「どんな安全対策を取っているのか、対岸の自治体にも説明すべきだ」「積極的な情報公開を」。佐賀 関半島から45キロ先にある伊方原発(愛媛県伊方町)の再稼働について大分県沿岸の12市町村長に取材したところ、各首長からは事業者の四国電力に対する 不満の声が相次いだ。海を隔てた大分県側の自治体に説明がないと指摘した。

大分県は国の定める原子力災害対策重点区域(原発から30キ ロ圏)に該当せず、四国電の営業エリア外である一方、万が一の重大事故に備えて対策を講じている。津久見市の吉本幸司市長は「市民にも影響が出てくるかも しれない。エリア外とはいえ、説明があっていいのではないか」と強調する。

国東市の三河明史市長も「四国電からの説明や情報提供が全くないのは乱暴。(愛媛にとどまらず)九州の近くの自治体に説明したり、できれば運転再開について同意を取るべきだ」と訴えた。

 佐伯市の西嶋泰義市長は「福島の事故で原発の安全神話はなくなった。四国電はどんな対策をしているのか、事故が起きたときにはどのように対処するのか、迅 速に情報を提供してほしい」。杵築市の永松悟市長は「四国電は情報公開の徹底を。県境で途絶えることがないように」と求めた。

There is no available off-site storage for spent fuel rods

Most people will never get a chance to stare down at nuclear fuel rods submerged in the eerie blue water of a spent fuel pool.

For Peach Bottom Atomic Power Station employees, however, working near tens of thousands of used fuel rods — still lethally radioactive — is business as usual.

Some of those rods have been in the fuel pool since 1976, according to Krista Connelly, spokeswoman for the southern York County power plant.

But with nowhere off-site to store the fuel, Connelly said Peach Bottom is running out of places to put it.

“In its current configuration, Peach Bottom has enough storage space in its existing spent fuel pools and its dry cask storage facility to accommodate normal refueling operations until 2019,” Connelly said.

In addition to posing problems for power plants, the Union of Concerned Scientists say the lack of a national storage site also poses safety risks, while a few business owners are proposing solutions to the growing storage problem.

Nuclear Waste Policy Act

When Peach Bottom’s two boiling-water reactors went online in 1974, the industry hadn’t developed a plan for where to put the high-level radioactive waste.

Everett Redmond, director of fuel cycle and technology policy at the Nuclear Energy Institute, said fuel stored in the pools is just as safe as fuel stored in casks. Sheehan also said that “both methods are considered to be safe.”

The Union of Concerned Scientists would like to see more fuel moved to the casks, however, a step they say will decrease risk.

Dave Lochbaum, the director of the Union’s nuclear safety project, said that the 2011 Fukushima disaster proved the advantages of dry cask storage compared to spent fuel pools.

福島県が2011年10月から行っている甲状腺検査で、甲状腺がんまたはその疑いがあると診断された子どもは127人にまで増加した(2015年3月末現在)。
増加ぶりは、その数が104人だった時点で、東京電力福島第一原発事故前の61倍(*1)。その倍数はその後も増え続けていることは環境省の北島智子環境保健部長も国会で認めている(*2)。
本来なら、汚染地域からの避難や移住の権利、医療補償制度が確立されるべき時期である。
ところが、国は汚染地域の放射線の「線量が発災時と比べ大幅に低減し、避難する状況にはない」と、真逆の判断で帰還を促進す方針へ向かっている(*3)。

「結論づけることはできない」と先延ばし

これは「福島県県民健康調査検討委員会甲状腺検査評価部会」(部会長:清水一雄・日本甲状腺外科学会前理事長)が今年5月に行った「中間とりまとめ」で、 「検査にて発見された甲状腺がんが被ばくによるものかどうかを結論づけることはできない」(*4)と結論を先延ばししたことと無関係ではない。

一方、「影響は否定できない」と警告し続けてきた疫学の専門家がいる。岡山大学の津田敏秀・環境生命科学研究科教授である。福島県内を6地域に分けて行っ た地域差の分析をもとに、妊婦、乳児、幼児、児童・生徒、妊娠可能な女性など優先順位をつけて、少しでも線量の低いところに避難させるよう、かねてから提 案を行ってきた(*5)。

Iwaki, Japan (dpa) – Masumi Kowata, a diminutive farmer in rural Fukushima, recalled urging a top executive of Tokyo Electric Power Co to implement anti-tsunami measures at its nuclear facilities years before the 2011 disaster.
“Your company has not taken any measures against tsunamis. Please do so properly,” she recalled saying to Tsunehisa Katsumata, who was then-president of Tokyo Electric, the operator of the stricken Fukushima nuclear plant.
The company selected Kowata and 10 other local residents to be a “monitoring group,” as part of its public relations activities. The group met with Katsumata and other company executives in 2004.
Unlike most Japanese, Kowata is outspoken.
She requested that the operator relocate backup emergency diesel generators from the basement of the complex’s turbine buildings to higher ground.
Local power plant workers in the close-knit community had told her about the facility’s potential vulnerabilities.
Katsumata replied that relocation would be costly, she recalled.
“Then I asked Mr Katsumata: ‘What if the plant went into meltdown?’ He got very angry and said, ‘No way that would happen,’” she said.

n January, the prosecutors’ office decided not to indict Katsumata and two other former Tokyo Electric executives for negligence in failing to prevent the disaster, citing a lack of evidence.
The move followed an initial decision in September 2013.
A subsequent investigation was conducted after a special prosecution inquest panel decided to seek indictment.
Kowata said she was not consulted about the second investigation. She has spoken out publicly, but prosecutors have “not come to interview me, and media have not published my episode.”

<福島第一>減容化施設受け入れ 2首長意向 via 河北新聞

東京電力福島第1原発事故で汚染された福島県内の農林業系廃棄物を減容化(焼却処理)する計画で、仮設焼却施設の候補地になっている田村市と川内村は16日、建設受け入れを表明した。田村市の冨塚宥〓市長と川内村の遠藤雄幸村長が小里泰弘環境副大臣と郡山市で会談し伝えた。運転開始は2017年春の見通し。

焼却施設は、田村市都路地区と川内村をまたぐ東京電力の敷地約6ヘクタールに建設する。県中・県南地方を中心とした24市町村で出た稲わらや牧草など農林業系廃棄物計4万9300トンが処理の対象。17年春に運転を始め、3年間で焼却を終えた後に解体撤去する。灰は富岡町に計画中の管理型最終処分場に埋め立てる。
 これまで住民説明会では、農産物の風評被害拡大や、帰還意欲の低下を懸念する意見が続出。建設に対して反発が強まっていた。
 会談終了後、小里副大臣は「事業を実施する中で、これまで以上に地域に向き合いながら対話を心掛ける努力をする」と話した。

 国際的コンサルタント会社アクセンチュア、イオン、インテル、NEC、日本郵便、富士通…。地元の企業や行政、報道機関などとともに、そうそうたる企業が会員に名を連ねた。
 会津若松市で13日に開かれた「まち・ひと・しごと創生包括連携協議会」の発足式。市が4月に東北の自治体で初めて策定した地方版総合戦略を、連携して推進することを確認した。
 市の地方版総合戦略の柱はICT(情報通信技術)だ。ICT専門大学の会津大が立地する利点を生かすため、膨大なデータを分析して企業に経営改善策などを提案するアナリティクス産業をはじめ、ICT関連企業の集積を図る。

<地元軽視の声>
 会津若松は最先端技術を特徴にする都市に変わろうとしているが、こうした市の取り組みに対する市民の受け止め方はさまざまだ。
 市議の1人は「県内外から人を呼ぶことができ、評価はできる。ただ、市民には何を行い、どんな効果があるのか、言葉が難しく、分かりにくい」と語る。
 地元産業が厳しい状況に立たされているのも事実だ。別の市議は「地域を支える農業に重点を置くべきだ」と主張。市内の会社社長は「県外企業の対応に時間と人を取られ、地元の企業に目が向けられていない」と不満を漏らす。
 伝統産業も苦境にある。約420年の伝統を誇る会津塗は近年、1年に数件ずつ廃業した。会津漆器協同組合の小沼一夫理事長(57)は「後継者不足で将来が見えない」と話す。

NRA says fault under reactor at Shika N-plant could be active via News on Japan

A survey team of experts under the Nuclear Regulation Authority said in a draft report Friday that the possibility cannot be ruled out that a fault running under important facilities for the No. 1 reactor at the Shika nuclear power plant in central Japan is active.
Hokuriku Electric Power Co., which owns the plant in Ishikawa Prefecture, may be forced to decommission the idled reactor, because the country’s new nuclear safety standards do not allow key nuclear facilities to be installed above active faults.According to the draft report, part of the S-1 fault under the No. 1 reactor building may have moved in the past 120,000-130,000 years.

The report also did not rule out the possibility that the S-6 fault, beneath the pipes under the plant’s No. 2 reactor to take in seawater as a coolant, and the S-2 fault, connecting with S-6, moved 120,000-130,000 years ago or later.

Kudankulam units achieve construction and operation milestones via World Nuclear News

The Atomic Energy Regulatory Board (AERB) has announced that construction of unit 2 of the Kudankulam nuclear power plant in India’s southern state of Tamil Nadu has been completed. In a 14 July statement, AERB also said that it had issued a licence for the regular operation of unit 1, which entered commercial operation on 31 December, and a siting permit for a project to build four reactors in Gorakhpur in Haryana.

Gorakhpur Haryana Anu Vidyut Pariyojana (GHAVP) is a nuclear power plant construction project to build four 700 MWe units. These proposed units belong to a new generation of indigenous pressurised heavy water reactors (PHWRs), AERB said. GHAVP units 1 to 4 will be a “repeat design” of Kakrapar Atomic Power Project (KAPP 3 and 4) and the Rajasthan Atomic Power Project (RAPP 7 and 8), which are “in advanced stages of construction”, AERB said. These PHWRs will have additional passive safety design features for enhanced levels of safety, it added.

AERB said it had granted siting clearance for GHAVP following an extensive multi-tier safety review of the application and supporting documents that NPCIL had submitted. The review was conducted in accordance with the requirements of the latest AERB safety code on the site evaluation of nuclear facilities issued last year. This included a review of the radiological impact of the proposed plant. The application subsequently underwent a review by AERB’s Committee for Review of Security of Nuclear Facilities and the Advisory Committee for Project Safety Review of PHWR.

Kudankulam is the country’s first large nuclear power plant, comprising two VVER-1000 (V-412) reactors, under a Russian-financed $3 billion contract and built as part of a bilateral agreement between India and Russia signed back in 1988. The units were originally scheduled to begin commercial operation in December 2007 and December 2008 respectively.

In April 2015 the government gave in principle approval for new nuclear plants at ten sites in nine states. Those for indigenous PHWRs are: Gorakhpur in Haryana’s Fatehabad; Chutka and Bhimpur in Madhya Pradesh; Kaiga in Karnataka; and Mahi Banswara in Rajasthan. Those for plants with foreign cooperation are: Kudankulam in Tamil Nadu (VVER); Jaitapur in Maharashtra (EPR); Chhaya Mithi Virdhi in Gujarat (AP1000); Kovvada in Andhra Pradesh (ESBWR) and Haripur in West Bengal (VVER), though this location had been in doubt. In addition, two 600 MWe fast breeder reactors are proposed at Kalpakkam.

First waste disposal at Korean repository via World Nuclear News

The first waste has been placed within South Korea’s underground low- and intermediate-level radioactive waste (LLW/ILW) disposal facility at Gyeongju in North Gyeongsang province.

Sixteen drums of waste within a concrete disposal container were put within one of the facility’s silos on 13 July, the Korea Radioactive Waste Agency (KORAD) announced today. The milestone marks the start of operations at Asia’s first underground radioactive waste disposal facility.

KORAD said the operation to move the waste from the above-ground receipt and storage building to the underground silo took three hours to complete.

The storage building currently holds 5032 drums of LLW/ILW: 2536 drums from the Wolsong nuclear power plant, 1000 drums from the Hanul plant and 1496 from contaminated paved road in Seoul. KORAD said that, starting from next month, the facility plans to receive 4233 drums of waste from nuclear power plants, industries and hospitals.

Construction of the 1.56 trillion won ($1.5 billion) disposal facility was completed in June 2014, having started in early 2006. The first phase of the repository consists of six underground silos, each with a diameter of some 24 metres and located deeper than 80 metres below sea-level. This first phase can hold up to 100,000 barrels of radioactive waste. The South Korean nuclear regulator – the Nuclear Safety and Security Commission – gave approval last December for full operation to begin at the facility’s first phase.

告訴団体「強制起訴を」=東電福島原発事故で集会-東京 via 時事ドットコム

 東京電力福島第1原発事故をめぐり、東電の旧幹部らを刑事告訴・告発している福島原発告訴団は17日、検察審査会のある東京地裁前で集会を開き、福島県などから集まった約200人が「検察審査会の皆さん、起訴してください」などと訴えた。

東京第5検察審査会は昨年7月、勝俣恒久元会長ら旧経営陣3人について、起訴相当と議決。東京地検の2度目の不起訴処分を受け、検察審は再審査に入っており、近く判断が示される見通しだ。

告訴団代表の武藤類子さんは「原発事故から4年もたって、まだ事故の責任を問う裁判が始まっていないのは許し難い。審査を尽くして、起訴議決を出してほしい」と呼び掛けた。
