And, how “safe” and “clean” is this energy source, really? If we believe the nuke huggers, it is very safe – one catastrophic accident occurs only once every 250 years, they say.

Unfortunately, the industry, and many regulators, have continued to tow the “safety” line – while at the same time weakening reactor safety standards so that aging reactors can meet them. And the aging nuclear fleet in many parts of the world results in increased safety risks, as components degrade with time and wear.

If we are to discuss “safety” within the context of nuclear, it’s also important to broaden our perspective beyond a narrow focus on solely catastrophic accident risks at operating nuclear reactors, to major environmental and public safety risks imposed by the entire nuclear cycle. These include uranium mining; uranium processing to create nuclear fuel (milling, conversion, enrichment and fabrication – each step uses fossil fuels and generates radioactive wastes); radioactive releases during operation – both, routine radioactive releases and accidental ones; and the ever increasing nuclear waste problem. After over seven decades of nuclear technology, final spent nuclear fuel disposal is still unsolved anywhere in the world. Some countries, like the UK, France, and Russia, compound the radioactive waste problem by “reprocessing” spent nuclear fuel — a chemical process separating plutonium from high level radioactive waste, which not only generates an enormous amount of radioactive gaseous and liquid effluent, but increases nuclear bomb proliferation risks.

There are also indications that even in the absence of a major disaster, nuclear reactors may be hazardous to human health – particularly for children.

Those who created the Fukushima Daiichi nuclear catastrophe know that their nuclear power plants have no place in a modern Japan. And they are fighting as hard as they can to stop clean energy progress and shore up their dirty-energy-based profits.

But, for the people of Japan, a majority of whom oppose any nuclear restart, there are massive opportunities on the horizon for a truly safe and clean future. And we, at Greenpeace, will stand with them – against the onslaught of the nuclear village – to ensure that the clean, renewable energy future becomes a reality.

小泉氏、首相は原発ゼロへ転換を via ロイター

 小泉純一郎元首相は11日、安全と確認された原発を再稼働させる安倍晋三首相の方針について「首相が原発ゼロと言えば自民党の多数も協力する。ピンチをチャンスに変える環境が整っている。これを生かすべきだ」と述べ、転換を促した。福島県喜多方市での講演後、記者団に語った。

首相在任中の2004年、国会審議で自らの年金加入問題を聞かれた際の答弁で「人生いろいろだ」と発言したことを引き合いに「首相もいろいろだ。(なぜ原発ゼロを決断しないのか)分からない」と語った。

核・放射線のイメージ史――3.11後の語りづらさをめぐって – 山本昭宏 / 日本近現代文化史 via BLOGOS

『美味しんぼ』の鼻血騒動

 

人気グルメマンガ『美味しんぼ』の「福島の真実編」(『ビックコミックスピリッツ』2014年5月12日・19日合併号)が騒動になったのは記憶に新しい。

問題視されたのは、福島第一原発を取材した主人公が鼻血を出す場面だった。さらに、実在する人物が実名で登場して原発事故後は鼻血を出す人が増えているとの見解を述べる場面や、除染作業が終わっても福島には住めないのではないかと研究者が言う場面もあった。

これらの表現について、政府要人たちが「風評被害を与えることがあってはならない」と発言し、福島県も「人びとに不安と困惑を生じさせる」と声明を出したのである。

『ビックコミックスピリッツ』の編集部は抗議の電話が鳴り止まなかったという。『美味しんぼ』の原作者の雁屋哲は2015年の2月に反論本『美味しんぼ「鼻血問題」に答える』(遊幻舎)を出版し、健康被害に関する議論の継続を訴えている。

この騒動が明らかにしたのは、多くの人びとが原発災害後の様々な問題にいまなお関心を抱きながら、「原発や放射線については、発言しにくい」と感じている現状だったのではないだろうか。

例えば、放射線の専門家ではない私たちは、低線量被曝による健康被害の可能性について、何か発言することに困難を感じざるをえない。そうなれば、自 然と沈黙が多くなるが、関心を失ったわけではないため、時おりメディアに表れる健康被害に関する言説や表現に対して敏感に反応する。

このように、『美味しんぼ』の鼻血騒動は、「不適切表現へのバッシング」という側面だけでなく、依然として高い健康被害への関心という側面もあわせもっていたと考えられる。

新たなエネルギーの新奇性

意外に思われるかもしれないが、占領下の子どもむけポピュラー文化では、核が新奇で親しみやすいものとして提示される傾向があった。例えば、ヒー ローの名前に「アトム」の語が使われた『超人アトム 怪奇城の巻』(1948年)や、主人公のあだ名に核兵器の名前が使われた『ピカドン兄さん』 (1951年)、『水素ばくちゃん』(1951年)などのマンガがそれにあたる。

このようなイメージが量産された一方で、この時期のポピュラー文化は被爆の惨禍や後遺症をほとんど描いていない。占領軍による検閲制度があり、原爆被害を明らかにするような報道や言論は検閲による削除の対象になっていたからである。

文化的ムーブメントとしての「反原発」

 

1986年、ソ連のチェルノブイリ原子力発電所で大事故が起こった。それを受けて、日本でも原発に関する議論が高まっていく。

反原発のメッセージで若者たちを惹きつけたポピュラー文化は、ロックだった。それまでも、「アトミック・カフェ・フェスティバル」という野外ライブ が東京で開催されるなど、核とロックの結びつきは存在したが、チェルノブイリ原発事故後、その結びつきはよりいっそう密接になり、原発への反対が歌われる ようになったのである。

忌野清志郎が所属していたRCサクセションは、エルビス・プレスリーの「ラブ・ミー・テンダー」などの楽曲を、反原発の歌詞で「替え歌」し、ライブ などで歌い始めた。これらの曲は、シングル「ラブ・ミー・テンダー」とアルバム『COVERS』として1988年に発売される予定だったが、所属会社の東 芝EMIは、発売中止を決定した。

この騒動は、他のミュージシャンたちを刺激し、ザ・ブルーハーツや佐野元春ら人気ミュージシャンたちが、「反核・反原発ソング」を相次いで発表して いく。この動きに、若者向けカルチャー雑誌の『宝島』や一部のマンガ雑誌も連動し、反原発は一大ムーブメントになったのである。反原発という態度が、 「カッコいい」ものとして、一部の若者たちに受け止められたのだった。

しかし、このムーブメントは長続きせず90年代になると、ポピュラー文化が核を描く頻度も減っていった。ポピュラー文化における核のイメージに大きな変化がないまま、日本社会は2011年3月11日を迎えることになる。

Japan:Thousands protest against government nuclear policy via euronews

Thousands of demonstrators surrounded Japan’s parliament building on Sunday to protest against the government’s attempt to restart some of the country’s nuclear plants.

The rally comes ahead of commemorations to mark four years since the March 2011 tsunami which triggered the Fukushima nuclear accident.

Four reactors owned by two utilities have cleared regulatory safety checks which means they could potentially end more than a year without atomic power in Japan, the first such spell in four decades the nation has been using nuclear energy.

「福島産食品ためらう」依然17% via NHKオンライン

震災から4年がたちますが、消費者庁が先月行った原発事故による風評被害の調査で、福島県産の食品を購入することをためらうと回答した人は、依然として全体の17%に上りました。
消費者庁は2月、東京電力福島第一原子力発電所の事故による風評被害の調査を、東京や大阪、愛知などの大都市圏を中心にした11都府県の5000人余りの消費者を対象に行いました。
その結果、「福島県産の食品の購入をためらう」と回答した人は、半年前の去年8月に行った調査より2ポイントほど減少したものの、依然として全体のおよそ17%に上りました。
また、食品に対して、放射性物質の検査が行われていることを知らないと回答した人も24%余りいました。

南相馬市の学校給食はかつて、市内産を含む県内産の食材使用率が50%を超えた。現在、市内産の採用は皆無。コメは新潟、この時期のレタスは香川など、ほぼ県外から調達している。
背景には保護者の不安がある。市教委の昨年のアンケートで「市内産を避けてほしい」との回答が38%に上り、容認派の47%に迫った。「不安で家でも使わない。給食でも使わないでほしい」「地元農家のため活用を」との声が混在する。
市内の給食では食材の放射性物質検査を徹底している。汚染食材が入り込む可能性は低いが、青木紀男市教育長は「地場産の採用は将来的な課題。アンケート結果を見れば慎重にならざるを得ない」と説明する。
同じ浜通りでも対応は一様ではない。南相馬市の北にある相馬市と新地町は、4月から学校給食に地場産米を使う。アンケートで導入に否定的だった保護者は両市町とも10%未満。原発事故の避難区域外にあり、プラントから離れていることが抵抗感を薄めているとみられる。

地元でさえ拭い切れない風評。県外となればなおさらだ。仙台市の市場関係者は「給食食材を扱う仲買業者は、まだ福島産を避ける傾向にある」と話す。
福島県商工会連合会は首都圏の消費者500人を対象に、県産加工品に関する意識調査を続けている。「原発事故後に買わなくなった」との回答は全体の3割を占め、この3年間大きな変化は見られない。
連合会は「福島産に抵抗がある層が固定化しているようだ」と指摘。「原発の汚染水漏れなどが報道されるたびに、悪いイメージが喚起される」と憂う。

【震災4年 インサイダーたちの警鐘(上)】 「茶番許すな」 覆面官僚作家の若杉冽さん via 47 News

東京電力福島第1原発事故から4年。汚染水流出などトラブルが絶えず、廃炉の見通しも不透明なままだ。その一方、政府は原発回帰にかじを切り、再稼働を推進する。“最前線”の実情を匿名で発信し続ける現役官僚と原発作業員に現状や課題を聞いた。

―若杉さんは原発即ゼロ派ですか。

「原発を動かす上での前提条件が全くクリアされていません。事故が起きれば30キロ圏外はもちろん、東京や大阪など大都市圏にも被害が及びかねな い。それでも、ごく限られた地域の同意をもって再稼働への地元同意を得ましたと言うおかしさ。同意する人と潜在的に被害を受ける人がずれています」

「原発から出る核のごみ処理も結論が出ていません。安全性、地元同意、核のごみ問題の解決。その三つが整えば、再稼働も国民の選択としてはあり得るかもしれないが、それが満たされない以上、ゼロと言わざるを得ません」

―立地自治体や電力会社の多くは同意権の拡大に反対しています。

「国の交付金や電力会社の寄付といった原資は限られており、自治体は自分の取り分が減ることを懸念しています。結局もっとお金を突っ込まないと、 あれだけリスクのあるものを動かすのは無理なんです。電力会社にも資産を切り売りしてでも同意対象を拡大するつもりはない、ずるいですよね」

「自治体も福島の事故前なら『安全神話にだまされた』と言えたが、もはや神話はありません。でも原発の定期検査で食堂に人が入ります、宿がもうかりますなどと言って再稼働に同意すれば、次に事故があったとき、もう被害者とは言えません」

―政府は原発の再稼働を進める一方で、原発依存度は可能な限り低減するとも言っています。

「大衆が福島の事故を忘れるのを待っているんです。どっちとも受け取れる言い方にして、原発比率は出さずに当面やっていこうと」

―政府や電力会社は原発について当初は電気が足りないから必要と主張し、次は国富流出、さらには電力自由化の中で補助が必要と論理を二転三転させています。

「いろんな言い方をしても最初から推進の結論ありきです。どれだけシェールガスが安くなっても変わらない。業界は最近、原発再稼働が電力自由化の 前提と露骨に言っている。電気事業法の改正案でも、電力自由化の総仕上げとなる発送電分離の延期が可能となる規定が盛り込まれました」

―電源構成比率の議論も進んでいます。

「政府がまずもくろんでいるのは、原発ゼロを確実につぶすことです。再生可能エネルギー導入が進むバラ色の絵を描いて今回は原発比率を下げる。で もエネルギー基本計画は3年ごとに見直すわけですから、そのときに書き換える。議論はただの儀式なんです。ばかばかしいですよ」

―電力会社の値上げが相次いでいます。原発の再稼働はいつですか。

「安全保障法制でバタバタしている裏で決めちゃうんでしょう。東電は原発が動いていないのに黒字。競争入札を徹底するなど同じ改革をすれば各社と も黒字になるはず。でも、それをやると(電力会社が巨額の企業献金などで政治を動かす)モンスターシステムにカネが集まらなくなるから、やらないんです」

With Nuclear Shutdowns Looming, Swiss Utility Establishes Decommissioning Company via NucNet

10 Mar (NucNet): Swiss utility Alpiq has established a decommissioning company for the post-operation and dismantling of nuclear installations, as well as for radiation protection and decontamination, a statement said.

With Switzerland due to shut down its commercial nuclear reactors and prevent the building of new ones, Swiss Decommissioning AG, with headquarters in Olten, west of Zurich, is being established to “seize new opportunities” in the power plant business, the statement said.

After the Fukushima-Daiichi accident in March 2011, the Swiss federal government and parliament voted to ban new reactors and to close the country’s existing five units at the end of their useful lifetimes.

Alpiq owns stakes in the Leibstadt and Gösgen nuclear stations, which are expected to close in around 2034 and 2029 respectively.

Tepco claims it will be more forthcoming with data from Fukushima No. 1 via The Japan Times

Tokyo Electric Power Co. says it is planning to change its information disclosure policy for the crippled Fukushima No. 1 nuclear plant and release all data on radiation-contaminated dust and water if it is deemed they are affecting the surrounding environment.

The decision, made during a board meeting last Friday, was in response to the failure to disclose a leak of radioactive rainwater that came to light last month.

Officials said Tepco will nail down the new policy by March 30 and present it to its nuclear reform monitoring panel of external experts.

Last month, Tepco said radiation-contaminated rainwater flowing through a drainage ditch that runs close to reactor buildings at Fukushima No. 1 had been leaking into the sea. The water’s radiation level exceeded legal limits, it said.

Tepco said it became aware of the situation last spring but did not disclose it, thinking the information was not of interest to the public compared with updates on decommissioning efforts at the plant, including the condition of tanks being used to store highly tainted water.

Tepco eventually disclosed the information late last month after it identified what appeared to be the source of contamination for the leaked rainwater.
