 ログイン前の続き原子力空母ロナルド・レーガン艦載機の整備士だったセオドア・ホルコムさんは作戦中、放射線を浴びたヘリコプターの除染などにあたった。その後、骨膜肉腫を発症し、2014年に35歳で死去。退役軍人省による放射線と病気との因果関係の調査はその死後、打ち切られたという。原告代理人を務める元海軍のマヌエル・レスリーさん(41)は「死んだ親友のために、真実を明らかにしたい」。

航海日誌や元乗組員らの証言によると、作戦中に原発事故で発生した放射性プルーム(雲)の下で強い放射線を浴び、汚染された海水(脱塩水)を飲食やシャワーに使って内部被曝した可能性がある。しかし、米国防総省は14年に公表した報告書で、被曝は「極めて低線量」として健康被害との因果関係を否定した。

 原告の多くは医療費の補償もない。弁護団のポール・ガーナー弁護士は「見捨てられたトモダチが米国にいることを日本のみなさんに知ってほしい」と話す。

16 US ships that aided in Operation Tomodachi still contaminated with radiation via The Stars and Stripes

CAMP FOSTER, Okinawa — Sixteen U.S. ships that participated in relief efforts after Japan’s nuclear disaster five years ago remain contaminated with low levels of radiation from the crippled Fukushima Dai-ichi nuclear power plant, top Navy officials told Stars and Stripes.

“The low levels of radioactivity that remain are in normally inaccessible areas that are controlled in accordance with stringent procedures,” the Navy said in an email to Stars and Stripes. “Work in these areas occurs mainly during major maintenance availabilities and requires workers to follow strict safety procedures.”

The Navy has acknowledged that the Reagan passed through a plume of radiation. Navy images showed sailors with their faces covered, scrubbing the deck of the Reagan with soap and water as a precautionary measure afterward. The Reagan and sailors stayed off the coast of Japan for several weeks to aid their Japanese allies.

The multibillion-dollar ship, projected to last at least 50 years after its launch in 2001, then was taken offline for more than a year for “deep maintenance and modernization” at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility in Bremerton, Wash., according to Navy officials.

“Procedures were in place to survey, control and remove any low-level residual contamination,” the Navy said. “Personnel working on potentially contaminated systems were monitored with sensitive dosimeters, and no abnormal radiation exposures were identified.”

Upgrades and cleaning also took place at the ship’s next stop in San Diego.

Sailors who performed the work said it entailed entering spaces deep within the ship, testing for high levels of radiation, and if it was found, sanding, priming and painting the areas. They say there were given little to no protective gear, a claim that the Navy denies.

The illnesses listed in the lawsuit include genetic immune system diseases, headaches, difficulty concentrating, thyroid problems, bloody noses, rectal and gynecological bleeding, weakness in sides of the body accompanied by the shrinking of muscle mass, memory loss, leukemia, testicular cancer, problems with vision, high-pitch ringing in the ears and anxiety.

The list of sailors who have joined the lawsuit, which is making its way through the courts, has grown to 370.
Furthermore, Woodson said, more sailors would have been sick if the levels were high enough to cause the illnesses cited. There were upward of 5,000 sailors aboard the Reagan at the time of the operation. He also said symptoms developed too early to be associated with the operation.

But Shinzo Kimura — a professor at Dokkyo Medical University in Japan who has studied radiation exposure from Hiroshima and Nagasaki to Chernobyl and, now, Fukushima — said it wasn’t too early for sailors to show symptoms of exposure-related conditions. Doctors have seen conditions in children living near the plant that surfaced earlier than would normally be expected.

Kimura, hired by the Nihonmatsu city government for his expertise in the field, was the first scientist on the ground taking readings in the wake of the Fukushima disaster. He said each person and the way their body is affected by radiation is different.

While unable to definitively say if the sailors were sickened by the radiation, Kimura reasoned that the levels aboard the Reagan were high enough to cause illnesses. Otherwise, he said, why go through the bother of repeated cleanings to lower radiation levels?

“It is impossible to speculate or calculate how much the doses were before the two decontamination works,” he said. “The U.S. military is very good at risk-management. Considering that, it is assumed that decontaminations were conducted twice because the levels were not favorable.”

Sailors Sickened in Japan Radiation Leak Meet Former Prime Minister via 7 San Diego

Former Japanese Prime Minister Junichiro Koizumi spent three days in San Diego hearing from sick U.S. Navy sailors. Many of them served on USS Ronald Reagan.
The sailors participated in Operation Tomodachi five years ago, providing aid to Japan after its earthquake and tsunami.

Many of the sailors say doctors refused to connect their illnesses with the radiation exposure.

“You have to experience it,” said William Zeller. “You have to experience the doctor telling you to your face. You have to experience the years of pain when everyone tells you ‘You know you’re fine.’”
More than 400 sailors, including the 10 who met Koizumi in Carlsbad, are involved in a lawsuit trying to reconcile the service members’ illnesses and the radiation exposure. Amidst politics and lawsuits, the sailors called Koizumi’s visit an incredible act of kindness.

“Everyone played a role in not shedding more light on this problem. I recognize I bear some responsibility because I simply went along with expert opinion when I was Prime Minister,” Koizumi said.
Throughout his term as Prime Minister, Koizumi was a proponent of nuclear power. However, in the wake of the Fukushima disaster, he was one of the first to change his stance to an anti-nuclear position.
He ended Tuesday’s meeting with, “There’s a very famous proverb in Japan that says ‘Once you’ve recognized your own mistake you must act quickly. Don’t mess around anymore. Do it. Do something and that’s what I’m trying to do. Don’t wait to rectify your mistake.”

The sailors’ attorney said they have won their case against Tokyo Electric Power Company twice, however the company has appealed the judge’s decisions. It is still unclear how exactly the sailors will be compensated, but that is something Koizumi said he is actively working on.
The Department of Defense has established a registry that includes nearly 75,000 government-affiliated people who were on or near Japan between March 12 and May 11.

The Operation Tomodachi Registry includes a map that shows the estimated doses of radiation possible at specific installations and bases.

Residents to file petition for Ikata plant injunction following Kumamoto quake via The Mainichi

MATSUYAMA — A group of plaintiffs suing Shikoku Electric Power Co. to stop the operation of currently idled reactors No. 1, 2 and 3 at the Ikata Nuclear Power Plant in Ehime Prefecture is set to file a petition for a provisional injunction to halt the reactivation process of the No. 3 reactor following the deadly Kumamoto earthquakes.

The No. 3 reactor at the Ikata plant has passed safety screenings by the Nuclear Regulation Authority. The plaintiffs decided on May 17 to file the petition with the Matsuyama District Court, after judging that there was heightened urgency for such action in light of the recent series of earthquakes in Kumamoto Prefecture and surrounding areas in the Kyushu region — an island west of Ehime Prefecture.

The Median Tectonic Line fault belt — Japan’s largest-class fault zone — runs near the Ikata plant. As earthquakes continue to occur in Kumamoto and Oita prefectures in Kyushu, the plaintiffs say they have determined that the risk of tremors simultaneously occurring in the fault complex has increased.

クウェート、輸入解禁 中東主要6カ国で初周辺国の同調期待 県産食品など via 福島民報

 クウェートは東京電力福島第一原発事故を受けて実施していた県内産を含む国産食品の輸入規制措置を17日までに解除した。原発事故に伴う輸入規制の撤廃 はペルシャ湾岸諸国でつくる湾岸協力会議(GCC)全6カ国で初めて。農林水産省や外務省はクウェートの対応を足掛かりに、中東主要国が継続する規制措置 の解除に向け働き掛けを強める。

農林水産省によると、クウェートは原発事故発生から5年が経過し、県産食品の安全性は十分に確保できていると判断して解除に踏み切った。

クウェートは平成23年4月から全ての日本産食品の輸入を停止した。24年9月に輸入を再開したが、全食品の放射性物質検査を求めていた。国外からの輸入 食品は清涼飲料水やソース混合調味料、マグロやカツオなどの水産物が中心。27年の日本からの輸入額は1億7千万円で前年比40%増加した。富裕層を中心 に果物への関心が高まっており、農水省は規制解除により県内産のモモやナシなどの需要が高まると期待している。

一方、湾岸協力会議を構成しているサウジアラビア、バーレーン、オマーン、アラブ首長国連邦(UAE)、カタールの中東主要5カ国はいずれも輸入規制を 続けている。農水省輸出促進課は「周辺国がクウェートに同調し、規制解除の動きが広がるのを期待したい。科学的根拠に基づいた安全性を伝え、輸入規制解除 を各国に働き掛ける」としている。

中東ではイラクが平成26年1月に輸入規制を解除している。

「トモダチ作戦で被ばく」小泉氏が米軍元兵士支援の考え via NHK News Web

アメリカを訪れている小泉元総理大臣は、東日本大震災の救援活動の際に福島第一原子力発電所の事故で被ばくしたとして東京電力などに損害賠償を求めているアメリカ軍の元兵士たちと面会し、今後、支援をしていく考えを示しました。

東 日本大震災でアメリカ軍は「トモダチ作戦」と名付けた大規模な救援活動を行いましたが、活動に当たった元兵士らおよそ400人が、福島第一原子力発電所の 事故で被ばくし、健康に影響が出ているとして、東京電力などに損害賠償を求める訴えをアメリカの裁判所に起こしています。

小泉元総理大臣は17日、アメリカ西部カリフォルニア州で訴えを起こしている元兵士らと面会し、当時の様子や現在の健康状態などについて話を聞きました。

面会のあと行った記者会見で、小泉氏は「話を聞いて『気の毒だな』と思うだけではすまない、見過ごすことができないことだと感じた。これからどのような支援ができるか考えていきたい」と述べ、今後、元兵士たちを支援していく考えを示しました。

 A 福島の事故後は原発の新設が難しくなったからだ。国は2030年度の総発電量に占(し)める原発比率を20~22%としている。新設せずに目標を達成するには運転延長が前提になる。米国などでは60年までの運転が認められている。

 コ 運転が延長される原発は増えるのかな。

 A 運転開始から30年を超(こ)えた原発は福島第二原発を除いて国内に14基。高浜1、2号機のほか、関電美浜(みはま)3号機(福井県)も延長を申請中で、多くが追随(ついずい)するとみられる。「極めて例外」だった運転延長は、当たり前になっていくのかもしれない。

Plan to store nuclear waste near Great Lakes proves radioactive via The Washington Post

KINCARDINE, Ontario — If there was an off-key moment during the otherwise flawlessly executed trip to the U.S. Capitol this spring by the new Canadian prime minister, Justin Trudeau, it might have come when he was cornered by Rep. Debbie Dingell.

“We never want to see nuclear waste in the Great Lakes,” the freshman Democrat from Michigan sternly told Trudeau during a visit to the office of House Minority Leader Nancy Pelosi (D-Calif.).

Trudeau knew what Dingell was talking about. A few weeks earlier, his administration delayed an expected final ruling on whether Ontario Power Generation (OPG) could blast an area twice as big as the White House in a hole as deep as four Washington Monuments and then dump and seal inside 50 years’ worth of low- and intermediate-level radioactive waste amassed by the province’s three nuclear power plants.

The material, which will take thousands of years to decay to levels that are not toxic, would reside beneath layers of rock that geologists say have not moved in tens of millions of years. The planned Deep Geological Repository is controversial in part because it would sit about a mile from the bottom of Lake Huron. And that has prompted widespread activism throughout the Great Lakes region among those who see the concept as too risky for the 40 million people who rely on this, the largest freshwater network in the world.

Trudeau has remained tight-lipped on the plan, much to the frustration of many in both the United States and Canada.Dingell left her Trudeau visit, she said, a bit baffled and frustrated. “All he said was that he truly cares about the environment,” she said. “I didn’t know what to make of that. I’m not going to read into it. I just don’t know.”

福島)「原発は要らない」南相馬市長、台湾高校生に講話 via 朝日新聞

南相馬市の桜井勝延市長は17日、教育旅行で同市を訪れた台湾の高校生に講話をした。東京電力福島第一原発事故の被害を語り、「家族や地域をバラバラにする原発は要らない」と強調した市長に対し、生徒らは「事故の深刻さ、復興への道筋がよくわかった」などの感想を寄せた。

原発事故の恐ろしさは放射能だけでなく、家族や地域社会を崩壊に追い込みかねないことだと指摘して、「こうした発言を慎む首長は多いが、私は国にも経済界にも世界にも、人々の生活を根底から奪う原発は要らないと訴えている」と話した。

 「放射能の影響は今も厳しいか」という生徒の問いに、市長は除染や復興への取り組みを説明し、「ここの線量は十分に低い」と安全を強調。一方で「今も食材や飲み水の検査を続けている。こんな検査が必要なこと自体が普通ではない」と付言した。

 教師の一人は「それでも日本は原発を再稼働しているが、市民はどう思っているのか」と質問。市長は「市民の間では、なぜ再稼働かとの声が圧倒的。命よりカネを優先する考え方はだめだ」と答えた。1年生の女子生徒(16)は「子どもたちのことを思う話に感動した」と述べ、台湾の原発を心配していた。(本田雅和)
