The checks are a burden for farmers who have to bring their harvested rice to the test sites. The cost of maintaining the test equipment is another problem.
A panel of experts began reviewing the testing system last year.
Prefectural officials say they will give briefings to consumers, farmers and people from the retail industry before they shift to sample testing.
