The “Tooth Fairy Project” is asking local parents to donate their child’s baby teeth to help answer the question: “Is the Fermi 2 nuclear power reactor a threat to local health?”

The otherwise cute name “Tooth Fairy Project” is actually a serious scientific study. The Radiation and Public Health Project (RPHP) that runs the study is accepting donated teeth, and plans to send them to a specialty lab for measurements of Strontium-90 (Sr-90).

Sr-90 is a chemical that does not exist in nature. It is only produced in explosions of atomic bombs and operations of nuclear reactors like Fermi 2. Over 100 new chemicals – including Sr-90 – are routinely created as waste products by nuclear weapons and reactors.

Each of the 100-plus chemicals is radioactive, and harmful to human health. In reactors like Fermi 2, much of the waste is stored, and must be kept from humans for hundreds and thousands of years. But some of this toxic mix escapes into the environment, and enters the body through air, food and water. Once in the body, these chemicals kill or damage cells, potentially leading to cancer and other diseases.

In a reversal, after Fermi 2 began operating in 1985, the low rates disappeared. In the most recent years, Monroe County’s cancer death rate had climbed to 14% above the state, and the growing gap shows no signs of ending. In addition, the Monroe’s cancer death rate among children, who are most susceptible to radiation exposure, was 38% above the state – the highest of any Michigan county.

RPHP is concerned by the report, and is taking action. First, it will test a sample of teeth from the Detroit area from the original St. Louis study for Sr-90 (about 100,000 teeth not used in the old study were donated to the group). Second, it is soliciting donations of teeth from children who live near Fermi 2, and will also test these teeth for the same Sr-90.

Donating a tooth shed by a child is a very easy way to become a part of scientific research. The RPHP web site includes simple instructions on how to do this (https://radiation.org/new-rphp-report-on-rising-cancer-deaths-near-detroit-area-nuclear-plant/). Similar studies are planned near other aging reactors.

Much like those opposed to above-ground bomb tests years ago, the goal of this study is a reduction in rates of cancer and other diseases for future generations.

Australia Lines Up Honeymoon Uranium Mine as Nuclear Momentum Builds via Bloomberg

The planned restart of a mothballed uranium mine in Australia — the world’s third-largest producer — is a fresh sign that developers are beginning to respond to an improving demand outlook and the support of the Biden administration for zero-emissions nuclear energy.

The Honeymoon mine, which was shuttered in 2014 due to weak prices, could be re-started in 12 months, developer Boss Energy Ltd. said in a feasibility study. The company was just waiting for a stronger price signal, according to Chief Executive Officer Duncan Craib, adding that he was confident market dynamics were moving in the right direction.

China is another growth area, potentially doubling its nuclear generation capacity to as much as 100 gigawatts by 2030, according to Bloomberg Intelligence analyst Simon Chan. A recent safety scare around a gas build-up in the Taishan nuclear plant in Guangdong is unlikely to derail that growth, according to experts.

“Safety is always a focus for nuclear due to its potential impact,” Chan said. “We think the recent issues at Taishan could increase the attention on safety, but the long-term growth outlook should remain intact.”

Australia has two active mines — BHP Group’s Olympic Dam and Quasar Resources Pty’s Four Mile. Honeymoon, which was acquired by Boss in 2015, could add an extra 2.45 million pounds (1,225 tons) of production a year to a market, which currently requires around 67,500 tons a year, according to the World Nuclear Association.

Boss Energy, which counts Paradice Investment Management LLC and Tribeca Investment Partners Pty, among its investors, has seen its shares jump 63% this year. Other major producers Cameco Corp. and Paladin Energy Ltd. have risen 48% and 92% respectively.

中国電力、島根原発の機密文書を誤って廃棄 規制委に報告せず via 毎日新聞

原子力規制委員会は23日、中国電力に貸していた島根原発のテロ対策施設に関する機密文書を、同社が2015年に誤って廃棄していながら、今月まで報告していなかったことを明らかにした。廃棄の隠蔽(いんぺい)とみられかねないが、同社の担当者は「機密情報の漏えいには当たらず、報告の必要はないと考えていた」と話している。

 規制委などによると、機密書類にはテロ対策施設に航空機が衝突した場合の影響を計算するための手法などが記されていた。

ところが、島根原発に勤める同社幹部が15年7月に誤ってシュレッダーで廃棄したにもかかわらず、規制委には報告していなかった。規制委が今年3月、電力各社に機密文書の管理簿を作成してもらい、毎年報告を求める仕組みを導入。報告期限だった今月になって報告し、今回の事態が発覚した。【塚本恒】

福島「処理水」の海洋放出、濃度の測定は「不要」…規制委員長 via 讀賣新聞

原子力規制委員会更田豊志(ふけたとよし)委員長は16日の記者会見で、東京電力福島第一原子力発電所の「処理水」について、政府方針に従って薄めれば、海洋放出の直前に放射性物質の濃度を測定する必要はないとする見解を示した。

処理水は、トリチウムを除く大半の放射性物質を特殊な装置で除去している。政府は処理水を海水で100倍以上に薄めた上で、2023年以降に海洋放出する方針を示している。

 放出前の処理水のトリチウム濃度は、国が定める排出基準の40分の1程度に抑えるとしているが、濃度を厳密に測るには、薄めた処理水を再濃縮する必要がある。更田委員長は、希釈前の濃度を正確に測ってから希釈すれば、基準を満たしている証拠となり、「科学的には、希釈後の測定は不要だ」と語った。

また中国広東省の原発で起きたとされる放射性物質の排出について、更田委員長は日本国内で監視している放射線量に変化はないとして、現状では「日本に影響が及ぶ可能性は極めて小さいと思う」と述べた。[…]

福島第一 処理水放出めぐる賠償枠組み 東電 今夏中に示す考え via NHK News Web

政府はことし4月、福島第一原発で増え続けるトリチウムなど放射性物質を含む処理水を、2年後をめどに国の基準を下回る濃度に薄めて海に放出する方針を決め、これによって生じた風評被害は東京電力が賠償するとしています。

政府の決定を受けて、県や自治体、それに農林水産業など200団体余りで構成する「福島県原子力損害対策協議会」は21日、東京電力の本社で小早川智明社長と面会し、万全な風評対策をとったうえで、風評被害に対する具体的な賠償の枠組みを早急に示すよう求めました。

これに対して、小早川社長は「夏ごろに枠組みを示して説明を開始したい」と述べ、業種ごとの賠償の基準や賠償の対象になる風評被害などの具体的な枠組みをことしの夏中に示し、自治体や生産者などの意見を聞く考えを明らかにしました。

要望を終えた福島県の鈴木正晃副知事は「具体的に時期が示されて、一歩前進したと思っている」と述べました。

As Japan reboots 44-year-old nuclear reactor, experts sound alarm via Reuters

TOKYO, June 22 (Reuters) – The head of a major inquiry into Japan’s nuclear disaster and a former senior Cabinet adviser have sounded alarm over plans this week to restart a 44-year old reactor, saying the industry and government have not taken on board the lessons from Fukushima.

Kansai Electric Power (9503.T), which serves Osaka and its industrial environs – an area with roughly the same economic output as Mexico – will reboot the No. 3 reactor at its Mihama station in western Japan on Wednesday.

The reactor is the oldest to be restarted since the 2011 disaster and needed special approval to have its lifetime extended beyond the standard 40-year limit. Most reactors in Japan remain shut after the accident highlighted failings in regulation and oversight.

Tatsujiro Suzuki, a former deputy chairman of the Cabinet Office’s Atomic Energy Commission, told Reuters he has misgivings over how approval for the restart was obtained.

He said he was concerned about a lack of transparency and the use of subsidies to sweeten local opinion to get the necessary restart approval.

Bureaucrats from the Ministry of Economy, Trade and Industry (METI), which supports nuclear energy to power Japan’s industrial economy went to Fukui prefecture 110 times over a two-year period till early this year.

METI said in response to emailed queries it had decided on the subsidies in April this year and had informed local officials in Fukui. The ministry confirmed the number of visits by officials to Fukui and said the trips were “to exchange opinions”.

Kiyoshi Kurokawa, who headed the biggest investigation into the worst nuclear crisis since Chernobyl, described Fukushima as an avoidable “man-made” disaster in his 2012 report.

A silo mentality among executives and a collectivist mindset among bureaucrats, which puts organisational interests ahead of public duties on safety are still prevalent in Japan, Kurokawa said.

“It’s always important to ask what are the sanctions for bad corporate behaviour. If there are none, and in Japan there are none, then oversight is meaningless,” he said, adding he was “concerned” about the restart.

The Taishan death blow via Beyond Nuclear International

If the opacity maintained by the Chinese regime prevents us, for the time being, from knowing the exact consequences of the radioactive leak involving the EPR no.1 reactor at Taishan, revealed on June 14 by CNN, it is, on the other hand, already possible to see how this unfolded and to recommend some next steps.

The fault in the fuel duct seals inside the Taishan EPR dates back to October 2020, that is to say, it had already been going on for more than eight months: the operators of the reactor — the Chinese and the French company Framatome — were perfectly well aware of the gravity of the situation and had jointly decided to hide the existence of the problem from not only the surrounding population but also from the International Atomic Energy Agency.

Luckily, the information ended up seeping out via the American subsidiary of Framatome (Areva NP Inc.). This latter, likely after discussions with the CIA and the White House, happily informed CNN.

Indeed, now that the situation at the EPR at Taishan is known around the world, it will be difficult for the Chinese to continue to operate the reactor under conditions that are most likely beyond its “scope of authorized operational safety” — contrary to what Framatome claims in order not to offend the Chinese.

But this will still remain only a limited problem for China where, contrary to what one sometimes reads or hears, nuclear power is a marginal energy source, consisting of less than 1% of the country’s energy consumption.

On the other hand, it is quite possible that the French nuclear industry will be the big loser in this affair, one that could represent a fatal blow for EDF’s EPR construction projects in France and overseas. Indeed, given that the EPR construction sites managed by the French — Areva in Finland, EDF in France and Great Britain — are veritable industrial and financial disasters, the promoters of the EPR reactor have been desperately clinging to the “good Chinese example”.

That is because the two EPRs at Taishan were built and brought on line (in December 2018 and September 2019 respectively) with “only” a few years delay and the cost overruns were officially limited to a few billion (according to China which, one must remember, is a dictatorship where “information” is totally controlled).

40年超美浜原発3号機 再稼働前に反対住民ら仮処分申し立て via NHK News Web

福井県にある美浜原子力発電所3号機が、23日、全国の原発で初めて運転開始から40年を超えて再稼働するのを前に、反対する福井県の住民などが設備の経年劣化によって想定外のトラブルが起きる危険があると主張して、運転しないよう求める仮処分を大阪地方裁判所に申し立てました。

運転開始から40年を超えた関西電力・美浜原発3号機は、23日、10年ぶりに再稼働する予定で、福島第一原発の事故後、40年を超える原発が運転されるのは全国で初めてとなります。
この再稼働に反対する福井県若狭町に住む男性など9人が、21日、設備の経年劣化によって想定外のトラブルが多発する危険があると主張して、運転しないよう求める仮処分を大阪地方裁判所に申し立てました。
申し立てでは、国の原子力規制委員会が審査で最長60年まで運転延長できると認めたことについて、原発という巨大施設の設備や備品のすべてが安全かどうか検査するのは不可能だと主張しています。

Company: Yankee nuclear plant demolition remains in budget via WCAX3

Corey Daniels is the decommissioning manager for NorthStar Nuclear Group Holdings LLC. He told the Vermont Nuclear Decommissioning Citizens Advisory Panel on June 14 that there are low levels of contamination at the reactor building and the turbine building, despite being in operation for 44 years.

The Brattleboro Reformer reported the company has used about half of the decommissioning trust fund, with about $330 million remaining.
