Radiation levels exceeding state-set limit found on grounds of five Chiba schools via The Japan Times

Radiation levels exceeding the government-set safety limit of 0.23 microsieverts per hour have been detected on the grounds of five schools in the city of Kashiwa, Chiba Prefecture, the prefectural board of education said Monday.

Between late April and mid-May, the board officials detected radiation levels of up to 0.72 microsieverts per hour in certain areas of the schools, including Kashiwa High School and Kashiwa Chuo High School. The areas — including soil near a school swimming pool and drainage gutters — are not frequented by students, but the board closed them off and will work to quickly decontaminate them, the officials said.

According to NHK, the board of education had been checking the soil on the school premises in Kashiwa after radiation levels beyond the state limit were detected in shrubbery near the city’s public gymnasium. The board will announce the results of radiation tests at other schools in the prefecture around the end of July, NHK reported.

作業員全員退院 量子科学技術研究開発機構 via 産経ニュース

 日本原子力研究開発機構「大洗研究開発センター」(茨城県大洗町)で作業員5人が被曝(ひばく)した事故で、量子科学技術研究開発機構は13日、放射線医学総合研究所(千葉市)から5人全員が退院したと明らかにした。

量研は事故後の7日から同研究所で5人の治療や肺の検査を進めたが、肺内からプルトニウムが検出されず、投薬などの治療を終えて容体に変化がない

だが、微量のプルトニウムが残されている可能性があり、一部の患者からはアメリシウムも検出されているため、今後は外来での診察を続け、排泄(はいせつ)物などから体内被曝の評価を行う。

「殴り書きでもいいから、記録を取っておけば…」原発で全町避難が続く大熊町職員が記録誌を作ったわけ。via Huffington Post

初めまして。福島県大熊町役場に勤務する喜浦と申します。この3月、大熊町は東日本大震災とそれに伴う東京電力福島第一原発事故に対する町の対応をまとめた「大熊町震災記録誌」を発行しました。

今回、大熊町のウェブサイト上での公開に合わせて、ハフポストで記録誌に掲載している町民や職員の「証言」の一部を転載させていただくことになりました。

証言を紹介する前に少し、町のこと私のことについて自己紹介させていただきたいと思います。

福島県大熊町は太平洋に面する面積約78平方キロ、人口約1万500人(※2017年5月現在。震災当時は約1万1500人でした)ほどの町です。特産品は温暖な気候を利用して栽培する梨やキウイ。ヒラメの養殖も盛んでした。

しかし今、町で最も有名なのは「福島第一原発」だと思います。大熊町は、2011年3月の大震災で水素爆発を起こした第一原発の立地町です。最初の爆発が起きた同年3月12日、町全域に避難指示が出ました。

同じ大熊町民、職員といっても、震災時の体験やそれに付随する思いは、私が想像した以上に人それぞれでした。一つの見解に偏らないよう、町のやってきたことを否定するような声を意識して載せましたし、「書き直しを命じられるかも」と思いながら編集した部分もありました。ただ、事実関係の指摘はありましたが、書いた内容を町の都合のために否定されたことはありませんでした。

「街頭のティッシュのように配れ」。できあがった記録誌を前に、ある町幹部が言いました。通常、行政の刊行物は関係する行政・教育機関、マスメディアなどに配布しますが、それ以外の、日常的にあまり町の情報に触れる機会がない方々にお届けするにはどうしたらいいだろう。悩んでいたところに、ハフポストで証言を転載するという提案をいただきました。

今回、渡辺利綱町長を含めた7人の証言を紹介します。転載にあたって少し懸念したのは、記録誌では本文を補完する位置づけだった証言だけを集めることで、事実関係より個人の主張が強く印象づけられるだろうということです。

Court dismisses request to halt restart of Saga reactors via The Japan Times

A district court on Tuesday dismissed a request from about 230 local residents for an injunction to stop the restart of two reactors at Kyushu Electric Power Co.’s Genkai nuclear power plant in Saga Prefecture over safety concerns.

The Saga District Court handed down the ruling concerning reactors 3 and 4 at the complex as the utility prepares for their restart this summer or later, having secured the necessary consent of the governor of Saga and the mayor of Genkai. The town hosts the four-reactor power station.

Reactors 3 and 4 have cleared Nuclear Regulation Authority screenings that were based on safety standards revamped after the Fukushima nuclear disaster triggered by the March 2011 earthquake and tsunami.

In Tuesday’s decision, presiding Judge Takeshi Tachikawa said the new safety standards are “reasonable. ” The court has found no issues with earthquake resistance or steps taken against serious accidents and does not see any specific danger of radiation exposure at the plant, he added.

Tuesday’s ruling followed a series of court decisions rejecting similar suits seeking to halt the operations of nuclear power plants.

In March, the Osaka High Court overturned a lower court order to halt two nuclear reactors at the Takahama plant in Fukui Prefecture, while in the same month the Hiroshima District Court dismissed a request by local residents to order the halt of a nuclear reactor that was restarted last year at the Ikata plant in Ehime Prefecture.

Of the more than 40 commercial reactors nationwide, five are currently in operation. At the Genkai plant, the No. 1 unit is set to be decommissioned due to aging.

玄海原発 再稼働認めない仮処分申し立て 13日に裁判所判断 via NHK News Web

佐賀県にある玄海原子力発電所3号機と4号機の再稼働を認めないよう住民が求めた仮処分の申し立てについて、佐賀地方裁判所は13日判断を示します。仮処分の決定はすぐに効力が生じることがあり、裁判所がどのような判断を示すのか注目されます。

佐賀県にある玄海原発3号機と4号機について佐賀や福岡などの住民およそ200人は「大地震によって重大な事故が起きるおそれがある」などとして、再稼働を認めないよう求める仮処分を申し立てました。

これまでの経緯

佐賀県などの住民は平成23年、玄海原発3号機の再稼働を認めないよう仮処分を申し立てたのに続き、去年、4号機についても申し立てました。佐賀地方裁判所が住民と九州電力の双方から意見を聞く手続きをことし1月に終えたあと、原子力規制委員会は同じ月、3号機と4号機について、再稼働の前提となる新しい規制基準の審査に合格したことを示す審査書を決定しました。

その後、地元の玄海町の町長が再稼働に同意したのに続き、ことし4月には佐賀県の山口知事も同意しました。再稼働するまでには、設備が設計どおりの性能を備えているかを確認する原子力規制委員会の「使用前検査」などを受ける必要があり、九州電力が目指す玄海原発3号機と4号機の再稼働はことし秋以降になる見通しです。

争点は想定される基準値振動

玄海原発3号機と4号機をめぐる仮処分で最大の争点になったのが想定される地震の最大の揺れ、「基準地震動」についてです。

九州電力は原子力規制委員会の審査の中で、存在がわかっていない活断層による地震が起きた場合の揺れを検討するよう基準地震動の見直しを求められ、平成16年の「北海道留萌支庁南部地震」の記録をもとに620ガルに設定し、了承されました。

この基準地震動について住民側は九州電力の算出の際に採用された「入倉・三宅式」と呼ばれる計算式では、揺れの大きさが過小評価されると主張しました。

この計算式については、原子力規制委員会を平成26年に退任した地震学が専門の島崎邦彦元委員から、福井県の大飯原発や佐賀県の玄海原発のように地震の断層面の傾斜が垂直かそれに近い横ずれ断層で使われた場合、基準地震動が過小評価されるおそれがあると指摘され、住民側は、島崎元委員の指摘などを踏まえて別の計算式を使うと、基準地震動は今の大きさの3倍余りの2274ガルになると主張しました。

これに対し、九州電力は「入倉・三宅式」は過去の地震の大きさと整合性がとれて合理的なうえ、玄海原発の周辺の地域的な特性を十分に考慮して基準地震動が過小評価にならないよう多面的に評価していると反論しました。

千葉 柏市の県立5校で基準上回る放射線量 via NHK News Web

ことし1月、千葉県柏市で体育館の植え込みから国の基準を上回る放射線量が測定されたことを受けて行われた調査で、新たに柏市内の5つの学校の敷地内で国の基準を上回る放射線量が検出され、県の教育委員会は周囲を立ち入り禁止にしたうえで除染を進めることにしています。

ことし1月、柏市中央体育館の植え込みで国の基準を上回る放射線量が測定されたことを受けて千葉県教育委員会は、柏市内の県立学校など9つの施設の敷地で、ことし4月下旬から先月中旬にかけて調査を行いました。

その結果、5つの学校の合わせて6つの地点で、地表1メートルの高さの放射線量が1時間当たり0.24から0.72マイクロシーベルトと、国の基準の0.23マイクロシーベルトを上回っていたということです。

教育委員会によりますと、基準を上回る放射線量が確認されたのは、柏高校、東葛飾高校・中学校、柏中央高校、柏南高校、それに、沼南高柳高校の敷地内ですが、いずれもプールや駐輪場の裏など、ふだんは人が立ち入らない場所だということです。

Japan’s nuclear mishap underlines industry malaise via DW

Japan’s nuclear energy sector is riven by poor management, is overly bureaucratic and staffed by people who no longer have any pride in their jobs. So accidents are inevitable, say critics. Julian Ryall reports.

The Japan Atomic Energy Agency (JAEA) issued a statement on Saturday, June 10, claiming that none of the five workers at a nuclear research facility that it had previously reported had suffered serious internal radiation exposure after an accident on June 7 have plutonium in their lungs.

The agency’s report contradicts the initial claim that one of the workers had suffered internal exposure to 22,000 Becquerels of plutonium after a canister that had been in a storage unit at the Oarai Research and Development Center for 26 years was opened and bags holding the material burst.

The initial JAEA assessment said the worker who had been holding the canister and inhaled some of its contents could expect to have a total of 360,000 Becquerels of radioactivity in his blood, bones and organs, while the other men would have lower rates of exposure.

And while the announcement that the men did not inhale plutonium will be more than welcome news to all those affected by the accident, critics say it is just another example of misunderstandings, poor decision-making and lax oversight that continue to plague Japan’s nuclear energy industry.

Japan’s Asahi Shimbun newspaper has described the JAEA as “an organization that has been accused of gross bungling in the past” and said the confusion over the workers’ exposure was caused by high levels of plutonium on the men’s skin, not in their lungs.

As another example, she points to an accident that occurred in January at the Takahama nuclear power plant, just outside Kyoto, that attracted relatively little media attention. High winds caused a 112-meter crane arm to collapse on the roof of the building that houses spent nuclear fuel rods.

People ‘furious’

“People living nearby and the local authority were furious,” Smith said. “And the explanation that we got from the operator of the plant was that they had not listened to the weather forecast and they did not know that high winds were predicted. That’s just stupid.”

The nuclear industry has long had a problem with its patchy reputation for safety – a situation brought into sharp relief in Fukushima, where multiple failures of management have since been identified, including ignoring recommendations that the seawall protecting the plant be built higher and strengthened. The sector’s bad image has made it an even less appealing career choice for the Japanese.

“I don’t think there are many people there any more who are dedicated to tackling Japan’s nuclear energy problems, as there were in the past,” Smith said. “The industry has lost its vision and its visionaries of the past and now it has people who really don’t care very much.

“And I find that very scary because we now have five reactors online again and they need to be watched very closely, while there are dozens more that now need to be decommissioned,” she stressed. “We need capable and experienced people to do that work and make sure there are no more mishaps.”

Accidents unavoidable?

Yet Jun Okumura, a political analyst at the Meiji Institute for Global Affairs, says accidents are inevitable in any industry and that the nuclear sector is no different.

“Any organization with this many layers of subcontractors and procedures that require human judgment to be exercised is going to experience problems,” he said.

For Smith, simply accepting that accidents are going to happen in the nuclear industry is unacceptable. Accidents in other heavy industries – shipbuilding, mining, engineering, construction – may happen, but the impact is generally restricted to a small number of people in the immediate vicinity of the incident. Fukushima has shown the Japanese people that it is not the case with nuclear energy.

“They told people nuclear power was the future of Japan, that it was necessary for this country,” she said. “People now know they had the wool pulled over their eyes.”

Even Republican Mayors Are Rejecting Trump’s Energy Policies via The Nation

Greg Lemons is the staunchly Republican mayor of Abita Springs, a bite-size town in rural Louisiana that both draws its water and gets its name from the famous and pristine aquifer that flows beneath its soil. A chatty and cheerful fellow, Lemons like to think of himself as a pragmatic leader, the sort of person who strives to fix problems instead of fight about them. Nevertheless, in late 2014, he found himself in a legal brawl.

 It was autumn of that year when he first heard that the Louisiana Department of Natural Resources had approved an exploratory drilling permit for a proposed fracking project just outside of town. The project, which had been approved despite the mayor’s protests, didn’t sit well with him. He feared it would degrade the community’s environment, disrupt its quality of life, and ruin its reputation.

“We are very sensitive about our water here,” says Lemons, adding that much of his town’s economic activity, including the locally based Abita Brewing Company, is based on the renowned quality of its aquifer. “I was not content to stay silent about it.”

In late December 2014, he sued, arguing in state court that the drilling permit violated local zoning ordinances. Though Abita Springs quickly lost its legal case and exploratory drilling commenced, the fracking project ultimately folded for financial reasons. In the meantime, Lemons learned some important lessons.

While he fought the frackers, with their noxious chemicals and earth-shattering drills, the mayor started reading up on alternatives to oil, gas, and coal. He educated himself about solar panels and wind farms, about energy-efficient lighting and electrical vehicles. He learned about the jobs that these technologies could help create and the budget savings they might enable. Being a business-minded member of the GOP, he liked what he saw. Soon enough, he was enamored with the economic and environmental promise of green energy.

“It convinced me that we need to develop sustainable energy sources and we need to start now,” he says. “We should have started a long time ago.”

“You take one bite at a time,” he says.

衝撃的被曝で「ずさん」続々 核物質26年放置 除染不十分 汚染室内に3時間… via 産経ニュース

日本原子力研究開発機構「大洗研究開発センター」(茨城県大洗町)の被曝(ひばく)事故で、数々の「ずさん」が露呈している。当初発表された「2万2000ベクレルの体内被曝」という衝撃的な数値は、体表面の放射性物質も検出していた可能性があり、信用性が消失。事故想定の甘さから、作業員を退出させる準備に手間取ったことも分かった。高速増殖原型炉「もんじゅ」の廃炉などに続き、機構への信頼が揺らぐ事態が続いている。(社会部編集委員 鵜野光博)

規制委によると、改善指示後、同センターでは貯蔵施設外に置かれた核燃料物質が新たに見つかった。燃料研究棟にはすでに上限の80個の貯蔵容器がある。機構は貯蔵施設のスペースを空けるため、2月から80個の容器の中身の確認を始めた。これが点検の目的だ。すでに31個の点検を終え、より雑多な核物質が入っている容器を今回初めて開封したところ、事故に至ったという。

袋が破裂した容器は平成3年に封印され、以来26年間、開封されていなかった。中身について機構は「どういう物がどういう形態で入っていたのか、古いので特定できていない」としている。

汚染された部屋に3時間とどまる

作業員は同11時37分、自分たちの手足が放射性物質で汚染されていることを確認。報告を受けた機構は正午、現地対策本部を設置した。その後、部屋から5人の退出が始まったのは午後2時半だった。作業員は放射性物質で汚染された部屋に3時間以上、とどまっていたことになる。

機構は事故当日の6日午後6時52分、「全員の除染が完了」とし、5人は別の施設に移動。そこで50代作業員から2万2000ベクレルが検出された。ところが、7日に5人を受け入れた放医研は「4人に体表面汚染が確認された」と公表。機構の除染が不十分だった可能性が高く、機構が十分な除染をせずに作業員を施設外に出してしまったことも明らかになった。

ただ、5人のうち3人は機構の鼻腔内検査で最大24ベクレルのアルファ線が検出されており、内部被曝の恐れは依然残っている。放医研によるプルトニウム以外の核種の検出についても、機構は「把握していない」としている。内部被曝については、放医研が排泄(はいせつ)物の検査なども含めて慎重に評価を行っている。

機構は19日までに規制委に対し、今回の事故の状況と処置を報告することが法令で義務づけられている。袋はなぜ破裂したのか。今回の貯蔵容器と同種のものとされる容器は、同センター内にあと20個あるという。その点検をどうするのか。汚染された108号室への対処は、そして5人を今後どのように遇するのか。さらなる失点は許されない状況にある。

France to close some nuclear reactors, says ecology minister Hulot via Reuters

French environment and energy minister Nicolas Hulot said on Monday that the government plans to close some nuclear reactors of state-controlled utility EDF to reduce nuclear’s share of the country’s power mix.

He gave no indication of timing.

Hulot told reporters at the G7 environment summit in the Italian city of Bologna that it was too early to give numbers about France’s aim to reduce the share of nuclear in its power generation to 50 percent from the current 75 percent. 

“We are going to close some nuclear reactors and it won’t be just a symbolic move,” he said.

Carbon prices under the European Emissions Trading System, which charges companies for each ton of carbon dioxide they emit, have fallen to about 5 euros a ton from about 30 euros in 2008 because of a glut of permits.
