中国メディア・中国新聞網は21日、「日本の花見のシーズン、『福島の放射能』で中国からの来客が減るかも知れない」とする記事を掲載した。記事は、先日福島第1原発2号機内で高い数値の放射線が検出されたとの情報が流れ、国際社会から大いに注目を集めたと紹介。これに関連して、今月12日に東京の中国大使館の公式サイトが「在日中国人および日本へ渡航する中国国民は適切な行動計画を立てるように」と呼びかけたことを伝えた。

一方で、北京の日本大使館が19日に中国版ツイッター・微博(ウェイボー)で「福島第1原発付近の避難指示区域以外を除く、大部分の地域は放射能の影響を受けておらず安全レベルである。安心して観光に来てください」とのメッセージを発したのに対して、中国のネットユーザーから「計画どおりサクラを見に行く」、「別の行程に変更するつもりだ」と異なる態度のコメントが寄せられたとした。

そして、記者が21日に日本への花見観光ツアーの予約状況を調べたところ「福島の情報が出てから、観光客の日本旅行に対する興味が薄れたようだ」との結論に至ったことを紹介。ある中国国内旅行サイトでは、花見ツアーの申し込み人数が昨年の同時期より半数以上少なくなっており、中でも黒龍江省からの予約数が昨年同時期のわずか20%にとどまっていると伝えた。また、同省内の旅行会社数社の話として、日本の花見ツアーは東京、大阪、名古屋、富士山がメインで福島は訪問先として含まれていないが、予約数はやはり昨年よりもやや少なくなっていると紹介している。

多くの中国人観光客は、様々な情報から総合的に判断して日本に花見にやって来るかを決めることだろう。ただ、アパホテルの問題を含めて日本に対するネガティブな情報が重なるなか、この時期に日本を訪れることを見送る人も少なくないかもしれない。(編集担当:今関忠馬)

After Alarmingly High Radiation Levels Detected, What Are the Facts in Fukushima? via National Geographic

Recently Tokyo Electric Power Company (TEPCO) began sending robotic cameras into the primary containment vessels (PCV) that house the damaged reactors. However, due to extremely high levels of radiation, the robots keep breaking. Within the last two weeks, two cameras have broken—including the one on a scouting mission for the robot meant to locate the radioactive fuel.

To find out more, I contacted Safecast, a citizen science network that bills itself as neither pro-, nor anti-nuclear. Safecast’s team of volunteers have developed the bGeigie handheld radiation monitor, that anyone can buy on Amazon.com and construct with suggested instructions available online. So far over 350 users have contributed 41 million readings, using around a thousand fixed, mobile, and crowd-sourced devices.

Here is what Azby Brown, Safecast’s lead researcher, has to say in an interview.

Let’s recap. TEPCO sent in a robot, it captured pictures before frying, and they stitched the photos together and found the hole. Inside the hole are extremely high levels of radiation, higher then ever measured before. They believe this is THE hole, created by melting radioactive material.

The first step in TEPCO’s recent investigations deep inside Unit 2’s reactor was to insert a camera on a long telescoping pole through an existing maintenance opening. It was not a robot. It captured striking images of what appear to be melted metal spattered on floor decking and other elements inside. They also detected a hole in the steel floor decking about 1m by 1m [about 10 square feet]. They were not able to actually see a hole in the steel reactor pressure vessel (RPV) above, but the working assumption is that the hole in the decking was caused by molten core material mixed with steel falling through.

A few days after the telescoping-arm investigation, a small-tracked cleaning robot with a high-pressure water nozzle and a scraper was inserted.  This operated for 2 hours before the radiation had degraded the camera too much to continue. Neither the telescoping unit nor the cleaning robot had an actual radiation detector, and radiation levels were inferred from camera noise and degradation of the cameras. TEPCO’s first announcement was that radiation levels were estimated to be as high as 530 Sv/hour; the succeeding estimate was over 600 Sv/hr. Either would be fatal to a human after a few minutes’ exposure.

Finally, on Feburary 16, Tepco inserted a second robot into the reactor. This one is called the “Scorpion” because it has a folding “tail” containing powerful lighting and a camera. It operated well for about 30 minutes before becoming disabled, but was able to obtain about 6 hours of video images as well as better radiation measurments, which showed maximum levels of about 210 SV/hr. While this is lower then the previous estimates, it is also considered more accurate and within an order of magnitude. It would also be fatal to humans after a few minutes’ exposure.

Is the radiation contained? From where is the radiation still leaking? 

It’s not fully contained, in that some of the recirculated cooling water, which becomes contaminated by contact with the core material, leaks out of the building, presumably through cracks in the basement walls of the reactor. Lots of measures have been taken to try to contain and minimize this, but none have been fully successful yet. Many of the steps being taken now are to prepare for locating and closing these leaks. This will be several years in the future at best, however.

In the era of fake news and misinformation, what can people do to verify these results for themselves? 

There’s no substitute for doing the homework, becoming technically and media-literate, and informing oneself. Radiation issues are largely scientific, but as we’ve seen in the current political situation in the U.S., other issues are ripe for abuse and manipulation as well. We encourage people everywhere to be skeptical and to become skilled at fact-checking. This is only possible with adequate education.

As far as radiation and Fukushima are concerned, it’s usually pretty obvious when a website is distorting or manipulating information. But we’ve seen good journalists fall prey to bad info as well.

Local servicemen may have radiation poisoning from Fukushima via CityBeat

With a class action lawsuit pending, hundreds of Navy sailors say they can’t get the help they need 

“Right now, I know I have problems, but I’m afraid of actually finding out how bad they really are,” said William Zeller, a 33-year-old active-duty Navy servicemember living in San Diego. He’s one of the 4,500 sailors who were aboard the USS Ronald Reagan during Operation Tomodachi, a humanitarian aid mission sent to Japan the day after a tsunami triggered the 2011 Fukushima Daiichi nuclear meltdown. 

“I know there’s something wrong,” Zeller said. “I’ve got many other people around me telling me I don’t look good, and I need to get checked out. While I am a workaholic, it’s a distraction.”

Zeller is only one of 318 sailors (and counting) who have joined a billion-dollar class action lawsuit filed in 2012 against the nuclear generators’ operating company, Tokyo Electric Power Company, or TEPCO, for injuries allegedly caused by radiation exposure.

The lawsuit argues TEPCO is financially responsible for the sailors’ medical care because the operating company, admittedly, did not inform the Japanese government of the meltdown. In turn, the Japanese government unknowingly misinformed the U.S. Navy of potential dangers of anchoring off the coast of Japan where the ship was engulfed in a plume of radiation for several hours.

“The military health system is a process, putting it politely,” he said, explaining how it took four years to learn he had abnormal bone growth, nerve damage and what he believes is irritable bowel syndrome, all of which began a year after Operation Tomodachi. His weight fluctuates 20 to 30 pounds within a month, and he’s unendingly fatigued.

“Before I went [on the USS Ronald Reagan], I used to be a martial arts instructor,” he said. “I used to go on regular bike rides. I hiked. I was in very good shape. Now, I wear a breathing machine when I go to sleep because I have respiratory problems. I literally just go to work and go home now. I don’t have the energy or the pain threshold to deal with anything else.”

Considering the Veterans Association’s inability to treat members in a timely or efficient manner, Zeller’s lawyer, Paul Garner, said VA care is not an option. Instead, they’re hopeful that a fund set up by former Japanese Prime Minister Junichiro Koizumi will come to fruition. 

Koizumi announced the creation of the fund while visiting 10 affected sailors, including Zeller, in San Diego in May. Koizumi said he expects to raise $2 million by a March 31 cutoff date. The plan is to then transfer the money to the U.S. to supplement the sailor’s medical bills at, according to Garner, some of the best care centers across the country.

However, Garner knows $2 million won’t be enough to cover every need, especially since some sailors have reported symptoms appearing in their children who were born after Operation Tomodachi.

Jason is 36 years old, in shape, never smoked a day in his life and didn’t have trouble breathing until after his time on the USS Ronald Reagan. His respiratory difficulties have aggrandized since 2011, peaking during a 2016 deployment where the doctors told him the contrasting temperatures were to blame and gave him an inhaler to puff on. It took a formal request to fly him off the ship to receive medical treatment in Bahrain, where he was told he had a 60 percent chance of tuberculosis and a 40 percent chance of lung cancer. He has since been diagnosed with asthma by an outside specialist, although the treatments aren’t working. 

“It’s difficult for them to figure out,” Jason said. “I mean, how many patients have they had that are exposed to radiation? And are they trained for that?”

Lung cancer is one of several cancers associated with high radiation exposure, according to the U.S. Nuclear Regulatory Commission website, as well as leukemia, which several sailors have been diagnosed with. Bloody noses, rectal and gynecological bleeding, weakness and ulcers, are also symptoms reported by the sailors and are signs of radiation poisoning, according to the Scripps Health website.

In 2014, the Department of Defense published a report acknowledging that radiation exposure can cause such medical issues, but that the exposure levels were too low and the symptoms appeared too soon to make a connection.

三反園知事の行動「稚拙だ」 市民批判 via 西日本新聞

 「議会で述べた通り」。22日の鹿児島県議会の答弁で、川内原発(同県薩摩川内市)1号機を安全と判断した三反園訓知事は、答弁以上の説明をしなかった。言葉を尽くさない三反園知事の姿勢に、反原発の市民や識者は「逃げている」と批判する一方、容認派からも不満の声が聞かれた。

原発の安全性などを検証する専門委員会が、2度の会合を経て提出した意見書を受けて「私なりの判断」を示すとしていた知事。判断を説明する言葉は「(九電に)強い対応を取る必要はない」だけだった。

脱原発で政策合意し、知事選出馬を取りやめた反原発団体の平良行雄代表は「稼働を認めるのにはっきり言わず、ひきょう。脱原発の思いを託した県民を愚弄(ぐろう)している」。吉岡斉九州大大学院教授(原子力政策)は「あたふたとまとめた意見書を基に判断するのは早計だ。九電への停止要請を含め一連の行動はあまりにも稚拙だ」と指摘した。

Bexar County tries to avoid nuclear waste shipments via mySA

Bexar County commissioners are no fans of nuclear waste being shipped through their county.

At their Tuesday meeting, the commissioners unanimously approved a resolution opposing shipments of thousands of pounds of spent nuclear fuel rods from more than 62 sites across the U.S. to a waste site in West Texas.

“With our history of derailments and lack of infrastructure support, it’s not ready for prime time,” Precinct 4 Commissioner Tommy Calvert said. “It’s just too risky.”

If approved for storage by the U.S. Nuclear Regulatory Commission, a site in Andrews County on the Texas-New Mexico line owned by Waste Control Specialists could also become the home to potentially more dangerous fuel rods, starting in 2021.

伊方原発、山口でも仮処分申請へ 運転差し止め求め via 東京新聞

 四国電力伊方原発(愛媛県伊方町)3号機の運転差し止めを求め、山口県の住民3人が3月上旬、山口地裁岩国支部に仮処分を申し立てることが22日までに、関係者への取材で分かった。年内の提訴も目指す。伊方原発を巡っては既に広島、松山、大分の3地裁で仮処分申請と訴訟があり、山口で4カ所目となる。

弁護団によると、3人は山口県南東部で伊方原発の50キロ圏内の地域に暮らす。伊方原発付近には中央構造線断層帯が通り、南海トラフ巨大地震の被害を受けるリスクも高いと訴える。また事故が発生すれば周防灘が汚染され、漁業が立ちゆかなくなると主張する方針。

二〇一三年に始まった3、4号機の審査で関電は、規制委の指摘で想定する地震の強さを繰り返し引き上げた。二つの断層の連動から三連動へ。断層の深さも厳しく見積もるように求められ、揺れの強さは建設当初の想定の二倍以上になった。

 それでもなお、計算式の抱える過小評価を指摘したのが、規制委の委員長代理として想定の引き上げを求め、一四年に退いた島崎邦彦東大名誉教授だった。熊本地震の事例から、関電や規制委が認める計算方法に問題があることを訴えた。

 だが、規制委は結局、島崎氏が提案した計算方法にも疑問があり、現時点でほかに妥当な方法がないとの理由で、想定を見直さなかった。この論理は「どこかで割り切るしかない」という福島の事故前の規制当局と似ている。

 東日本大震災後、繰り返し「想定外」という言葉が使われた。あの巨大地震や津波を予想できなかった専門家は、代々受け継いできた土地と営みを奪われた人たちの姿に、科学で分かることの限界を痛感したのではなかったか。もし自分が近くに住んでいたら「現時点でよく分からないから仕方ない」で済むだろうか。今回の結論には、その視点が欠けている。

Radiation surveillance detects iodine leak in Europe via Euractiv

Nobody knows who released the substance, but radioactive iodine has been detected across Europe in recent weeks. EURACTIV’s partner Journal de l’Environnement reports.

The technicians of Europe’s informal network of radioactivity surveillance experts, the Ring of Five, were the only ones to notice the spike in radiation levels. In the second week of January, the alert sounded in the north of Norway, with traces of iodine 131 detected in the air.

Other observations followed in Finland, Poland, the Czech Republic, Germany, Spain and France, according to the French Institute for Radiological Protection and Nuclear Safety (IRSN).

In France, levels of iodine-131 did not exceed 0.31 microbecquerel per cubic meter of air (μBq / m3), according to the IRSN, a thousand times less than the levels recorded following the Fukushima nuclear disaster in 2011.

Iodine-131 is a radionuclide with a half-life of just over 8 days. So for it to have been detected, it must have been released shortly before. The source of the substance is still unknown.

The type of radioactive pollution means nuclear power stations can be struck off the list of possible suspects.

“We have only detected iodine. If there had been an accident, like the ones in Fukushima or Chernobyl, we would have had leaks of other substances, like caesium,” Gariel said.

Among the theories considered most likely is that a manufacturer of medical radio-isotopes, probably in Eastern Europe, suffered a leak. This incident closely resembles an episode from 2011, when the Budapest isotopes institute released – legally and harmlessly – an amount of radioactive iodine into the environment.

LETTER: A link between cancer rates and nuclear plants? via The Mercury

Since the two nuclear reactors at Limerick began operating in the 1980s, the question of whether toxic radiation releases affected local cancer rates has persisted.

The latest official statistics raise a red flag: among children and young adults, who are more vulnerable to radiation, cancer rates are rising — especially cancers of the thyroid, which is most sensitive to radiation.

A disastrous meltdown, like those at Three Mile Island, Chernobyl and Fukushima, has always been possible at Limerick. But toxic radioactivity routinely generated is steadily released into local air and water. People living nearby drink, eat and breathe these chemicals on a daily basis.

A study from the early 2000s found high average levels of Strontium-90 in over 100 local baby teeth. This chemical, only created in atomic bomb explosions and nuclear reactor operations, is deposited in bone and teeth. Levels in teeth of children living near Limerick were 50 percent higher than in areas far from nuclear plants; and those results were published in medical journal articles.

The childhood cancer rate in the Pottstown area was 93 percent above the rest of the region in the late 1990s and early 2000s. While multiple factors can cause children to develop cancer, public health officials failed to document any.

Now that the Limerick nuclear reactors are aging, their parts are corroding and more likely to routinely leak radiation. A review of current local cancer rates in young people is in order.

In the most recent four-year period (2011-2014), a total of 430 cancer cases were diagnosed in Montgomery County residents under age 30, a jump from the 338 cases in the four years prior. The rate increase of 27 percent was significantly larger than the 5 percent rise for the rest of Pennsylvania.

Thyroid cancer is probably the most radiosensitive of all cancers. High rates of this cancer have been found in survivors of the atom bombs in Hiroshima and Nagasaki; Baby Boomers exposed to above-ground bomb test fallout in the 1950s and 1960s; persons living near Chernobyl during the 1986 meltdown; and children living near Fukushima after the 2011 meltdown.

The reason thyroid cancer is sensitive to radiation? Another of the 100-plus chemicals released from reactors is iodine-131 (I-131), tiny radioactive metal particles that seek out the thyroid, a butterfly-shaped gland in the neck. I-131 kills or damages healthy cells, which can lead to cancer. Since 1991, U.S. thyroid cancer cases diagnosed annually soared from 12,000 to 64,000.

New thyroid cancer cases in persons under 30-years-old rose from 40 to 79 in Montgomery County during the most recent two four-year periods, a 97 percent increase. The increase for the rest of Pennsylvania is just 9 percent. The county rate is well above the state.

Thyroid cancer is not caused by working in coal mines. It is not caused by smoking. It is not caused by drinking alcohol. It is not caused by eating processed foods. The Mayo Clinic lists just three risk factors for the disease; being female (not a cause); inherited defective genes (not a cause); and radiation exposure — the only known cause.

This underground nuclear bunker city provides shelter to a million people via Daily Pakistan

BEIJING – Over a million people are living in Beijing’s underground bunker metropolis which was designed to protect the city from a nuclear fallout.

In the late ’60s and ‘70s, anticipating the devastation of a Cold War-nuclear fallout, Chairman Mao ordered Chinese cities to build apartments with bomb shelters capable of withstanding the blast of a nuclear bomb.

In Beijing alone, roughly 10,000 bunkers were promptly constructed and when the nuclear threat never materialized, migrant workers and students were ushered into them to live.

Italian photographer Antonio Faccilongo, who went undercover to take the revealing snaps, says she met 150 people, and that only 50 gave permission for their pictures to be published.

And with limited access to public, affordable housing, nuclear bunkers are one of the few feasible options for migrant workers.

Many of the residents are aspiring youth who believe that underground dwelling is just a transitional phase of their life until they gain the financial means for a room with windows and sunlight.

However, amid the current strained relations between China and western powers, these bunkers provide a sense of security to the people in capital Beijing in case of a nuclear threat.
