New nuclear power plants linked to Trident weapons via The Tribune

Senior civil servants have revealed that the government’s decision to build a new generation of civil nuclear power stations starting with Hinkley Point is linked to maintaining enough skills to keep Britain’s nuclear deterrent.

The disclosure came at a hearing of the Commons Public Accounts Committee looking at the huge cost of building Hinkley Point power station which critics see as uneconomic and not properly costed.

It was raised in a paper submitted to the committee by Professor Andy Stirling, Fellow of the Academy of Social Sciences, and Dr Phil Johnstone, from the Science Policy Research Unit, Sussex University, which questioned whether the Ministry of Defence is being subsidized by the civil nuclear industry.

Their paper pointed out this is never publicly discussed but added: “If a UK withdrawal from civil nuclear power on grounds of uncompetitive economics were to leave these shared costs borne entirely on the military side, then UK military nuclear infrastructures would be significantly more expensive.

“If civil nuclear commitments are being maintained (despite adverse economics) in order to help cover these shared costs, then it is this that amounts to a cross-subsidy.”

[…]

The Sussex University paper also pointed out that private industry was making the link. Their paper said: “Rolls Royce acknowledged for the first time in a major public statement, that there also exists a deep interlinkage between British civil and military nuclear industrial capabilities … stating that “expansion of a nuclear-capable skilled workforce through a civil nuclear UK programme would relieve the Ministry of Defence of the burden of developing and retaining skills and capability. This would free up valuable resources for other investments.”

Fewer endorse Japan’s 24th anti-nuclear resolution at U.N. after disarmament tweak via The Japan Times

A Japanese resolution calling for the total elimination of nuclear weapons passed in a United Nations committee on Friday, but with significantly less support than in years past.

Although the Japan-sponsored motion on the issue had over the years enjoyed wider support, signs of apparent backpedaling on nuclear disarmament in the new text prompted many cosponsors to reconsider their blessing.

Tokyo has penned and put forward a similar resolution for the past 24 years in a row, with the latest version endorsed by 144 countries, including the United States and Britain, which also cosponsored it. That’s 23 fewer than the number of states who backed it last year.

The U.N. General Assembly’s First Committee, which endorsed it, deals with disarmament and international security issues. The number of cosponsors plunged to around 70 from last year’s 109.

Votes against the resolution came from China, Russia, North Korea and Syria — all of whom opposed it last year. Additionally, there was a marked uptick in abstentions, which jumped to 27 from 17 last year.

Three Ways Radiation Has Changed The Monkeys Of Fukushima via Forbes

This year the evacuated residents of Japan’s Fukushima Prefecture began returning home, and as they resume their lives, the monkeys who have lived there all along have some cautions for them—in the form of medical records.

The Japanese macaques show effects associated with radiation exposure—especially youngsters born since the March 2011 meltdowns at the Fukushima-Daiichi Nuclear Power Plant, according to a wildlife veterinarian who has studied the population since 2008.

[…]

Hayama appeared alongside documentary filmmaker Masanori Iwasaki, who has featured Hayama’s work in a series of annual documentaries exploring the impact of fallout from the reactor meltdowns on wildlife. The fallout led the Japanese government to evacuate residents from a highly contaminated area surrounding the plant and extending to the northwest. The plume crossed the Pacific Ocean and left much diluted quantities of fallout across the United States, an event closely monitored on this page.

Since 2008, Hayama has studied the bodies of monkeys killed in Fukushima City’s effort to control the monkey population and protect agricultural crops (about 20,000 monkeys are “culled” annually in Japan). Because he was already studying the monkeys, he was ideally positioned to notice changes affected by radiation exposure.

France to decide by end 2018 how many nuclear plants to shut: minister via Reuters

PARIS (Reuters) – France will detail at the end of 2018 how many nuclear reactors will close to meet a target on reducing atomic energy, Environment Minister Nicolas Hulot told French daily Le Monde on Saturday.

France aims to cut the share of atomic energy in power generation to 50 percent by 2025 from 75 percent now.

Nuclear plant closures represent a touchy topic, as the sector employs thousands of people and renewable energy alternatives struggle to grow fast enough to ensure energy needs are fulfilled.

According to France’s National Council of Industry, the nuclear sector supports about 220,000 jobs, directly and indirectly.

[…]

Hulot said in July that as many as 17 of France’s 58 reactors may need to close to meet the target, but he did not stick to that forecast in later comments on the subject.

The minister said he would take into account the need to avoid any electricity shortage during that transition, given the country’s dependence on nuclear power.

Sprawling radioactive waste storage facility opens for business in Fukushima via The Japan Times

The government’s new radioactive waste storage facility in Fukushima Prefecture kicked into full gear on Saturday after completing a roughly four-month trial run.

While the facility near the crippled Fukushima No. 1 nuclear complex is designed to store soil and other tainted waste collected during decontamination work for up to 30 years, it remains only half complete six years after the triple core meltdown struck in March 2011.

An estimated 22 million cu. meters of contaminated waste exists in Fukushima, but the facility does not yet have enough capacity to store it all, and residents fear it will sit there permanently in the absence of a final disposal site.

The government has been able to buy only 40 percent of the land so far but eventually plans to secure 1,600 hectares for the facility, which is expected to generate ¥1.6 trillion ($14.1 billion) in construction and related costs.

The storage facility is urgently needed to consolidate the 13 million cu. meters of radioactive waste scattered around the prefecture. The prolonged disposal work, among other concerns, is said to be keeping residents away from their hometowns even when the evacuation orders are lifted.
