The ruling appeared to have delivered a significant blow to President Jacob Zuma, and those who support him, who had set their sights on immediate nuclear expansion. The court’s decision was met with jubilation by those opposing the nuclear plan.

The expectation was that the government would appeal the decision. It didn’t, but this shouldn’t be read as a shift in its thinking.

Adding to fears that the government isn’t giving up the fight was the surprise reinstatement of Brian Molefe as CEO of the country’s power utility Eskom. Molefe left the job under a cloud six months ago. His reappointment led to immediate and widespread public outrage. Many have interpreted his return as beefing up the quest for nuclear.

Molefe’s return, however, isn’t as critical to the nuclear project as imagined, as Eskom has maintained his pro-nuclear stance in his absence.

What’s more important is that it’s clear that contestation around the future of South Africa’s energy sector will continue unabated. This despite the president having been severely weakened in recent months, and with it the power of the pro-nuclear lobby supported by his faction.

The latest draft, published in 2016, does not foresee any need for nuclear for the next 20 years. Studies have also shown that a larger renewable energy investment is more feasible in South Africa than was previously thought.

Nuclear’s main drawback is the excessively high costs. It has been widely argued that this technology is unaffordable.

So why the inexplicable urgency to drive this highly expensive programme?

One answer is that it shows there’s massive outside pressure influencing the push. The influence over the president enjoyed by politically connected business people, in particular the Gupta family, suggests that local oligarchs might be manipulating the president.

The political terrain will become even trickier after that as the country will go to the polls in a general election in 2019. The ruling party won’t be able to afford being associated with a controversial nuclear agenda during an election year.

Forestry Agency to log and ship Fukushima trees in trial starting this fall via The Japan Times

For fiscal 2017, the agency plans to cut and ship trees in national forests in the town of Hirono and the village of Kawauchi.

The agency, which will pick contractors for the work later, said a local company has already expressed an interest.

Logged trees will be shipped after radiation checks. In the current fiscal year ending next March, the agency will also thin forests in the village of Katsurao and remove surplus trees in the town of Naraha, although they will not be shipped.

Forests in areas for which evacuation orders were issued following the nuclear meltdowns have become excessively overgrown as they have not been touched for six years. Work to thin forests is necessary as underbrush needed to maintain soil does not grow due to sunlight being blocked.

In order to prevent wood with contamination levels higher than national standards from going on sale, the agency intends to ship only trees logged in forests with radiation levels below 0.5 microsievert per hour.

The new incinerator is slated to begin burning logs in fiscal 2020 through March 2021 and the ashes will be moved to storage warehouses by fiscal 2026, according to the company.

The nuclear plant has an incinerator to burn protective gear worn by workers but the fast-growing pile of logs prompted the company to seek a new facility, which would be able to burn 95 tons of waste per day, they said.

 東京電力ホールディングス(HD)が公表した新たな経営再建計画「新々総合特別事業計画」に、福島第2原発の存廃に関する記述がなかったことについて、内堀雅雄知事は15日の定例記者会見で「県のスタンスはただ一つ。第2原発を含めた県内原発の全基廃炉を東電と国に今後も真っすぐ伝え続ける」と語った。

Mississippi Taxing – Nuclear Power And Accusations Of Racism via Forbes

Claiborne County,  Mississippi is home to the Grand Gulf Nuclear Generating Station operated by Entergy.  Having one of those things in the neighborhood is a little nerve wracking.  The Nuclear Regulatory Agency defines a plume exposure pathway zone and a larger ingestion pathway zone in the vicinity of the plant, in the event something goes really wrong. On the upside, a power plant could mean a lot of tax revenue and Claiborne County shows up on lists as one of the poorest counties in the country.

Only under Mississippi law a county doesn’t  get to tax a nuclear power plant.  The state taxes the plant and divvies up the money among counties in the plant’s service area.  Some residents claim that the reason for that law is that Claiborne County, home to Mississippi’s only nuclear power plant, has a population that is over 80% African American.  That was what the lawsuit Doss v Claiborne County Board of Supervisors was all about.  Spoiler alert – it did not go well for the disgruntled residents. As is common in these sort of cases, they foundered on the rock of standing.

Some History

Claiborne County has significance in the history of the civil rights movement.  In 1966, African American citizens of Port Gibson, the county seat, started a boycott of white merchants which was suspended after the City hired its first black police officer.  Police shooting in the wake of the Martin Luther King assassination rebooted the boycott with leadership from the NAACP and Charles Evers, brother of Medgar Evers, who had been murdered in 1963.  NAACP liability for collateral violence associated with the boycott ended up at the United States Supreme Court, which overturned a Mississippi judgment of $1.2 million against NAACP in 1982.

At any rate in 2009 Evan Doss Jr went on record supporting the lawsuit.

“I’m not a plaintiff, but I’m supporting them 250 percent,” said Evan Doss Jr., who personally served notice of the suit to Claiborne County supervisors, who are among multiple defendants. His wife, Emma R. Ross, is among multiple plaintiffs.

The law that stripped Claiborne County of its ability to tax the Grand Gulf nuclear power plant was challenged in the eighties and went up to the Mississippi Supreme Court.  Ironically, the Claiborne County Board of Supervisors was one of the plaintiffs in that case.  The law had required a constitutional amendment, which seems to have consumed most of the Mississippi Supreme Court’s attention in Burrell v Mississippi State Tax Commission.  They did not get into the racial issues, but left an intriguing opening.

The Burrell plaintiffs allowed their federal claim to be dismissed with prejudice in exchange for a $2 million payment to the county.

Two Narratives

There are, as far as I can tell two explanations for the peculiar handling of the property taxation of Grand Gulf.  One is pretty benign.  The power plant took a long time to build and it was built with borrowed money.  The cost did not go into the rate base until the plant went in service which caused customers to experience sticker shock on their electric bills.  Spreading the extra tax revenue among all the counties in the plant’s service area mitigated that.

The other explanation is less benign.  Racism.  Voting rights legislation and enforcement had allowed African Americans to gain control of government in Claiborne County and the change in the law prevented them from having access to substantial revenue to improve infrastructure and spend on education.  In the wake of Brown v Board of Education white Mississippians had largely abandoned the public schools for segregation academies. Professor Crosby, who was the only white student in her graduating class at Port Gibson High School tends to favor the racism narrative, although she has not studied the power plant issue closely.

Professor Andrew Kahrl of the University of Virginia whose research focuses on “the social, economic, and environmental history of land use, real estate development, and racial inequality in the 20th century United States” has little doubt.

After nearly thirty years, the claims of racial bias still have not gotten a hearing.  The problem is standing.  A taxpayer does not get to sue about somebody else’s tax breaks.

脱原発、再エネの技術革新と人間の創意工夫で10年後に可能とスイスの物理学者 via swissinfo.ch

スイスでは21日、国民投票でエネルギー転換を図る政策「エネルギー戦略2050」の是非が問われる。これは、節電やエネルギー効率の促進、再生可能エネルギーの推進に加え、原発の新規建設の禁止を軸にしている。しかし、既存の原発の寿命に制限がないため、ゆるやかな段階的脱原発になる。では、40年といわれる原発の寿命はどう決められたのか?など、原発の問題点やスイスのエネルギー転換を物理学者のバン・シンガーさんに聞いた。

緑の党の党員で国会議員でもあるクリスチャン・バン・シンガーさんは、 物理の専門家として「世界の物理学者は戦後、原爆のあの膨大なエネルギーを何かに使いたいと原発を考案したが、二つの問題を全く無視していた。事故のリスクと核廃棄物の問題だ」という。

「世界には現在約500基の原発があり、そして五つの過酷事故が起きた。スリーマイル、チェルノブイリ、福島第一原発の1、2、3号機だ。その結果、世界で原発が始まったときに算出されたほぼゼロに近い1億分の1というリスク 確率は、1千万分の1に訂正された。リスク計算は完全に間違っていたのだ」

「さらに、これら五つの過酷事故はもっとひどい事故になる可能性があった。チェルノブイリでは人口密度が低かったため数十万人の強制避難で済んだし、福島第一原発でも4号機が奇跡的に大丈夫であったことや初期に風が太平洋側に吹いたことが幸いした。もし東京の方に吹いていれば、東京の全人口が避難しなくてはならなかった」

そしてこの原発事故のリスクには、人為的ミス、テクノロジー上の欠陥、使われている材料の老朽化、自然災害が想定基準を超える場合など多くの原因があり、現在ではそれにテロの危害も加わり、複雑化・多様化していることが問題なのだという。

スイスインフォ: スイスもそうですが、一般に原発の寿命が40年に決められた理由は何ですか?

クリスチャン・バン・シンガー: スイスでは、ベツナウなどの小型原発は寿命を30年とし、それに10年の余裕を加え40年にした。例えば、電気機器に保証期間が付いているようなものだ。

複雑な構造を持つあらゆる機械の事故リスクを線グラフにした場合、初めにカーブが大きく上がるのは思いもしなかった設計ミスなどで事故が起こるからで、次いで機能的にもリスクが比較的少なくカーブが下がる安定期があり、最後に再びリスクが増えカーブも上がる時期がくる。機材や部品が古くなるからだ。それは古い飛行機などでも同じだ。

紙を太陽光に当てると、数週間後には黄色くなる。同じように、原発では圧力容器の鉄鋼が中性子線にあたったり、急激な温度変化があったりする過酷な環境では古くなるのは当然だ。

問題は、40年経過後に何年もつか計算できないことだ。だから40年過ぎても使用しようとする。しかし、私の考えでは40年以上続けることは非常に危険だ。特に原発を設計した当初30年だと想定されていたのだから。

スイスインフォ: 原発のどの部分が一番壊れやすいのでしょうか?

バン・シンガー: ミューレベルク原発(スイスの5基の原発の一つで、2019年に廃炉になる)がそうであるように、 圧力容器の壁が一番傷つきやすい。だが、蒸気発生器や色々なチューブが弱い場合もある。結局、どこが一番古くて壊れやすいかはよく分からない。それが問題なのだ。もし、そうした部分が前もって分かっていれば、そこを取り替えたり補強したりできるのだが・・・。

さらに、今までの原発事故を見ると事故の原因・要因が多様で複雑化している。福島のように津波のせいで発電機が停止し冷却できなくなれば爆発が起こる。スイスのように川の水だけで冷却している場合は、もし大規模な洪水が起きると福島と同じことになる。実際、100年ごとに大きな洪水が起きている。

スイスインフォ: しかし、スイスではどうして原子力規制委員会が安全といえば、いつまでも稼動できるのでしょうか?

バン・シンガー: スイスでは原発に関する法律の中に、「原子力規制委員会は原発のリスクだけではなく、電力会社の経済的利益も考慮しなくてはならない」と書かれている。そのため、もしある電力会社が仮に1億フラン(約113億円)を失うと言えば、原子力規制委員会は「それならば、事故のリスクはかなり小さいから、原発は稼働できる」と言う。

福島第1原発廃炉作業 半数の事業場で違反発覚 福島労働局 via 労働新聞者

違反件数の合計は273件に上った。内訳は、労働条件関係が多数を占め237件で、安全衛生関係は36件だった。

最も多い違反は「割増賃金の支払い」で67件。週40時間を超える時間外労働に対して2割5分以上で計算した割増賃金を払っていなかったり、時間外割増賃金単価を算定する際に、諸手当を含まずに計算していた事例があった。

この他、賃金台帳の作成、労働条件の明示に関する違反もそれぞれ40件、38件とめだつ。

管理区域内で労働者が飲食を行っていた、元請け事業者が下請事業者に対して法違反をしないよう十分に指導していなかった――といった安全衛生に関する違反もみられている。

高浜原発運転差し止め求め、仮処分申請 福井地裁支部に via 朝日新聞

関西電力が再稼働を予定している福井県高浜町高浜原発3、4号機について、県内の住民2人が15日、運転の差し止めを求めて福井地裁敦賀支部に仮処分を申し立てた。

申し立てたのは、福井県坂井市の印刷業松田正さん(67)と同県敦賀市議の今大地(こんだいじ)晴美さん(66)で、原発事故放射能汚染が広がれば、穏やかに生活する人格権の利益、権利が失われるなどと訴えている。

高浜原発3、4号機をめぐっては、2016年3月に大津地裁が運転差し止めの仮処分決定をしたが、今年3月に大阪高裁大津地裁の決定を取り消している。それを受け、関電は2基の再稼働準備を進めており、4号機は今月17日以降の再稼働が見込まれている。今大地さんは「目前に控える再稼働に対し、住民として抗議の意思を示したい」と話している。

伊方2号機、配管に穴 四国電「環境影響なし」via 産経ウエスト

愛媛県と四国電力は15日、定期検査中の伊方原発2号機(同県伊方町)で、原子炉補助建屋の放射線管理区域内の配管に穴が開き、作業服などの洗濯排水が配管下の床面に漏れるトラブルがあったと発表した。

漏えい跡から放射性物質は検出されず、四国電は「プラントや環境への影響はない」とした。

四国電によると、15日午前1時ごろ、管理区域内で着る作業服などを洗濯した際に出る排水の配管の異常を、巡視中の社員が確認。ステンレス製の配管に直径約3ミリの穴が開いていた。漏れた排水は既に乾燥してなくなっていたが、床の痕跡から、約3リットルが漏れたとみられる。

配管は洗濯排水を蒸発させる装置に連結されており、同装置の点検の際、臨時に排水を流すためのもの。最後に使用したのは昨年5月の点検時といい、四国電は今後、穴の開いた箇所などを解体して原因を調べる。

つらくて、痛い…福島出身・廣木隆一監督が描く被災後の人々 via シネマトゥデイ

福島県出身の廣木隆一監督が、自身の処女小説を映画化した『彼女の人生は間違いじゃない』の予告編が公開され、『さよなら歌舞伎町』『ヴァイブレータ』で大人たちの衝突や愛を描いてきた廣木監督による“震災後”の物語の一端が映像で映し出された。

 本作のヒロインは、週末は福島から東京へデリヘルのバイトのために行く市役所事務の女性・みゆき(瀧内公美)。みゆきの父(光石研)はパチンコにあけくれ、勤め先のデリヘルの従業員・三浦(高良健吾)は突如店を辞め、みゆきの同僚で市役所勤務の新田(柄本時生)は東京から来た女子大生に「あの日」のことを取材され……震災の爪痕が残る中でそれぞれがもがき、生きていく姿が描かれる。

 予告編は、高速バスで福島から東京に向かうみゆき(瀧内公美)の憂いある横顔からスタート。デリヘルのバイトの時には笑顔を浮かべている彼女は、福島では真逆の暗い顔で過ごしている。パチンコで浪費する父にこみ上げてくる怒りの感情。だがその父も震災で亡くした妻のことが忘れられず、海で「かーちゃん」と叫ぶ人であった。登場人物の誰もが“行き止まりの思い”を抱えながらも進もうとする、観ている者につらさや痛さ、そして温かさを呼び起こさせる映像に仕上がっている。

A mound of dirt and some pressure-treated timbers is a “surprising” way to conceal radioactive waste, according to Rod Ewing, a nuclear security researcher at Stanford University.

But that’s how some irradiated equipment is stored at the Hanford Nuclear Reservation, the sprawling compound near Richland that created weapons-grade plutonium during World War II and now stores the most nuclear waste of any facility in the country.

“How can waste be left in a tunnel? Whose idea was that?” Ewing said, two days after Tuesday’s collapse of an earthen tunnel where radioactive waste material was stored. “I’ve been to Hanford many, many times for conferences and things like that, and I don’t recall anyone saying that there was waste in tunnels underground. I can’t imagine why that would be the case.”

Officially called the Waste Isolation Pilot Plant, the dump in the Carlsbad desert is the nation’s only permanent repository for defense waste. In 2014, it was the site of an explosion that sent mounds of white, radioactive foam into the air and stalled the disposal of thousands of tons of waste in Idaho, Washington, New Mexico and elsewhere.

According to the Los Angeles Times, the explosion “involved a drum of plutonium and americium waste that had been packaged at the Los Alamos National Laboratory. The problem was traced to material — actual kitty litter — used to blot up liquids in sealed drums. Lab officials had decided to substitute an organic material for a mineral one. But the new material caused a complex chemical reaction that blew the lid off a drum.”

The Times reported that the explosion caused extensive damage to the dump and could cost taxpayers up to $2 billion. A federal investigation found more than two dozen safety lapses at the site.
