Fukushima Report Delayed as Tepco Gets New Chance to Explain via Bloomberg

The International Atomic Energy Agency delayed a report about meltdowns at the Fukushima Daiichi nuclear power plant to give Japanese officials another chance to explain radiation leaking into the Pacific Ocean.
The IAEA’s report about mid- to long-term plans to decommission the stricken reactors will be published in “mid-May,” agency spokesman Serge Gas said in an e-mailed reply to questions. The report had initially been scheduled for release by the end of March on the plant operated by Tokyo Electric Power Co.

IAEA monitors made an unscheduled return trip to Japan last month to follow-up on a spike in radiation levels caused by contaminated water leaking into the Pacific. While Tepco had known about the leaks for months, they didn’t discuss them with agency monitors during scheduled Feb. 9-17 consultations. Tepco subsequently decided to revise its communications policies and disclose more radiation data.
Japan’s government “wished to provide the IAEA with further explanations” including “Tepco’s efforts to improve communication,” Gas said.
Tepco didn’t respond outside of business hours to telephone calls and e-mails seeking comment.

Lake Huron nuclear waste burial report expected this week via CBC News

Ontario Power Generation proposes burying nuclear waste in underground bunker near Great Lakes

A Canadian environmental assessment of a proposal to bury nuclear waste deep underground near the shores of Lake Huron is expected this week amid fierce opposition to the idea from home and abroad.

Ontario Power Generation argues that storing the radioactive material in a huge underground bunker set in rock — the deep geological repository or DGR — is the safest way to deal with waste that is potentially dangerous for centuries.

For decades, the waste has been stored above ground at the Bruce nuclear power plant near Kincardine, Ont., and OPG says it could continue doing so safely but says a long-term solution is needed.

The proposed facility would be about 680 metres deep and close to the Bruce reactors and house hundreds of thousands of cubic metres of what is considered to be low- and intermediate-level waste from facilities across Ontario.

Stable bedrock and shale would essentially seal the facility, protecting both the surface and nearby lake for thousands of years, proponents say.

Opponents, however, argue no system is foolproof and any problems – especially with a facility about one kilometre from a major water source for millions of people – could be catastrophic.

U.S. senator opposes underground storage of nuclear waste

Opposition has also been heard much farther afield. More than 150 communities, many in Michigan and Illinois, have passed resolutions opposing such underground storage.O

Earlier this month, for example, Sen. Debbie Stabenow of Michigan introduced a resolution in the U.S. Senate calling on the Canadian government to ban any nuclear waste repository within the Great Lakes basin.

“A spill of nuclear waste into the Great Lakes could have lasting and severely adverse environmental, health, and economic impacts,” the resolution states.

福島原発:汚染水の廃液容器14%で漏れ ガス排出口から via 毎日新聞

東京電力福島第1原発で、汚染水を処理した際に発生する放射性廃棄物を入れた専用容器について、点検したうち1割超の容器から放射性物質を含む廃液が漏れていたことが分かった。漏れを防ぐ見通しは立っておらず、放射性廃棄物の管理の難しさを改めて示す結果だ。

漏れが見つかった容器には、汚染水から放射性物質を取り除く多核種除去設備「ALPS」(アルプス)の処理後に出る汚泥や廃液を入れる。直径約 1.5メートル、高さ約1.9メートルの円筒形で、容量は約3トン。東電が、第1原発構内の容器1354基のうち105基を抜き取り調査したところ、15 基(約14%)で漏れやにじみが見つかった。

東電は、水素などのガスが廃液中にたまって容器内の容積が増し、ガス抜き用の穴から漏れたとみている。

漏れた廃液の放射性セシウム濃度は1リットル当たり最大約9000ベクレル、ベータ線を出す放射性物質は同390万ベクレルと、それぞれ高い濃度 だった。容器は第1原発敷地内にあるコンクリート製の施設で遮蔽(しゃへい)されており、東電の白井功原子力・立地本部長代理は「廃液が敷地外に漏れるこ とはない」と話す。

Russian roulette? Finland’s inexplicable nuclear obsession via Ecologist

Does Finland suffer from a nuclear death wish? So it seems, writes Ulla Klötzer. Its government responded to the world’s two greatest nuclear disasters by … ordering a new nuclear plant. And as the Olkiluoto nuclear project descended into face and litigation over a disputed €5 billion, they resolved to build two more. This time, supplied by Russia’s nuclear weapon-maker Rosatom.

Finland was the first western country to decide to build a new nuclear power plant after the Chernobyl accident, as well as after the Fukushima catastrophe – despite of almost all opinion polls showing that a majority of Finns are critical to nuclear power.

Areva, Rosatom and nuclear weapons

Eon had no connection to nuclear weapons whereas on the Rosatom homepage for a number of years it was stated that:

“The Nuclear Weapons Complex of ROSATOM implements the nuclear deterrence policy pursued by Russia. The sector operates in liaison with defence industry … the nuclear weapons industry paved the way for the national nuclear power because the idea to use nuclear for electricity generation appeared in the process of A-bomb creation.”

What about energy self-sufficiency? What about Finland’s in former days quite prominent role of acting for peace and disarmament in the world?

In addition to Rosatom’s direct connection to nuclear weapons, it is worth mentioning that also Areva has connections to the nuclear weapons industry.

In 1945 the French government created the Atomic Energy Commission (CEA) with the explicit and secret task of undertaking the French nuclear bomb program, as well as developing civilian nuclear applications.

The CEA has since then consolidated the military-civilian nuclear connection, both domestically and internationally. The CEA deals with a wide area of nuclear matters. Its former subsidiary Cogema, now Areva NC, is responsible for the production and maintenance of nuclear materials, including plutonium.

No lessons learned

The Finnish politicians have apparently not learned anything from Hiroshima, Nagasaki, Chernobyl, and Fukushima.

Twenty-Nine Years After The Chernobyl Disaster, No Solution in Sight via Portside

April 26th marked the 29th anniversary of the Chernobyl catastrophe, the worst nuclear disaster in history. And, according to a new Greenpeace report, preventing further major releases of radioactivity into the environment seems to be a race against time. There are more than 1.5 million tons of radioactive dust inside the ruins. And a collapse of the sarcophagus and other structures, which could lead to their release into the environment, cannot be ruled out.

There are more than 1.5 million tonnes of radioactive dust inside the ruins. If the sarcophagus were to collapse, a high volume of radioactive material would be released, and could lead to an exposure to radiation as far as 50 kilometers away. There are also nearly 2,000 tonnes of flammable materials inside the sarcophagus. In the event of a fire, even without a collapse, heat from the fire could cause the release of a high level of radioactive dust particles.

In order to help minimize this risk, the Shelter Implementation Plan was agreed to in 1997.[…]
The shelter itself is designed with the exceedingly limited goals of preventing further water leaking into the destroyed reactor and becoming contaminated – as has happened as the current sarcophagus has deteriorated – and to contain radioactive material in the event of the total collapse of the existing reactor sarcophagus. It is projected to last for only 100 years.

As the author of the new Greenpeace report concludes, “a major drawback of the SIP, however, is that recovering the fuel-containing material is not part of the project, although the greatest threat to the environment and people comes precisely from these fuel-containing, highly radioactive substances. While the protective shell is designed to make it possible for this fuel-containing material to be recovered at a later point in time, the financial means to actually implement fuel containing material recovery are not provided by the SIP. Thus, the long-term threat posed by the destroyed reactor block will not have been averted by the current efforts underway. In short, it must be stated that 29 years after the worst nuclear disaster the world has yet seen, the damaged reactor is still a danger. A real solution to the situation is nowhere in sight.”

As with the more recent Fukushima Daiichi nuclear disaster, there is no foreseeable solution for Chernobyl. Despite the continuing decline of the nuclear power industry worldwide, hundreds of ageing nuclear reactors continue to operate, while new reactors are being built – which increases nuclear risks significantly. Almost certainly whenever the next accident happens in the 21st century, efforts will still be underway to contain and manage the Chernobyl and Fukushima Daiichi sites.

What Chernobyl, Fukushima, and hundreds of smaller nuclear accidents have clearly shown is the inherent risk of the nuclear technology: there will always be an unforeseen combination of human failure, technology error, and natural disaster that could lead to a major reactor accident and massive release of radiation. The lessons are clear – there is by definition no such thing as “nuclear safety.” The only way to make sure that the next Chernobyl and Fukushima does not happen is to phase nuclear out.

St. Louis burning: A ticking time bomb beneath the city? via Aljazeera

In 1973, radioactive waste a private company had bought from the government was illegally dumped at the landfill. The Nuclear Regulatory Commission recommended the waste be removed in 1988, but the company that now owns the land has — with EPA approval — opted for containment as opposed to removal, maintaining that the waste there is low-level when it comes to radioactivity, and not a threat to public health.

But it may not be that simple. Government documents unearthed by residents suggest that the extent of the contamination may be far worse — perhaps at an unprecedented level, some experts say. Following a largely broken or incomplete paper trail, residents and activists have found evidence that there may be soil laced with uranium, thorium and radium buried there.

And there is another problem: the fire. It smolders underneath an adjacent landfill, burning at some 300 degrees and slowly moving toward where the waste is thought to be.

Nobody is quite sure what will happen if the two meet, but locals and the county are preparing for the worst: a nuclear emergency in the middle of St. Louis.

The truth is that nobody is really sure what is buried at the West Lake Landfill, or where — and that’s the problem. The historical record regarding the site is broken, inconsistent, and largely based on hearsay. What is known for certain is that the radioactive waste was disposed of illegally. The private company that bought much of the government’s waste in St. Louis violated its license in 1973 by dumping it there.

脱原発などよりもっと怖いもの、復興派だ。

今朝は県内の大学が福島民報一面「アプリで帰還支援」、大きく掲載。多分、かなり感覚がズレていると思う。若者は子育てができない場所に帰「れる」と思ってないからだ。むろん多様だが新聞一面では賠償カット政策のために一様な「帰れコール」がこの4年、非常に多い。

マスメディアによる被災者イジメに「心のケア必要」と新聞一面には自分で書けないのかもしれない。残念だ。とても悲しい。新聞は言っていることと やっていることが異なってしまっている。言っては悪いがいい大人が学生のアプリを信頼して帰還するかどうかなど決められるわけがない。

「被災者帰れ」と言うためなのか、ネットのアイコンが常に「カエル」。そういう人や行政が避難者の主張を聴いたり取り上げたりしたのを見たことがない。学生のアプリに怒ることはないが、大人のそういう有形無形、一切やめてほしい。

ごく一部の話だが、普段、復興ツイートしかしてないぐらいの人達は、私が放射能怖いという随筆を書いた時、「バカ」「放射脳」「意味不明~」などと、同じ福島県民が言っていた。話しかけても無視。とても怖いふくしま人がいる。

家の外に居るやつらより、
家のなかにいる姑のほうが怖かったりすることが多いだろう。

つまり、反原発のほうが優しい。
新聞マスコミは実態を見えてない。

もちろん、どれも一部の話だが。

Arson suspected cause of forest fire near Chernobyl via World Nuclear News

Firefighters were today still battling to extinguish Ukraine’s worst forest fire in 23 years, but state officials said its spread towards the site of the Chernobyl nuclear power plant had been halted. Prime Minister Arseniy Yatsenyuk said yesterday that the situation was already under control and that there had been no changes to levels of background radiation.

“Our state emergency services are working very actively to localise the fires,” Yatsenyuk said in a televised report near the site. “Three planes, one helicopter and several vehicles have been deployed. And serious forces, including those from the interior ministry, are being used to prevent the fire from spreading.” He added that the authorities suspected the fire had been started deliberately since it covered areas on either side of the river.

In a government statement, Nikolai Chechetkin, deputy head of Ukraine’s state emergency service, also said that arson was a “probable” cause of the fire.

チェルノブイリ原発近くの森林火災が鎮火、放火の可能性も via AFP News

【5月3日 AFP】ウクライナ政府は2日、チェルノブイリ(Chernobyl)原発付近で4日間にわたって続いていた森林火災が同日午前9時(日本時間同日午後3時)に消防の消火活動により鎮火したと発表した。

森林火災は4月28日午後に発生し、火の手はチェルノブイリ原発から約20キロメートルの距離にまで迫った。チェルノブイリ原発の放射線レベルはわずかに上昇したが、当局は同原発に危険はなかったとしている。

ウクライナのアルセン・アバコフ(Arsen Avakov)内相は放火の可能性も排除していないと述べている。この火災はチェルノブイリ原発事故の発生から29年目を迎えた日のわずか2日後に発生していた。

Reject burying nuke waste in Great Lakes basin: Thorold politicians via Niagara this week

Lake Huron and connecting waterways source of drinking water for millions downstream

THOROLD — Burying nuclear waste that will remain toxic for a thousand centuries a short hop from the shoreline of a Great Lake would be foolhardy, Thorold politicians want the world to know.

City council members have unanimously endorsed a call for the burying of low- and intermediate-grade nuclear waste at the Bruce Nuclear generating station to be banned.

Ontario Power Generation plans to construct an underground, long-term burial facility for the waste  in a geological repository only a kilometre from the shoreline of Lake Huron,  said Coun. Sergio Paone, who brought forward a motion on the issue at the April 7 city council meeting.

Paone said the motion wasn’t opposing the notion of burying nuclear waste, noting there may be suitable locations elsewhere.

“When they looked for a place to bury waste, they didn’t even consider other sites,” he said. “But to put it one kilometre away from the Great Lakes basin is frankly quite ridiculous.”
