A Belarus court has ruled against AP journalist who reported on milk farms near Chernobyl. In the story, the correspondent claimed that the milk contained massive amounts of radioactive material.
The Minsk court ordered the reporter, Yuras Karmanau, to pay legal fees and write a retraction, the Russian news agency RIA Novosti reported on Friday.
In the original Associated Press article from April, Karmanau says he traveled to the edge of Belarus’ Chernobyl exclusion zone and talked to farmers who herd milk cows in the area. He claims that AP employees passed a milk sample to a government-run lab, and that the results revealed radioactive isotope strontium-90, appearing in concentration 10 times higher than the allowed level.
The author also featured a comment from Milkavita, the company that buys milk from the farms, with the firm dismissing the findings as “impossible” and a likely “mix-up.”
The result were also disputed after the story was published, both by the cited lab and a special Belarus government department for dealing with the aftermath of the 1986 Chernobyl disaster. The lab said that the there was not enough milk in the 1100-gram sample and that three liters of milk were necessary for a proper strontium-90 test, according to Belaurs news outlet Naviny.
Milkavita then sued Karmanau for “intentionally false reporting” and damaging their reputation.

玄海町、年４億円超見込む
九州電力玄海原発内に保管されている使用済み核燃料に課税するため、立地自治体の東松浦郡玄海町が１０月の町議会で制定した条例が２７日、総務相の同意を受けた。町は新年度から導入し、年間４億円超の税収を見込む。
総務省からの連絡を受けた岸本英雄町長は「これから（庁内の）準備が必要なので、年内に同意していただいてありがたい。来年の４月１日には課税できると思う」と話した。
新税は、冷却期間の目安となる５年が経過した使用済み核燃料１キログラム当たり５００円を課税する。玄海原発内には約８３０トンの使用済み燃料があり、町は年間４億１６００万円の税収を見込んでいる。条例は５年ごとに更新する。使い道を特定する法定外目的税で、使途は原発に対する安全対策や原発との共生に必要な費用などと定めている。
AN earthquake in Fukushima has put the city’s nuclear power plant owners on alert.
A magnitude 6.3 quake has hit Japan’s Kanto region, according to the Japanese Meteorological Agency.
The area borders the Tōhoku region, where the Fukushima Power Plant had a devastating meltdown in 2011 after a mega earthquake caused a massive tsunami wave.
Japan’s NHK news agency said the tremors were felt throughout “wide areas” of the east coast, though the epicentre was not at sea, meaning a tsunami is unlikely.
The Japan News said it was powerful enough to be felt in the same region as the nuclear plant, which is part of Honshu Island.
The Tokyo Electric Power Company, which is still decommissioning Fukushima’s ruined reactors, is investigating any impact of the quake there.

The quake struck Ibaraki Prefecture at 9.38pm local time (12.38pm UK time). There were no immediate reports of damages or injuries.
There was a 7.3 magnitude earthquake which hit Fukushima last month.

The Tokyo District Court has dismissed an appeal by Tepco shareholders calling for disclosure of a government panel’s records of questioning of executives over the March 2011 crisis at the Fukushima No. 1 nuclear power plant.
“The decision accepted all of what the government claimed and therefore is regrettable,” the shareholders said in a statement following the ruling Tuesday. They said they would file an immediate appeal.
The Fukushima Nuclear Accident Independent Investigation Commission was formed in 2011 to investigate the causes of the nuclear disaster by questioning executives of the utility, now called Tokyo Electric Power Company Holdings Inc., including Tsunehisa Katsumata, former chairman of the utility, and others.
The questioning was conducted on condition that it would not be used to assign blame.[…]The shareholders are seeking disclosure of the records on 11 Tepco officials and three officials of the now-defunct Nuclear and Industrial Safety Agency.
“If the records are disclosed, it would be extremely difficult to gain cooperation from related parties in future investigations,” presiding Judge Akihiko Otake said, deciding that the disclosure could disrupt the execution of official duties.
The court also concluded that the undisclosed portion of the records that was not revealed in previous disclosures should be kept confidential.

原発大国フランスで、原発12基が、緊急点検のために停止させられるという異常事態になっている。蒸気発生器や圧力容器などの原発の最重要部品の鋼材の強度不足が発覚したためだ。問題は、この強度不足の部品を提供した企業「日本鋳鍛鋼」は、日本の原発にも部品を提供しているということだ。
日本の原発でも、強度不足の部品が使われている可能性があるのだが、原子力規制委員会は書面上のデータだけで「問題なし」としてしまっている。

「’14年末に建設中のフラマンビル原発3号機の原子炉圧力容器に使われている鋼材が基準を満たさないものであることが発覚し、ASN（フランス原子力安全局）は、同じような問題がないか、フランスで58基ある原発すべての調査を行うよう指示しました。その結果、18基の原発で類似の問題があるとされ、うち深刻だと思われる12基の原発を停止するよう、ASNは命令。順次、原発を停止して徹底的な点検を行っています。これらの停止命令が下された12基の原発に鋼材を提供していたのが、日本鋳鍛鋼です。そして、日本で再稼働した川内原発1号機、2号機など、日本でも17基の原発で日本鋳鍛鋼から供給された鋼材が使用されています。つまり日本においてもフランスと同じように、原発の最重要部品で強度不足の鋼材が使われている疑いがあるのです」（バーニー氏）

そのまま放置すれば破局的事故の可能性も
金属材料学が専門の井野博満・東大名誉教授も、炭素を多く含む鋼材が原発に使われることの危険性を懸念している。
「今回、問題になっている原発部品用の鋼材について『強度』という言葉がよく使われますが、より正確に言うと『破壊靭性』です。炭素を多く含む鋼材は硬くなりますが、その分脆くもなります。例えるならば、包丁などの刃物がそうです。硬くてよく切れますが、破壊靭性があまりないため、使っているうちに刃こぼれしてしまう。反対に、含まれる炭素が少ない鉄は、加わった力に対してのねばり強さ、つまり破壊靭性がある。なぜ原発の部品で破壊靭性が必要なのかというと『熱衝撃』、つまり急な温度の変化に耐えるためです。例えば、熱したガラスのコップに冷たい水を急に注ぐとパリンと割れてしまうことがあります。これと同じように、何らかのトラブルで原子炉に緊急冷却水を流し込まなければいけない場合に、原子炉の部品は急激な温度変化に耐えられる必要があります。ですから、炭素を多く含む鋼材でできた原子炉は緊急冷却の際の熱衝撃でダメージを負い、重大な事故を引き起こす可能性があるのです」

東京電力福島第１原発事故を巡り那須塩原、大田原、那須３市町の住民７千人超が東電に約18億５千万円の損害賠償を求めた裁判外紛争解決手続き（ＡＤＲ）で、住民側弁護団は28日、ＡＤＲを扱う原子力損害賠償紛争解決センターに住民が意見を述べる口頭審理の開催を申し入れた。
弁護団によると、26日に第５回進行協議があり、仲介委員が「申立人の主張や証拠書類は出そろった」などとして審理打ち切りを言い渡したという。申し入れは打ち切りを再考し、口頭審理を開くよう求めた。
申し入れ後、弁護団は東京・霞ケ関の司法記者クラブで記者会見し、「審理の開始当初から住民が直接意見を述べる口頭審理の開催を訴えてきたが、聞き入れられなかった。口頭審理なくして、被害の実情は伝わらない」と訴えた。

環境汚染に対する責任は汚染者が負うのが原則だ。しかし原子力損害賠償法では「異常に巨大な天災地変」の損害は「その限りではない」と定めている。政府が、この判断を明確にしないまま費用負担の議論を進めてきたことが国民各層に不信感を生じさせている。新電力大手の首脳は「誰かが負担しなければならない費用なら、まずは責任のあり方を整理してもらいたい」と話している。
くしくも今年は、日本の公害の原点である水俣病の公式確認から６０年目だった。当時の政府が責任をあいまいにしたまま経済性を優先した結果、住民に取り返しのつかない深刻な健康被害をもたらし、結果として経済性まで失うことになった。
環境省の資料には「有害物質による環境汚染は、健康被害をはじめ、生活環境の破壊など重大な被害をもたらします。水俣病の事例から、経済性を優先し環境への配慮が欠けた活動が、健康被害をはじめとする種々の深刻な被害を与え、その後の被害の回復も容易でないことを教訓として得ました」とある。この教訓が生きていない。
産業界の立場では、環境汚染などのリスクを抱えた企業は万一の際、迅速な対応で被害を最小限に食い止める手だてが求められる。大きすぎるリスクに対しては、他と連携した対策を明確にしておく必要がある。
