福島で心筋梗塞による死亡が急増!セシウム汚染との因果関係は? via LITERA

「われわれのイメージは東日本壊滅。本当に死んだと思った」

福島原発事故発生から4日後の3月14日夜、2号機の原子炉水位が低下した危機的な状況で、当時の福島原発第一・吉田昌郎所長がその事態を振り返り語った一言だ。あれから3年半の歳月が流れたが、原発事故は決して終わってはいない。それどころかもっと恐ろしい事態が進行している。

それはズバリ、住民の健康被害だ。まず、チェルノブイリでも激増した甲状腺がんが福島でも急増しているのだ。すでに福島県の調査で、甲状腺がんと確定した子どもは57人、「がんの疑い」とされたのは46人に上ることがわかっている。

福島県はこの異常に高い数字にも関わらず「検査範囲を広げたことによるスクリーニング効果」「症状も年齢分布もチェルノブイリとは異なる」という理由で「原発の影響は考えにくい」と結論づけている。だが、一方で、がんと診断された子どもの地域が非常に偏っていることから、この判断に疑義をはさむ専門家もいる。

疑われているのは甲状腺がんだけではない。「宝島」(10月号)では「福島県で急増する『死の病』の正体を追う!」と題して、セシウム汚染とある病気との因果関係のレポートを掲載している。

「実は、原発事故の発生を境に、福島県内で多発・急増している病気がある。厚生省労働局の『人口動態統計』データを精査した結果、その事実が明らかになった」

その病気とは急性心筋梗塞。死にいたる危険性の非常に高い病気である。記事では、震災発生前後の福島県における住民の死因を公開している。それによると、11年は地震や津波による「不慮の事故」が増加しているが、12年になると循環器系疾患の代表格である「急性心筋梗塞」がトップに躍り出ているのだ。全国規模で見た場合、心筋梗塞の死者数は年々減少する傾向にあり、そのことによって日本人男性の平均寿命が伸びているのだが、しかし福島県は違っていた。

「なぜか福島県では急性心筋梗塞が急増し続けている。異常事態以外の何ものでもない」 記事ではそれが原発と因果関係があるのかどうかを、慎重に分析していく。セシウム137の土壌汚染の濃淡と、急性心筋梗塞の死亡率、そして事故以前のそれとを比較した結果、以下のようなものだった。

「セシウム汚染が濃いところほど、急性心筋梗塞の年齢調整死亡率が高いという傾向が見られたのである」

例えば事故以前、もともと急性心筋梗塞での死亡率が高かったという石川町、相馬市だが、さらにセシウム汚染が加わった12年には、急性心筋梗塞の死亡率がさらに上昇している。またもともと死亡率の低かった地域でも、強いセシウム汚染に晒された天栄村や桑折町では、急性心筋梗塞の死亡率が上昇しているのだ。

いや福島県だけでなく、周辺の茨城県や群馬県でも11年の急性心筋梗塞死亡率は“顕著な“上昇が見られ、また山形県、栃木県、埼玉県、千葉県でも右肩上がりに増え続けているという。

「セシウムは体内に取り込まれた後、筋肉に集まりやすい性質があるとされる。そして心臓は、そんな筋肉(心筋)の“塊“のような臓器である」

もちろんこの記事では、セシウム汚染と急性心筋梗塞多発の因果関係をはっきり断定したものではない。しかしセシウム汚染地域では急性心筋梗塞が多発していることは確かな“事実“だ。

チェルノブイリ事故を見ても、健康被害は年月を追って様々に増加していく。

「フライデー」(9月12日号)では福島県の放射線量の独自調査を行っているのだが、「ほぼ全ての場所で除染の基準となる0.23マイクロシーベルトをはるかに超えた」という。そして、もっとも高かった南相馬市の病院駐車場では10.14マイクロシーベルトという恐るべき数字が記録されたという。

「そこに1年間いると、ICRP(国際放射線防護委員会)が安全基準とする年間1ミリシーベルトの44倍もの被爆をすることになる」

近隣住人によると、この場所は「予算がない」ため除染を行っていなのだという。他にも子どもたちが通う福島市東部地区の小学校近くで10.14マイクロシーベルトが計測されている。長崎大学工学部の小川進教授はこうした状況に「完全な除染は不可能」と断じている。除染などできないのに莫大な予算をかけ、利権として“除染行為”を行い続けているだけなのだ。

ところが、新聞やテレビはこうした実態をほとんど報道しようとしない。「美味しんぼ」の問題のにはあれだけ騒ぎ立てるのに、原発そのものの問題、そして健康被害については触れようともしない。

EDITORIAL: Punting again on nuclear waste via MyCentralJersey.com

Talk about dropping a hot potato in a way that provides absolutely no incentive for anyone to pick it up — ever. The Nuclear Regulatory Commission recently decided that nuclear waste from power plants can be stored above ground in casks indefinitely. The vote to approve it was 4-0.

Given that spent fuel stored at nuclear power plants will remain dangerous to humans for at least 10,000 years and harmful to the environment for 1 million years more, the mere suggestion that the waste will be properly stored, maintained and protected is ludicrous. And the problem, now exacerbated by the NRC finding, is not a distant one.

Jersey Shore residents are living cheek by jowl with more than 750 metric tons of radioactive waste stored in Lacey in the spent fuel rod pool at the Exelon-owned Oyster Creek plant.

The pool sits 70 feet in the air, and is covered by a box-store type metal roof. Used fuel assemblies containing a cocktail of radioactive isotopes are jam-packed into the pool, holding about eight times more than its original design capacity. An NRC report on the Peach Bottom plant in Pennsylvania indicated that even a small nuclear reactor fuel pool fire could leave 9,400 square miles uninhabitable and indefinitely displace 4.1 million people. Just imagine what such a report would reveal about a similar reactor fire at Oyster Creek. And try to imagine thousands of Jersey Shore residents fleeing the area given its limited evacuation routes.

Still, the Oyster Creek plant is not scheduled to close until 2019 and the spent fuel rods will be able to sit there until half-past “Who knows when?”

And then what? A whole lot of nothing, given this NRC finding.

At the very least, the state should insist that work begin on moving the rods into state-of-the-art dry casks — sealed metal cylinders containing the spent fuel enclosed within a metal or concrete outer shell — as soon as Oyster Creek ceases operation. That would be better than the current state of affairs, but real progress is a long way off.

The Energy Department is now saying that a burial site for the nation’s nuclear waste will be established by 2048, but the agency has no plan for finding one.

S&P to decide in 30 days whether to downgrade Areva to junk via Reuters

(Reuters) – Credit ratings agency Standard & Poor’s has put French nuclear power engineering group Areva on “creditwatch negative” and will decide within 30 days whether to downgrade its credit ratings by one notch into non-investment grade territory.

A downgrade into the junk category would make its shares and bonds unattractive for investment funds who only seek investment-grade securities, but Areva’s finance chief said the firm was not worried about its liquidity or borrowing costs.

Areva’s BBB- long-term issuer rating from S&P has been hovering above junk status since December 2011, when it was downgraded two notches from BBB+. S&P made that downgrade after Areva booked a 2.4 billion-euro ($3.2 billion) charge for project delays and canceled orders in the wake of Japan’s Fukushima nuclear disaster.

On Aug. 1 Areva (AREVA.PA) shocked investors with a 694 million-euro loss caused by disappointing nuclear revenue, a writedown on its withdrawal from a solar power business, and a cut in its 2014-2016 core earnings and cash flow targets.

Its stock fell 20 percent that day, the worst fall since Areva was formed in 2001.

S&P said it believed there was an increased possibility Areva would post more negative free cash flows, despite its decision to curb capital expenditures, and that net debt may materially increase over 2014-2015.

The agency said it will make its ratings decision after further discussions with management and with the firm’s state shareholder, to assess whether any measures will be made to limit net debt increases.

Japan to restart nuclear reactors via The Guardian

Nuclear watchdog gives go-ahead to switch two reactors back on but Shinzo Abe faces uphill battle to win over sceptical public

Japan‘s nuclear watchdog has given the green light for two reactors to restart but the operator still has to persuade local communities they are safe.

Widespread anti-nuclear sentiment has simmered in Japan ever since an earthquake and tsunami in March 2011 caused meltdowns at the Fukushima power plant, sparking the worst atomic disaster since Chernobyl.

The country’s nuclear reactors were switched off after the catastrophe. Two reactors were briefly restarted last year but all of Japan’s nuclear plants are currently offline.

The go-ahead from the Nuclear Regulatory Authority (NRA) for two reactors at the Sendai plant in southern Japan comes after it issued a more than 400-page safety report in July and follows a month-long public consultation period.

But any restart is unlikely before the year end as the operator, Kyushu Electric Power, is also required to get two more NRA approvals for other facilities at the site.

Communities living right next door to nuclear plants, who often enjoy grants from utility companies and depend on the power stations for employment, are frequently sympathetic to restarts.

However, there is often hostility from those living further afield who enjoy no direct benefits but see themselves as in the firing line in the event of another accident like Fukushima.

Greenpeace Japan, which is campaigning for Tokyo to abandon nuclear power completely, said the government of the prime minister, Shinzo Abe, appeared to be glossing over the last year, in which Japan has survived without nuclear power.

“The government … is ignoring the lessons of Fukushima and attempting to prevent the renewable energy revolution, trying to take the nation back to its dependence on dangerous and unreliable nuclear power,” said Kazue Suzuki for the organisation.

Abe has been trying to persuade a wary public that the world’s third largest economy must return to an energy source that once supplied more than a quarter of its power.

川内原発の新基準審査合格が正式決定 via NHK News Web

鹿児島県にある川内原子力発電所について、原子力規制委員会は、九州電力の安全対策が新しい規制基準に適合 しているとする審査書を正式に決定しました。これで川内原発は新基準の審査に合格した初めての原発となり、今後は地元自治体の同意などの手続きがどのよう に進むかが焦点になります。

原子力規制委員会は、ことし7月、川内原発1号機と2号機で進められている九州電力の安全対策について、新しい規制基準に適合しているとする審査書の案をまとめ、一般からの意見を募集しました。
10日の規制委員会には、寄せられた1万7000通余りの意見を踏まえて表現を修正した審査書が示されました。
地 震や火山、重大事故などへの対策をもっと厳しくすべきといった意見が多く寄せられましたが、結論に変更はないとして、規制委員会は全会一致で審査書を正式 に決定しました。今回、意見募集の対象にしていない防災などに関する意見には、審査とは別に対応がとられるとしています。
決定の際、委員会の傍聴者からは「納得できない」「火山対策をもっと議論しろ」などの声が上がっていました。

「一般意見は今後に生かすべき」

10日の会合で審査書の決定に異論は出ませんでしたが、一般からの意見に対し、委員からは「今後に生かすべきだ」といった発言が相次ぎました。
地震や津波の想定を審査した島崎邦彦委員は「外部の専門家からも多くの意見をいただいた。最終的に審査書を大きく書き換えることはなかったが、われわれもすべてを見ることができているわけではないので、今後の審査に生かされると思う」と述べました。
大島賢三委員は「採用されなかった意見も多いが、原発の安全性をさらに高めるための具体的な提案や規制基準の見直しを求めるものもある。公表して終わりではなく、今後の安全研究に生かしたり、対応を検討したりしていくべきだ」と述べました。

Shut California’s Fukushima: Diablo Must Go via Reader Supported News

he catastrophe at Fukushima was not an accident. It’s unfolding again in California.

The next west coast quake could easily shake the two reactors at Diablo Canyon to rubble.

They are riddled with defects, can’t withstand potential seismic shocks from five major nearby fault lines, violate state water quality laws and are vulnerable to tsunamis and fire.

Diablo’s owner, Pacific Gas & Electric (PG&E), is in deep legal and financial crisis.

The California Public Utilities Commission (CPUC) has just proposed that PG&E be fined $1.4 billion for a 2010 gas explosion and fire that killed eight people and obliterated a neighborhood in San Bruno. The federal government has announced 28 indictments, meaning the CPUC fine may just be the tip of a very expensive iceberg for PG&E. The San Bruno disaster was caused by pipeline defects about which PG&E had been warned for years, but failed to correct. The fines cover 3,798 separate violations of laws and regulations, both state and federal. PG&E was previously fined $38 million for a 2008 pipeline explosion in Rancho Cordova.

Similar defects remain uncorrected at Diablo Canyon, whose radioactive cloud could span the continental U.S. in four days. Mass citizen action recently shut two coastal reactors at San OnofreBut a 42-page report from NRC inspector Dr. Michael Peck says new fault line discoveries challenge Diablo’s “presumption of nuclear safety.”

Buried by the NRC for at least a year, it was released by Friends of the Earth and reported on by the Associated Press and the great enviro-journalist Karl Grossman, as well as by the Nuclear Information & Resource Service and Beyond Nuclear.

Peck has a doctorate in nuclear engineering and was Diablo’s chief on-site inspector for five years. He’s now a senior instructor at the NRC’s Technical Training Center in Tennessee. His status as a current NRC employee makes such a critical report highly unusual—and alarming.

Diablo Canyon, writes David Lochbaum of the Union of Concerned Scientists, “has never, ever complied with fire safety regulations, not even for a second by mistake.”

“The one-two punch of earthquake/tsunami caused Fukushima,” Lochbaum wrote in an email to me.

“A one-two punch of earthquake/fire could cause Diablo Canyon.”

But, says Lochbaum, “It can’t be an accident. Not when the company and its alleged regulator both know that the plant does not met earthquake and fire safety regulations.

“That cannot cause an accident. Criminal negligence perhaps. At least malicious mayhem. But not an accident.”

汚染水対策、手詰まり 廃炉作業遅れを懸念 via 河北新報

福島第1原発の汚染水対策は、事故発生から3年半経過した今なお、予断を許さない状況が続く。1~4号機の建屋地下には1日約350トンの地下水が流れ込み、放射性物質に触れて汚染水が発生している。東京電力は建屋に入る前にくみ上げる地下水バイパスなどの対策を講じるが、抜本的な解決には至っていない。汚染水対策が軌道に乗らなければ、廃炉作業に影響を及ぼす可能性がある。(桐生薫子)
<難航する凍結>
 「地下水の流れがあり、思ったより凍らない」

東電は建屋とトレンチの接続部を凍らせ、水の流れを遮断してから汚染水を抜こうと、2号機側で4月下旬、周囲の水を凍らせる作業に着手した。だが、地下水位の変動など想定外の現象が起き、凍結は難航。7月下旬には氷を投入し水温を下げたが、接続部の凍結率は92%にとどまった。
 「想定外」は地下水バイパス計画でも起きている。東電は5月以降、地下水を20回くみ上げ、計3万2942トンを海へ排出した。当初、流入の抑制効果が表れる時期をくみ上げから「2~3カ月後」と設定したが、観測用井戸では20~30センチしか下がらず、「5~6カ月後」に修正した。
東電は建屋周辺の「サブドレン」と呼ばれる井戸42本から地下水をくみ上げ、浄化した上で海に流す計画も立てている。
 これに対し、漁業関係者は「(海洋放出の報道後)試験操業のシラスの価格が下がった」(相馬双葉漁協)などと風評被害を懸念。「汚染水を海に流すのは絶対反対」(いわき市漁協)と反発を強めており、実施のめどは立たない。

高濃度汚染水などをためるタンクの貯蔵量は2日現在、52万トンと容量の92.9%に達した。多核種除去設備(ALPS)を稼働し、本年度中に全ての汚染水を処理する計画だが、トラブルが相次ぎ、達成は困難な状況だ。

Fukushima fallout continues: now cleanup workers claim unpaid wages via The Guardian

The legal net has started to tighten around the operator of the Fukushima Daiichi nuclear power plant, as victims of the accident, and those responsible for clearing it up, take their grievances to the courts.

Last week, Tokyo Electric Power (Tepco) said it would not contend a court ruling ordering it to pay almost $500,000 in compensation to the family of a woman who killed herself two months after being forced to flee her home near the plant.

That claim, which could pave the way for similar suits, has been followed by a unprecedented attempt by four Fukushima Daiichi workers to sue the utility for unpaid wages.

In the first legal challenge of its kind against Tepco, the four men, who are not named and wore masks in court for fear of reprisals from their employers, are seeking $600,000 in unpaid wages from Tepco and several of its partner firms.

The men’s lawyer said he believed more could follow among the 6,000 workers – most of whom work for contractors – involved in the dangerous 40-year operation to decommission the plant.

“A year ago, the prime minister told the world that Fukushima was under control. But that’s not the case,” Tsuguo Hirota told Reuters. “Workers are not getting promised hazard pay and skilled workers are leaving. It’s becoming a place for amateurs only, and that has to worry anyone who lives near the plant.”

The hazardous nature of work to control the flow of radioactive water, and to prepare damaged reactors for the removal of melted nuclear fuel prompted Tepco to announce late last year that it would double daily danger money payments to $200 per worker.

But labourers employed by some of the 800 firms involved in decommissioning Fukushima Daiichi say the extra cash is being withheld by contractors and subcontractors, which claim they need the extra cash to keep their businesses afloat.
