原子力研究施設 放射性物質が作業員に付着 via 日テレNEWS24

 6日午前、茨城県大洗町にある核燃料の研究施設でウランなどの核燃料の粉末が容器から漏れて作業員に付着した。現在、作業員が被ばくしていないか調べている。

JAEA(=日本原子力研究開発機構)によると、6日午前11時すぎ、茨城県の大洗研究開発センターにある核燃料の研究施設で核燃料の粉末が金属製の容器から漏れて室内に飛散し、現場にいた5人の作業員の衣服などに付着した。

このうち3人の鼻の穴からは24ベクレルと人体に影響のないレベルの微量の放射性物質が検出されたという。現在、作業員が被ばくしていないか調べている。

He later met with his Japanese counterpart, lending the expertise of U.S. companies with the history and technology needed to decommission the nuclear plant.

福島第1原発事故 汚染ほだ木を集約 美里町、全量一時保管所で /宮城 via 毎日新聞

東京電力福島第1原発事故で生じた放射性物質に汚染されたほだ木約3万2000本について、美里町は一時保管場所に全量を集約する作業に取り組んでいる。県循環型環境社会推進課によると、汚染されたほだ木の集約は県内で初めてで、町は今月中の作業完了を目指す。

 汚染されたほだ木は2011年度、町内に約3万2000本(222トン)あった。昨年11月に県が公表した再測定結果によると、ほだ木の放射性物質の濃度は全て1キロ当たり400ベクレル以下で、うち8割は100ベクレル以下とされる。

 町産業課によると、町内の8農家に置かれたほだ木を、太陽光を遮り耐水性のあるフレキシブルコンテナバッグに入れ、同町南郷の排水処理施設に搬送。アスファルトの上にパレットを敷いて同バッグを置き、飛散防止などのためのシートをかけて保管する。

Seven more Fukushima residents diagnosed with thyroid cancer via The Japan Times

Seven more Fukushima Prefecture residents who were aged 18 or under at the time of the 2011 nuclear accident have been found to have thyroid cancer, the prefectural government said Monday.

The number of Fukushima residents suffering from thyroid cancer now totals 152, the prefectural government said in a meeting of an expert panel.

Hokuto Hoshi, head of the panel and vice chair of the prefectural medical association, called it “unlikely” that radiation was responsible for the increase.

The prefectural government has conducted three sets of thyroid checkups following the March 2011 triple meltdown at Tokyo Electric Power Company Holdings Inc.’s Fukushima No. 1 nuclear power plant. The checkups also covered people who evacuated to other prefectures.

The second round of checkups from 2014 confirmed five new sufferers, and a third round launched in May last year uncovered two more.

福島第一原発事故の損害賠償和解案 白井市が受け入れへ via 東京新聞

和解金は請求額のおよそ七割に当たる二億一千五百四十九万円。市は事故発生の二〇一一年三月~一四年三月に除染や検査・測定、人件費にかかったとする三億七百八十四万円の支払いを東電に求め、和解の仲介を原発ADRに申し立てていた。

 五月二十二日に示された和解案で、市の請求額と最も大きな開きがあったのは人件費で、差額は六千六百四十万円。正規職員の勤務時間内の人件費が認められなかったといい、伊沢史夫市長は「人件費以外は、申し立てがほぼ認められた」と話した。 (堀場達)

日本中の使用済み核燃料が集まる「六ヶ所再処理工場」ってどんなところ? via ダ・ヴィンチニュース

さて、もう一つ。青森県六ヶ所村にある「六ヶ所再処理工場」という施設をご存じだろうか? 原子力発電所に“危険”があるということは先述の通り。しかし、それよりも危険なのが、日本中の原発から“核のゴミ”が集められる「六ヶ所再処理工場」。その施設の役割・仕組み・問題点などについて書かれているのが『原発より危険な六ヶ所再処理工場』(舘野淳、飯村勲、立石雅昭、円道正三/本の泉社)だ。

「六ヶ所再処理工場」とは、どのような施設なのだろうか。簡単に説明をするならば、原子力発電所から出た使用済み核燃料をリサイクルし、再び使うことができるようにする場所だ。さらに「高速増殖炉」と呼ばれる施設と併せてリサイクルを進めることができれば、リサイクルをしない場合よりもおよそ100倍、核燃料を使用することができるという。

100倍有効利用できる、というだけではわかりにくい。例えば石油は約50年、石炭は約110年で採掘できなくなってしまう。この年数を「可採年数」と呼ぶのだが、原発の燃料となる天然ウランは可採年数が110年程度。この100倍ということは、理論上1万年以上原子力発電を使い続けることができるようになる。資源が乏しい日本にとって1万年使えるという原子力発電所はとても魅力的なのだ。

また本書では再処理工場の危険性についても述べている。東日本大震災と同様の地震が六ヶ所村付近で起こる可能性は否定できない。使用済み核燃料が発する高線量の放射線が外へ漏れ出さないか、また、核分裂が連鎖的に起こり、放射線や熱が発生する“臨界”が起こる可能性も考えられる。他にも再処理に必要な薬剤による装置の腐食や火災・爆発が起こる危険。また、長期間放射線を放出する“放射性廃棄物”を地中深く埋めるという捨て方は決まっているが、どこに放射能をまき散らすゴミを捨てるのか、現時点で決まっていない。解決しなければならない問題は山積みだ。

ところで、他の国では再処理工場の事故は起こっていないのだろうか。実際にこれまでに施設の不具合から、大量の放射性物質が放出されたり、高レベル廃液が地下へ漏えいしてしまったりする事故が過去に起こっているという。六ヶ所再処理工場は事故が起こった諸外国の技術を転用して作られているため、実運転するようになってから何かしらの事故が起こっても不思議ではない。「リスクばかり考えていては何もできない」という意見もあるかもしれないが、“人の安全”を考えれば、無視することはできないはずだ。

Back to Bikini Scientists study lingering radioactivity of 1946-1958 nuclear weapons tests via Oceanus

Ken Buesseler climbed the highest peak on Enewetak Atoll and peered out over the expanse of paradise below. Offshore lay an azure lagoon inked with a dark-blue circle at its center. But this hole wasn’t natural. It was created by an atomic bomb—one a of series of 67 nuclear weapons tests conducted by the United States between 1946 and 1958 on the tiny Marshall Islands in the Pacific Ocean.

“It was a temporary fix,” said Buesseler, a marine chemist at Woods Hole Oceanographic Institution. As Buesseler stood atop the dome with his WHOI colleague Matthew Charette, palm fronds rustled softly in the distance. A Geiger counter in Buesseler’s hand clicked away. The clicks indicated whether the scientists were being exposed to radiation beyond safe background levels from the nuclear waste dump buried beneath their flip-flops.

“As an oceanographer who studies groundwater,” Charette said, “when I first saw the dome, I could immediately picture that it was filled with water beneath us, and with the rising and falling of each tide, the water was moving through that radioactive material. The dome made the atoll habitable, but the fact that it’s just a cap and not lined at the bottom means that it wasn’t really offering much protection.”

“In Japan, cesium levels have trailed off quite a bit since the accident,” said Buesseler, who began monitoring radiation just a few months after the Daiichi reactor meltdown. “But we’re not seeing the steady decrease we expected. This means that radiation is still leaking out. Anything we can learn from Bikini and Enewetak in terms of how the radionuclides are behaving could be helpful in Japan.”

Charette explained that their post-accident research at Fukushima showed them that wave and tide action has caused some of the highly contaminated water to wash up and filter through beach sands.

“These beach sands have become like a reservoir for cesium that will continue to be released back to the ocean over time,” he said. “But how long it will take for it to wash back out into the ocean is a key question. Our work in the Marshalls should give us some idea of the time scales involved for nuclear accidents and weapons tests and how long those radioactive elements may continue running off the land.”

Meanwhile, Buesseler wants to find ways to get back to the Marshalls to keep a watchful eye on conditions there. In particular, he worries about the dome.

“Sea levels have already risen to the point where they’re starting to wash up on the cap,” he said. “This is slowly starting to erode the edges, and at this rate, the whole thing might be completely submerged in fifty to one hundred years. It’s difficult to predict what that might mean in terms of additional radiation flow into the Pacific, so it will be important to study this moving forward. I’d go back in a heartbeat.”

福島・県民健康調査 新たに7人が甲状腺がん 計152人 via 毎日新聞

東京電力福島第1原発事故の影響を調べる福島県の「県民健康調査」検討委員会は5日福島市内であり、3月末までに新たに7人が甲状腺がんと診断されたことが明らかになった。2014年度から実施した2巡目の検査で5人、16年度からの3巡目で2人が加わり、がんの確定は1~3巡目で計152人となった。

 県は、原発事故時に18歳以下だった全ての子どもを対象に甲状腺検査を実施。11年度から1巡目を実施している。検討委では、放射線の影響についての議論はなく、星北斗座長(福島県医師会副会長)は「事故の影響は考えにくい、というこれまでの考えは変わっていない」と説明した。

韓国、文在寅大統領の公約通り「脱原発」へ?新規2基の設計中断、日本との廃炉共同研究も via Record China

2017年6月3日、韓国が「脱原発」に舵(かじ)を切りつつある。文在寅大統領は大統領選の公約の中で、新規の原発建設計画などを白紙化すると明言。これを受け、韓国水力原子力(韓水原)は新規2基の設計を一時中断した。日本との間で廃炉の技術や人材養成などの分野で協力する構想も浮上している。 

石油などの化石燃料が乏しい韓国は1957年、国際エネルギー機関(IAEA)に加盟した直後から原子力エネルギーの開発に着手。62年に最初の研究炉が臨界に達し、78年になって初の商用原子力発電所の古里原発が運転を始めた。現在は25基が稼働している。 

IAEAのデータによると、総発電量に占める原発依存度は28.3%で世界第4位。朴槿恵政権下の2014年には東日本大震災に伴う福島原発事故で原発の安全性を疑問視する声が高まったことなどから、原発依存度目標を35年までに総発電量の29%程度とし、30年までに41%との計画から下方修正している。 

半面、原発の輸出には積極的で、09年には日本などに競り勝ってアラブ首長国連邦(UAE)で4基の建設を受注。昨年10月には期間60年で、総額54兆ウォン(約4兆9000億円)で運営権を獲得した。韓国にとっては海外で原発の受注から建設、運営までを一貫して手掛ける初のケースとなった。 

原発をめぐって文大統領は大統領選中、「新規の原発建設を全面的に中止し、建設計画そのものを白紙化する」と公約。韓国紙は5月末、韓水原が慶尚北道蔚珍郡に建設する予定だった新ハンウル原発3、4号機の設計見合わせを発注した韓国電力技術(韓電技術)に申し入れた、と相次いで報じた。

一方、聯合ニュースよると、韓国の政府系シンクタンク・蔚山科学技術院は5月30日、在韓日本大使館の担当者を招き、原発の廃炉に向けた韓日の共同研究センター設立案を協議した。韓国では古里1号機(釜山市)が6月に永久停止され、これが最初の廃炉事例となる。30年には現在運転中の商業用原発の約半分が設計寿命に達する。(編集/日向)

South Korea plans energy U-turn away from coal, nuclear via Reuters

A proposed energy U-turn by South Korea’s new government would put the environment at the center of energy policy, shifting one of the world’s staunchest supporters of coal and nuclear power toward natural gas and renewables.

If implemented, the ambitious plans by the world’s fourth biggest coal importer and No.2 liquefied natural gas (LNG) buyer will have a big impact on producers. South Korea’s LNG imports could jump by more than 50 percent by 2030, while coal shipments could peak as early as next year.

But experts warn that any move to halt construction of a raft of new coal and nuclear plants, many of which are already being built, could threaten energy security, spark claims for massive compensation and push up electricity prices.

The plan by the new administration of left-leaning President Moon Jae-in which took power in early May would move a notable laggard in renewables toward green energy, responding to public concerns over air pollution and nuclear safety.

South Korea, Asia’s fourth-largest economy, gets 70 percent of its electricity from thermal coal and nuclear reactors, and offers tax benefits to both sectors to ensure abundant electricity at affordable prices.

While Moon’s energy roadmap is still being hashed out, his staff say that care for the environment will play a central role in forming policy.
