司法判断で止まっていた福井県高浜町の関西電力高浜原発4号機が17日夕に動き出した。原発正門前に駆けつけて抗議する人たち。その間近に、いつもと変わらぬ日常を送りながら声を上げ始めた地元の人たちがいた。

高浜原発の北側に突き出た半島の先に67世帯133人(4月末現在)が暮らす高浜町音海(おとみ)区がある。中心部から原発までは約2キロ。原発で働く住民もおり、40年あまりにわたって共存してきた「地元中の地元」だ。

「みんなが集まってどんないいことを話してるんかと思って近づくと原発の話をしてる。前とは違う」。集落で出会った80代の女性はそう漏らすと、路肩のはき掃除に戻っていった。

傍らには「高浜原発 運転延長反対 音海区」と書かれた看板が立っていた。きっかけは昨年6月に原子力規制委員会が認めた1、2号機の40年超運転。申請の前に説明がなかったと住民らは言う。

「我々はどうでもいいということなんか、と。行動を起こす最初で最後のチャンスやと思ったんです」。自治会代表で旅館を営む児玉巧さん(69)は話す。かつて町議として、地域振興をめぐって共存のための議論を関電としてきた。「自分のことを反原発だなんて言ったことも思ったこともなかった」と振り返る。

だが2011年、東京電力福島第一原発事故が発生。「口には出さないが、誰もが自分の身に置き換えて考えたと思う」

4号機、今夕再稼働へ via 毎日新聞

福井県高浜町の関西電力高浜原発4号機(出力87万キロワット)で17日午前、原子力規制委員会が立ち会い、原子炉の制御棒の駆動機能検査が始まった。起動前の最終検査で、順調に進めば同日午後5時ごろ、原子炉を再稼働させる。18日午前6時ごろに核分裂が安定する「臨界」に達し、22日午後2時ごろに発送電を開始する見通し。営業運転は6月中旬の予定。

 高浜4号機は新規制基準に合格し、昨年2月に再稼働した。しかし、直後に電気系統のトラブルで緊急停止。翌3月には大津地裁が運転差し止めの仮処分を決めた。関電が保全抗告し、大阪高裁が今年3月、地裁の仮処分を取り消した。

原発にペットボトルロケット 発射容疑で男逮捕 via 朝日新聞

福井県警は18日、同県高浜町の関西電力高浜原発の敷地内にペットボトルで作ったロケット状のものを飛ばしたとして、岐阜県大垣市島町の無職河合優容疑者(32)を威力業務妨害の疑いで逮捕した。

調べでは、河合容疑者は同原発の再稼働が予定されていた17日の午前10時15分ごろ、原発そばの県道から敷地内に向けて、ロケット状に加工したペットボトル2本をそれぞれ発射、警備員や警察官らの業務を妨害した疑い。

2本のうち1本は約100メートル飛び、敷地内に落ちたが、けが人はいなかった。

5月6日、浪江町の山林火災の鎮圧のお知らせが出ましたが、5月7日、鎮火のお知らせはまだ出ていません。この間、ネット上での反応を見ると、放射線防護の目的のために多くの方々が空間線量率の情報を検索しておられるのが見受けられました。しかし、空間線量率だけを見ていては、特に今回の火災のような場合には、放射能防護には重要な不備があります。

放射線から身を守るためには、空間線量率と汚染の両方を考慮にいれなければなりません。空間線量率の場合、線量は固着した「塗料」のようなもので、外部被ばくに対する放射線防護対策を必要とします。例えば、高線量の場所では滞在時間短縮で被ばく量をコントロールします。単位としてはSv/hがあります。

In order to protect yourself from radiation, you must take into account both the radiation dose and the contamination. In the case of the radiation dose, you can imagine something like fixed paint. It requires radioprotection measures against external exposure. For example, in a high-dose place, you control the amount of exposure by staying a shorter period of time. The dose is expressed by units like Sv/h.

汚染は汚染は動く「粉」のようなもので、呼吸したり、飲食したりすることで、体内に入り、内部被ばくを伴いますますので、服装とかマスクなどの装備でコントロールします。汚染について、考慮されるのは、表面汚染密度と空気中の放射性物質の濃度です。

Contamination is like a floating powder, which can enter the body by breathing, eating and drinking, and cause internal irradiation. The radioprotection requires equipment such as clothes and masks. Contamination is taken into account in terms of the surface contamination density and the concentration of radioactive substances in the air.

表面汚染密度とは、物質の表面に物理的吸着や付着によって放射性物質が存在し、表面が汚染されている状態の場合の単位面積当りの放射能をいいます。単位はBq/cm2、Bq/m2などです。

The surface contamination density is the radioactivity per unit area, where radioactive materials are deposited or absorbed on the surface of the material. It is expressed by units such as Bq/cm2 and Bq/m2.

特に環境汚染の場合、火災や風、雨などの条件で空気中の汚染濃度が変わるため、今回の火災の場合、火災が起こっている間だけでなく、その後も十分なモニタリングと自己防衛のための放射線防護が必要です。

また、モニタリングポストやエアーダストサンプリングで示しているのは、セシウム137 に代表されるガンマ線だけです。内部被ばくにおいてもっと有害なベータ線を出すストロンチム90やアルファ線を出すプルトニウム239 は計測していません。 分量はともかく、これらが舞い上がっているのは確かで、内部被ばくの危険性は無視できません。

Furthermore, it has to be noted that monitoring post and air dust sampling show only gamma rays represented by cesium 137. Strontium 90 and plutonium 239 which emit beta and alpha rays that are most damaging in cases of internal irradiation are not measured. Aside from the question of the amount, these are certainly floating, and the risk of internal exposure cannot be ignored.

Officials and forest fire experts are inspecting the site looking for changes in radiation levels and the potential for landslides that could spread radioactive substances.

Fukushima Prefecture officials say they have not detected any major changes in radiation levels so far.

Detecting Radiation Exposure with a Blood Test via Scientific American

An RNA-based assay recently shown to work in monkeys could help triage victims of nuclear disasters

“We don’t have copious amounts of radiation drugs available” in such a situation, he adds. “So how do we decide who gets them?”

To address this question, Chowdhury and his colleagues are developing a simple assay that responders could deploy in the field with limited expertise or equipment. The test, described in March in Science Translational Medicine, detects levels of molecules called microRNAs (miRNAs) in blood and other bodily fluids. The same researchers had previously identified certain miRNAs whose levels rise or fall in mice exposed to radiation.

Chowdhury’s team members found that this radiation signature also exists in monkeys (which are the best lab proxies for humans). Their study identifies seven miRNAs that fluctuate in both mice and macaques exposed to radiation. The monkeys were given lethal doses of 5.8, 6.5 or 7.2 grays of whole-body radiation, similar to levels inhaled by Fukushima workers (all the animals received “lethal” doses, but only some resulted in death). Together three of these miRNAs—miR-133b, miR-215 and miR-375—can indicate with 100 percent accuracy whether a macaque has encountered radiation, and two—miR-30a and miR-126—can predict whether the exposure will be fatal. The signature appears within 24 hours of exposure and can be measured using polymerase chain reaction (PCR), a common technique. “Based on the ingredients and the complexity, the miRNA test should be significantly cheaper than any existing test,” Chowdhury says.

The findings in nonhuman primates are encouraging, says Nicholas Dainiak, director of the Radiation Emergency Assistance Center/Training Site at the Oak Ridge Institute for Science and Education, who was not involved in the study. Dainiak is skeptical, however, that the test will outperform the gold standard metric for radiation exposure: the dicentric chromosome assay (DCA), which requires technical expertise and carefully calibrated equipment. “Every time a new test comes along, and you compare it with the DCA, it typically fails,” Dainiak says.

Kepco restarts Takahama No. 4 reactor amid anti-nuclear protest via The Japan Times

Kepco officials reported no problems during Wednesday’s final preparation to fire up the No. 4 reactor in Fukui Prefecture, which had been idle since a restart attempt was aborted in February last year when an alarm went off due to a problem with a generator.

That incident led to anti-nuclear activists in neighboring Shiga filing a temporary injunction a month later to halt the restarts of the Takahama No. 3 and 4 reactors, saying that safety standards were inadequate. In a landmark decision, the Otsu District Court agreed with the plaintiffs and ordered that the reactors be kept offline.

But after Kepco appealed, the Osaka High Court reversed the decision in March this year, saying that the safety standards were not unreasonable. That ruling paved the way for the restart of the No. 4 reactor Wednesday.

Plans to restart the Takahama No. 3 reactor are also moving forward. Nuclear fuel was loaded into the reactor on Tuesday, and Kepco hopes to start selling electricity from that reactor by late June.

In Osaka, about two dozen anti-nuclear protestors gathered in front of Kepco headquarters on Wednesday to protest the restarts, expressing concerns about safety and questioning the economics behind the decision to resume operations.

“Kepco has poured hundreds of billions of yen into new safety measures to restart not only the Takahama No. 3 and 4 reactors, but also to extend the life of its aging Mihama No. 3 reactor and Oi No. 1 and 2 reactors,” said Tetsuen Nakajima, the chief priest at the Buddhist Myotsu-ji temple in Obama, Fukui Prefecture, and a longtime anti-nuclear activist who staged a brief hunger strike in protest prior to Wednesday’s start up.

“If Kepco were to spend this kind of money on a policy to get out of nuclear power, consumers would be supportive,” he said.

The two Oi reactors are 37 years old this year, while the Mihama reactor is 41 years old. Under new safety standards enacted following the March 11, 2011 Tohoku quake, tsunami, and triple meltdown at the Fukushima No. 1 nuclear power plant, operators must either scrap a plant after 40 years or apply for a two-decade extension that involves spending additional funds on increased safety measures.

Japan’s Nuclear Regulation Authority granted an extension to the Mihama plant in October last year. Kepco indicated in January it would apply to have the two old Oi reactors extended past 40 years.

The other three reactors currently in operation include two reactors at Kyushu Electric Power Co.’s Sendai plant in Kagoshima Prefecture and one reactor at the Ikata power plant in Ehime Prefecture.

配管の穴、新たに2カ所 四国電力伊方原発2号機 via 産経新聞

 定期点検中の伊方原発2号機(愛媛県伊方町)で放射線管理区域内の配管に穴が見つかったトラブルで、愛媛県と四国電力は16日、同じ配管で新たに2カ所の穴を確認したと発表した。

配管は、管理区域内で着る作業服などの洗濯排水を蒸発させる装置に連結されている。穴がある部分の配管下の床面には、排水が漏れて乾燥した跡があった。放射性物質は検出されず、四国電は「プラントや環境への影響はない」としている。

Resident demands city of Fukushima take action after alleged decontamination fraud via The Japan Times

A resident of the city of Fukushima filed a complaint Monday demanding the municipality seek the return of ¥12 million from a company that is alleged to have padded its bills for radiation decontamination work by submitting fake photos of bamboo forests, for which cleanup costs are higher

The company, which closed its doors in March, is alleged to have placed already cut bamboo pieces into the ground on a slope of a hill to make it look like work in a bamboo forest had been completed. It then submitted photos of the site to the consortium.

“The legitimacy of disbursement of taxpayers’ money to radiation decontamination work and the city’s ability to check it have come into question,” the attorney for the male complainant said.

A whistleblower notified the city of the alleged wrongdoing in November, according to a city official.

The man who filed the complaint criticized the city for having failed to take action even after it learned of the allegation. The city is considering filing a criminal charge against the company.

South Korean Catholics rally against use of nuclear power via Catholic News Agency

.- South Korean Catholics are opposing both the country’s reliance on nuclear power and the U.S. missile defense system recently established to pressure the North out of future weapon tests.

A major leader of the anti-nuclear movement, Father Moon Paul Kyu-Hyn, said “getting rid of nuclear power is the only way to survive, to save ourselves, and save the world,” according to Public Radio International.

A missile defense system has caused tensions between the U.S. and China as well as between China and South Korea. The country’s new president, Moon Jae-in, has emphasized his goal to solve the issues in the Korean Peninsula.

Nearly a third of the country’s electrical consumption relies on nuclear power from over 20 nuclear reactors. Moon Jae-in, who was confirmed president this week, promised to halt expansion of nuclear power and focus on clean energy during a campaign speech in April.

The push to remove nuclear power has increased in South Korea since three plants in Fukushima had a meltdown in 2011 caused by a Tsunami along the shores of Japan. The meltdown forced over 100,000 people to be evacuated from their homes, and the government is still cautious to allow everyone to return due to fears of radiation poison. 

 

In an interview with Public Radio International, Father Cho Hyun-chul, a theology professor at Sogang University in Seoul, said if there is a similar accident revolving South Korea’s power plants then there would be “no room for us to live here. There is no more safe land.”

The Pope recognized the “tremendous power” nuclear energy has gifted to humanity, but he also spoke against its dangers to the environment and the risk of being used improperly. He said a global consensus to focus on clean and renewable energy is essential for sustaining the earth.

“Such a consensus could lead, for example, to planning a sustainable and diversified agriculture, developing renewable and less polluting forms of energy,” Pope Francis wrote in Laudato Si.

According to Reuters, President Moon promised to ease away from nuclear energy in a campaign speech in April. The head for the president’s team on energy policy said South Korea “should move away from coal and nuclear power, and shift to clean or renewable energy-based platforms,” and that he would stop the plans to construct two new reactors in the south of the country.

【74カ月目の浪江町はいま】山林火災のモニタリング終了へ。「これだけに時間割けぬ」と福島県が今週中にも決定。「負の情報発信避けたい」の思惑も影響か via 民の声新聞

福島県浪江町の帰還困難区域で4月29日に発生した「十万山」の山林火災で、福島県が「大気浮遊じん」などの測定終了に向けて検討を始めた。早ければ今週中にも関連部局が終了時期を提案し、内堀雅雄知事の判断を仰ぐ。県放射線監視室幹部は「数値を注視していく」と話すが、一方で「こればかりに時間を割く事は出来ない」とモニタリング終了が視野に入っている事を認める。放射性物質の二次拡散が懸念される中、モニタリングデータの蓄積は不可欠な仕事。終了を急ぐ背景には「いつまでも〝負の情報〟を発信したくない」との思惑も見え隠れし、福島県の姿勢には批判が高まりそうだ。

【双葉町で過去最大値】
「モニタリングの結果を注視していく」と「いつまでも続けるわけにはいかない」。この矛盾する方針の〝落としどころ〟をどうするか。「山林火災による放射性物質の二次拡散懸念」という〝難題〟を早く終わらせるべく、福島県庁が動き始めた。
「具体的な事は何も決まっていません。今後もモニタリングの結果を注視していきます」。福島県県放射線監視室の担当者は言う。15日夜に発表された測定結果では、空間線量率の数値には大きな動きは見られないものの、ハイボリュームエアサンプラによる「大気浮遊じん(ダスト)の測定結果」は、降雨が無く最大瞬間風速も西の風10.1メートル(浪江町の気象データより)と強かった12日は、双葉町の石熊公民館でこれまでの最大値となる25.47mBq/㎥を計測。浪江町のやすらぎ荘でも、3番目に高い値となった。
浪江町では13日に71.5ミリ、14日も27.5ミリと週末に強い雨が降った。浪江町で一日の降水量が10ミリを超えるのは4月18日以来。町役場の幹部も思わず「連休中に降ってくれれば、もう少し早く鎮火できたのに…」とこぼしたが、雨のせいか14日の測定値は、山林火災後に測定している3カ所で軒並み「ND」(検出下限値以下)となった。

原発事故と放射性物質の拡散による「風評」の払しょくに力を入れている福島県としては、帰還困難区域での山林火災という〝ネガティブな情報〟をいつまでもホームページ上で発信したくない。地元紙も、行政の想いを忖度しているかのように火災発生当初から「放射性物質の二次拡散は無い」という姿勢で報道を続け、13日の紙面に至っては、県の発表データの単位をわざわざ換算して報道した。県の発表した石熊公民館の「大気浮遊じん(ダスト)の測定結果」は15.55mBq/㎥(放射性セシウム137)だったが、記事や見出しでは0.015Bq/㎥と単位を変えて表現している。例えば20μSvという空間線量も、単位を変えて0.02mSvと表現すると印象が大きく違う。記事には数値を小さく見せて行政を〝アシスト〟しようとする意図が見え隠れする。

浪江町では今年3月末に帰還困難区域を除いて避難指示が解除されているため、避難指示が解除された区域にこそ測定器を設置するべきだとの指摘もある。「県職員だけでは足りず、外部(民間調査会社)の協力も得ながらモニタリングを続けている状態」と県放射線監視室は説明するが、当初は「何とか人をやりくりして採取時間を長くしたい」とも話していた。しかし実際には、モニタリング体制を充実させるのではなく終わらせる方向に進んでいる。15日朝に開かれた内堀知事の定例会見では、記者クラブから山林火災や放射性物質の二次拡散に関する質問すら出なかった。
高濃度に汚染された山林で火災が起きたらどの程度、放射性物質が二次拡散されるのか。それをていねいに調べる事よりも「マイナスイメージの払しょく」が重視される。モニタリング開始後、初めて高い値が計測された今月9日発表の「第9報」では「ヘリの運行にも支障を来すような西寄りの強い風が終日観測されていることなどにより、測定地点の周辺の土ぼこりや焼却灰の舞い上がりの影響も否定できません」との表現が用いられていたが、その後、一度も使われる事無く〝封印〟。「気象によると思われる変動」とあいまいな表現に変えられている。
行政が守るべきものは何なのか。内堀知事の姿勢も改めて問われる。
