提言では、福島第一原発事故に対処するため、廃炉に8兆円、賠償に8兆円、除染に6兆円、合計約22兆円がかかるとの見通しが示された。これは当初の見込みの2倍に上っている。その費用をまかなうため、電気の利用者に対して新たに電気料金の負担を増やすことを認めたが、一義的には、事故を起こした東電が責任を果たすことを求めている。

提言の中で東電が費用を捻出する方法の一つとされたのは、事業の効率化。燃料の調達や火力発電所の運営、送電や配電、原子力部門などの事業を、ほかの電力会社などと共同して行うことがあげられている。

例えば、東京電力と中部電力は、火力発電所の運営や燃料の調達などを共同で行うJERA(ジェラ)という会社を2015年に立ち上げた。会社が違っても、発電所を動かすことや燃料の調達をすることについては事業が似ているため、共同で行った方が効率が良いという考えによるもの。

有識者会議は、このJERAをモデルに、原子力や送配電部門でも共同事業体を立ち上げることを提言した。

ただ、共同で原発を運営することは容易ではない。柏崎刈羽原発の原子炉は沸騰水型というタイプだが、例えば関西電力や四国電力、九州電力の原発にある原子炉は、加圧水型という別のタイプでノウハウが共有できない。

また、タイプが同じ原子炉を所有する電力会社でも、自らの原発の再稼働が見通せない中で、東電と組む余裕がないという実情もある。

このほか、送配電部門でも課題を指摘する声がある。東電は、送配電のコストが低い電力会社を見本にするとしている。しかし、東電はそうした会社よりも送電網が複雑な首都圏を抱えるため、コスト削減も一筋縄ではいかないとみられている。

The fact is that regarding contamination, there are no other conditions than the dose rate of the radioactivity in the air. This is abnormal. You, who belong to this Commission, certainly understand to what extent this situation is abnormal.

In the definition of a radioactivity controlled zone, apart from the dose rate of radioactivity in the air, account is taken of the substances dispersed and then deposited, that is to say contamination in the soil etc., which means a criterion of 40 000Bq / m2 is established for surface contamination.

However, in the return policy to return populations to territories where the annual cumulative dose rate is less than 20mSv / year, the condition of soil contamination is not considered necessary.

Following the Chernobyl accident, laws have been established in Russia, Belarus and Ukraine, measuring both the dose rate of radioactivity in the air and the contamination of the soil. Why ?

Meet the Japanese farmers and hunters defending their homeland from the ruthless hogs that—by the way—may have wandered over from Fukushima

If you want to strike fear into the heart of a Japanese farmer, just utter these two words: wild boar.

The aggressive, hard-headed animals are some of the most destructive in the world, not only devouring crops, but destroying fields and root systems with their sharp teeth and trowel-like hooves from Kobe to Chiba City.

It wasn’t always like this. Boars are a native species in Japan, but you could go years without seeing one there for most of the 20th century, thanks to diseases like cholera in the 1920s. Then, in the early 2000s, the animals began descending on cities and farmland in an almost plague-like fashion.

And sometimes, they’re radioactive. In the contaminated area in and around the site of Fukishima’s 2011 nuclear meltdown, the boars’ voracious appetite and prolific breeding has led to an indeterminate number of animals (thousands? Tens of thousands?) becoming contaminated with  radiation. Many of them are journeying into nearby prefectures. People have even stopped eating a kind of boar stew that used to be a specialty dish in some of these places, for fear of radiation contamination. The impetus for eradication is at red-alert levels.

Since no set national policy for wild boar control exists, protecting produce from wild boars has become something of a trial-by-error practice—and cottage industry—across the country.

In the Chiba Prefecture, 5,900 hunting licenses (including firearms, wire traps, and box traps) have been issued to date, while in the more northern Myagi Prefecture, 1,876 licensed hunters brought in a whopping 4,964 boars in 2015. Government officials in Myagi, which borders Fukushima, have seen increasing public support for hunting boars since 2011, but that stance is less popular in the rest of Japan. 

“After hunters bring in the boars, we help them test to see if they are radioactive,” says Mr. Satoshi Kimura, a government official from the adjacent Myagi Prefecture. “If the levels are too high, you can’t eat them.” 

Culinary woes aside, post-capture nuclear pig disposal is much more complicated. Burying boars in mass graves—a common practice in most places—is too risky to the soil and groundwater when they’re radioactive. In response, in March 2016, government officials constructed the first-ever incineration facility specifically for wild boars in Fukushima, just outside the town of Soma. Most of the hogs headed for the fire have at least marginal levels of radiation.

「廃炉」…未踏の世界へ 福島第1原発、デブリ取り出し方法検討 via 福島民友

東京電力は今年、福島第1原発1~3号機の原子炉内に調査用ロボットを投入する。事故で溶け落ちた核燃料(デブリ)の状態や位置などを調べる狙いで、初めてデブリが撮影される可能性がある。政府や東電は6月までに、内部調査で得られた情報などを基に、最難関となるデブリの取り出し方針を決める。廃炉作業は、未踏の世界へ深く分け入る局面にある。

号機ごとのデブリの取り出し方針を決めるためには、原子炉内の情報をできるだけ多く集めて詳しく分析する必要があり、ロボット調査の成否が鍵を握る。

デブリ取り出しを巡っては、原子炉上部まで水を張る冠水工法、デブリがある原子炉底部だけに水を張る気中工法などを、デブリのある場所に応じて組み合わせることが検討されている。取り出し方針の決定で、戦略の立案や技術開発が加速するとみられる。

ただ廃炉作業の進み具合は順調とは言い難い。3号機使用済み核燃料プールからの燃料取り出しは、原子炉建屋上部の放射線量が下がらないため、目標としていた2017年度中の取り出し開始が遅れる見通し。2号機は早ければ昨秋開始予定だった原子炉建屋上部の解体が始まっていない。

汚染水対策では、建屋地下への地下水流入を抑制するため、井戸から汚染地下水をくみ上げ、浄化後に港湾内に放出する「サブドレン計画」の一日も早い機能強化などが求められている。1~4号機建屋周囲の地盤を凍らせる「凍土遮水壁」は、いまだ明確な効果が示されていない。

築地市場、82年の歴史に潜むゴジラの影 「原爆マグロ」はどこに消えた? via BuzzFeed

移転問題で揺れる世界最大級の卸売市場。あの大怪獣との間にある共通項は、「第五福竜丸事件」でした。

築地市場は、今年で82歳になる。

約480種類の水産物が1日あたり1676トン(2014年)取り扱われている、世界最大級の卸売り市場。その一角にかつて、「原爆マグロ」が埋められたという事実は、あまり知られていない。

あの「ゴジラ」にも着想を与えた、「第五福竜丸事件」にまつわる話だ。

汚染魚たちのことを、人々は「原子マグロ」や「原爆マグロ」と呼んだ。市場はパニックに陥り、マグロの価格は暴落。競りが不成立になるなど、被害は大きく拡大した。

広島、長崎の被爆から9年あまりしか経っていない時代だ。人々は「原爆」という言葉に強く反応したのだろう。

その年の11月に公開された映画「ゴジラ」には、こんな場面がある。電車内で、とある若い女性が不安げにつぶやくのだ。

嫌ねえ、原子マグロだ、放射能雨だ、そのうえ今度はゴジラと来たわ。東京湾にでも上がり込んできたら、どうなるの。せっかく長崎の原爆から命拾いした大切な体なんだもの。

マグロはどこに消えた

各地の汚染魚たちをそのまま流通させるわけにもいかず、いずれも、地中に埋められたり、沖合で投棄されたりした。

築地市場に第五福竜丸から水揚げされたマグロ2トンが届いたのは、被曝から約2週間後。3月16日午前3時のことだった。

当時の朝日新聞(同日付夕刊)ではその様子をこう報じている。

築地市場からは同船の魚は街灯に流れていない模様。十六日午後一時半から原爆魚の放射能の測定を行った。

放射能測定器で測定したところ、一ミリグラムのラジウムが持つ放射能と同程度の放射能が記録された。この放射能は相当強いもので、三十センチ以内に長くいると放射能の害を受けるし、またもちろん食べれば危険がある。

マグロたちは、やはりすぐに埋められた。翌朝の読売新聞「原子マグロ土葬 魚河岸はもう大丈夫」には、こんな記述がある。

都衛生局で十六日夜六時から緊急会議を開き、マグロ、サメ等大物販売所に隔離してあった原子マグロを場外駐車場に運び出し地下二メートルに埋めるとともに場内を散水車で洗い斎藤科研所員が付近一帯をガイガー・カウンターで再検査したところ全く放射能は認めず……

マグロが市場内のどこに埋められたのか、正確な場所はわかっていない。

築地市場の設備課長を務める吉田順一さんは、BuzzFeed Newsの取材に「正門らへんではないかという話はありますが、明確な記録はありません」と語る。

石碑に込められた願い

原爆マグロはどこに行ったのか。いまはただ、事件を知らしめる金属プレートが、大江戸線A1出口のすぐ横に佇んでいるだけだ。

そこには、核の恐ろしさを伝える警句が、こう書き記されている。

1954年3月1日、米国が太平洋のビキニ環礁で行った水爆実験で被曝した第五福竜丸から水揚げされた魚の一部(約2トン)が同月16日築地市場に入荷しました。国と東京都の検査が行われ、放射能汚染が判明した魚(サメ、マグロ)などは消費者の手に渡る前に市場内のこの一角に埋められ廃棄されました。

全国では850隻余りの漁船から460トン近くの汚染した魚が見つかり、日本中がパニックとなって魚の消費が大きく落ち込みました。築地市場でも「せり」が成立しなくなるなど、市場関係者、漁業関係者も大きな打撃を受けました。

このような核の被害がふたたび起きないことを願って、全国から10円募金で参加した大勢の子どもたちと共に、この歴史的事実を記録するため、ここにプレートを作りました。

【台北時事】台湾の李世光経済部長(経済相)は2日までに時事通信の単独インタビューに応じた。民進党・蔡英文政権が推進する脱原発政策について、李氏は東京電力福島第1原発事故が大きなきっかけになったと指摘し、台湾の将来にとって「原発ゼロは必然的な流れだ」と強調した。

昨年5月に発足した蔡政権は2025年までに原発をゼロとする目標を掲げている。現在3基が稼働し発電量の14%を占める原発を順次停止し、再生可能エネルギーの割合を現在の4%から20%に引き上げる方針だ。10年に満たない短期間での目標達成を疑問視する声が少なくないが、李氏は「現在の技術をもってすれば実現は可能だ」と断言。「台湾はエネルギーのほとんどを輸入に頼っている。自主調達は再生可能エネしかない」と述べ、安全保障面からも普及を急ぐ必要があると訴えた。

蔡政権が原発ゼロに取り組む理由について、李氏は放射性廃棄物の処理問題が未解決であることに加え、福島第1原発事故が大きく影響したと説明。

Ex-leader of Japan Turns nuclear foe, calls for shutdown of all 54 Japanese nuclear reactors via The Santa Fe New Mexican

TOKYO — William Zeller, a petty officer second class in the U.S. Navy, was one of hundreds of sailors who rushed to provide assistance to Japan after a giant earthquake and tsunami set off a triple meltdown at the Fukushima Daiichi nuclear power plant in 2011. Not long after returning home, he began to feel sick.

Today, he has nerve damage and abnormal bone growths, and blames exposure to radiation during the humanitarian operation conducted by crew members of the aircraft carrier Ronald Reagan. Neither his doctors nor the U.S. government has endorsed his claim or those of about 400 other sailors who attribute ailments including leukemia and thyroid disease to Fukushima and are suing Tokyo Electric, the operator of the plant.

But one prominent figure is supporting the U.S. sailors: Junichiro Koizumi, former prime minister of Japan.

A year after the Fukushima disaster, anti-nuclear fervor led tens of thousands of demonstrators to take to the streets of Tokyo near the prime minister’s residence to register their anger at the government’s decision to restart the Ohi power station in western Japan. Public activism has dissipated since then, though polls consistently show that about 60 percent of Japanese voters oppose restarting the plants.

“The average Japanese is not that interested in issues of energy,” said Daniel P. Aldrich, professor of political science at Northeastern University. “They are anti-nuclear, but they are not willing to vote the LDP out of office because of its pronuclear stance.”

Sustained political protest is rare in Japan, but some analysts say that does not mean the anti-nuclear movement is doomed to wither.

“People have to carry on with their lives, so only so much direct action can take place,” said Koichi Nakano, a political scientist at Sophia University in Tokyo.

Anti-nuclear activism “may look dormant from appearances, but it’s there, like magma,” he said. “It’s still brewing, and the next trigger might be another big protest or political change.”

Some recent signs suggest the movement has gone local. In October, Ryuichi Yoneyama was elected governor in Niigata, the prefecture in central Japan that is home to the world’s largest nuclear plant, after campaigning on a promise to fight efforts by Tokyo Electric to restart reactors there.

Like Koizumi, he is an example of how the anti-nuclear movement has blurred political allegiances in Japan. Before running for governor, Yoneyama had run as a Liberal Democratic candidate for parliament.

Koizumi, a conservative and former leader of the Liberal Democrats, may have led the way.

“Originally, the nuclear issue was a point of dispute between conservatives and liberals,” said Yuichi Kaido, a lawyer and leading anti-nuclear activist. “But after Mr. Koizumi showed up and said he opposed nuclear power, other conservatives realized they could be against nuclear power.”

「自主避難」3.2万人、住宅支援打ち切りに悲鳴 生活問題は逆に深刻化、終わらない原発被害via東洋経済ONLINE

原発事故によって福島県内の避難指示区域以外から逃れてきた「自主避難者」への住宅の無償提供が、今年3月末で打ち切られる。4月以降、現在の住宅から立ち退きを求められたり、新たに多額の家賃の発生に見舞われるケースが続出すると見られ、当事者から悲鳴が上がっている。

東京・江東区東雲にある国家公務員宿舎で避難生活を送る女性(57歳)は、言いしれぬ不安にさいなまれている。原発事故直後に福島県南相馬市原町区の自宅から逃れてきたが、4月以降、避難先の国家公務員宿舎に住み続けることが困難になっている。

福島県では原発事故後、災害救助法に基づき、民間のアパートや国家公務員宿舎、雇用促進住宅などを応急仮設住宅(みなし仮設住宅)として自主避難者にも無償で提供してきた。自主避難者にとって、仮設住宅の無償提供は事実上唯一の支援策。それが今般、「県内での除染の進捗や食品の安全性の確保など、生活環境が整いつつある」(福島県生活拠点課)として、無償での住宅支援を終了させる。

1万2000世帯が打ち切り対象に

福島県によれば、県内外の自主避難者は約1万2000世帯、約3万2000人に上る。県では1月以降、一定の所得以下の世帯に対して、みなし仮設住宅から転居して新たに賃貸住宅で暮らす際の補助金を2019年3月末までの2年余りに限って支給し始めるが、その対象は約2000世帯にとどまる。

2016年12月下旬、前出の女性宅に福島県から一通の手紙が届いた。そこには「子どもの就学や通院などやむをえない事情がある場合には公務員宿舎への継続入居も可能」である旨が記されていた。だが、女性は今の住宅に住み続けることを半ばあきらめかけている。

女性は6年前に乳がんの手術をし、現在も抗がん剤治療を続けている。33歳の長男と2人暮らしだが、長男は職場での人間関係がうまく行かず、自宅に引きこもりがちだ。現在は会社勤めをする女性の収入によって家計を支えている。

「仮に4月以降も住み続けることができたとしても、新たに家賃が発生する。聞くところによれば、国家公務員宿舎の家賃は最高で5万3000円余り。共益費も駐車場代も新たに発生する。今の給料では生活が成り立たない」(女性)という。

かといって南相馬市に帰ったとしても、今までと同様の治療を受けられる病院はない。「一家を支えられる職場を見つけることも難しい」(女性)。

自主避難者の支援を続ける「避難の協同センター」の瀬戸大作事務局長によれば、「誰にも助けを求めることができずに苦しんでいる自主避難者は少なくない。原発事故から時間が経過する中で、住宅だけでなく、生活上の問題はむしろ深刻になっている」という。掲載した表は関東地区の都県が発表している自主避難者向けの住宅施策だが、こうした施策だけで自主避難者の問題を解決することは困難だ。

SEABROOK, N.H. – Paul Gunter steps out of his Jeep in a near-empty parking lot off Seabrook’s Ocean Boulevard, unfolds his 6-foot-7-inch frame and tugs the bill of a well-worn cap against the sun. Behind him, anglers hang lines into Hampton Harbor from a nearby pier, and kayakers and swimmers play in the water. They take no notice of the Seabrook Station nuclear power plant, which looms from the other shore.

But Gunter notices, and has noticed for more than 40 years now. It was in 1976, at a picnic table near here, that he and a small band of like-minded citizens formed the Clamshell Alliance, one of the nation’s oldest and most active anti-nuclear groups.

All this as President Richard Nixon, in 1973, pledged to make the U.S. energy-independent by building 1,000 nuclear power plants – touted by proponents as a source of clean, inexpensive energy – by the year 2000.

Gunter and his associates mobilized. They named their movement for the environmentally sensitive marshes and clam beds that bordered the planned site of the Seabrook plant. They pledged to oppose all nuclear power in New England and, along the way, became a model for the mass nonviolent anti-nuke demonstrations that swept across the country.

The movement was successful. One Seabrook reactor was ultimately completed, but 10 years after its initially projected startup and at a $7 billion cost that bankrupted the public utility group behind the endeavor. A second planned reactor at Seabrook was never built.

原発事故に伴う食品輸入規制問題、日本が韓国を訴えて台湾を訴えないのは「日台友好」のため? =中国メディアvia Searchina

 

台湾では今、2011年の東日本大震災に伴う福島第1原発事故による福島など日本の5県からの食品輸入規制の緩和の是非を巡って揺れている。中国メディア・海外網は27日、この件について「日本は韓国をWTOに訴えているのに台湾を訴えていない」とする記事を掲載した。

記事は、原発事故発生後に韓国が直ちに福島など8県地域の一部水産品の輸入を禁止し、13年には同地域のすべての水産品へと禁止範囲を拡大したと紹介。これに対して日本は15年5月にWTOの仲裁機関に対して訴えを起こしたと伝えた。

一方で、台湾も韓国同様に5件からの食品輸入を禁止しているにも関わらず、日本は台湾当局を提訴していないとし、これについて台湾の対日窓口機関である亜東関係協会の蔡明耀事務局長が「日本政府は台湾との友好関係を重視しており、WTOに提訴することなく、台湾側に対して理性的に解禁問題の議論を行うことを望んできた」と語ったことを伝えた。

また、蔡氏が「WTOの規定では『品目』を禁止対象としなければならず、地域という枠で食品輸入を禁止しないことになっている」とし、「島民の安全を守るために設けた台湾当局による規定を非難することはできないが、事故発生からすでに5年が経過しており、日本の食品が安全かどうかを理性的に探ってもいいはずだ」としたことを紹介している。
