Feds see no problems with nuclear waste storage in West Texas, New Mexico despite concerns via Carlsbad Current Argus

A proposed storage facility for spent nuclear fuel in West Texas near the New Mexico border will have no impact on the environment, per a federal report released Thursday.

The Nuclear Regulatory Commission (NRC) issued its final environmental impact statement (EIS) for a proposal by Interim Storage Partners, a joint venture between Waste Control Specialists (WCS) and Orano USA, to build a storage facility for the waste at WCS’ facility in Andrews, Texas.

The proposal would ultimately bring about 40,000 metric tons of spent nuclear fuel rods from reactors across the county to be stored on a temporary basis while a permanent repository is developed.

The initial license application was for 5,000 metric tons, but the company voiced its plans to expand the facility to hold more waste.

These concerns were like those voiced for another temporary storage site over the border in New Mexico, where Holtec International proposed building its facility to hold more than 100,000 metric tons of the waste at a remote location between Carlsbad and Hobbs.

Both sites were within the oil-rich Permian Basin and government leaders cautioned they could risk other major industries like fossil fuel extraction and agriculture.

But in its environmental analysis for both the ISP and Holtec projects, the NRC found no risk to the environment.

New Mexico Environment Department Cabinet Secretary James Kenney said his state’s administration was also against the Texas site, as it could risk New Mexicans due to its location near the states’ border.

“I think the administration has been clear that New Mexico is not the right state for spent nuclear fuel,” Kenney said. “Nor do we believe placing it five miles over the border in Texas is right for New Mexico. There’s no difference in the risk.”

Because of its proximity to the Texas border, lawmakers argued the Holtec site would also put Texas at risk should it be allowed to open.

“Both projects are illegal under the Nuclear Waste Policy Act since no U.S. repository exists. Both would result in transport of radioactive waste through Texas. Both licenses should be denied,” the letter read.

“Bringing this nuclear reactor waste to Texas and New Mexico would result in dangerous de-facto permanent dumps.”

In its resolution approved in April 2017 when the company first filed for its license, Dallas County opposed the facility as the waste would likely be transported to the ISP facility via rail through the Dallas-Fort Worth metro area.

“Our lives, land and aquifers must be protected from radioactive contamination which could result from accidents, radiation releases or leaks or terrorist actions during thousands of spent nuclear fuel waste shipments that could occur for a period of 24 years if consolidated storage is licensed,” the resolution read.

放射線量上昇の中国原発が運転停止 破損した燃料棒交換 via 朝日新聞

中国広東省の台山原子力発電所1号機で燃料棒の一部が破損し、原子炉内の冷却水放射線量が上昇していた問題で、原発の運営会社は7月30日、保守業務のために運転を停止したと発表した。破損した燃料棒を交換し、破損原因を調べることが目的だとしている。

 台山原発1号機をめぐっては、中国の生態環境省が6月、燃料棒計約6万本のうち約5本を覆う管が破損し、1次冷却水放射線量が上昇していると明らかにしていた。

黒い雨訴訟の原告「首相談話、根本的解決策にならない」 via 朝日新聞

広島原爆の投下直後に降った「黒い雨」をめぐる訴訟で、菅義偉首相が上告を見送り、幅広い人に被爆者健康手帳を交付する、とする首相談話を出した。厚生労働省や関係自治体は今後、首相談話を踏まえ、原告と同じ状況に置かれた人びとに救済を広げる作業を急ぐことになるが、救済の指針など国と関係自治体でこれから調整して決める課題もあり、迅速な救済につながるかは不透明だ。

広島県湯崎英彦知事は27日、首相談話について「すべての黒い雨を受けた方々を救済する内容で、ありがたい」と記者団に語った。県や広島市黒い雨が降ったと推計する範囲で生存する約1万3千人が救済対象になるべきだとの認識を示し、「県と市と国でエリアをどうするか決める」と述べた。

厚労省は、被爆者援護法上の被爆者の要件の一つである「身体に原子爆弾放射能の影響を受けるような事情の下にあった者」に当たるかどうかを一人ひとり、個別に判断していくことを想定する。その前提として、関係自治体とともに、被爆者に当たるかどうかの指針の見直し作業が必要だという。首相談話は「早急に対応を検討する」としているが、田村憲久厚労相は27日、「いつごろといっても我が方だけの話ではない。これから自治体と相談する」と語り、救済の時期を示さなかった。

 指針の見直しには同じ被爆地で黒い雨が降った長崎からも長崎県・市が参加する。ただ、厚労省の担当者は「一義的には広島の黒い雨での対応で、長崎は少し別の問題になる」と語り、広島と同じように救済を広げることに慎重な姿勢を示す。菅義偉首相も27日、記者団に「長崎については、その後の裁判等の行方も見守っていきたい」と述べた。

 首相談話に対し、地元・広島からは批判が出ている。談話では、高裁判決が黒い雨放射能に汚染された飲食物の摂取などによる内部被曝の健康影響を広く認めたことに、政府として容認しない姿勢を鮮明にした。高裁判決の影響が広く及ぶことを避けたい考えが見え隠れする。

Suga abandons appeal of ‘black rain’ hibakusha lawsuit via Asahi Shimbun

Prime Minister Yoshihide Suga broke with the consensus among ministry officials when he decided on July 26 to immediately grant relief to all 84 plaintiffs involved in a lawsuit regarding recognition as atomic bomb survivors.

The plaintiffs sought to be recognized as hibakusha because they were victims of the “black rain” that fell on Hiroshima in the days following the Aug. 6, 1945, atomic bombing.

Suga told reporters the government would also consider providing relief to others in similar circumstances to the plaintiffs.

On July 27, the Suga Cabinet approved a statement under the prime minister’s name formally declaring that no appeal would be filed against the July 14 Hiroshima High Court decision, but also including wording about major “legal problems” that did not match past rulings.

The statement, in particular, raised serious doubts about the internal exposure to radiation through the ingestion of contaminated water and food stated in the high court ruling and said that aspect of the ruling was unacceptable.

Health and Justice ministry officials on July 23 asked the Hiroshima prefectural and municipal governments to appeal the high court ruling.

But because the two local governments could not be totally convinced to go along with the request, concerns were raised internally that the central government would appear to be the only one strongly urging an appeal.

That might have hurt the ruling coalition, which must contest a Lower House election by this fall. That likely led Suga to decide to abandon the appeal.

However, aspects of the high court ruling leave open the possibility of further expanding the relief aid so it also covers those who were exposed to radiation in the wake of the triple meltdown at the Fukushima No. 1 nuclear power plant in the wake of the 2011 Great East Japan Earthquake and tsunami.

In its ruling, the Hiroshima High Court said relief should be provided even if the plaintiffs did not have illnesses, such as cancer, that are normally used in defining hibakusha.

The high court also said if an individual is denied recognition as a hibakusha, it is the responsibility of the administrative branch to explain why.

The high court also raised the prospect of including health problems of individuals who ingested radiation-contaminated water or food, rather than only those who had external exposure to the black rain.

One high-ranking health ministry official said that if that standard was finalized and used as a precedent in other lawsuits, government policy regarding compensation for the Fukushima nuclear accident would be turned upside down.

Ministry officials had long argued in the black rain case that ingestion of food and water would only add up to small amounts of radiation that would be insufficient to cause any health problems.

対象は20μSv/h以上の地域の19歳未満
それによると、甲状腺被ばく線量のモニタリングの対象は、即時避難が必要な放射線量(毎時500マイクロシーベルト)に達する地域や、継続的に毎時20マイクロ・シーベルト以上となり一時移転が求められる地域の19歳未満の子どもと妊産婦。必要に応じて、乳幼児と行動を共にした保護者も対象とする。

屋内退避区域は、安定ヨウ素材の服用の国際基準(7日・50ミリシーベルト)を下回るなどとして、対象外とした。また、汚染した地域の食品はの摂取制限が行われることを前提に、経口摂取による被ばくは考慮しない。

100mGyをスクリーニング基準へ
検査ではまず、3週間以内に、NaI(TI)サーベイメータによる「簡易検査」を実施。のどにサーベイメータのプローブを密着させて計測し、バックグラウンドの値を引いてた数値が0.2μSv/hを目安に、一定の基準を上回った場合、詳細調査の対象とする。

最も放射線の感受性の強い1歳から7歳の場合でも、摂取から17日以内に計測して、その値が0.2μSv/h以下であれば、100mGyを超えないとして、この数値をスクリーニング基準に設定したという。

「詳細調査」は、4週間以内に、甲状腺モニタが設置されている高度被ばく医療支援センターや原子力災害医療協力力機関で実施。甲状腺モニタは子どもを計測することが困難ため、子どもと行動を共にした保護者を測定する。「詳細調査」の結果をもとに、甲状腺被曝線量の推計を行い、将来、甲状腺がんが発症する可能があればフォローアップを行うほか、健康調査の対象とするか判断する。甲状腺被曝線量の推計に関する検討は環境省が行う。

報告書の内容は原子力規制委員会で承認を受けた後、原子力災害対策指針の改正を行う。

福島原発訴訟 国と東京電力に賠償命じる 地裁郡山支部 via NHK News Web

東京電力福島第一原子力発電所の事故で今も立ち入りが厳しく制限されている福島県浪江町津島地区の住民が国と東京電力を訴えた裁判で、福島地方裁判所郡山支部は「国が対策を命じていれば事故は回避できた」として国と東京電力に総額10億円余りの賠償を命じる判決を言い渡しました。

10年前の原発事故で、今も立ち入りが厳しく制限される帰還困難区域に指定されている浪江町津島地区に住んでいた640人は、国と東京電力に対し、放射線量を原発事故前の状態に戻すことや、それが認められない場合、1人当たり3000万円余りの賠償を求める訴えを起こしていました。

30日の判決で、福島地方裁判所郡山支部の佐々木健二裁判長は「国は、調査機関が地震の長期評価を示した2002年には津波が到来する危険性を予測することができた。国が東京電力に対策を命じていれば事故は回避できた」などとして国の責任を認めました。

そのうえで、国と東京電力に総額10億円余りの賠償を命じました。

一方、原告が求めていた放射線量を原発事故前の状態に戻すことについては、訴えを退けました。

帰還困難区域には、事故から10年余りがたった今も原発周辺の7市町村の合わせて337平方キロメートルが指定されていて、ほとんどの区域で、住民が戻るめどがたっていません。

判決について、国の原子力規制委員会は「今回の判決は、国の主張が認められなかったものと考えており、判決の内容を精査して関係省庁と協議のうえ、対応方針を適切に検討していく。いずれにせよ原子力規制委員会としては、原発事故を踏まえて策定された新規制基準への適合性審査を厳格に進めていくことにより、適切な規制を行っていきたい」と話しています。

As rioters entered the Capitol, Vice President Mike Pence could be seen on security camera video being escorted to safety, along with a military aide carrying a black satchel which is the vice president’s nuclear football.

Instead, along with written options, the nuclear football, a leather-covered titanium business case that weighs 40 pounds, contains a variety of secure phone capabilities and options for launching nuclear strikes that the president or vice president may authorize. 

In the event of a devastating threatened attack on the US, the president or vice president as his backup would confirm his identity to the National Military Command Center at the Pentagon over a secure phone by reading codes from the Sealed Authenticator System card – also known as the ‘biscuit’ – that he is supposed to carry with him at all times.

As for White House staff, they are more likely to try to keep the military aide with the football away from the president or vice president because they think the optics are bad, Stufflebeem says. 

As it is, only the military aide, who rotates from the Air Force, Navy, Marines, Army, and Coast Guard, has a copy of the authenticator card in case the president or vice president loses his. 

That in fact happened at one point during President Clinton’s second term.

In shadow of Japan’s Fukushima disaster, the Olympic message of ‘recovery’ rings hollow via Washington Post

They collected soil samples to measure radioactivity and developed their own method of decontamination from the fallout of the Fukushima Daiichi Nuclear Power Plant, destroyed after a devastating earthquake and tsunami in March 2011 that killed 16,000 peopleand forced 165,000 people from their homes.

They urged residents who fled their hometown Iitate to return home and help restore the village. But their community remains gutted.

And they wince at the prevailing theme of the Tokyo Olympics: “recovery.” Organizers stuck with the original packaging — aimed at showcasing how far the country had come since the 2011 disasters — even as the Games were delayed a year and are now underway inside a pandemic bubble with no spectators in the Tokyo area and athletes cocooned from the rest of Japan.

“It seems nothing more than just taking advantage of Fukushima for political reasons,” said Tao, 80, who lived in Hiroshima during the atomic bomb blast in 1945 and grew up witnessing its aftermath. “It was simply that adding this ‘recovery’ element made the Games more appealing.”

Food served inside the Olympic Village, where athletes reside, train and dine, uses ingredients from Tohoku, the coastal region struck by the 9.1-magnitude earthquake in 2011, which was so strong that it actually moved Japan’s largest island east by nearly eight feet. The move was designed to help dispel myths that food from areas affected by the disaster is unsafe.

Olympic officials broadcast a four-minute video showing how they had hosted community and arts projects for children in the Fukushima prefecture to learn about their history and the recovery process.

“We have been making various efforts to convey to the world the image of Japan’s recovery from the earthquake, along with our gratitude for the support we have received from the world,” Japan’s Olympics minister Seiko Hashimoto said in a media briefing after the Games opened.

There is deep distrust toward the Japanese government among residents who feel officials have not made a full public reckoning of the impacts of the disasters with coverups, denials and evasion.

“When the earthquake happened, the next day I wasn’t even aware of the impact of nuclear disaster,” said Kanno, 70, who returned to Iitate in 2017. “Eventually we learned that it was dangerous here and were told that we couldn’t go out or touch the soil. But in Iitate, since we all live on agriculture, to be told that we can’t touch the soil, it was truly shocking.”

Many evacuees have returned home across the Fukushima region, but others still live in housing units that were meant to serve as temporary shelters.

Sumio Konno, a former nuclear power plant worker, was on a business trip at a nuclear plant in a nearby region when the tsunami hit. After being trapped in the plant for four days, he got a hold of his family and joined his wife and son, then 5 years old, at a temporary evacuation site.

Konno, 56, said he was frustrated about the billions of dollars spent on hosting the Games, while families are still financially struggling.

“Why are they wasting all this money on a two-week sports festival, when all that money can be used here where it’s necessary, now more than ever with the pandemic?” Konno said.

The spectator ban has become particularly disappointing at Fukushima Azuma Baseball Stadium, the Olympic baseball and softball venue that was intended to serve as another symbol of recovery. Initially, officials planned to host a number of celebratory events around the stadium, inviting dignitaries to taste the region’s signature fruits, including peaches, pears and grapes.

Instead of throngs of fans filling the venue in baseball-loving Japan, the vast majority of seats in the stadium remained empty July 28 when the first official game was held. The stadium was so empty that organizers played ambient fan sounds to create the illusion of a crowd. Even the surrounding park, with tall, lush trees and a fountain, was closed off to the public.

“The mood I get is people aren’t really interested in the Olympics. And even if they were, they can’t even go anywhere near it,” said Konno, the former nuclear power plant worker.

Toshikatsu Watanabe, who runs a public relations company in Koriyama, a city in Fukushima prefecture, said he was initially excited about the Olympics because he saw it as a way to highlight Fukushima as a safe region with a vibrant culture and delicious produce — a change from its association with tragedy.

Watanabe recalled a recent comment by the U.S. softball coach praising Fukushima’s peaches, which he said were so delicious that he ate six of them in his hotel. Watanabe had hoped for so many observations like those about his region.

“With Fukushima associated so much with radiation, the Olympics would have been a great way to showcase the local culture and food,” said Watanabe, 69. “Especially people actually coming here from all over the world to then share their personal experiences back home.”

The Japanese government has said that it has maintained constant communications with residents and adapted to their needs over the years and that there are many residents who left their homes voluntarily even without an evacuation order.

Yet many Fukushima residents tell a different story of feeling abandoned and overlooked by the government and their lasting fears of lingering financial and health concerns from exposure to radiation, said Hiroko Aihara, an independent medical journalist and Fukushima native.

Those residents are worried that once the global spotlight of the Olympics is gone, they would be declared as “recovered” from the disaster, including residents who are bringing lawsuits against the Japanese government to demand more compensation for their displacement, Aihara said.

“By issuing the declaration on ‘completed reconstruction,’ reparations and trials that are currently underway will be abandoned, and the people of Fukushima prefecture will be ignored,” she speculated. “It makes clear that the government declares that ‘Reconstruction has been achieved because the Olympics have also been successful.’”

A column from the editorial board at one of Japan’s main newspapers, the Mainichi, noted that construction firms had prioritized Olympics-related projects over Fukushima recovery-related projects. It noted that one of the towns in Fukushima had requested that the torch relay pass through a section that remains disaster stricken but was rejected.

“An opportunity to show the reality of recovery was lost,” the editorial read.

“Even after the Olympics, their hard lives do not change and end,” said Aihara. “We and they cannot benefit from the economy with Tokyo 2020. Such conflicts have become complex emotions.”

原発事故時の甲状腺測定、19歳未満や妊婦を対象に via 朝日新聞

 原子力規制委員会は29日、原発放射能漏れ事故が起きた際、住民に実施する甲状腺の被曝(ひばく)線量測定について、19歳未満や妊婦らを対象とする方針をまとめた。現行の指針でも事故後に測定を行うとしていたが、対象者は明示されていなかった。年度内に原子力災害対策指針を改定する。

 方針によると、空間線量が毎時20マイクロシーベルトを超えた地域の住民に対し、3週間以内に測定する。チェルノブイリ原発事故後に子どもの甲状腺がんが増えたことから、19歳未満を対象とする。胎児への影響が懸念される妊婦や授乳中の母親も測定する。測定が難しい乳幼児は、同伴する保護者の測定結果を代用できる。

 測定は、原発から30キロ圏の緊急時防護措置準備区域(UPZ)の外側にある避難所などで、自治体職員らが実施することを想定している。(川村剛志)

Exelon moves to pull plug on Byron, Dresden nuclear plants, saying Springfield’s failure on energy deal leaves ‘no choice’ via Chicago Sun-Times

An Exelon spokesman said the company remains hopeful that “clean energy legislation will pass in time for us to reverse these actions,” but they must move toward shuttering the plants. One lawmaker said the action was expected. “I’m not sure it changes anything,”

Citing the lack of a deal on clean energy legislation, Exelon Generation plans to file decommissioning plans for its Byron and Dresden nuclear power plants.

The filings, which company officials said they plan to submit to the Nuclear Regulatory Commission, are among the final steps in retiring the plants, which have been in operation for decades.

Byron would close in September, followed by Dresden in November.

Without legislation, the company could also close its Braidwood and LaSalle nuclear facilities sometime in the “next few years,” according to the company statement. 

Asked if the decommissioning plan was announced to put pressure on Springfield to pass legislation, an Exelon spokesman told the Sun-Times that the move was necessary, although the company remains hopeful that the Legislature can still pass a bill.

“Whether to shut down or refuel is not a decision that can be made at the last minute, and we are currently just weeks away from Byron’s mid-September retirement date,” Adams said in his statement.
