Lack of transfer sites for 610 tons of spent fuel might delay closure plans for seven reactors via The Japan Times

About 610 tons of spent nuclear fuel stored at seven of the 17 reactors in Japan scheduled to be decommissioned have no place to be buried, it was learned Sunday, threatening to hold up the decommissioning process.

If the question of where to transfer the spent nuclear fuel remains unanswered, the dismantling of the reactor buildings and other structures at each facility may not be carried out as planned.

The seven reactors are Japan Atomic Energy Agency’s Fugen advanced converter reactor, the Monju, its experimental fast-breeder reactor prototype, reactor 1 at Japan Atomic Power Co.’s Tsuruga plant, reactors 1 and 2 at Kansai Electric Power Co.’s Mihama plant, reactor 1 at Chugoku Electric Power Co.’s Shimane plant, and reactor 1 at Kyushu Electric Power Co.’s Genkai plant, according to the companies and the agency.

The Fugen reactor has 70 tons of spent mixed-oxide, or MOX, fuel, a blend of uranium and weapons-grade plutonium recycled from spent nuclear fuel. But Japan Atomic has abandoned plans to remove the spent MOX this fiscal year and is considering having it reprocessed overseas instead.

Its goal of finish the decommissioning work by fiscal 2033 remains unchanged, but an official admitted that the timetable will be affected if a decision isn’t made on where to take it.

As for the trouble-prone Monju, Japan Atomic has yet to submit a decommissioning program to the authorities, and how to deal with the reactor’s 22 tons of spent MOX fuel remains a major issue.

The Mihama No. 1 reactor meanwhile has 75.7 tons of spent conventional nuclear fuel and 1.3 tons of spent MOX, while the No. 2 reactor has 202 tons of spent conventional fuel. Kansai Electric plans to remove all of it from Fukui Prefecture, which hosts the power plant, by fiscal 2035 but has no place to put it.

At the Tsuruga plant’s No. 1 reactor 1, Japan Atomic Power plans to transfer 31.1 tons of the reactor’s 50 tons of spent nuclear fuel to the storage pool of reactor 2, with the rest to be taken by fiscal 2026 to a Japan Nuclear Fuel reprocessing plant still under construction in the village of Rokkasho in Aomori Prefecture.

Chugoku Electric aims to transfer 122.7 tons of spent nuclear fuel at its Shimane plant’s reactor 1 to the Rokkasho reprocessing plant by fiscal 2029.

Kyushu Electric hopes to take 97.2 tons of spent nuclear fuel at the Genkai plant’s reactor 1 out of its fuel pool by fiscal 2029, but a destination has not been decided.

At three other nuclear plants with reactors set to be decommissioned, spent nuclear fuel is mostly planned to be moved out of their current pools to other pools in the same plant.

In the case of Tepco’s disaster-stricken Fukushima No. 1 plant, the site of the 2011 triple core meltdown, where to move its 2,130 tons of spent nuclear fuel has also not yet been decided.

中部電力は、浜岡原発(静岡県)で廃炉になった1、2号機の使用済み燃料を4、5号機のプールに移し、1、2号機のプールは使用しないことにした。

その結果、浜岡原発のプールの事実上の貯蔵許容量(管理容量)は440トン減り1300トンに。管理容量に対し、貯蔵量が占める割合は86.9%に上り、3~5号機全てが再稼働した場合、2年余りで上限に達する。

四国電力は昨年廃炉を決めた伊方原発1号機(愛媛県)の使用済み燃料を3号機のプールに移す。1号機のプールは将来使えなくなり、同原発で貯蔵される使用済み燃料の管理容量に占める割合は現在の67.7%から80%を超える水準に上昇する。

使用済み燃料の保管対策として、空気で冷却する乾式貯蔵施設は選択肢の一つ。中部電は浜岡原発の敷地内に建設を計画している。四国電も伊方原発での乾式施設建設について「今後検討していく」としている。

ただ、長期保管につながりかねない乾式貯蔵は、地元自治体の同意が前提になる。これまでに敷地内で乾式貯蔵が実現したのは、東京電力福島第1原発と日本原子力発電東海第2原発(茨城県)のみ。

帰還世帯に引っ越し費用の補助金 避難解除の福島・飯舘村が新制度 via デイリー

東京電力福島第1原発事故による避難指示が大部分で解除された福島県飯舘村で1日、村に戻った4世帯に引っ越し費用の補助金が初めて交付された。住民の帰還を促すため、1世帯につき一律20万円を交付する村の新制度で、これまでに43件の申請があった。

対象は東日本大震災発生当時、村に住民票があり、2020年3月までに帰還した世帯。

Legacy of Seabrook nuclear protest debated via Boston Globe

Forty years ago, Renny Cushing led hundreds of protesters through the front gates of perhaps the nation’s most controversial construction site, sprawled across a stretch of marshland along the New Hampshire coast.

In all, about 2,000 demonstrators converged on what would become the Seabrook Nuclear Power Plant, preaching non-violence and carrying signs that read, “Split Wood, Not Atoms” and “Go Fishing, Not Fission.” 

 

Resulting in one of the largest mass arrests in US history, the standoff at Seabrook helped spark a national backlash against nuclear power that has reverberated for decades, playing a significant role in curbing federal ambitions to build hundreds of reactors across the country.

As demonstration projects in the 1950s and 1960s showed the viability of nuclear power to generate vast amounts of electricity, political leaders vowed to build as many as 1,000 nuclear reactors by the end of the century. 

That never materialized, in no small measure because of the anti-nuclear movement, crystallized by the occupation of Seabrook, said Tom Wellock, a historian at the US Nuclear Regulatory Commission, which was created in 1975 to oversee the growing number of reactors across the country.

“What happened with the Clamshell Alliance at Seabrook is that it really nationalized consciousness about nuclear power and inspired similar groups around the country,” he said. “Their influence on policy-makers certainly mattered.”

Robin Thompson spent 11 days in the National Guard armory in Manchester, N.H., eating canned peas and singing “We Shall Overcome.” Now 62, she doesn’t “have a moment of regret” about the protests, describing nuclear power as “outrageously dangerous.” 

Like many of her fellow activists, she’s also deeply worried about the impact of emissions from fossil fuel-fired power plants.

“It does give me pause that carbon emissions are going up,” said Thompson, a 62-year-old who lives in Amherst, Mass. “But I still believe nuclear power is an absolute disaster waiting to happen.”

No one is known to have died from a radiation leak at a nuclear plant in the United States since an explosion at a test reactor in Idaho Falls killed three people in 1961. But radioactive waste from those plants will remain a threat to public safety for thousands of years, critics say. Much of that waste remains scattered at nuclear plants around the country, with no clear plan on how to dispose of it.

As Ohio debates subsidies for nuclear power, a look at New York and Illinois via The News-Herald

Supporters and critics began lining up as soon as an Ohio Senate bill subsidizing the state’s two nuclear power plants was introduced.

In early April, State Sens. John Eklund, R-Munson Township, and Frank LaRose, R-Hudson, introduced a bill that would generate about $300 million in annual additional revenue for the two FirstEnergy-owned plants through the creation of a “Zero Emission Nuclear Resource Program,” or ZEN.

Those additional funds would be raised by ratepayers, with residential customers’ bills increasing by up to $5 a month. Businesses would pay “much more,” according to the Associated Press.

The ZEN program would last at least four years, working on two-year periods for up to 16 years (eight program periods).

The Perry Nuclear Power Plant in North Perry is one of Lake County’s largest employers. There are about 720 employees working at the plant that was commissioned in 1987. The plant is a major tax revenue for the community and Perry Schools as well as the Perry Joint Fire District and Perry Joint Economic Development District.

Eklund argued that although customers will see rate increases, in return they get the “economic, environmental and fuel diversity benefits nuclear provides.”

Like with the Ohio proposal, the Illinois plan subsidizes the two plants with hikes to ratepayers’ bills.

The law is supposed to cap the increase in ratepayer bills at an average of 25 cents a month for ComEd customers in northern Illinois and 35 cents a month for Ameren users in central and southern Illinois, but opponents of the bill argue the caps are “too loosely defined and unenforceable.”

According to Midwest Energy News, the BEST Coalition believes the rate increase is likely to be closer to $4 a month.

The BEST Coalition is a non-profit comprised of “business, government and consumer groups as well as small and large businesses” that strongly opposed the Illinois bill.

“We do not oppose nuclear power,” the group stated on its website. “We oppose bad policy that would increase costs to consumers and businesses without providing any benefits.”

Among the groups the BEST Coalition partnered with is the AARP, which is strongly opposing the Ohio bill as well.

帰還困難区域の山林で火事 消火活動続く 福島 浪江町 via NHK News Web

東京電力福島第一原子力発電所の事故による帰還困難区域となっている福島県浪江町の山林から煙が上がっていると、29日の夕方、消防に通報があり、丸1日がたった今も燃え続けています。けが人や建物の被害はありませんが、福島県は自衛隊に災害派遣を要請し、1日、改めてヘリコプターでの消火活動を行うことにしています。

29日午後4時半ごろ、福島県浪江町井出の山林から、「煙が上がっている」と消防に通報があり、30日朝早くから福島県や宮城県などのヘリコプターが出て消火にあたりました。

火は、30日午前7時半すぎに、いったんほぼ消し止められたものの、強風で再び勢いを増しさらに燃え広がったため、福島県は30日正午、自衛隊に災害派遣を要請し、ともにヘリコプターを出して消火活動に消火活動にあたりました。

警察によりますと、出火から丸1日がたった30日午後5時現在、少なくとも10ヘクタールの山林が焼けたということです。けが人や建物の被害はないということです。

30日の消火活動は日没とともに打ち切られ、福島県などは1日午前5時すぎから再びヘリコプターで消火活動を進める予定です。

Exiled scientist: ‘Chernobyl is not finished, it has only just begun’ via USA Today

Yury Bandazhevsky, 59, was the first scientist in Belarus to establish an institute to study Chernobyl’s impact on people’s health, particularly children, near the city of Gomel, about 120 miles over the border from Ukraine. He was arrested in Belarus in 1999 and sentenced to eight years in prison for allegedly taking bribes from parents trying to get their children admitted to his Gomel State Medical Institute. He denied the charges.

The National Academy of Sciences and Amnesty International say he was detained for his outspoken criticism of Belarus’ public health policies following the nuclear disaster. He was released in 2005 and given French citizenship, after rights groups took up his case along with the European Union, Britain, France and Germany. He now runs a medical and rehabilitation center outside Kiev dedicated to studying and caring for Chernobyl’s victims.

When I arrived in Ukraine in 2009, I did not find any serious objective source of information about the state of health of the children and people in the Ivankiv and Polesskiy regions (two areas that neighbor Chernobyl). There was no interest. We have now examined about 4,000 second-generation children and most of them have serious problems with their cardiovascular systems. I was starting to see the same thing in Belarus before I left. I am especially disturbed by irregularities I see in teenagers, in particular boys ages 12-17.

Around 80% of them have much too high a level of (an amino acid) called homocysteine, which is a recognized marker of heart disease. We have found very serious changes to the hormone levels of 45% of the children. Some Western scientists don’t agree with this because there is no specific marker to prove that this is an impact from Chernobyl. Yet these scientists come here only in small expeditions and they don’t have access to any sources.

I don’t have any objective information about what is happening now with the health of children in Belarus. Everything is closed. The government says, ‘Everything’s OK, everything’s OK.’ But I get telephone calls from people in Gomel and they tell me that many of the children we were observing before I left have died. They were of different ages: 6, 12, 14. I will never forget appearing on television in Belarus with the president (Alexander Lukashenko). I was saying we were seeing very serious problems in children because of radiation, while he was saying ‘Everything’s OK.’ But I can’t touch this, because I can’t go there, or work there.

For me, the problem of Chernobyl is not finished, it has only just begun.

Ukraine clings to nuclear power despite Chernobyl trauma via MSN

Ukraine is still suffering from the trauma of the world’s worst civil nuclear accident at Chernobyl but has nonetheless turned the hazardous fuel into the backbone of its energy portfolio.

The crisis-torn country now uses atomic power for more than half of its electricity needs as it struggles through a coal shortage sparked by a three-year war against Russian-backed insurgents in the separatist east.

And that figure shot up to nearly three-quarters of all power consumed during natural gas price disputes with its eastern arch foe and energy superpower Russia from 2014 to 2016.

Some Ukrainians remain worried that a similar catastrophe could hit their country again.

“The main risk in using nuclear energy in Ukraine is associated with reactors that have exhausted their lifespans,” says Iryna Golovko of the National Ecological Centre of Ukraine’s energy projects department.

“Today six of Ukraine’s 15 operating reactors have surpassed their designed service lives,” she told AFP. “And by 2020, there will be 12 of them.”

Energy Minister Igor Nasalyk said shortly after Poroshenko’s decision that nuclear power’s share of total electricity production had jumped to 62 from around 55 percent.

It had stood at 46 percent before Ukraine was riven by war and economic crises in 2013.

The government has since allowed regional power companies to impose blackouts in case of weather-related surges in demand.

Ukraine is also negotiating a coal purchase agreement with the United States that Kiev hopes could fulfil two-thirds of its annual needs.

But energy analyst Viktor Logatskiy of the Razumkov Centre research institute still thinks that the service lives of all 15 of Ukraine’s existing reactors will be extended by 2030 as a long-term power source backup.

「なぜ原発から脱却しなければならないか」をテーマに、上智大の島薗(しまぞの)進教授(宗教学)が、宇都宮市の県弁護士会館で講演した。

 市民団体「原発いらない栃木の会」が主催。島薗教授は「原発は社会に対立を持ち込む。原子力の平和利用などというが、そもそも軍事的なことから始まっている科学技術。将来世代にも大きな負荷をかける。止めるべきだ」と主張した。

 東京電力福島第一原発の事故以降、日本社会の変化についても、持論を交えて指摘。

「支持率が50%を超えているから正しいなどという社会になりつつある。科学技術や安全をめぐる議論にも(同じ傾向が)見られる」と警鐘を鳴らした。
