Japan’s Olympic minister resigned Wednesday after making remarks deemed offensive to the people affected by the 2011 earthquake and tsunami, a gaffe that prompted some to question his credentials.

Sakurada, at a party earlier Wednesday for Hinako Takahashi – a ruling lawmaker from Iwate, one of the prefectures severely hit by the disaster – said Takahashi is more important than reconstruction.

Sakurada was in charge of the 2020 Games, whose main theme is to promote reconstruction of the disaster-struck region.

Sakurada, who also doubled as cybersecurity strategy chief, said in November that he did not use a computer. In February, he was forced to apologise after expressing disappointment over swimming gold medal hopeful Rikako Ikee’s disclosure of her leukemia diagnosis. Sakurada was also scolded for being late and holding up a parliamentary session.

Sakurada’s resignation is also an embarrassment for Abe, who saw another cabinet member step down over a questionable remark. Deputy minister of land, infrastructure, transport and tourism minister, Ichiro Tsukada, quit last week after suggesting he acted for the interests of Abe and the finance minister, Taro Aso, over a road project related to their constituencies, prompting opposition lawmakers to seek explanation though he denied any preferential treatment.

２人確定　福島医大・県民健康調査結果 via 福島民友

福島医大は県民健康調査検討委員会で、甲状腺検査の昨年１２月末時点の結果を公表した。２０１６（平成２８）年度から始まった３巡目の検査では、前回報告（昨年９月末時点）から新たに２人ががんと確定、１人ががんの疑いと診断された。３巡目検査のがん確定は１５人、がん疑いは６人。

県と福島医大は、１１～１３年度に１巡目、１４～１５年度に２巡目、１６～１７年度に３巡目、１８年度から４巡目の検査を実施。４巡目検査では２次検査対象者４２７人のうち１４３人が受診し、９０人の検査が終了、２人ががんまたはがん疑いと診断された。１～４巡目と２５歳時の検査を合わせると、がん確定は１６８人（手術で良性と確認された１人を除く）、がん疑いは４３人となった。検討委は１巡目の結果を踏まえ、検査で見つかったがんは「放射線の影響とは考えにくい」との中間報告をまとめている。

　治療費支援375件
県は県民健康調査検討委員会で、甲状腺検査でがんやがん疑いと診断された場合にかかる治療費の自己負担分を県が支払う支援事業について、２０１５（平成２７）年７月の制度開始から１８年１２月までに延べ３７５件。

It was twilight, and from our rooftop perch, the only light we could see came from the silver dome encasing the Chernobyl reactor, lit up as if it were still on fire. Someone in our group blasted music from an iPhone, and suddenly a dozen Americans broke out dancing. We were among the only humans in this deserted city.

Ever since the Ukrainian government opened Chernobyl to tourists in 2011, the number of annual visitors continues to climb. Last year, the government reported nearly 72,000 visitors, up from 50,000 the year before.

“Travel to Ukraine has become cheap,” said Sergii Ivanchuk, owner of SoloEast, a company that last year shuttled nearly 12,000 tourists to the site of the infamous nuclear disaster.

“We don’t have Crimea anymore, and less and less people are interested in religion and churches,’’ he added. “But we have cheap beer and Chernobyl!”

Years later, stories and photos from Chernobyl continue to stoke the world’s curiosity — horses born with eight legs, giant catfish found in the waters near the plant, octogenarian “self-settlers” who seemingly thrived after returning to the Exclusion Zone, eating vegetables grown in contaminated soil. Even now, interest in Chernobyl shows no signs of ebbing. Journalist Adam Higginbotham’s book, “Midnight in Chernobyl: The Untold Story of the World’s Greatest Nuclear Disaster,” hit shelves earlier this year, and HBO’s new drama miniseries “Chernobyl” debuts May 6.

I’d returned to the Exclusion Zone because this time I wanted to sleep in Chernobyl. How many people can say that?

Two-day guided tours cost $200 to $300 a person for a group of 12 and include an overnight stay in a spartan, dormlike hotel in the town of Chernobyl, about 12 miles from the reactor. Day excursions are available too. Dozens of companies run trips to the area. Tour buses, often painted with gas masks and radiation symbols, pick up customers from Kiev’s Independence Square.

I’d brought along 11 students from Syracuse University where I teach journalism — after convincing university officials and the students’ parents that our visit would be no more dangerous from a radiation standpoint than an intercontinental flight or dental X-rays.

On our tour, Globa pointed out radiation “hot spots,” including the red forest where trees had turned red and orange. As our bus quickly moved through a section of the woods, our Geiger counters screamed warnings with rapid beeping.

A highlight of the trip was meeting Ivan Ivanovich, 82, at the primitive-yet-cozy home he built in Parishev village. Ivanovich is one of 119 “self-settlers” who are still alive, according to Exclusion Zone officials. The settlers were allowed to return after 600,000 so-called liquidators cleaned up the roads, bulldozed toxic buildings, scraped the radiated topsoil, and buried cars and furniture.

“The level of radiation in Kiev was the same as in Parishev, so why would I stay there?” he asked.

9日、福島・郡山市で発生した山火事は、一夜明けた10日も、鎮火には至っていない。

郡山市は9日、福島県を通じて、自衛隊に災害派遣を要請し、ヘリコプターによる消火作業が行われた。

火は、山の中腹から山頂にかけて燃え広がり、これまでに100haほどを焼いている。

午前10時すぎには、鎮圧状態となったが、天候の悪化により、ヘリによる上空からの散水は中断され、自衛隊と消防などをあわせた、およそ300人が地上からの消火活動を行っている。

Fukushima nuclear disaster: Abandoned town allows first residents home via BBC News

A Japanese town whose population fled the 2011 Fukushima nuclear plant disaster has partially reopened eight years later.

Radiation levels in parts of Okuma, west of the Daiichi plant, have been deemed safe for residents to return.

About 50 people have begun moving back to areas in the town where decontamination efforts were focused.

Critics have accused the Japanese government of expediting residents’ return in an attempt to showcase safety standards ahead of the 2020 Tokyo Olympics.

BBC Tokyo Correspondent Rupert Wingfield-Hayes says the vast majority of the town’s original inhabitants are unlikely to go back. 

Only 367 people – around 3.5% of the town’s original population – had registered as residents as of late March, local reports said.

However radiation remains a major concern for residents, especially those with children.

A survey by Japanese newspaper the Asahi Shimbun found just over half of residents in Fukushima Prefecture felt that progress has been made toward recovery.

福島・大熊町一部で避難指示解除　原発立地の町で初 via テレ朝News

福島県大熊町に出されていた避難指示の地域のうち、10日午前0時で一部が解除されました。福島第一原発が立地する町では初めてです。

　避難指示が解除されたのは、大熊町の南西部の大川原地区と中屋敷地区です。大川原地区は復興拠点に位置付けられ、役場の新庁舎や災害公営住宅の整備が進んでいて、役場は来月7日から業務を開始します。

ただ、大熊町の住民の約96％は避難指示が続く帰還困難区域に自宅があり、避難先での生活を続けざるを得ないのが現状です。

鹿児島県議選「脱原発」掲げ当選　新人・平良さん　元職・遠嶋さんvia MBC ニュース

三反園知事が川内原発の運転を事実上、黙認する中、脱原発を掲げて鹿児島県議会議員選挙に当選した新人と元職が、一夜明けてこれからの意気込みを語りました。

鹿児島市・鹿児島郡区で初当選した共産党の新人・平良行雄さん。８日は支援者へのあいさつ回りをしました。平良さんは、２０１６年の知事選で三反園知事と脱原発で政策協定を結び、出馬を取りやめました。
しかし、三反園知事が川内原発の運転を事実上、黙認するようになったことなどから、平良さんは「政策協定に違反している」と主張しています。
また、平良さんは三反園知事との面会を再三求めてきましたが、これまでのところ実現していません。しかし、今回当選を果たしたことで、県議会で面会が実現することになります。

（平良さん）「会えるのは楽しみ。（Ｑ．どういう姿勢で三反園知事と向き合う）政策合意を結んだ時の原点に立って、内容を見つめ直してもらい、廃炉の議論を始める。」

薩摩川内市区では、無所属・元職の遠嶋春日児さんが脱原発を掲げ、これまで自民党の現職３人が独占していた議席の一角を崩し、返り咲きを果たしました。当選から一夜明けて、遠嶋春日児さんが有権者に感謝の思いを伝えました。

川内原発は営業運転開始から今年で１号機が３５年、２号機が３４年を迎える中、原則４０年である原発の運転延長を巡り、その是非も視野に入ります。遠嶋さんは、三反園知事に原発について深く知ってもらい、脱原発に向けた議論を進めたいと抱負を語ります。

The Japanese Abe government continues to propagandize that Fukushima has now been “decontaminated” and that the refugees should return under threat of losing their housing subsidies. In a major propaganda ploy, they have also connived to get the Olympics to have the Olympic baseball games at Fukushima arguing that it is now “safe” and can be re-developed.

The Abe government is repressing anti-nuclear activists including Fukushima refugees and even arrested one woman at Hiroshima in August that was alerting the public about the danger of radiation in Japan. She was held without charges for ten days and is with the group GoWest. 

Increasingly repressive laws have been passed by the racist and reactionary Abe government including the Secrecy Act and Conspiracy Act that is aimed at silencing journalists and whistleblowers.  

The government also continues to imprison anti-war activist Fumiaki Hoshino who has been imprisoned for more than 43 years for protesting against the US-Japan military treaty which was illegally used by the US to bring nuclear weapons into Okinawa and other US military bases in Japan. His condition is very difficult with extreme heat and cold temperatures in the prison that threaten his health as well as the health of other prisoners.

＜スリーマイル島原発事故４０年　終わらぬ悪夢＞　（下）潮流に背 via 東京新聞

米国は世界随一の原発大国だが事故以降、二〇一三年まで新規着工が止まった。米エネルギー情報局（ＥＩＡ）によると、ピーク時の一九九〇年には百十二基が稼働していたが、いまは九十八基。シェールガス革命に加えて太陽光、風力などの再生可能エネルギーの普及で競争力が衰え、運転許可期限を待たずに退役を迫られる例も相次ぐ。

ＴＭＩもそう。事故を起こした２号機が閉鎖され、１号機だけが八五年に再稼働したが、六年前から不採算に陥っている。

「二〇一九年九月末にＴＭＩ原発を閉鎖する」。経営を受け継いだ米電力・ガス大手エクセロンが一七年五月に発表した。しかし、「必要な政策変更がなければ」との条件付き。クレーン最高経営責任者（ＣＥＯ）は「きれいで信頼できるエネルギーと高収入の雇用の維持」を求め、州政府に事実上の救済を迫った。

これを受けて州議会では今年三月、ＴＭＩの地元選出のメハフィー議員が、州内の原発九基を「無公害な発電源」として、年五億ドル（五百五十億円）かけて延命させる法案を提出。地元フランクリン＆マーシャル大の世論調査では、再エネと同様に原子力を支援することに州内の５０％が賛成し、反対の３７％を上回った。廃炉に向けた風向きが変わりつつある。

背景には原発依存度の高さもある。全米の総発電量のうち原発は二割だが、同州は四割。メハフィー氏は「原発による雇用や経済、環境への恩恵に感謝するときだ」と主張する。

一方で、米原子力規制委員会（ＮＲＣ）によると、事故で溶け落ちた２号機の核燃料（デブリ）は一九九三年までに９９％を除去したが、１％は解体しないと取れないため現場に残ったまま。解体は１号機の廃止を待って行われる予定で、延命は事故処理の先延ばしにもつながる。

原発を動かし続れば、行き場のない使用済み核燃料もため込むことになる。原発が「トイレなきマンション」といわれるゆえんだ。

世界初の炉心溶融（メルトダウン）事故とされ、大気中に放射性物質をまき散らした米東部ペンシルベニア州のスリーマイル島（ＴＭＩ）原発事故から四十年がたった。米政府は「死傷者ゼロ」を強調するが、住民らは現在も健康被害を訴え、事故とのつながりを示唆する研究結果は絶えない。一方、州議会ではＴＭＩ原発の延命策が議論され、事故機の廃炉が先送りされる可能性も出ている。米史上最悪の原発事故は今も終わっていない。

母、めい、同級生、そして自分－。ＴＭＩの南約十キロに住む当時高校生だったペギー・パーキンスさん（５４）は、身近な人々が次々と脳腫瘍などのがんを患い、自身も三十一歳から皮膚がんや甲状腺異常症と闘ってきた。

もともと家族や親戚にがん患者は「一人もいなかった」。長女（３３）には背骨の先天異常や腎臓病がある。全てが偶然とは思えない。心配なのは孫やまだ見ぬひ孫に、放射線被ばくの影響が受け継がれること。「もっと早く放射能漏れを教えてくれていたら…」

放射性物質の放出量は少なく、健康や環境への影響は無視できるほどだった」。米原子力規制委員会（ＮＲＣ）や業界団体の見解だ。がん患者や死亡率の増加を指摘した著名大学の研究ですら放射線被ばくとの関係を否定し、原因は「事故による精神的ストレス」と結論づけた。

一方で、実際の被ばく量が政府側の説明より相当多くなければ、がん患者の増加は「考えづらい」と疑問視する研究結果もある。直近では二〇一七年、地元ペンシルベニア州立大の研究チームが甲状腺がんを患った周辺住民の検体を調べ、「事故と甲状腺がんの相関性の可能性が示された」と発表。がんの原因そのものが放射線かどうかは判断を避けつつ、事故後の一定期間に発症した集団で、放射線被ばく特有の遺伝子変異が多かったという。

メアリー・ステイモスさん（７５）は事故以来、頭が二つある乳牛など動植物の奇形を千例以上集め、ＮＲＣに放射能の影響を訴え続けている。「政府は『事故は終わった』と言うけれど、私たちはそれが真実ではないと学んできた」と語る。

一方、事故当時ミドルタウン市長だったロバート・リードさん（８６）も友人や近隣住民、きょうだいをがんで失った。事故の影響だと思っているが、「専門家ではないから」と断言はしない。もはや因果関係の解明そのものに悲観的だ。「これから医者や科学者が明らかにしてくれるのか。そうは思えない」
