「買った山から木を切り出せないんだ。この損失はどうなるのか」。白河市大信の素材生産業・産業廃棄物処理業「ミツヤマグリーンプロジェクト」社長の満山泰次さん(55)は、田村市船引町の森林図をテーブルに広げ、ため息をついた。
 国有林の立木公売で林野庁福島森林管理署と売買契約を結んだのは平成24年12月26日。東日本大震災と東京電力福島第一原発事故から1年9カ月後のことだった。
 放射性物質が付着した樹皮や枝を落として製材すれば、木材から放射性物質が検出されないことは国や県、専門機関の調査で立証されていたため購入した。
 5・80ヘクタールと4・67ヘクタールの二筆で合計1365万円。スギなど約9000本の半分を材木、残り半分を細かく砕いてバイオマス燃料として販売する計画だった。

 山を買って約2年後の26年12月、県は民有林の伐採木を搬出する条件を盛り込んだ指針を県内の木材業者らに通達した。
 伐採予定地の空間放射線量が毎時0.50マイクロシーベルト以下でなければ伐採、搬出を認めないというのが指針の内容だった。0.50マイクロシーベルトを超えた場所では、樹皮の放射性物質濃度が1キロ当たり6400ベクレルを下回った場合に限り、運び出せるとした。
 県が25年度に実施した山林のモニタリング調査で、放射線量が0.50マイクロシーベルト以下の地点では樹皮が指定廃棄物となる8000ベクレルを超えないことが分かった。これが基となり「0.50マイクロシーベルト以下」を指針の柱とした。
 さらに、濃度測定の誤差などを考慮し、0.50マイクロシーベルト超の地点での樹皮の目安を8000ベクレルとせず、2割減の6400ベクレルに引き下げた。

 指針は満山さんの目算を狂わせた。田村市船引町の山林は福島第一原発から直線で約30キロ離れていたが「まさか」と思い、1ヘクタールごとに11地点を無作為に選び、放射線量を計測した。全地点で0.50マイクロシーベルトを上回り、伐採、搬出が認められる目安を超えていた。剥いだ樹皮の放射性物質濃度を測ると、4地点で6400ベクレルを超え、最大1万1000ベクレルが検出された。

「核に向き合うのは同じ」 被爆者ら30人があす福島訪問 via東京新聞

原爆投下から七十年を迎え、東京在住の被爆者ら約三十人が二十一~二十二日、福島県を訪れ、東京電力福島第一原発事故の被災者と交流する。参加者は「原爆と原発は違うが、核の問題に向き合っているのは同じ」。体験を共有し、手を携えたいと願う。
 「私が被爆したのはこの辺りです」。十八日、東京都府中市であった原爆展。仲伏幸子(なかぶしゆきこ)さん(75)=府中市=が、広島市の地図で爆心地から約一・七キロの地点を指さした。
 一九四五年八月六日、自宅前の幼稚園で被爆。建物疎開で爆心地付近にいた母親は大やけどを負い、二日後に死亡した。自身は今、学校などで証言活動を続けている。
 二〇一一年三月、東日本大震災と原発事故が発生し、がれきの映像で広島の惨状を思い出した。募金や衣類を送り、一三年四月には、避難区域の福島県飯舘村や南相馬市を事故後初めて訪れ、短歌を詠んだ。「線量を測りつつ行く飯舘の人なき里に桜満ち咲く」
 「孤児の気持ちや、放射線被害者の苦しみは分かるつもり。何か力になり、励ますことができれば」。心を寄せ続け、今回の参加も迷わず決めた。
 広島で被爆した岡勝治さん(76)=板橋区=は、親戚宅に身を寄せた母親が「放射能がうつる」と疎外された体験を持つ。原発事故後に、避難先で福島ナンバーの車が敬遠されたとの報道にショックを受けた。「知識がないから差別が起こる」と話し、つらい気持ちを分かち合えればと思う。
 長崎で被爆した堀場和子さん(73)=多摩市=は、原発事故による被ばくを不安がる人を思いやる。生後八カ月で被爆した妹は、十九歳の時に突然亡くなった。「悪性リンパ腫だった。原爆の放射線による影響があったのだと思う」と堀場さん。
 被爆と原発事故の低線量被ばくとは違う。ただ「放射線の影響はいつ出てくるか分からない。国策の原発の被害者に対し、健康調査や補償などは国が責任を持って対処するべきだ」と訴える。

平均の20〜50倍!「福島の子供にがん急増」の客観的データが学会で報告されるも政府とメディアが完全黙殺 via LITERA

「福島県内の子供たちの甲状腺がんの発生率は全国平均の20〜50倍で今後さらに多発する可能性は大きい──」

福島原発事故から4年半、福島県での甲状腺がん発生を疫学的に分析した専門家グループから驚愕の分析結果が発表された。これは岡山大学大学院の環境疫学の専門家である津田敏秀教授を中心とした研究グループが医学雑誌「Epidemiology」(国際環境疫学会発行 インターネット版)に発表したものだが、10月8日には津田教授が「日本外国特派員協会」で会見を開き、その詳細を報告。危険性を警告した。

津田教授によれば、事故当時18歳以下だった福島県民全員を対象に実施した甲状腺がん検査の数値を分析したところ、発生率は実に国内平均の20~50倍、しかも潜伏期間やチェルノブイリでのデータから今後も増加は避けられないというものだ。

実際、福島県の発表によると、8月31日時点で検査対象の約38万5千人のうち甲状腺がんと確定したのは104人。さらに疑いも含めると137人もの子供たちが甲状腺がんと診断されている。これは100万人に2〜3人という日本の全国平均を大きく上回ったものだ。

しかし問題は、津田教授らの発表が海外メディアやネットで大きく報じられる一方、日本の主要メディアではほとんど触れられてさえいないことだ。

いや、メディアだけではない。例えば福島県検討委員会は「現時点では福島で見つかった甲状腺がんは原発事故の影響とは考えにくい」と事故とは無関係の立場を貫き、医学専門家の間でも津田教授らの発表を「時期尚早」などと矮小化しようとする動きさえあるのだ。

津田教授は会見で疫学的分析を説明した上で、甲状腺がんの増加を「過剰診断」や「スクリーニング効果」によるものという政府の説明に対し、こう反論した。

「スクリーニング効果や過剰診断によってどのくらいの偽の多発が起こってくるのか。せいぜい2〜3倍、あるいは6〜7倍という一桁のデータ上昇しかないわけです。ところが福島県では20倍から50倍の多発が起こっている」

その上で、日本政府が行った卑劣な“放射線量工作”にも言及した。

「WHOは2012年の線量推計に基づいて、約8倍から10倍の甲状腺がんが多発するとしました。ところが線量推計のドラフトの段階で、日本政府はロビー 活動によってそのドラフトの線量値を下げたわけです。これが報道されたのは昨年末の12月7日でしたが、被曝量が3分1から10分の1にヘルスリスクアセ スメントが行われる前に下げられました。つまり、行うべき対策とは逆の対策をロビー活動でやっていたわけです」

津田教授の言葉からは、冷静ながらも静かな怒りを感じるものだ。また発表を「時期尚早」だと批判するする医療専門家に対してもこう反論する。

「海外の研究家で時期尚早などという人は一人もいない。むしろ早くすべきで、遅いという批判はある」

こんな皮肉を込めた発言をした上で、さらに日本の医学、保健医療政策の問題点に言及したのだ。

「私に対してはそうした批判は直接ありません。これは日本では陰口と言います。日本の保健医療政策は医学的根拠や論文や研究結果で行われてはいない。(時期尚早などといった)陰口、立ち話、噂話に基づいて行われているのです」

現在の医学界を、そして放射能に対する対応や評価を痛烈に批判する津田教授。それは同時に、原発事故の 健康被害をできるだけ少なく、いや出来れば皆無にしたい日本政府に対して、医学的、科学的、データ的見地を主張するどころか、ひたすら追随する現在の医学 界への批判でもある。医学界もまた政府、電力会社の意向に従順に従い、利権の温存を目論む“原発ムラ”の一員だったことが改めて証明されたともいえる。

こうして正確な情報は遮断され、福島県に住む人々は自衛の手段さえ取れない事態となっていく。津田教授は正しい情報の大切さをこう述べている。

「詳細な情報を与えるだけで、有害な被爆はケタ違いに少なくなる。きめ細やかな、コストのかからない対策はいくらでも思いつく。福島県に住み続けなければならない人ほど、正しい知識を与えられなければならない」

Officials search IL, IN for missing radioactive container via WishTV.com

SPRINGFIELD, Ill. (WTHI) –  The search is underway for a missing radioactive container in Illinois and Indiana.

On Friday, a southern Illinois logging company notified the Illinois Emergency Management Agency that it wasn’t able to locate a “radioactive well logging source holder.”

The search for the device has spanned across 18 counties in both Illinois and Indiana.

Officials say the missing container shields radioactive materials housed inside.

They say if you find the device, you would not be exposed to dangerous radiation exposure, but you should not approach the container.

It is described as silver in color, 12 inches tall and 14 inches in diameter. It weighs about 75 lbs.

Almost 50 years after coming close to possibly provoking a nuclear disaster, the United States on Monday agreed to remove contaminated soil from an area in southern Spain where an American warplane accidentally dropped hydrogen bombs.

The deal, announced on a visit to Spain by Secretary of State John Kerry, follows years of wrangling between the two countries over how to clean up the area around the seaside village of Palomares, over which the accident took place in 1966. The bomber collided with a refueling tanker in midair and dropped four hydrogen bombs, two of which released plutonium into the atmosphere. But no warheads detonated, narrowly averting what could have been an explosion more powerful than the atomic strikes against Japan at the end of World War II.

But neither Mr. Kerry nor Mr. García-Margallo said exactly how much contaminated soil would be sent back, where it would be stored in the United States, or who would pay for the cleanup — some of the issues that have held up a deal until now.

About 5,000 barrels of contaminated earth were shipped to South Carolina from Palomares after the 1966 accident. The United States also provided financial compensation to the region.

But in more recent years, Spanish radioactivity studies found that the initial clearance work had been insufficient, and the Spanish government decided to appropriate the land around Palomares to ensure that it would not be used for real estate projects. A main concern has been that the remaining plutonium was being allowed to degenerate into other radioactive components like americium, which emits gamma rays that travel farther and are hard to block. Spain has insisted that any contaminated soil be sent to the United States, because Spain does not have plants to store it.

How Do You Find Plutonium? Go To Nuclear Inspector School via NPR

No names. No pictures. No direct conversation.

And don’t touch the plutonium.

Those were the ground rules before NPR was allowed a rare opportunity to see nuclear inspectors learning their craft. The inspectors came from the International Atomic Energy Agency, the world’s nuclear watchdog.

This week, the agency will be looking on as Iran begins to scale back its nuclear program. Under the terms of a multinational agreement, Iran is to dramatically cut its uranium stockpile, mothball much of its nuclear equipment and restrict the rest to peaceful use. In exchange, the U.S. and other nations are to lift economic sanctions.

The IAEA’s role in the deal is somewhere between that of a football referee and a tax accountant. Its inspectors will crisscross the country visiting labs, reactors and even uranium mines. They will meticulously catalog equipment and material to make sure it’s all accounted for. If something seems off, they are the ones who will cry foul.

School Of Nukes

The inspectors NPR met were visiting Los Alamos National Laboratory, which is (ironically enough) a nuclear weapons lab in Los Alamos, N.M.

“We used to wear buttons that said, ‘It’s The Plutonium, Stupid,’ ” says Nancy Jo Nicholas, who oversees global security at Los Alamos. “That’s why people come here.”

Plutonium and uranium are used in ordinary nuclear power reactors all around the world. But when they are properly purified and enriched, they can also be used to make nuclear weapons.

Inspectors must learn everything about plutonium — the civilian kind, which is used in some power reactors, and also the kind used in nuclear weapons. Los Alamos has plenty of both.

Behind barbed wire and security checkpoints, the eight inspectors are working in an anonymous-looking building known as “Technical Area 66.” They’re an unassuming bunch, dressed in ordinary street clothes. Their accents suggest they come from all over the world.

Peter Santi, who is heading the training for Los Alamos, takes me across the classroom to pick up some pure plutonium oxide. It’s sealed in a metal container about the size of a paint can, with a makeshift handle made of tape to make it easier to carry. (Dropping the plutonium “makes a loud noise and it scares everybody,” Santi jokes.)

We put the can of plutonium into another container about the size of an oil drum. It’s designed to catch radioactive particles flying out as the plutonium decays.

“Nuclear material, when it decays, produces very unique signatures,” Santi explains. The radiation acts as a fingerprint for the substance, and it’s virtually impossible to mimic.

Inspectors use the radioactive fingerprint in two ways. First, they check it to verify the kind of material they are dealing with. Then they measure it to figure out how much material is there. Santi can nail down the amount of plutonium in this can to within a gram — a fraction of a percent of the total 606-gram mass.

In Iran, inspectors will work primarily with uranium, but they will bring the same dogged precision to their measurements. In addition to measuring nuclear materials, they will take environmental samples, install cameras and conduct visual inspections, among other things.

原発事故後の被ばく、労災初認定=福島第1元作業員-白血病発症で・厚労省 via 時事ドットコム

東京電力福島第1原発の事故対応に従事した後、白血病を発症した元作業員の40代男性について、富岡労働基準監督署(福島県いわき市)は20日、「被ばく と疾病の因果関係が否定できない」として労災と認定した。福島第1の事故後の作業で、白血病を含むがんが労災認定されたのは初めて。

厚生労働省によると、男性は2012年10月~13年12月、福島第1原発で原子炉建屋の覆いを設置する工事などに従事。同原発での被ばく線量は15.7ミリシーベルトだった。

国は1971年、放射線被ばくによる白血病の労災認定について基準を策定。被ばく線量が年5ミリシーベルトを超え、作業開始から1年以上が経過して発症した場合、ウイルス感染など他の原因がなければ認定するとした。

厚労省は今月13日、専門家を集めた検討会を開き、被ばくと白血病の因果関係が否定できないとの見解で一致。「労災認定するのが相当」との報告書をまとめたという。男性は通院治療を続けており、医療費の全額と休業補償が支給される。

福島第1原発の事故前には、各地の原発で勤務した作業員13人が白血病を含む「がん」で労災認定されている。福島第1の事故対応では8件の申請があり、うち3件の不支給が決定。取り下げられた1件を除く4件が調査中だった。

For the first time, Fukushima recovery worker diagnosed with cancer via The Washington Post

TOKYO — When meltdowns struck Japan’s Fukushima Daiichi nuclear power plant in the wake of a devastating tsunami in 2011, more than 44,000 workers were deployed to take the facility safely off-line. The job was messy: Millions of gallons of radioactive water had to be stored on site as the plant’s operator, Tokyo Electric Power Co., known as Tepco, faced a clean-up some priced at $100 billion.

And now, for the first time, one of the workers involved in that clean-up has been diagnosed with cancer related to his job, as Japan’s NHK reported.

Japan’s ministry of health, labor and welfare announced Tuesday that a recovery worker — a man unnamed in news reports — has been diagnosed with leukemia. The ministry confirmed the man’s cancer was related to his work at Fukushima after he filed a worker’s compensation claim.

Asahi Shimbun, a major Japanese daily newspaper, reported the man, from Kitakyushu, is now 41. He worked at the Daiichi plant near the No.3 and No.4 reactors from 2012 to 2013. He was diagnosed with acute myelogenous leukemia — a cancer of the blood and bone marrow, according to the Mayo Clinic — in January 2014. The word “acute” indicates “the disease’s rapid progression,” according to Mayo. The man quit after working at Fukushima Daiichi and developed leukemia, NHK reported.

The Fukushima worker diagnosed with cancer experienced accumulation of exposed doses of 16 mSv, according to Asahi Shimbun.

Earlier this month, radiation associated with the Fukushima meltdowns was linked to thyroid cancer in children living near the area.

“This is more than expected and emerging faster than expected,” lead author Toshihide Tsuda told the Associated Press. “This is 20 times to 50 times what would be normally expected.”

福島・西郷産玄米 基準超セシウム via 河北新報

福島県は19日、2015年に西郷村で生産された玄米の表面から、詳細検査の基準値(1キロ当たり60ベクレル)を超える放射性セシウムが検出されたと発表した。自家用米のため市場には流通しない。

県によると、農家が16日、村の検査場に持ち込んだ104袋のうち、2袋が基準値を上回った。玄米の表面を洗浄すると22~27ベクレルまで下がった。

この農家は東京電力福島第1原発事故で避難した双葉町の農家から、もみすり機などの農業機械を譲り受け、ことし初めて使用。機械の洗浄はしていなかった。玄米のもみすりを行った際に、機械内の放射性セシウムが付着したとみられる。
