policy decisions made at high government levels based on considerations of political and national security feasibility factors,” is how one federal judge put it.

After several decades of considerable effort by miners and their families, Congress passed the Radiation Exposure Compensation Act in October 1990. The Act offered a formal apology for sending people into harm’s way and provided a one-time compensation to each victim in the amount of $150,000. But the financial compensation came too late for many who had died. And it would never be enough to compensate for illness and death that could have been prevented.

An estimated 30,000 Navajos are now living near abandoned uranium mines. The EPA has found that, because of their traditional lifestyle, Indian people are the group most vulnerable to environmental contaminants. The Navajo nation and the US Justice Department have reached settlement agreements in two uranium-related lawsuits since 2014; the settlements total about $1.5 billion, which would go toward remediating 144 of the most troublesome mines. But there’s a rub: The degree and extent of mine cleanup depends on tribal assistance funds and oversight by the US Environmental Protection Agency (EPA). The budget plan that the Trump administration recently released makes deep cuts in the EPA workforce, in EPA programs to ensure compliance with the cleanup agreements, and in funding for the Navajo nation to carry out its responsibilities to oversee the process. This makes it clear that addressing the sacrifices made by the Indian people for the nuclear arms race are being put at the bottom of the list of Trump administration priorities.
